उत्तरप्रदेशीय जूoहा0 शिक्षक संघ के नेतृत्व में शिक्षकों ने किया संघर्ष का एलान : आर-पार की लड़ाई होगी ..

लखनऊ : अर्से से लंबित मांगों का निराकरण न होने पर शिक्षकों में आक्रोश व्याप्त है। वेतनमान समेत 18 सूत्री मांगों को लेकर शिक्षकों ने अब आर-पार की लड़ाई का ऐलान कर दिया है। इसके लिए उत्तर प्रदेशीय जूनियर हाईस्कूल (पूर्व माध्यमिक) शिक्षक संघ के नेतृत्व में प्रदेश भर से आए शिक्षक सोमवार से शिक्षा निदेशक, बेसिक कार्यालय पर धरना-प्रदर्शन कर अपनी आवाज बुलंद करेंगे।

संगठन के महामंत्री योगेश त्यागी ने कहा कि सरकार शिक्षकों की उपेक्षा कर रही है। कई बार शासन स्तर से आश्वासन मिलने के बाद भी अभी तक समस्याओं का निराकरण नहीं किया गया है। योगेश त्यागी ने कहा कि दिसंबर 2008 के बाद 17,140 और 18,150 वेतनमान, एक अप्रैल 2005 के बाद नियुक्त शिक्षकों को पुरानी पेंशन सुविधा का लाभ,

पूर्व की भांति जूनियर हाईस्कूलों के हेड मास्टर को खंड शिक्षा अधिकारी के पद पर पदोन्नति करने समेत 18 मांगें हैं, जिन पर सरकार द्वारा अभी तक विचार नहीं किया गया है।

उन्होंने बताया कि मांगों को लेकर शिक्षा निदेशक, बेसिक कार्यालय निशातगंज में सोमवार से प्रदेश भर से आए शिक्षक अनिश्चित कालीन धरना-प्रदर्शन शुरू करेंगे।

UP NRHM Recruitment 2015 - Educational Qualification:

(1) Block Community Process Managers (BCPM):
(a) Bachelor’s degree in Social Work, or any of the Social Sciences, or Bachelors in Rural Development/ Business Administration/ Business Management, with two years’ experience in community work/ health projects;
(b) Familiarity with or experience of having worked in community health programmes, or in empowerment of health volunteers, or NGO health projects, or in involvement of PRIs in health projects;
(c)Sensitivity to and knowledge and experience of working on issues relating to the monitoring of health projects, as well as coordination and cooperation between Govt. and NGOs in health programmes, at the grass-roots level

Skills and Attitude:
(1) Knowledge of English and Hindi, both written and oral;
(2) Effective communication skills, with demonstrated ability to talk and listen to people and build rapport with them;
(3) Computer proficiency and familiarity with database management programmes and commonly used packages like MS Word, Excel, Powerpoint etc.

Applicants should preferably belong to the same district from which choice of clusters are given.

(2) Rogi Sahayata Kendra Manager (RSKM): 
Applicants should have post graduate qualification in Social Science from a reputed Institution/ University.
Experience: Applicants must have at least three years of experience in the development sector, preferably with exposure to public health and/or public health projects.
Skills and Competencies:
(1) Knowledge of English and Hindi, both written and oral;
(2) Computer Proficiency both in English and Hindi is a must;
(3) Adequate communication skills.

Applicants should preferably belong to the same district in which the hospital is located.

3. Rogi Sahayata Kendra Operator (RSKO):
Applicants should have graduate degree in Social Science from a reputed Institution/ University.

प्रदेश में निकायों के कुल 78 स्कूल
निकायों के स्कूलों में अब मनमाने तरीके से भर्तियां नहीं की जा सकेंगी। निकायों को शिक्षा विभाग से अनुमति लेकर और विज्ञापन प्रकाशित करके आवेदन लेना होगा।

इसके बाद ही शिक्षा विभाग इन स्कूलों में नियुक्ति पाने वाले शिक्षकों व कर्मचारियों के वेतन का भुगतान करेगा। इस बारे में शिक्षा विभाग जल्द ही शासनादेश जारी करने वाला है। इसके बाद निकाय स्कूलों में होने वाली भर्तियों में मनमानी पर रोक लग जाएगी।

प्रदेश के निकायों में कुल 78 स्कूल हैं। इसमें नगर निगमों में 34, पालिका परिषदों में 42 और नगर पंचायतों में दो स्कूल हैं।

