GENERAL RULES FOR CONCESSION 
The detailed rules, procedures, entitlement, purposes, etc for grant of concession are contained under different serial numbers in IRCA Coaching Tariff, Part I (Vol. II) which can be purchased from the General Secretary, I.R.C.A., Chelmsford Road, New Delhi. For any complaints or clarifications, the General Manager or the Chief Commercial Superintendent of the concerned Zonal Railway Administration should be approached. The important general rules for concession, in reference to the above mentioned Tariff, are as under:

1. (a) All concessional fares shall be calculated on the basis of fares for Mail/Express trains irrespective of the type of train, i.e. Mail or Express or Passenger, by which the passenger travels.

(b) Concession shall not be granted for any journey the cost of which is borne by the Central or State Government or a local authority or a Statutory body or a Corporation or a Government Undertaking or a University.
However, the students participating in the tournaments held or recognized by the schools or universities will be eligible to the concession.

(c) Concession shall be admissible only in respect of basic fares. No concession is admissible in respect of other charges, viz. super fast surcharge, reservation fee, etc. However, in cases where concession has been allowed in Rajdhani/Shatabdi/Jan Shatabdi trains, the concession shall be admissible in the total charges (including catering) of these trains.
Ministry of Railways have decided that “concession wherever admissible and child fare in the case of rajdhani/shatabdi/jan shatabdi/duronto express trains may be granted only in the basic fare like other mail/express trains and all other charges (catering charges, reservation charges, supplementary charges like superfast surcharge, enhanced reservation charges, taxes (if any) shall be collected in full”
these changes will come into force for tickets purchased for the journey from 01-04-2013. (vide railway board circular no.tcii/2941/11/policy dated 26.10.2012)
(d) The concessions will be admissible subject to the minimum distance of 300 Kms, except in the case of students, blind, orthopaedically handicapped/paraplegic persons, TB and Cancer patients, Kidney patients, non-infectious leprosy patients, mentally retarded persons, thalassamia major disease patients, Heart, Hemophilia Patients, War Widows, Widows of IPKF, Widows of martyrs of operation Vijay 1999 (Kargil), Widows of defence personnel killed in action against terrorists & extremists, National Awardee Teachers, Shram Awardee Industrial Workers, Widows of Policemen killed in action against terrorists & extremists, Senior Citizens, Allopathic Doctors, parents accompanying the National Bravery Awardee child, Police Medal Awardees, Dronacharya Awardees coaches, sportsmen, Unemployed Youths for attending interviews for jobs, and their escorts, wherever admissible under the rules, in whose case the above mentioned distance restriction will not apply. However, the distance restrictions otherwise applicable to general public for travel in each individual train will apply for issue of concessional tickets also.

2. Only one type of concession is admissible at a time at the choice of passenger and no person is allowed two or more concessions simultaneously.

3. (a) Break of journey en-route shall not be allowed on a concession ticket for a journey for a specific purpose viz. a student traveling to/from an examination Centre, a Cancer patient traveling to/from a hospital, a professor traveling to/from a Conference, etc. It is allowed only where a break of journey is a natural event.

(b) Passengers breaking their journey are required to have their ticket endorsed from the Station Master where journey is broken.

(c) Passengers terminating journey en route, must surrender their ticket at the station where the journey is terminated. Refund for the untravelled portion on such tickets will not be allowed.

4. Except Senior Citizens, concession on Indian Railway will be admissible on production of the requisite certificate from the concerned Person/Organization in India and the documents issued by persons/organizations in other countries shall not be valid for the purpose of concession.

5. In the case of Senior citizens, no proof of age is required at the time of purchasing tickets. Concession tickets are issued on demand made through the option in reservation form. However, they are required to carry some documentary proof showing their age or date of birth and produce it if demanded by some Railway Official during the journey. Any document issued by any Government Institution/ Agency/Local Body, like Identity Card, Ration Card, Driving Licence, Pass Port, Educational certificate, certificate from Panchayat/Corporation/ Municipality, or any other authentic & recognized document, is acceptable for this purpose. The Pass Port issued by foreign countries is also valid.

6. The holder of a concession ticket is not permitted to change the ticket to a higher class even by paying the difference of actual fares. However, the categories of persons eligible for concession in first class (and not in AC 2-tier) can purchase tickets for AC 2-tier sleeper also on payment of the first class concessional fare plus difference of actual fares of AC 2-tier sleeper & first class.

7. Save as otherwise specifically provided, concession is not admissible in season tickets, circular journey tickets and prestigious trains like Rajdhani Express, Shatabdi Express, etc. which have separate all inclusive fare structure. Concession is admissible to any one in Garib Rath Express trains.

8. In case where concessional Single/Return Journey Tickets or Season tickets or Circular journey tickets are to be issued for two or more persons, the concessional fare shall be calculated separately for each person.

9. All the concessions are to be granted across the counters at Stations/ Reservation Offices/Booking Offices only. If some person enters the train without ticket or without proper ticket or extends journey on concession ticket or changes the concession to higher class, etc., he shall not be granted any concession in train, even if he is otherwise eligible for it under the rules.


