Appointment of teachers in primary schools on ad hoc basis by various state governments without following proper qualification criteria on Monday drew flak from the Supreme Court which said that such policies are spoiling the entire education system and future of the country.

A bench of justices B.S. Chauhan and Dipak Misra expressed strong disapproval of such a system and said it was “shocking” that it can be pursued even after the implementation of Right to Education Act.

“A populist principality cannot spoil the future of the country. We want to know qualification of teachers,” the bench said while hearing Gujarat government’s plea on a case pertaining to appointment of “Vidya Sahayak” in primary schools in the state.

“How do you bring such policies when there is Article 21A. It is shocking. There are such appointments in Uttar Pradesh also.

These Shiksha Sahayaks (helpers) are Shiksha shatrus (enemies),” the bench observed asking the state government to place details relating to qualification and appointment of such teachers.

The bench noted that ad-hoc appointment of primary teachers are done in many states which provide them less than one-forth salary given to regular teachers.

“Once we have implemented Article 21A, can we allow such system? Our concern is quality of education and we are very serious about the kind of education we are imparting,” the bench said adding, “We spoil the entire education system by appointing ad-hoc teachers who do not have proper qualification”.

मुझे यह समझ नहीं आता की नियम कानून को समझते हुए भर्तीयां क्यों नहीं आयोजित की जाती ।

इलाहबाद हाई कोर्ट की ट्रिपल बेंच पहले ही टी ई टी को आर टी ई शिक्षा के लिए अनिवार्य बता चुकी है
आर टी ई एक्ट में नियम कानून बनाने के लिए एन सी टी ई को अधिकृत किया है और एन सी टी ने कक्षा  1 से लेकर कक्षा 8 तक
के शिक्षको के लिए टी ई टी जरूरी कर दिया है और इसी के अंतर्गत केंद्र सरकारें व राज्य सरकारें सारे देश भर में टी ई टी परीक्षाएं आयोजित करती चली आ रही हैं
फिर एक नया मामला कोर्ट में और विवादों में जाने वाला है

जूनियर भर्ती में भी टी ई टी मार्क्स का वेटेज क्यों नहीं दिया , यह समझ से परे है
मैंने कई बार ब्लॉग पर नियमो व् एन सी टी ई गाइड लाइन की बात लिखी और लिखा था की अगर टी ई टी सिर्फ पात्रता परीक्षा है तो इसके नियमो में
दोबारा परीक्षा दे कर अंक वृद्दि के बारे में क्यों लिखा है , एक बार पात्र हो चुके व्यक्ति को दोबारा से परीक्षा में शामिल होने के क्यों कहा गया ,
बेरोजगार अभ्यर्थी बार बार परीक्षा क्यों दे और उसकी फीस क्यूँ भरे ,
हालाँकि अभी अपवाद भी देखने सुनने में आये हैं की के वी एस और डी एस एस बी ने अपनी भर्ती में टी ई टी अंको के वेटेज की बात नहीं लिखी


पुलिस भर्ती में बीच में नियम परिवर्तित करके 10 किलो मीटर दौड़ की जगह 4. 2 किलो मीटर कर देना और बीच में नियम परिवर्तित हो जाना

जब नियम बीच में परिवर्तित होते हैं और नियमो में कहीं कमी छोड़ दी जाती है तो भर्ती का लटकना स्वाभाविक है


मेरे ख्याल से शिक्षा मित्रो को अगर तत्काल राहत देनी है तो उनके मानदेय में वृद्दि की जा सकती है , व छुट्टियां , बोनस , इन्सुरेंस आदि की व्यवस्था की
जा सकती है ,
क्यूंकि अगर मामला कोर्ट में पहुँचता है तो समायोजन उलझ सकता है , चूँकि मुख्य मसला तो आर टी आई एक्ट , एन सी टी ई टेट नियम और इलाहबाद हाई कोर्ट की  ट्रिपल बेंच के साथ पहले ही अटका हुआ है 

हालाँकि शिक्षा मित्रों ने केवीट दाखिल की हुई है , लेकिन कोर्ट में कितना समय लगेगा , कुछ पता नहीं