निकाय के स्कूलों को माध्यमिक शिक्षा या बेसिक शिक्षा विभाग से अनुदान मिलता है। यानी इन स्कूलों में तैनात होने वाले शिक्षकों व शिक्षणेत्तर कर्मियों को शिक्षा विभाग से ही वेतन मिलता है।

इसलिए शिक्षा विभाग ने उठाया सवाल
इसके बावजूद निकाय शिक्षकों या शिक्षणेत्तर कर्मियों की भर्ती अपने हिसाब से कर लेते हैं और इसकी जानकारी समय से शिक्षा विभाग को नहीं देते।

शिक्षा विभाग का मानना है कि जब वेतन उनके यहां से दिया जाता है तो शिक्षकों या शिक्षणेत्तर कर्मियों की भर्तियां शुरू करने से पहले इसकी अनुमति ली जाए। चयन के लिए बनने वाली समिति में शिक्षा विभाग के अधिकारियों को भी रखा जाए।

इसके बाद संबंधित जिले के शिक्षा अधिकारी से अनुमोदन लेकर नियुक्ति दी जाए। नियमत: निकायों को इस नियम का पालन करना चाहिए लेकिन ऐसा होता नहीं है।

इसलिए शिक्षा विभाग अब इसे अनिवार्य करने जा रहा है जिससे निकाय स्कूलों में मनमाने ढंग से होने वाली नियुक्तियों पर रोक लगाई जा सके।

खाद्य सुरक्षा अधिकारी के लिए चयनितों को नियुक्ति पत्र जारी करने पर रोक

इलाहाबाद (ब्यूरो)। इलाहाबाद हाईकोर्ट ने खाद्य सुरक्षा अधिकारी के पद पर चयनित अभ्यर्थियों को नियुक्ति पत्र देने पर अगले आदेश तक के लिए रोक लगा दी है। साथ ही कहा है कि इस दौरान किसी तीसरे पक्ष का हित सृजित न किया जाएगा। खाद्य सुरक्षा अधिकारियों के पद पर आवेदन करने वाले गौरव सिंह सहित कई अभ्यर्थियों ने परीक्षा परिणाम को चुनौती दी थी। उल्लेखनीय है कि लोक सेवा आयोग ने दो नवंबर 2014 को खाद्य सुरक्षा अधिकारी पद के लिए परीक्षा आयोजित की थी। इसका परिणाम 28 नवंबर को घोषित हुआ था। लिखित परीक्षा में 766 अभ्यर्थी सफल घोषित किए गए थे। इसके बाद साक्षात्कार 18 से 28 जनवरी तक चला। अभ्यर्थियों का कहना है कि डिग्री को लेकर तकरीबन 500 अभ्यर्थियों को साक्षात्कार से बाहर कर दिया था। इस पर सुनवाई करते हुए न्यायमूर्ति पीकेएस बघेल ने राज्य सरकार से जवाब मांगा है। साथ ही अगले आदेश तक नियुक्ति पत्र जारी करने पर रोक लगा दी है।

पत्र में स्पष्ट किया गया है कि राज्य के शिक्षकों को भारत सरकार के समकक्ष पदों के समान पुनरीक्षित वेतनमान, चयन वेतनमान, पदोन्नति वेतनमान एक पैकेज के रूप में दिया गया था। इससे अलग जाने पर समकक्षता की स्थिति प्रभावित होगी। इसलिए राजकीय शिक्षकों को राजकीय कर्मियों की भांति एसीपी का लाभ दिया जाना संभव नहीं है। 

इलाहाबाद : एसीपी से शासन के इनकार के बाद राजकीय शिक्षक संघ एक बार फिर आंदोलन का फैसला किया है। संघ के प्रांतीय अध्यक्ष पारस नाथ पांडेय की अध्यक्षता में हुई एक बैठक में फैसला लिया गया कि शासन के इस फैसले के विरोध में 9 फरवरी को धिक्कार दिवस मनाया जायेगा। इसमें प्रदेश के प्रत्येक राजकीय इण्टर/हाईस्कूल में शिक्षक शासनादेश की प्रतियां जलाएंगे। 12 फरवरी को माध्यमिक शिक्षा निदेशालय पर प्रदेश के शिक्षक धरना भी देंगे। बैठक में कहा गया कि राजकीय शिक्षकों को न तो राज्य कर्मचारियों की भांति एसीपी दी जा रही है और न केंद्रीय शिक्षकों का वेतनमान। इसलिए शासन का यह फैसला अनुचित है। बैठक का संचालन महामंत्री छाया शुक्ला ने किया।