BREAK JOURNEY (AS ON 1.5.07)
(1) (a) Break of journey, at en-route station, is permitted only on those single journey ticket which are for more than 500 kms. The first break of journey shall not, however, be admissible until a distance of 500 kms. has been travelled from the starting station. Only one break-journey will be permitted on tickets upto 1000 kms. and maximum two break-journeys will be allowed on tickets of longer distances. The period of break-journey that can be availed at a station will be upto a maximum of 2 days only excluding the day of arrival and the day of departure of the train. For all return tickets, each half of the tickets is treated as a single journey ticket.
1.A passenger with single journey ticket for 800 kms. wants to break his journey at 423 kms.not permissible.
2.A passenger with single journey ticket for 600 kms. wants to break his journey at 501 kms.Permitted for 2 days maximum.
3.A passenger with single journey ticket for 1050 kms. wants to break his journey at 400 kms. and 801 kms.Only one break journey at 801 kms. is permitted for 2 days maximum.
4.A passenger with single journey ticket for 2000 kms. wants to break journey at 800 kms., 905 kms. and 1505 kms.Two break journeys permitted as per choice of passenger at the rate of two days maximum at each point of break of journey.


(b) Whenever a through passenger detrains at a station en-route for catching a connecting train, it should not be treated as break journey provided such halt is for less than 24 hours. For example, the holder of a direct ticket from Pune to Jammu Tawi via Dadar travels from Pune to Bombay by any day train a day earlier in order to catch Bombay-Jammu Tawi Express next morning leaving Bombay at 6.25 hours shall not be treated as break journey.
NOTE: Break of journey is not permissible on the tickets of certain trains like Rajdhani Express, Shatabadi Express, etc. which have separate all inclusive fare structure on point-to-point basis, and therefore, refund on such partially used tickets is also not admissible.

(2) Passengers are required to have their tickets endorsed at the station where journey has been broken. The endorsement shall consist of the station code, station Masters Initials and the date.
NOTE : Passengers breaking journey and not obtaining the endorsement as prescribed will be treated as persons traveling without a proper ticket and dealt with accordingly.

(3) Passengers breaking the journey en route except as provided in paragraph (1) above must surrender their tickets at the station where journey is broken and obtain Ticket Deposit Receipt (TDR). Thereafter, they should act in accordance with the instructions on TDR for claiming refund for the untravelled portion on such tickets.

(4) Break journey shall not be permitted short of the station upto which reservation has been done. If a passenger seeking reservation on ticket wants to break journey enroute, it should be clearly indicated on the Requisition form the names of the stations where the break journey is required.


CIRCULAR JOURNEY TICKET (AS ON 1.5.07)
(1) Normal rules on Break Journey will not apply in case of Circular Journey Tickets for such circular journey which commences and completes at the same station. Return Journey on the shortest route or on a route upto 15% longer than the shortest route will not be treated as circular journey for this purpose. Circular Journey Tickets can be issued for all classes. Before issuing Circular Journey Ticket, the passenger should be asked to advise the names of maximum eight stations (excluding originating/destination station) where he wants to break the journey.

(2) VALIDITY PERIOD :
The validity period for the ticket will be calculated at the sum of journey days and break journey days - journey days to be calculated @ 1 day per 400 kms distance or part thereof and break journey days to be calculated @ 1 day per 200 Kms. The ticket will be valid from the day of journey indicated on the ticket. There will be no restriction on commencing the break journey. The passenger will be required to put his signature with date on the ticket on commencement of journey.

(3) BREAK JOURNEY :
On a circular journey ticket the maximum number of break journey will be 8 (eight). The endorsement of break-journey is not required on Circular Journey Tickets.

(4) FARE FOR CIRCULAR JOURNEY TICKET : 
The circular journey ticket will be charged for two single journeys, each journey being taken as half of the total distance. Reservation charges for different legs of journeys, supplementary charge on super-fast, etc. will be levied extra. If a passenger travels in higher class or by higher category of trains, he will be required to pay the difference of fares for such distance on point to point basis.


SEASON TICKET (AS ON 1.5.07)
1. (i) Rules, rates and other particulars regarding issue of season tickets can be obtained by application to the Railway concerned. Season tickets are issued for suburban as well as non-suburban sections. Fare for second class (ordinaray) uniformly for all distances.Fares for First class MST continues to be four times the Second Class MST fares. Season tickets to children are issued at half of the adult season ticket fare. Quarterly Season tickets are charged at 2.7 times of the normal adult/child MST fare. Season tickets are issued for First and Second classes only and these tickets are valid in the class for which they are issued. Only one season ticket is issued to a passenger to travel between the stations serving his place of residence and place of work/studies. If the passenger is found with more than one season ticket to flout the distance limits, the additional season ticket will be treated as invalid. First class season ticket holders are not allowed to travel in AC coaches. On specific sections where there is sufficient demand of first class season tickets and it is not possible to attach first class chair cars, zonal railways may attach AC Chair car coaches, if available, for exclusive use of first class season ticket holders. On those sections, where there is no first class service, first class season tickets are not issued at all.

(ii) DISTANCE :
Season tickets are issued upto 150 Kms. only. Season tickets for more than 150 kms are issued only on those sections where they were being issued prior to 1951 (except on those sections where they have been withdrawn due to lack of demand).

(iii) IDENTITY CARD :
A photo Identity Card, alongwith a plastic cover, is issued to every season ticket holder at a nominal cost of Re. 1. The Identity Card will be valid for 5 years or such time it gets defaced/mutilated, whichever is earlier. The Identity Card having Printed Card number will contain Name, Address, Age, Sex & Signature of the holder. Identity Card Number must be written on Season Ticket. It is necessary for the passenger to produce the Identity Card alongwith the season ticket, otherwise the season ticket will be invalid and the passenger will be treated as without ticket. It is necessary that the particulars of the passenger are properly & correctly entered on the Identity Card and the photograph firmly pasted thereon. The Booking Clerk will put the Station Stamp in such a way that half of the stamp appears on photograph and the remaining part appears on the Identity Card.