हाथरस : शिक्षामित्रों को बिना शिक्षक पात्रता परीक्षा के शिक्षक बनाने के मामले में अब बीटीसी प्रशिक्षुओं में आक्रोश व्याप्त हो गया है। लगातार बैठक आदि करके प्रशिक्षु अपनी आवाज को बुलंद कर रहे हैं। शनिवार को सैकड़ों बीटीसी प्रशिक्षुओं ने चांमुडा मंदिर में बैठक की।

शासन ने स्नातक पास शिक्षा मित्रों को बिना शिक्षक पात्रता परीक्षा दिए ही शिक्षक बनाने का फैसला कर लिया है, जिससे तमाम बीटीसी प्रशिक्षुओं और बीएड धारकों में आक्रोश है। एक ओर जहां शिक्षामित्र सरकार के इस निर्णय पर मिठाई वितरित कर हर्ष व्यक्त कर रहे हैं। बीटीसी प्रशिक्षु प्रदेश सरकार के इस निर्णय के खिलाफ कोर्ट जाने की तैयारी कर रहे हैं। शनिवार को एक महत्वपूर्ण बैठक बीटीसी प्रशिक्षुओं की हुई। कहा गया कि सरकार के इस निर्णय से बीटीसी प्रशिक्षुओं का भविष्य अंधकारमय हो जाएगा, क्योंकि अधिकतर सीटों को शिक्षामित्र घेर ले लेंगे। शासन में बैठे अधिकारियों को चाहिए कि वह शिक्षामित्रों को पहले टीईटी की परीक्षा दिलाएं, जो उसे पास कर लें उसे शिक्षक बनने का मौका दें। बैठक में डायट के अलावा कृष्ण योगीराज महा विद्यालय, सुशीला देवी, नारायणी देवी, माया इंस्टीट्यूट सहित कई अन्य विद्यालयों के बीटीसी प्रशिक्षु मौजूद रहे। निर्णय लिया गया कि सरकार कोई बदलाव नहीं करती तो प्रशिक्षु कोर्ट का दरवाजा खटखटाएंगे। बैठक के बाद प्रशिक्षु जिला मुख्यालय पर पहुंचे। सीएम को संबोधित ज्ञापन अपर जिला अधिकारी उदयीराम को दिया। ज्ञापन देने वालों में शिवा यादव, नीलम चौधरी, कुलदीप, बंटी सिंह आदि प्रशिक्षु मौजूद रहे।

शिक्षा का अधिकार कानून: अवधि पूरी, तैयारी अधूरी

नई दिल्ली [राजकेश्वर सिंह]। शिक्षा का अधिकार कानून के अमल के लिए तय तीन साल की मियाद रविवार को पूरी हो जाएगी। फिर भी जमीन पर बहुत कुछ नहीं बदला। छह से 14 साल के बच्चों को पढ़ाने वाले लगभग 12 लाख स्कूली शिक्षकों की कमी है। योग्य और प्रशिक्षित शिक्षकों का होना तो और बड़ी बात है। अब भी पीने का पानी, शौचालय और खेल का मैदान सभी स्कूलों मे उपलब्ध नहीं है। स्कूली पढ़ाई के प्रावधानों के पूरा न होने पर सोमवार से कोई भी अभिभावक कानूनी तौर अदालत का दरवाजा खटखटा सकता है।

स्कूली पढ़ाई जैसे बुनियादी मसलों पर केंद्र और राज्य सरकारों की कुछ कर गुजरने की बार-बार की प्रतिबद्धता तीन साल बाद भी फिलहाल धरी की धरी रह गई। केंद्र अब राज्य सरकारों के साथ बैठकर शिक्षा का अधिकार कानून के अमल की समीक्षा करेगा। शिक्षा के नीतिगत मामलों की राष्ट्रीय स्तर की सबसे बड़ी बॉडी केंद्रीय शिक्षा सलाहकार बोर्ड [सीएबीई] की बैठक में आगामी दो अप्रैल को इस पर चर्चा होगी। सूत्रों के मुताबिक, सीएबीई की बैठक में शिक्षा के अधिकार [आरटीई] कानून के अमल की मियाद कुछ और बढ़ाने का भी रास्ता निकाला जा सकता है। क्योंकि, ऐसा न होने पर स्कूलों पर अनावश्यक रूप से मुकदमों की भरमार हो सकती है।