भड़के शिक्षक, मनाएंगे धिक्कार दिवस


राज्य ब्यूरो, इलाहाबाद : लंबे समय से सुनिश्चित प्रोन्नत वेतनमान (एसीपी) की प्रतीक्षा कर रहे राजकीय माध्यमिक शिक्षकों को को निराशा हाथ लगी है। शासन ने उन्हें राजकीय कर्मियों की भांति एसीपी देने से इनकार कर दिया है। तर्क है कि चूंकि केंद्रीय शिक्षकों को एसीपी का लाभ नहीं दिया जाता, इसलिए यदि राज्य के शिक्षकों को दिया गया तो समकक्षता की स्थिति प्रभावित होगी।
उल्लेखनीय है कि राजकीय शिक्षक लंबे समय से एसीपी की मांग कर रहे थे। इसके लिए उन्होंने कई बार अपने अधिवेशनों में आवाज उठाई और शासन को मांगपत्र सौंपा था। कुछ दिन पहले राजकीय शिक्षक संघ के अधिवेशन में माध्यमिक शिक्षा मंत्री ने उन्हें एसीपी का लाभ दिए जाने की घोषणा भी की थी।
शिक्षा निदेशक ने भी इसके लिए शासन को प्रस्ताव भेजा था। इससे उन्हें यह उम्मीद बंध गई थी कि सरकार जल्द ही इस बाबत फैसला करेगी लेकिन संयुक्त सचिव सीपी सिंह की ओर से शिक्षा निदेशक को भेजे गए पत्र में इससे इनकार कर दिया गया है। पत्र में स्पष्ट किया गया है कि राज्य के शिक्षकों को भारत सरकार के समकक्ष पदों के समान पुनरीक्षित वेतनमान, चयन वेतनमान, पदोन्नति वेतनमान एक पैकेज के रूप में दिया गया था। इससे अलग जाने पर समकक्षता की स्थिति प्रभावित होगी। इसलिए राजकीय शिक्षकों को राजकीय कर्मियों की भांति एसीपी का लाभ दिया जाना संभव नहीं है।

लखनऊ। प्रदेश सरकार पिछड़ा और दलित वर्ग के कमजोर युवाओं को नौकरियों में भरपूर अवसर दिलाने के लिए आगे आई है। सरकार ने स्पष्ट कर दिया है कि यदि आरक्षित वर्ग के अभ्यर्थी खुली प्रतियोगिता में सामान्य अभ्यर्थियों के साथ चयनित होते हैं तो उन्हें आरक्षित रिक्तियों में समायोजित नहीं किया जाएगा। इससे आरक्षित वर्ग के कम अंक पाने वाले अभ्यर्थियों को नौकरियों में ज्यादा अवसर मिलेंगे।

शासन को यह शिकायत मिली थी कि अनुसूचित जाति, अनुसूचित जनजाति व पिछड़े वर्ग के आवेदक यदि खुली प्रतियोगिता में सामान्य अभ्यर्थियों के साथ चयनित होते हैं तो भी उन्हें आरक्षित रिक्तियों में समायोजित कर दिया जाता है। इससे आरक्षित वर्ग की सीटें पिछड़ा वर्ग के मेधावी युवाओं से ही भर जाती हैं और पिछड़ा वर्ग के लिए छूट के हिसाब से कम नंबर पाने वाले युवा बाहर रह जाते हैं। इसका फायदा सामान्य वर्ग के युवाओं के खाते में जा रहा था। उन्हें अनारक्षित वर्ग के लिए निर्धारित पूरी सीटों पर नौकरी के मौके मिलते थे। अब प्रमुख सचिव कार्मिक राजीव कुमार ने उत्तर प्रदेश लोकसेवा (अनुसूचित जातियों, अनुसूचित जनजातियों व अन्य पिछड़े वर्गों के लिए आरक्षण) अधिनियम-1994 (यथासंशोधित) की धारा-3(6) का हवाला देते हुए समस्त प्रमुख सचिवों और सचिवों को नए सिरे से आदेश जारी किया है। इस धारा में प्रावधान है कि यदि आरक्षित श्रेणी से संबंधित कोई व्यक्ति योग्यता के आधार पर खुली प्रतियोगिता में सामान्य अभ्यर्थियों के साथ चयनित होता है तो उसे आरक्षित वर्ग की रिक्तियों में समायोजित नहीं किया जाएगा।