In addition to above, the Identity Card, Pan Card, Passport, Driving Licence, Voter Identity Card and Credit Card issued with photograph by any Government in India or some Government agency in India, will also be accepted as proof of identity for issue and renewal of season tickets. The serial number of such document shall be written on season ticket. While traveling, the passenger must carry this document, alongwith season ticket, without which the season ticket will be invalid and the passenger will be treated as without ticket.

(iv) VALIDITY :
Season tickets are not valid for travel in reserved coaches and trains. They are valid for travel by Passenger trains. In the case of Mail/ Express/Superfast trains, they are valid for travel by only those Mail/Express/Superfast trains where it has specifically been permitted by Railway Administration. However, they are valid for travel subject to the distance restriction otherwise applicable in individual train. The first class season ticket holders are, however, allowed to travel in first class coaches during day time only, subject to the distance restrictions applicable on the concerned train.

(v) RENEWAL : 
Season ticket can be renewed 10 days in advance of the date of expiry. In such cases, it will be made valid only after the date of expiry and not from the date of renewal.

(vi) SUPERFAST SURCHANGE TICKET :
Wherever permitted by Railway Administration, the passenger can travel in unreserved coaches of Superfast trains also. In such a case, he is required to purchase the Superfast Surcharge ticket for each journey in advance. For the convenience of passengers who want to travel regularly by Superfast trains, the Railways also issue the Monthly/Quarterly Superfast Surcharge tickets on demand. The superfast surcharge will, however, not be levied on season ticket holders traveling by those superfast trains, which have total journey less than 325 kms from train originating to destination station.

(vii) REFUND : 
Refund on unused or partially used season tickets is not admissible under any circumstances.

2. SEASON TICKETS TO STUDENTS :
Season tickets to students are issued for First & Second class upto the maximum distance of 150 Kms. The student monthly season tickets will be charged at half of the normal adult season ticket fare and student Quarterly Season tickets will be charged at 2.7 times of the Student MST fare. These MSTs/QSTs will be issued without any minimum charge to the students of recognized institutions under S. No. 4 and 4 (c) (8) of IRCA Coaching Tariff NO. 25, Part I (Vol. II) subject to the condition that the age of students, to whom the tickets are issued, should not exceed 25 years in the case of student in general, 27 years in the case of students belonging to the Scheduled Castes/Tribes and 35 years in the case of Research Scholars.

NOTE : Season tickets to students of Scheduled Castes and Scheduled Tribes shall be issued as under: -
(i) MSTs: On payment of 50% below the normal Student MST fares, and
(ii) QSTs: On payment of 2.7 times of the concessional fares of MSTs vide (i) above.

3. FREE MST TO STUDENTS : 
The facility of Free Monthly Season Tickets (MSTs) is available to Boy Students studying in classes upto 10th Standard and Girl students studying in classes upto 12th standard for commuting daily between the stations serving the place of residence and school. They carry the caption MILLENIUM GIFT FROM RAILWAYS. These free MSTs are issued subject to the following conditions: -

(1) Only MSTs are issued and QSTs are not issued.

(2) As in the case of concessional student MSTs, these are also issued upto maximum of 150 Kms.

(3) These are issued for second class only and are not valid for travel in any Mail/Express train, including superfast train.

(4) No other surcharge is levied on these MSTs (Even the CIDCO surcharge applicable on Central/Western Railway for travel on specific section in Mumbai area is not leviable)

(5) The free MSTs are issued subject to all other conditions applicable for issue of concessional MSTs to students.

(6) The concessional student MSTs/QSTs continue to be issued on demand as per rules.

LEVY OF SUPERFAST SURCHARGE BY CERTAIN TRAINS AS ON 1.5.2007
(1) If average speed of a train, in both up and down directions, is minimum 55 kmph on Broad Gauge and 45 kmph on Metre Gauge, it is treated as superfast train for the purpose of levying superfast surcharge. The average speed is calculated by dividing the end-to-end distance by the total journey time.

(3) Superfast surcharge is levied on all passengers, irrespective of distance, separately for each journey. On tickets involving more than one journey, i.e. where break journey is involved and circular journey tickets, superfast surcharge is levied only once.

(4) In the case of Season tickets, superfast surcharge is levied subject to other provisions contained in the rules for Season tickets.


POSTPONEMENT OR PREPONEMENT OF JOURNEY ON A RESERVED, RAC OR WAITLISTED TICKET- (AS ON 1.5.07)
(1) POSTPONEMENT OF JOURNEY : 
(a) CONFIRMED TICKETS :
Postponement of journey on confirmed tickets shall be allowed in the same or any higher class, by any subsequent train on the same day or any subsequent day, for same or any longer destination, provided that :

(i) confirmed or RAC or waiting list accommodation is available in the train in which fresh reservation is required ;

(ii) fresh reservation fee for the class for which reservation is required is paid, in case of tickets surrendered during working hours and at least twenty four hours before the scheduled departure of the train in which originally booked ;

(iii) 25% fare of already booked ticket is paid as cancellation charges, in case of tickets surrendered during working hours and within twenty four hours and four hours before scheduled departure of the train in which originally booked;

(iv) 50% fare of already booked ticket is paid as cancellation charges, in case of the tickets surrendered during working hours and within four hours before the scheduled departure and upto the maximum time limits mentioned in rule 6(i)(c) of Refund Rules after actual departure of the train in which originally booked .

