KARTET : Minister Rules Out KARTET Re-examination

KARTET : Minister Rules Out KARTET Re-examination

KTETKarnataka Teachers Eligibility Test - 2014 | Karnataka Teacher Eligibility Test
| Teacher Eligibility Test | TET

BANGALORE: Ruling out the possibility of a re-examination of the Karnataka Teachers Eligibility Test (KARTET) following reports of leakage of question papers on Sunday, Primary Education Minister Kimmane Rathnakar said the government received no complaints over the issue.

Replying to BJP member A Narayanaswamy in the Council during zero hour on Monday, the minister informed the House that the alleged leakage of KARTET question paper was only reported in the media. He said 3,73,000 candidates had appeared for the exam.

Stating that the state police arrested 13 people allegedly involved in the paper leakage, he said according to the initial report, no one from the department was involved in the incident.

Maintaining that the matter is under investigation, Rathnakar said: “Thanks to strict vigilance maintained by the department officials, no incidents of paper leakage was reported during the SSLC and PU examinations for 2013-14.”

Earlier, raising the issue, BJP member A Narayanaswamy charged that the incident of paper leakage occurred with the knowledge of the department officials.

Claiming that a bundle of question paper deposited safely in a government treasury was missing and papers were circulated for a price, the BJP member sought to know from the government if it has any plans to order a re-examination.

Reacting to another issue, the minister informed BJP member Ganesh Karnik that the distribution of PUC textbooks would be completed in a week’s time. Claiming that the delay in distribution of books was caused as the issue of awarding tender to print textbooks to a private party had gone to High Court, he said: “Steps will be taken to avoid such troubles in the future.”

The BJP member, raising the issue, had claimed that the PUC students across the state are in trouble due to the delay in the distribution of textbooks before the commencement of classes..

Bangalore : Minister of State for Primary and Secondary Education Kimmane Ratnakar told the Legislative Council on Monday that an internal inquiry had been ordered into the Teachers’ Eligibility Test paper leak incident.

Responding to BJP’s Y A Narayanaswamy, Ratnakar said that prima facie it appeared that there was no involvement of the Education department officials in the paper leak. He categorically stated that the paper leak does not warrant a re-examination for 3.77 lakh aspirants, for now.

“We do not want to subject the aspirants to any hardships as of now. Our opinion is that the paper leak may not have impacted the entire examination. We will probe and later take a decision,” he said.

KARTET has been introduced to determine the eligibility of aspiring teachers. It was held in 694 centres across the state. Copies of both Paper-1 and Paper-2 were leaked, informed police sources.

The person accused of the leak allegedly managed to get the original question papers from the Koppal District treasury. To ensure that he would not lose out on money, Shivakumar invited some candidates to his house in Nandini Layout. He showed them the question papers, but did not hand them over.

First Karnataka Teachers' Eligibility Test in May or June

First Karnataka Teachers' Eligibility Test in May or June

टीईटी / TET Teacher Eligibility Test Updates / Teacher Recruitment News

Aspiring primary school teachers will have to make themselves eligible for government teaching jobs by writing the Teachers Eligibility Test (TET), which will be conducted for the first time in the State in the last week of May or first week of June.

The Common Admission Cell (CAC) of the Department of Public Instruction has been asked to conduct the first ever KARTET, as it will be called, tentatively on May 25. At present, to teach Classes 1-8, a basic qualification of pre-university (or degree) and Diploma in Education (or Bachelor of Education) serves as eligibility to take part in recruitment.

The decision to conduct the test comes amidst mounting pressure by the National Council for Teacher Education (NCTE), which made TET qualification compulsory for teachers before recruitment as primary teachers (Classes 1-8) way back in August 2010 in line with the implementation of the Right to Education Act.

“More than 20 states are conducting their own TETs. In all future recruitment, it will become mandatory for teachers to first write the TET and secure more than 60 per cent marks (55 per cent for reservation categories) in order to become eligible to apply for teaching jobs. A notification will be issued on April 18,” an official from CAC told Express.

“We have to do it now as the Government of India wants it done not only for government recruitment, but also for hiring of teachers in unaided schools,” said Commissioner for Public Instruction Mohammed Mohsin. NCTE says TET should become a minimum qualification as “it would bring national standards and benchmark of teacher quality in the recruitment process.”

While in-service teachers will not be required to clear the TET, it will apply for more than 2.17 lakh persons who applied for primary teachers recruitment that was notified in 2012-13 and stalled due to the implementation of the Hyderabad-Karnataka quota.

“These applicants will be informed to take the TET. Only those who score 60 per cent or more can take part in the subsequent recruitment process. Those who fail to clear it will have their application fees refunded,” the official said.

Officials expect around 3 lakh candidates to take the first TET as all DEd and BEd holders will have to take it. The TET scores will be valid for seven years and candidates can take the test any number times.

The test will be held in Kannada and English for a duration of two-and-a-half hours once every year. It consists of Paper-1 for those wanting to teach Classes 1-5 and Paper-2 for Classes 6-8. There are five papers carrying 30 marks each with 150 multiple-choice questions-two languages, mathematics, science and social sciences

K-TET / Kerala TET : Quality of state's teachers leaves a lot to be desired

K-TET / Kerala TET : Quality of state's teachers leaves a lot to be desired

THIRUVANANTHAPURAM: Kerala's supposed educational prowess took another blow when results of the Teachers' Eligibility Test (TET), mandatory under the Right to Free and Compulsory Education Act, were announced on Thursday. The state's performance is below the already dismal national average of 7%.