शासन के एक वरिष्ठ अधिकारी ने बताया कि इस व्यवस्था के पालन से खुली प्रतियोगिता में सामान्य अभ्यर्थियों के साथ चयनित आरक्षित वर्ग के अभ्यर्थी सामान्य के हिस्से की रिक्तियों में ही शामिल किए जाएंगे। इससे सामान्य वर्ग के युवाओं को अनारक्षित सीटों पर भी नौकरियों के अवसर घटेंगे तो आरक्षित वर्ग के कम नंबर (आरक्षित वर्ग के लिए दी गई छूट की सीमा में) पाने वाले अभ्यर्थी आरक्षित वर्ग के पूरी सीटों पर अवसर पा सकेंगे।

लखनऊ। कौशल विकास मिशन ने सूबे के बेरोजगार युवाओं को प्रशिक्षित कर नौकरियां देने का काम शुरू कर दिया। मुख्यमंत्री अखिलेश यादव ने सोमवार को यहां अपने सरकारी आवास पर आयोजित समारोह में 100 युवतियों को नियुक्ति पत्र प्रदान किया। वहीं, भारत अभ्यदुय फाउंडेशन के 50 स्टूडेंटस को लैपटॉप भी दिए गए। इस मौके पर मिशन की ओर से व्यावसायिक शिक्षा राज्यमंत्री प्रो. अभिषेक मिश्र व नौ इंडस्ट्री प्रतिनिधियों और मिशन निदेशक ऋतु माहेश्वरी ने पर्यटन निगम के एमडी शशांक विक्रम से एमओयू डॉक्यूमेंट का आदान-प्रदान किया। इसके तहत एमओयू करने वाले आठ औद्योगिक समूह पांच साल के भीतर 60 हजार युवाओं को ट्रेनिंग और 48 हजार युवाओं को नौकरी देंगे, जबकि पर्यटन निगम व आगरा फुटवियर सिर्फ नौकरियां देंगे। मिशन इस वित्तीय वर्ष में अपने स्तर से करीब डेढ़ लाख युवाओं को प्रशिक्षण व 90 हजार को रोजगार देगा। मुख्यमंत्री ने यहां मिशन की बुकलेट का विमोचन भी किया।

इस मौके पर मुख्यमंत्री ने कहा कि अगर 10-15 साल तक युवाओं को काम का अवसर नहीं दे पाए तो युवा कहा जाने वाला देश बुजुर्ग माना जाने लगेगा। ऐसे में सही समय पर युवाओं की नौकरी की जरूरत पूरी करनी है, तभी ये युवा प्रदेश व देश को आगे बढ़ाने का काम करेेंगे। उन्होंने कहा कि सरकार युवाओं को नौकरी देने को लेकर पूरी ताकत से काम कर रही है। उन्होेंने अपनी तिरुपति बालाजी की यात्रा का जिक्र करते हुए कहा कि यह मंदिर वहां करीब 10 हजार लोगों को नौकरियां दे रहा है। ऐसे में औद्योगिक समूहों को इस मिशन को आगे बढ़ाने में अहम भूमिका निभानी होगी। समारोह में कैबिनेट मंत्री शिवपाल सिंह यादव, राजेंद्र चौधरी, महबूब अली व सांसद डिम्पल यादव भी मौजूद थीं।

लखनऊ(ब्यूरो)। स्वास्थ्य विभाग ने काउंसलिंग के बाद चयनित 454 फार्मासिस्टों का रिजल्ट जारी कर दिया है। इसकी सूची www.uphealth.up.nic.in पर उपलब्ध है। इनकी काउंसलिंग 26 व 27 दिसंबर को हुई थी। इसमें 550 अभ्यर्थियों को बुलाया गया था। निदेशक चिकित्सा स्वास्थ्य एवं परिवार कल्याण डॉ. विजय लक्ष्मी ने बताया कि चयनित अभ्यर्थियों की सूची के साथ ही काउंसलिंग में अनुपस्थित अभ्यर्थियों की सूची भी वेबसाइट पर उपलब्ध है। अनुपस्थित अभ्यर्थियों को स्वास्थ्य विभाग दोबारा मौका दे रहा है। इनकी काउंसलिंग नौ फरवरी को होगी।