(b) RAC AND WAIT LISTED TICKETS :
Postponement of journey on RAC and Wait listed Tickets shall be allowed in the same or higher class, by any subsequent train on the same or any subsequent day, for same or any longer destination, provided that -

(i) confirmed or RAC or waiting list accommodation is available in the train in which fresh reservation is required ;

(ii) ticket is surrendered during working hours and upto the maximum time limits mentioned in rule 6(i)(c) of Refund Rules after actual departure of the train in which originally booked;

(iii) clerkage charge is paid.

(2) PREPONEMENT OF JOURNEY :Preponement of journey on confirmed, rac and wait listed tickets shall be allowed in the same or any higher class, by any earlier train on the same day or any earlier day, for same or any longer destination, provided that :

(a) confirmed or RAC or waiting list accommodation is available in the train in which fresh reservation is required ;

(b) the ticket is surrendered during the working hours of the reservation office and at least six hours before the scheduled departure of the train in which reservation is required or before preparation of the reservation chart, whichever is later ;

(c) fresh reservation fee for the class for which reservation is required is paid, in case of preponement on confirmed tickets ; and

(d) clerkage charge is paid, in case of preponement on RAC and wait listed tickets;

(3) The difference in fares for originally booked journey and revised journey shall be refunded or recovered, as the case may be.

(4) Postponement or Preponement of journey under the sub-rule (1) or sub-rule (2) shall be allowed only once.

(5) The Postponement or Preponement of normal train ticket journeys will not be applicable against Tatkal Quota even on payment of Tatkal charges.

(6) If the ticket, on which journey has been altered, is cancelled, cancellation charges shall be payable as indicated in Refund Rules.


TRAVEL IN LOWER CLASS FOR WANT OF ACCOMMODATION (AS ON 1.5.07)
If the ticket holder of a higher class is made to travel in a lower class for want of accommodation in the class for which the ticket was issued, refund of the difference between the fare paid and the fare payable shall be granted as indicated in Refund Rules.


ISSUE OF DUPLICATE TICKET FROM THE STATION (AS ON 1.5.07)
(1) (i) If the reservation status of the lost, misplaced, torn or mutilated ticket is reserved or RAC and duplicate ticket is sought before preparation of reservation chart, the station master shall issue a duplicate ticket in lieu of the original ticket on collection of the clerkage charge per passenger.

(ii) If duplicate ticket in lieu of a lost or misplaced reserved ticket is sought after preparation of reservation chart, it shall be issued on collection of 50% of total fare. Duplicate tickets shall not be issued for RAC tickets after preparation of reservation chart.

(iii) If duplicate ticket in lieu of a torn or mutilated reserved or RAC ticket is sought after preparation of reservation chart, it shall be issued on collection of 25% of the total fare.

(2) (i) No refund shall be granted in respect of charges collected for issuing duplicate tickets except where the lost or misplaced ticket is traced after the issuance of a duplicate ticket and presented alongwith the duplicate ticket before departure of the train. The charges collected for issuing duplicate ticket shall be refunded after deducting five per cent. thereof subject to a minimum deduction of rupees twenty. In case the journey is also not undertaken, the cancellation charges on the original ticket shall be determined as provided under Refund rules.

(ii) The passenger, who has paid excess charges in train on account of his reserved ticket or RAC ticket being lost, misplaced, torn or mutilated, can make an application to Chief Commercial Manager (Refunds) of that Railway administration for grant of refund of the charges paid in train, who may, if decided, grant refund of the charges realised in the train after retaining the cancellation charges at 50% of fare per passenger provided that no one has taken refund earlier on the original ticket.


REFUND RULES - BASIC RULES (AS ON 1.5.2007)
1. These rules are called Railway Passengers (Cancellation of ticket and refund of fare) Rules.

2. DEFINATIONS :
In these rules, unless the context otherwise requires -

(a) clerkage means a charge levied by a railway administration for the clerical work rendered by it in the refund of fares;

(b) destination station means the station for which the ticket has been issued;

(c) RAC ticket means a ticket on which a seat has been reserved against requisition for a berth and a berth may be subsequently provided against cancellation, if any;

(d) fare includes basic fare, supplementary charge on superfast trains and reservation fee;

(e) reserved ticket means a journey ticket on which a berth or seat has been reserved;

(f) reservation fee means the charge, in addition to the fare, levied by the Railway administration for the reservation of a berth or seat;

(g) station means a railway station and includes other reservation offices or booking offices in the same city;

(h) station master means a railway employee, by whatever name called, having overall charge of a railway station and includes any other railway employee authorised to grant refund of fare at a Station;

(i) ticket means a single journey ticket or any half of a return ticket but does not include a season ticket, an Indrail Pass ticket or a special ticket for a reserved carriage or a tourist car or saloon, or a special train;

3. STATION MASTER TO REFUND FARES :
(1) Subject to the other provisions of these rules, every refund of fare on unused unreserved ticket shall, when such ticket is presented for refund of fare to the station master of ticket issuing station, be granted by such station master after verifying the genuineness of the ticket from the record of the station.

