ReplyDeleteलखनऊ(ब्यूरो)। शिक्षक दल ने अंशकालिक शिक्षकों को पूर्णकालिक बनाने, तदर्थ शिक्षकों के विनियमितीकरण, सीटी ग्रेड के शिक्षकों का एलटी ग्रेट में संविलयन पर सीटी ग्रेड की सेवाएं जोड़ने सहित अन्य कई मांगों को लेकर प्रदेश सरकार पर लापरवाही का आरोप लगाते हुए कार्यस्थगन सूचना दी। ओमप्रकाश शर्मा ने कहा कि सरकार शिक्षा व्यवस्था सुधारने, शिक्षकों की कमी दूर करने के बजाय शिक्षा सत्र बदलने और स्कूलों के खुलने का समय सुबह 8.50 करने जैसे तुगलकी आदेश कर रही है। ठंडक में सुबह 8.50 से स्कूल खोलने और 1 अप्रैल से शिक्षा सत्र शुरू करने जैसे फैसलों से शिक्षा का स्तर नहीं सुधर जाएगा। माध्यमिक शिक्षा मंत्री महबूब अली ने जवाब दिया कि शिक्षकों की भर्ती शुरू कर दी गई है।

ReplyDeleteअंबेडकर विवि से 10 साल का रिकार्ड गायबआगरा, वरिष्ठ संवाददाताFirst Published:18-11-14 09:47 PMLast Updated:18-11-14 09:47 PMअंबेडकर विवि से 10 साल का रिकार्ड गायब हो गया है। यह रिकार्ड सॉफ्ट कॉपी के रूप में होना चाहिए था। बुधवार को हाईकोर्ट में (स्पेशल इन्वेस्टिगेशन टीम) एसआईटी की पेशी है। मंगलवार को लखनऊ से दिनभर रिकार्ड के बाबत पूछताछ होती रही। सबसे ज्यादा गड़बड़ी बीएड में है। 2006 के बाद के सभी चार्ट फर्जी साबित हुए हैं।हाईकोर्ट के आदेश पर कई महीनों से एसआईटी की जांच चल रही है। मार्कशीट के फर्जीवाड़े और नंबरों के घोटालों पर हाईकोर्ट सख्त है। एसआईटी अभी तक कई बार विवि आकर पड़ताल कर चुकी है। तमाम अभिलेख कब्जे में लिए हैं। अधिकारी और कर्मचारियों के कलमबंद बयान भी हो चुके हैं। सूत्रों के मुताबिक एसआईटी को सबसे ज्यादा गड़बड़ी 2000 से लेकर 2010 के बीच में मिली है। इस दौरान विवि में रिकार्ड फर्जीवाड़ा हुआ। 1998 से विवि में कम्प्यूटरीकृत रिजल्ट प्रक्रिया शुरू की गईथी। इस लिहाज से विवि के पास इन सालों के रिजल्ट की ‘सॉफ्ट कॉपी’ होनी चाहिए थी। मंगलवार को एसआईटी के अधिकारियों ने कुलसचिव प्रभात रंजन से इसके बारे में पूछा।रंजन ने उन्हें बताया कि विवि में ऐसा कोई रिकार्ड नहीं है। पुराने अधिकारियों ने इसे सुरक्षित ही नहीं कराया। विवि लगातार एजेंसियां बदलता रहा। अपना कोई सर्वर नहीं रखा। डिजीटल डाटा को सुरक्षित नहीं किया गया। डिजीटल डाटा इसलिए मांगा जा रहा है, ताकि मैनुअल चार्टो से इसका मिलान किया जा सके। विवि से डाटा गायब होने की जानकारी पर एसआईटी के अधिकारी ‘लाल’ हो गए हैं। बुधवार को हाईकोर्ट में उनकी पेशी है। अदालत टीम से अब तक की जांच पर जवाब तलब करेगी, जबकि एसआईटीइन सालों का डाटा लेने में नाकामयाब रही है। विवि अधिकारियों के होश भी उड़े रहे हैं। देर शाम तक रजिस्ट्रार के अलावा डीआर केएन सिंह, एआर रामवृत राम फंसे रहे।बीएड के 2006 के बाद के चार्ट फर्जीबीएड में महाघोटाले हुए हैं। विवि में 2006 तक के मैनुअल चार्ट मौजूद हैं। यह हाथ से तैयार किए गए हैं। इसके बाद कम्प्यूटर के चार्ट आए। इन पर किसी सक्षम अधिकारी के दस्तखत नहीं हैं। चेकर और बनाने वाले तक के दस्तखत नहीं पाए गए हैं। एसआईटी ने इन्हें फर्जी करार दिया है
इसके बारे में रजिस्ट्रार से देर शाम तक पूछताछ चलती रही।लगभग 500 चार्ट इधर-उधर कर दिएबीएड के लगभग 500 मैनुअल चार्ट गायब या इधर-उधर कर दिए गए हैं। विवि में इनका कहीं पता नहीं चल सका है। एक पन्ने पर करीब 24 छात्रों का डाटा होता है। इस लिहाज से हजारों पन्ने गायब किए गए हैं। रजिस्ट्रार समेत कई अधिकारियों की टीम देर शाम तक इसका गणित लगाती रही। एसआईटी ने इसे कुलसचिव की जिम्मेदारी बताया है।नप सकते हें कई पूर्व कुलसचिवइस लापरवाही पर विवि के कई पूर्व कुलसचिव नप सकते हैं। 2000 से लेकर 2010 तक बड़े-बड़े नामी रजिस्ट्रार विवि में रहे हैं। इनके कृपापात्र शिक्षक और कर्मचारियों ने करोड़ों रुपये कमाए। जमीनों में लगाए। अधिकतर रीयल एस्टेट कारोबार में कूद गए हैं।इस बीच रहे रजिस्ट्रारडॉ. शैलेन्द्र नाथ चतुर्वेदी (17 अक्टूबर 95से 18 अप्रैल 2002)डॉ. बीएल आर्या (18 अप्रैल 2002 से 18 नवंबर2003)जगत सिंह (18 नवंबर 2003 से 10 मई 2005)राम कुमार (10 मई 2005 से 19 जुलाई 2005)वीके सिन्हा (19 जुलाई 2005 से 06 अक्टूबर 2006)शिवपूजन सिंह (06 अक्टूबर 2006 से 19 जून 2007)सतीश चंद शर्मा (19 जून 2007 से 01 फरवरी 2008)प्रो. हरिमोहन शर्मा (01 फरवरी 2008 से 06 मई 2008)बीआर कनौजिया (07 मई 2008 से 31 अगस्त 2008)बालजी यादव (11सितंबर 2008 से 03 मई 2009)ओएन सिंह पीसीएस (04 मई 2009 से 04 अगस्त 2009)सीबी सिंह पीसीएस (05 अगस्त 2009 से 22 सितंबर 2009)शत्रुघ्न सिंह पीसीएस (23 सितंबर 2009 से 23 मार्च 2011)कस्टोडियन होने के नाते विवि के सभी रिकार्डसुरक्षित रखना रजिस्ट्रार की जिम्मेदारी है। पुराने अधिकारियों ने ऐसा नहीं किया। अबहमें भुगतना पड़ रहा है। अब हम पुराना रिकार्ड समेटने की कोशिश कर रहे हैं।प्रभात रंजन, कुलसचिव अंबेडकर विवि

आज सुप्रीम कोर्ट में अपने केस की सुनवाई नही हो पाई। सरकारी वकील द्वारा एक सप्ताह का समय माँगा गया अब कोर्ट ने अगले सप्ताह अपने केस को लिस्ट करने को कहा हे।