आरटीई कानून के तीन साल के सफर पर नजर डालें तो सिर्फ उसे अपने यहां लागू करने की अधिसूचना जारी करने के सिवा कोई भी राज्य ऐसा नहीं, जो सभी मापदंडों पर खरा उतरता हो। वैसे तो देश में लगभग 12 लाख स्कूली शिक्षकों की कमी है, लेकिन उसमें बड़े राज्यों में अकेले उत्तर प्रदेश में तीन लाख, बिहार में 2.60 लाख, पश्चिम बंगाल में एक लाख, झारखंड में 68 हजार, मध्य प्रदेश में 95 हजार शिक्षकों के पद खाली पड़े हैं

इतना ही नहीं, जो स्कूली शिक्षक हैं, उनमें भी 8.6 लाख शिक्षक योग्य व प्रशिक्षित नहीं हैं। वे राष्ट्रीय अध्यापक शिक्षा परिषद [एनसीटीई] के मानकों के तहत शिक्षक होने की जरूरी अर्हता पूरी नहीं करते। इस मामले में 1.97 लाख अप्रशिक्षित शिक्षकों के साथ पश्चिम बंगाल सबसे ऊपर है। जबकि, बिहार में 1.86 लाख, उत्तर प्रदेश में 1.43 लाख और झारखंड में 77 हजार शिक्षक जरूरी योग्यता नहीं पूरी करते। इस बीच, एनसीटीई ने 13 राज्यों को दूरस्थ शिक्षक शिक्षा के जरिये उनके शिक्षकों को प्रशिक्षित करने की छूट दी है

राज्यों में कानून की मानीटरिंग का जिम्मा बाल अधिकार संरक्षण आयोग या फिर उसके समकक्ष दूसरे निकायों पर है। फिर भी नौ केंद्र शासित राज्यों को मिलाकर अभी तक सिर्फ 26 राज्यों ने इसका प्रावधान किया है। इसके अलावा 41 प्रतिशत स्कूलों में छात्र-शिक्षक अनुपात मानक के लिहाज से नहीं है। तो पांच प्रतिशत स्कूलों में अब भी पीने के पानी की सुविधा नहीं है। 39 प्रतिशत स्कूलों में रैम्प नहीं है। 35 प्रतिशत स्कूलों में लड़के-लड़कियों के लिए अलग शौचालय की सुविधा नहीं है। दिल्ली, पश्चिम बंगाल और गोवा ऐसे राज्य हैं, जिन्होंने प्राइमरी के लिए अभी तक स्कूल प्रबंधन समितियों का गठन नहीं किया है

New Delhi, Mar 22, 2013 (PTI):
Government today ruled out extending the deadline beyond March 31 for schools to meet RTE requirements even as it conceded that many states were lagging behind and said a committee is being set up to expedite the implementation process.

HRD Minister M M Pallam Raju was evasive when asked about the fate of the schools who fail to meet the Right to Education Act requirements like infrastructure after March 31, saying they would ensure the requirements are complied with in the "shortest possible time".

"The deadline is the objective. It is apparent that most states are going to miss it, but that does not mean we will leave the objective. We will constitute a committee to show seriousness of the implementation," he told reporters here.

Schools face the prospects of closing down under the Act if they are not RTE compliant after March 31. The government also faces the threat of being challenged in court by stakeholders in the event of non-compliance.

"As long as state govt shows it seriousness... if some parents want to be litigant, we cannot stop them. But as far as I can say, we all are serious," he said.

He said the Central Advisory Board of Education, in its meeting last November, had also unanimously resolved not to extend the deadline, arguing that any move in this regard would dilute the Act that seeks to provide free and compulsory education to students.

He said government will "push those" schools who are lagging behind even as Ministry officials maintained that there are some states who have attained over 90 per cent achievement in meeting the requirements.