(2) Subject to the other provisions of these rules, every refund of fare on reserved tickets, RAC tickets and wait-listed tickets shall, when such tickets are presented for refund of fare to the station master of ticket issuing station, be granted within the time limits prescribed in these rules, by such station master after verifying the genuineness of the tickets through computer or from the record of the station:

Provided that :

(a) in case of tickets which were issued for travel from a station other than the ticket issuing station, refund of fare shall be admissible at -

(i) the ticket issuing station, if the ticket is surrendered before the scheduled departure of the train from the station from where the ticket is valid for travel; and

(ii) the journey commencing station, if the ticket is surrendered within the time limits prescribed in these rules, and

(b) refund of fare may also be granted by the station master of a station other than the ticket issuing station and journey commencing station subject to the conditions that -

(i) the ticket is surrendered for refund of fare during working hours of the reservation office and before the preparation of reservation chart, of the concerned train, for the station from where the ticket is valid; and

(ii) the genuineness of the ticket and its particulars are verifiable at the refund granting station through computer or from record of the station.

4. LEVY OF CLERKAGE :
Subject to the other provisions of these rules, station master shall levy a clerkage of rupees twenty per passenger for cancellation of unreserved or wait-listed or RAC tickets, except for second class unreserved tickets where the clerkage of rupees ten only shall be levied.

5. UNUSED TICKETS ON WHICH NO RESERVATION HAS BEEN MADE :
If a ticket on which no reservation of a seat or berth has been made is presented to the station master for cancellation within three hours after the actual departure of the train for which the ticket is issued or for any ticket valid for the whole day, within three hours after the actual departure of the last train of the day for the destination station, refund of fare shall be made on every such ticket after deducting the clerkage.

6. TICKETS ON WHICH RESERVATION HAS BEEN MADE :
(1) Subject to the provisions of these rules, if a ticket on which reservation of a seat or berth has been made is presented by the passenger or his agent to a station master for cancellation, refund of fare shall be made after deducting cancellation charges from the fare as follows:-

(a) If the ticket is presented for cancellation more than twenty four hours before the scheduled departure of the train, the per passenger cancellation charge shall be deducted at a flat rate of Rupees seventy for air conditioned first class/executive class, Rupees sixty for air conditioned sleeper class/air conditioned 3-tier sleeper class/first class/air conditioned chair car, Rupees forty for sleeper class and Rupees twenty for second class;

(b) If the ticket is presented for cancellation between twenty four hours and four hours before the scheduled departure of the train, cancellation charge shall be Twenty five per cent of the fare subject to the minimum flat rate mentioned in clause (a);

(c) If the ticket is presented for cancellation within four hours before scheduled departure of the train and upto -

(i) three hours, when the ticket is for a destination station upto Two hundred Kilometres,

(ii) six hours, when the ticket is for a destination station of more than Two hundred Kilometres but upto Five hundred Kilometres, and

(iii) twelve hours, when the ticket is for a destination station of more than Five hundred Kilometres, after the actual departure of the train, cancellation charge shall be fifty per cent of the fare subject to the minimum flat rate mentioned in clause (a);

Provided that for night trains leaving between 21.00 hours and 06.00 hours (actual departure), refund shall be admissible at the station within the time limits specified above or within first four hours after the opening of reservation office, whichever is later.

(2) No refund shall be granted at the station if the ticket is surrendered for cancellation after the expiry of the period mentioned under clause (c) of sub-rule (1).

NOTE : In case, on a party ticket or a family ticket issued for travel of more than one person, some persons have confirmed reservation and others are on waiting list, full refund of fare, less clerkage, shall be admissible for confirmed passengers also provided that the entire ticket is surrendered for cancellation at the journey commencing station within four hours before the scheduled departure of the train and upto three hours after actual departure of the train.

7. UNUSED WAITLISTED OR RAC TICKETS :
(1) Subject to provisions of sub-rule (2), no cancellation charge shall be payable if a wait-listed or RAC ticket is presented for cancellation-

(i) upto three hours, when the ticket is for a destination station upto Two hundred Kilometres,

(ii) upto six hours, when the ticket is for a destination station of more than Two hundred Kilometres but upto Five hundred Kilometres, and

(iii) upto twelve hours, when the ticket is for a destination station of more than Five hundred Kilometres,after the actual departure of the train except for the deduction of the clerkage :

Provided that for night trains leaving between 21.00 hours and 06.00 hours (actual departure), refund shall be admissible at the station within the time limits specified above or within first four hours after the opening of reservation office, whichever is later.

(2) Where confirmed reservation has been provided to RAC or waitlisted ticket holder at any time upto the final preparation of reservation chart, such ticket shall be treated as a reserved ticket and cancellation charge shall be payable in accordance with rule 6.

8. CANCELLATION CHARGES ON MULTIPLE JOURNEY TICKETS : 
When an unused ticket involving more than one journey is surrendered for cancellation, the entire ticket shall be treated as one single journey ticket and refund of fare of the entire ticket, irrespective of reservation status of different laps of journeys, shall be granted as per reservation status of first lap of journey, as under :

(i) if reservation status of first lap of journey is confirmed, refund shall be granted in accordance with rule 6; and

(ii) if reservation status of first lap of journey is RAC or waiting list, refund shall be granted , in accordance with rule 7.

NOTE: The cancellation charges or clerkage shall be levied only once on the entire amount of ticket and not separately for each lap of journey.