Just 9.48% candidates in the lower primary category cleared the test, while 4.19% passed in the upper primary category. In the high school category it was a dismal 3.17%. The board which conducted the exams has announced a cash award of Rs 20, 000 for those who bagged over 80% marks in the TET. Jithinjith P A (Wayanad), Ann Mary Joy (Kottayam) and Minu G S (Thiruvananthapuram) are eligible for the awards. The marks bagged by each candidate have been published on http://www.results.itschool.gov.in.

Education minister P K Abdu Rabb didn't seem unduly concerned with the bad showing. "The results do not mean that the standard of candidates is poor. Numerous issues were raised regarding the test by the teachers
, including little preparation time. Those who could not clear this will have their chance again after three months when the next test will be held," he told TOI.

KTET : State for extension of RTE Act up to PU

KTET : State for extension of RTE Act up to PU

The State government will write to the Centre to extend the provisions of Right to Education (RTE) Act for providing free and compulsory education up to pre-university level, Primary and Secondary Education Minister Visvesvara Hegde Kageri informed the Legislative Assembly on Thursday.

Replying to a discussion on the implementation of RTE in the State, Kageri said the State will seek amending the RTE Act to extend the provision of free and compulsory education up to the age of 18 years, from the present 6-14 age group.

He said the State’s expenditure on implementing the Act by way of reimbursement of fees to school management which admit underprivileged students would cross Rs 1,000 crore next year and increase by the year.

He said the Centre should share with the State’s financial burden of implementing the provisions.

Kageri also warned that stern action would be initiated against private managements who refuse to implement the Act or discriminate students admitted under RTE Act.

The minister admitted that there had been delay in the implementation of RTE Act this academic year, but the government had taken steps to ensure that maximum number of students are benefitted.

The government will take action as per law if schools are found violating the Act.

Sudents benefitted

The minister also admitted that 50,000 students have been benefitted under the RTE Act while one lakh students have been identified.

There was some communication gap between the government and private schools which also lead to the delay in its implementation. From next year onwards, the rule will be strictly followed, he assured the House.

Earlier, H C Mahadevappa (Cong) said private schools in the State had to admit 1.12 lakh students keeping in view that 25 per cent seats should be reserved for the underprivileged, but only 40,000 students had secured admissions.

Leader of the Opposition Siddaramaiah sought the arrest of former president of KUSMA G S Sharma for making derogatory remarks against students seeking admission under RTE Act. He also sought derecognition of schools which do not implement the Act.

He wanted the government to explain the reason as to why Sharma has not been arrested under the PCR Act. The minister said that already a case has been booked against Sharma.

Sharma had allegedly likened children admitted under the RTE Act quota to drainage water which would pollute the sea (rich students studying in elite schools).

BEd degree mandatory for teachers

Primary and Secondary Education Minister Visveshwara Hegde Kageri told the Council that henceforth only graduates with BEd degree will be recruited as teachers for class VI to VIII in Government Schools.

He was reacting to a suggestion by former chief minister B S Yeddyurappa who said that the quality of teachers should be better in Government Primary Schools. He wanted to know from the government whether graduation could be made mandatory for primary school teachers.

He also said teachers who just have TCH qualification could be compulsorily made to study for three years to become graduates. The present children’s IQ level is high and teachers should be equipped to impart quality education, he added.

Test for Head Master post: Teachers irked

KTET -Test for Head Master post: Teachers irked

Teacher Oppose Aptitude Test for Promotion to Head Masters (HM) in Kerala
Kerala Teacher Eligibility Test News :
Teacher’s associations have come out against the General Education Department proposal to conduct a mandatory aptitude test for promotion to the post of headmaster.

The State Council for Education Research and Training has been entrusted with preparing norms for the test.

The pro-CPM Kerala School Teachers Association general secretary, Mr M. Shajahan, told Deccan Chronicle that the move, backed by the office of education minister, Mr P.K. Abdu Rabb, was aimed at promoting Arabic, Urdu and Sanskrit teachers without B Ed degree as headmasters.

The earlier curriculum committee decision to declare a language diploma in these subjects as a B Ed-equivalent was part of this move,he alleged.

Of the nine teacher organisations, only three support the aptitude test. Organizations that support the move belong to Arabic and Urdu teachers and Muslim League, he said.

Promoting teachers without B Ed or Teacher's Training Certificate would benefit over 500 high school and 2,000 primary schoolteachers.

The office of the minister had earlier suggested promoting Arabic, Urdu and Sanskrit teachers without B Ed degree or TTC as headmasters arguing that the Right to Education (RTE) Act permitted promotion of any teacher, who passed the Teacher Eligibility Test (TET), to the post.

However, those opposed to the move point out that the RTE Act proposed TET as an eligibility test for appointment of teachers and not for promotion.

The pro-Congress Government School Teachers Union president, Mr J. Sasi, pointed out that Kerala Education Rules stipulated a degree and BEd for appointment as high school teachers and TTC for primary teachers.

Now most language teachers without BEd or TTC work as Arabic munshis in Malappuram district, according to sources.