The RTE Act had set two deadlines -- until March 31, 2013 for infrastructure and March 31, 2015 for teachers to attain minimum qualifications (pass Teachers’ Eligibility Test).

Asked about the proposed committee, the Minister said it will do a follow-up to ensure that the deadline for meeting teacher requirement under the Act by March 2015 is met.

Meanwhile, 13 states have asked the Ministry to relax the norms as far as minimum qualification goes to ensure speedy compliance with RTE norms. They are Assam, Manipur, Meghalaya, Nagaland, Tripura, Bihar, Chattishgarh, Himachal Pradesh, Madhya Pradesh, Uttarakhand, Odisha, Uttar Pradesh and West Bengal

Only 6,137 candidates of the 1.40 lakh candidates who appeared for Teachers’ Eligibility Test (TET) could clear the exam. This takes the result to 3.45% for the TET- for the primary section.


Ironically, majority of the candidates failed in language. Statistics provided by the officials in the state primary education department show that only 1.49% of candidates passed in language examination. In mathematics, around 14.78% students and in social science, around 7.83% of students passed the exam.


The exam was conducted on July 8. Academicians say, such low number of passing raises concerns of quality of education. “If such low number of students could clear the exam, what they were taught in primary teacher certificate colleges is a matter of concern,” asked one of the senior academicians.


Students who have done a degree, diploma or certificate course in primary education are eligible to appear for the TET. Candidates who clear the TET become eligible to become teacher in primary school.


Academicians DNA spoke to believe that this should be taken as a wake-up call. An academician who did not wish to be named said that a study should be conducted on difficulties faced by the unsuccessful students and an analysis made to help improve quality of primary education

GTET:  Results raises concern over quality of teachers

Ahmedabad: The recent result of Gujarat Teacher’s Eligibility Test(GTET) has raised serious concerns over the quality of teachers in the state. Out of the 1.26 lakh teachers who appeared, only 4,029 have cleared their examination.

According to the senior officials, a total of 1,26,225 teachers of class I to V appeared for the exam and only 4,029 managed to clear it. Out of these 4,029 who cleared the exam, 832 teachers were from general category, 694 were from SC category, 601 from ST and the rest were from Socially and Educationally backward class.

The results have showcased the poor standard of the teachers in the state, officials said. It further raises concerns over the education system in the state.

The officials said that each general category teacher was required to get 90 right answers out of the 150, while the same for the reserved category students was only 82.

AHMEDABAD: The result of the teachers eligibility test has raised questions over the quality of teachers in the state. Of the 1.26 lakh teachers who appeared only 4,029 have cleared their examination.

Senior officials said that of the 1.26,225 teachers of class 1 to V who took their examination only 4029 cleared. Gujarat Teacher Eligibility Test News :
Anti Corruption Bureau (ACB) on Monday nabbed one State Reserve Police (SRP) constable Bharat Patel red-handed for accepting Rs25,000 in bribe.

He had promised the complainant to help him clear the Teacher’s Eligibility Test in lieu of the money.

ACB sleuths also found documents relating to examination of police sub-inspectors and police constables with him. Investigations revealed that he charged Rs3 lakh from every candidate promising to qualify them for state-level competitive exams.

AHMEDABAD: Those who want to teach in schools other than English, Gujarati and Hindi medium schools will have to clear the Teachers Eligibility Test (TET) conducted by the Gujarat government in any of the three languages in which the test is conducted. A government release stated, if a candidate wants to teach in a Marathi school will have to clear his TET examination either in English, Hindi or Gujarati. However, the candidate should have studied in a Marathi medium school till class X or should have Marathi as a subject in class XI and XII. The candidate will also be eligible if he/she has cleared the TET in Marathi language from any state in the country or has cleared the National Eligibility Test conducted by the Union government.

The release made it clear that candidates desirous of appearing for TET examination in Hindi, English or Gujarati will have to appear for the Gujarat board TET only

Ahmedabad The state government plans to recruit about 14,000 teachers for its 34,000-odd schools across Gujarat during the upcoming academic session.
The recruitment drive to be carried out by the state’s Education Department is part of steps being taken by the state government to meet norms and guidelines laid down in the Right to Education (RTE) Act.