9. POSTPONEMENT OR PREPONEMENT OF JOURNEY ON A RESERVED, RAC OR WAITLISTED TICKET :
(1) POSTPONEMENT0 OF JOURNEY :
(a) CONFIRMED TICKETS : Postponement of journey on confirmed tickets shall be allowed in the same or any higher class, by any subsequent train on the same day or any subsequent day, for same or any longer destination, provided that :

(i) confirmed or RAC or waiting list accommodation is available in the train in which fresh reservation is required ;

(ii) fresh reservation fee for the class for which reservation is required is paid, in case of tickets surrendered during working hours and at least twenty four hours before the scheduled departure of the train in which originally booked ;

(iii) 25% fare of already booked ticket is paid as cancellation charges, in case of tickets surrendered during working hours and within twenty four hours and four hours before scheduled departure of the train in which originally booked ;

(iv) 50% fare of already booked ticket is paid as cancellation charges, in case of the tickets surrendered during working hours and within four hours before the scheduled departure and upto the maximum time limits mentioned in rule 6(i)(c) (i.e. three or six or twelve hours, depending on distance) after actual departure of the train in which originally booked ;

(b): RAC AND WAIT LISTED TICKETS :
Postponement of journey on RAC and Wait listed Tickets shall be allowed in the same or higher class, by any subsequent train on the same or any subsequent day, for same or any longer destination, provided that :

(i) confirmed or RAC or waiting list accommodation is available in the train in which fresh reservation is required ;

(ii) ticket is surrendered during working hours and upto the maximum time limits mentioned in rule 6(i)(c) (i.e. 3 or six or twelve hours, depending on distance) after actual departure of the train in which originally booked;

(iii) clerkage charge is paid;

(2) PREPONEMENT OF JOURNEY :
Preponement of journey on confirmed, RAC and wait listed tickets shall be allowed in the same or any higher class, by any earlier train on the same day or any earlier day, for same or any longer destination, provided that :

(a) confirmed or RAC or waiting list accommodation is available in the train in which fresh reservation is required ;

(b) the ticket is surrendered during the working hours of the reservation office and at least six hours before the scheduled departure of the train in which reservation is required or before preparation of the reservation chart, whichever is later ;

(c) fresh reservation fee for the class for which reservation is required is paid, in case of preponement on confirmed tickets ; and

(d) clerkage charge is paid, in case of preponement on RAC and wait listed tickets;

(3) If there is difference in fares for originally booked journey and revised journey, the difference of fare shall be refunded or recovered, as the case may be, subject to the provisions of sub rule (1) and (2) of rule 9 above.

(4) Postponement or Preponement of journey under the sub-rule (1) or sub-rule (2) shall be allowed only once.

(5) The Postponement or Preponement of normal train ticket journeys will not be applicable against Tatkal Quota even on payment of Tatkal charges.

(6) If the ticket, on which journey has been altered under the sub-rules (1) or (2) is cancelled, cancellation charges shall be payable as follows :

(a) cancellation charges as would have been due if the ticket for original reservation had been cancelled at the time of postponement or preponement of journey, and

(b) cancellation charges due in respect of ticket for altered reservation as if this altered reservation is a fresh reservation.

(c) In cases where 25% or 50% cancellation charges were realized at the time of modification of journey, the cancellation charges mentioned in clause (a) shall not be levied again and the cancellation charges mentioned in clause (b) only shall be levied.

10. CHANGE OF JOURNEY FROM LOWER CLASS TO HIGHER CLASS :
(1) Change of reservation shall be allowed on a reserved ticket of lower class for higher class on the same train and day or when reserved for a seat in a class for reservation of a berth in the same class on the same train and day, without levying any cancellation charges but on payment of fresh reservation fee for higher class/berth, provided that :

(i) accommodation is available, and

(ii) the request for change is made -

(a) either during the working hours of reservation office and upto six hours before the scheduled departure of the train, or

(b) during the course of journey in the train.;

(2) The change referred to under sub-rule (1) shall be allowed only once

(3) If the ticket on which change of reservation has been allowed under sub-rule (1) is cancelled, cancellation charge shall be payable as follows, namely :

(a) cancellation charge as would have been due if the original reservation had been cancelled at the time when the change of reservation was allowed; and

(b) cancellation charge due in respect of the altered reservation as if the altered reservation is a fresh reservation.

11. NON-COMMENCEMENT OR MISSING OF JOURNEY DUE TO LATE RUNNING OF TRAINS :
(1) No cancellation charge or clerkage shall be levied and full fare shall be refunded to all passengers holding reserved, RAC and waitlisted tickets, if the journey is not undertaken due to late running of the train by more than three hours of the scheduled departure of the train from the journey commencing station provided that the ticket is surrendered upto the maximum time limits prescribed in clause (c) of sub-rule (1) of rule 6.

(2) Where a passenger holding a ticket, with or without reservation, misses connection for continued journey by another train at any junction station owing to late running of the train by which he had been traveling, the fare for travelled portion shall be retained and the balance amount of ticket shall be refunded as the fare for untravelled portion, without levying any cancellation charge or clerkage, if he surrenders the ticket for such refund within three hours of the actual arrival of the train by which he had travelled. The refund shall be granted at the junction station.

12. CANCELLATION OF TICKETS WHERE RAILWAY ADMINISTRATION IS UNABLE TO PROVIDE ACCOMODATION :
Where a railway administration is unable to provide accommodation for any reason whatsoever to passengers holding reserved tickets, no cancellation charge shall be levied and full refund of fare shall be granted to them if such tickets are surrendered for refund within three hours from the actual departure of the train:

Provided that when the train is cancelled due to unforeseen circumstances such as accidents, breaches and floods, the ticket is surrendered within three days excluding the scheduled day of departure of the train.

13. PARTIALLY USED TICKETS :
(1) Except as provided in these rules, no refund shall be granted at a station on a ticket on which part of the journey has been undertaken.

(2) Where a passenger terminates the journey enroute, a ticket deposit receipt shall be issued to the ticket holder by the station master of the station in lieu of surrender of the ticket and refund shall be admissible in terms of rule 21. In such cases, fare for the travelled portion shall be retained and the balance amount of the ticket shall be refundable as the fare for the untravelled portion of journey.

14. DISCONTINUATION OF JOURNEY DUE TO DISLOCATION OF TRAIN SERVICES :
(1) When a train journey is dislocated enroute due to unforeseen circumstances, such as accidents, breaches and floods, full fare for the entire booked journey without any deduction for the travelled portion and without levy of cancellation charge shall be refunded at the station at which the journey is terminated under the following circumstances :- 

(a) when the railway is unable to carry the passenger to destination station within a reasonable time by arranging transhipment or diversion or otherwise; or

(b) when the passenger is involved in a railway accident and/or injured in the accident and does not continue his journey; or

(c) in the case of death or injury to a passenger in a railway accident, the kith and kin of the passenger have to terminate the journey.

(2) Where the railway administration offers to carry the passenger to his destination station by any diverted route or by arranging transhipment or otherwise, and the passenger is not willing to avail of such an alternative arrangement, fare for travelled portion shall be retained and the balance amount of ticket shall be refunded as the fare for untravelled portion, without levying any cancellation charges, at the station at which the journey has been terminated.

(3) Where the train journey is dislocated enroute due to bandhs, agitations or rail roko, fare for travelled portion shall be retained and the balance amount of ticket shall be refunded as the fare for untravelled portion, without levying any cancellation charges.

(4) If the trains, which have separate all-inclusive fare structure on point to point basis, are terminated at a non-scheduled stoppage of the train and the passenger is not willing to avail of the alternative arrangement made by the railway administration to carry the passenger to his destination station, fare for the distance travelled shall be retained based on the per kilometer fare of ticket and balance amount shall be refunded as the fare for untravelled portion of journey.

15. REFUND OF CERTAIN FARE ON FAILURE TO PROVIDE AIR-CONDITIONING FACILITY IN AIR-CONDITIONED COACHES :
(1) Where the air-conditioning facility could not be provided for a portion of journey, refund on tickets issued for air-conditioned coaches shall be granted for such portion on the following basis, namely :

(a) if the ticket is for air-conditioned first class, the difference between the air-conditioned first class fare and first class fare;

(b) if the ticket is for air-conditioned sleeper/air-conditioned 3-tier sleeper class, the difference between air-conditioned sleeper/air-conditioned 3-tier sleeper class fare and sleeper class fare (Mail and Express);

(c) if the ticket is for air-conditioned chair car, the difference between air-conditioned chair car fare and second class fare (Mail and Express);

(d) if the ticket is for executive class, the difference between the notified executive class fare for the concerned section and the first class fare (Mail and Express) for the concerned distance of that section.

(2) The refund of difference of fare under sub-rule (1) shall be granted at the destination station on production of the ticket alongwith a certificate from the conductor or the guard or the traveling ticket examiner of the train giving particulars of the ticket, number of the coach and stations between which the air-conditioning facility was not provided, and is presented within twenty hours of arrival of the train.

16. WHEN PASSENGERS ARE MADE TO TRAVEL IN LOWER CLASS FOR WANT OF ACCOMODATION :
If the ticket holder of a higher class is made to travel in a lower class for want of accommodation in the class for which the ticket was issued, refund of the difference between the fare paid and the fare payable for the class in which it is actually used shall be granted at the destination station or at the originating station, as the case may be:

Provided that refund shall be granted at the destination station on production of a certificate from the conductor or the guard or the traveling ticket examiner of the train certifying that the holder of the ticket had to travel in a lower class for want of accommodation in the class for which it was issued and the ticket, alongwith the above certificate, is presented within two days of the date of issue of the certificate (excluding the date of issue of the certificate).

17. LOST, MISPLACED, TORN OR MULTILATED TICKETS :
(1) No refund of fare in respect of a lost or misplaced ticket shall be granted.

(2) Refund of fare shall be granted in respect of a torn or mutilated ticket if its genuineness and authenticity are verifiable on the basis of the particulars visible on the face of the ticket.

(3) (i) If the reservation status of a lost, misplaced, torn or mutilated ticket, at the time of receipt of the application for issuance of a duplicate ticket for the purpose of undertaking journey, is reserved or RAC and that the duplicate ticket is sought before preparation of reservation chart of the concerned train, the station master shall issue a duplicate ticket in lieu of the original ticket on collection of the clerkage charge per passenger.

(ii) If a duplicate ticket in lieu of a lost or misplaced reserved ticket is sought after preparation of reservation chart of the concerned train, it shall be issued on collection of a charge equivalent to fifty per cent. of the total fare. Duplicate tickets shall, however, not be issued in respect of RAC tickets after preparation of reservation chart of the concerned train.

(iii) If duplicate ticket in lieu of a torn or mutilated reserved or RAC ticket is sought after preparation of reservation chart of the concerned train, it shall be issued on collection of a charge equivalent to Twenty five per cent of the total fare.

(iv) A duplicate ticket in respect of a party coach ticket or a special train ticket, shall be issued upto the time of departure of the train, on collection of a charge equivalent to ten per cent of the total fare.