All recruitments will be done through Teachers Eligibility Test (TET).

“The TET for lower primary will be conducted either on May 27 or on the first Sunday of June followed by another test for upper primary schools. The additional 14,000 teachers will be employed as per rules laid down by RTE and National Council for Teachers Education (NCTE),” said principal secretary (primary education) R P Gupta.

At present, there are around 2,05,000 teachers the 34,000-odd schools run by the state government, municipal corporations and district panchayats in the state.

As per the state’s recruitment policy, 30 per cent of seats are reserved for female candidates.

Recently, the education department had divided the schools into lower and upper primary sections for better management and implementation of RTE Act. Lower primary schools will have classes from I to V while the upper primary section comprises classes VI-VIII.

Gupta claimed the fresh recruitment was taken up to fill vacancies arising out of shuffling of teachers into upper and lower primary schools, depending upon their qualifications.

Also, it will help meet the recommended teacher-student ratio in all schools. For lower primary schools where the number of students is less than 120, a teacher-student ratio of 1:30 will be followed. In schools that have 200 or more students, the ratio will be 1:40.

For upper primary schools, the desired teacher-student ratio is 1:35.

सूरत। गुजरात शिक्षा विभाग ने प्राथमिक एवं माध्यमिक स्तरीय शिक्षकों की नियुक्ति को लेकर नियमों के बदलाव किया है। इसके तहत टेट (टीचर इलीजीब्लीटी टेस्ट) परीक्षा के अंकों का "मोल" तय किया गया है।

वहीं स्नातक एवं स्नातकोत्तर जैसी योग्यताओं के भी अलग से अंक निर्घारित किए गए हैं, जो पदोन्नति के दौरान भी लागू होंगे। आम सूचना के तहत बदलाव नियमों को विभागीय वेबसाइट पर भी अपलोड किया गया है। गुजरात में शिक्षकों की नियुक्ति के लिए टेट की अनिवार्यता तय की गई है।

इस हिसाब से नियमों में बदलाव किया गया है। सूची में चित्रकला शिक्षक, व्यायाम शिक्षक, संगीत शिक्षक तथा क्राफ्ट एंड इन्डस्ट्री ट्रेनिंग शिक्षक की योग्यता का माप दंड आंका गया है। वहीं नियुक्ति से लेकर बर्खास्तगी तक के नियमों का उल्लेख भी किया है। नियमों में शिक्षकों के शैक्षणिक योग्यता एवं टेट परीक्षा परिणामों के अंकों को जोड़कर योग्यता तय की जाएगी। 

यह रहेगी जोड़-बाकी - 
परिवर्तित नियमों के तहत प्राथमिक एवं माध्यमिक शिक्षक के उम्मीदवार की स्नातक डिग्री के 10 अंक, पीजी डिग्री के 10, प्रोफेशनल डिग्री कोर्स के 5 अंक और प्रोफेशनल पीजी डिग्री के 5 अंक तय किए गए हैं, जो अधिकतम 30 अंकों तक होंगे। इसी तरह चित्रकला शिक्षक की योग्यता के लिए डिप्लोमा डिग्री के 15 अंक, स्नातक डिग्री के 15 अंक, व्यायाम शिक्षक की योग्यता के लिए एचएसएस के 5 अंक, सी.पी के 5 अंक, डी.पी के 5 अंक, स्नातक डिग्री के 10 अंक और डिप्लोमा के 5 अंक, तथा क्राफ्ट एंड इन्डस्ट्री शिक्षक की योग्यता के लिए एचएससी के 10 अंक, डिप्लोमा के 10 अंक और स्नातक डिग्री के 10 अंक और संगीत शिक्षक की योग्यता के लिए एचएससी के 15 अंक और स्नातक डिग्री के 15 अंक के अनुपात को मिलाकर शैक्षणिक योग्यता के 30 अंकों को मापदण्ड बनाया गया है। वहीं टेट परीक्षा में से उम्मीदवार को 70 अंक प्राप्त करने होंगे। इस आधार पर 70 एवं 30 अंकों को जोड़कर मेरिट सूची बनाई जाएगी