(4) (i) No refund shall be granted in respect of charges collected under sub-rule (3) except in cases where the lost or misplaced ticket is traced after the issuance of a duplicate ticket and presented alongwith the duplicate ticket before departure of the train. The charges collected towards the issuance of duplicate ticket shall be refunded after deducting five per cent. thereof subject to a minimum deduction of rupees twenty. In case the journey is also not undertaken, the cancellation charges on the original ticket shall be determined as provided under these rules. (ii) If the passenger, who has paid excess charges in train on account of his reserved ticket or RAC ticket being lost, misplaced, torn or mutilated, makes an application to a railway administration for grant of refund of the charges paid in train, the Chief Commercial Manager (Refunds) of that Railway administration may, after making such enquiry as he may deem necessary, grant refund of total charges realised in the train, after retaining the cancellation charges at fifty per cent. of a single journey ticket fare per passenger provided that no one has taken refund earlier on the original ticket.

18. WAIT-LISTED PASSENGERS ON CONCESSION AND PRIVILEDGE TICKET ORDER TICKETS :
When any person has purchased a ticket on any concessional order or privilege ticket order, and is wait-listed for reservation in any train, he shall be entitled to avail of the same ticket for reservation in any other train on the same date or any other date, without losing the benefit of concessional fare.

19. UNUSED PORTION OF RETURN TICKETS : 
(1) No refund shall be granted on the unused portion of the concessional return tickets.

(2) When a return ticket is issued without any concession, it shall be treated like two single journey tickets and the refund shall be granted accordingly.

20. REFUND OF FARE ON UNUSED TICKETS AND FREIGHT REALISED ON LUGGAGE TICKETS IN RESPECT OF LUGGAGE BOOKED ON THE SAME TICKET IN CASE THE JOURNEY IS NOT UNDERTAKEN :
(1) Refund of freight on luggage shall be granted by the station master as under:
(a)Luggage is with-drawn at starting stationLuggage ticket shall be cancelled and freight already collected shall be refunded after recovery of wharfage charges, if any, and deduction of cancellation charge of rupees five per luggage ticket. Journey ticket shall be endorsed to the effect.
(b)Luggage already Dispatched from the starting stationFreight charges on weight admissible as free allowance shall be collected and remarks to this effect endorsed on journey ticket.


(2) On production of journey ticket on which luggage has been booked, the fare shall be refunded only if bearing the endorsement referred to in sub-rule (1) on the unused ticket after deducting the cancellation charges or clerkage as per rules.

21. APPLICATION FOR REFUND IN OTHER CIRCUMSTANCES : 
For refund of fare under circumstances other than those specified in these rules or where refund is not admissible or granted at the station on account of expiry of time limits prescribed under these rules or otherwise, a Ticket Deposit Receipt shall be issued to the passenger in lieu of the surrendered ticket, at the station where ticket has been surrendered and the passenger may apply for refund, within ninety days from the day of commencement of journey, to the Chief Commercial Manager (Refunds) of the railway administration under whose jurisdiction the Ticket Deposit Receipt issuing station comes, enclosing the original Ticket Deposit Receipt. Ticket Deposit Receipt shall be issued only upto thirty days after the scheduled departure of the train.


IMPORTANT SUBSIDIARY RULES FOR REFUND
1. NO REFUND ON TICKETS UPTO THE VALUE OF CLERKAGE CHARGE : 
In all cases where the fare collected is less than or equal to clerkage charge, no refund is admissible on cancellation or surrender of tickets.

2. NO REFUND ON BREAK JOURNEY ON RAJDHANI/SHATABADI TICKETS :
Since the fares for Rajdhani/Shatabdi trains are on point-to-point basis, break journey on tickets for these trains is not permissible and, therefore, no refund is admissible on these partially used tickets.

3. REFUND FOR LESS NUMBER OF PASSENGERS traveling ON COMBINED TICKET : 
(i)In cases where it is known before the commencement of the journey that less number of passengers will be traveling, the original combined ticket is collected at the starting station and a free EFT issued for the remaining passengers. Refund for the number of passengers not traveling, is granted at the station itself after deducting the usual cancellation charge.

(ii) The parties who cannot claim refund before the commencement of the journey should approach the Conductor/TTE who will issue the prescribed Guard certificate to this effect immediately after checking the tickets to enable the party to claim refund from CCMs office.

4. NO FIR NEEDED FOR ISSUE OF DUPLICATE TICKET :
For issue of duplicate tickets against the lost/misplaced tickets, FIR is not needed.

5. ISSUE OF GUARD CERTIFICATE :
The Guard/Conductor/TTE In-charge of the coach should be approached for issuing the requisite Guard Certificate in cases of (i) Lower class travel, (ii) Failure of AC in AC coach, (iii) Termination of journey at en-route station and (iv) Less number of persons traveling on combined ticket.

6. DISCRETIONARY POWERS TO STATION MANAGERS OF CERTAIN STATIONS FOR GRANT OF REFUND AFTER THE NORMAL PRESCRIBED TIME LIMITS : 

(i) IN CASES WHERE REFUND IS ADMISSIBLE IN CASH AT THE STATION, THE STATION MASTERS IN-CHARGE OF FOLLOWING STATIONS HAVE BEEN DELEGATED SPECIAL DISCRETIONARY POWERS FOR GRANT OF REFUND :

(ii) Station Masters can grant refund of fare, after levying usual cancellation charges, on unused tickets issued from their Station where refund is otherwise not admissible at the counter only on account of expiry of time limits prescribed in Refund Rules.

(iii) After the Station Manager is satisfied about the reasoning of passenger for not taking refund within the stipulated time limit and after ensuring that the ticket has not been used, they may grant refund. If they are not satisfied, the normal procedure of issuing TDR will be followed in case of Reserved/RAC tickets only.
