दो चरणों में होगी 38 हजार सिपाहियों की ट्रेनिंग


मुरादाबाद । सिपाही भर्ती-2013 के नतीजे दो दिन पहले घोषित हो चुके हैं। अब सभी 38,315 उत्तीर्ण अभ्यर्थियों का मेडिकल और चरित्र सत्यापन कराया जाएगा। माना जा रहा हैकि पूरी प्रक्रिया में दो से तीन महीने लग जाएंगे। प्रशिक्षण दो चरणों में कराया जाना है।प्रदेश की सभी 69 आरटीसी में ट्रेनिंग होगी।


सूबे के जो नौ प्रशिक्षण संस्थान हैं उनमें वहां कांस्टेबल ट्रेनिंग नहीं कराई जाएगी जहां पहले से दरोगा प्रशिक्षण ले रहे होंगे।


डीजी ट्रेनिंग सुलखान सिंह ने बताया कि दो पार्ट में प्रशिक्षण कराया जा रहा है। पहले चरण में कुल 19000 सिपाही केंद्रों पर भेजे जाएंगे। पीएसी के सभी 4000 जवानों को पहले ही चरण में लिया जा रहा है। ट्रेनिंग छह माह की होगी। तीन महीने की ट्रेनिंग तो प्रशिक्षण केंद्रों पर होगी जबकि तीन महीने की फील्ड में।


जब पहला बैच तीन महीने की ट्रेनिंग के लिए फील्ड में भेजा जाएगा तो बाकी बचे कांस्टेबिलों को ट्रेनिंग सेंटरों पर भेज दिया जाएगा। पीएसी के जवानों को ट्रेनिंग देकर प्रशिक्षक बनाया जाएगा।
इनकी तैनाती उन सभी 69 आरटीसी में कराई जाएगी जहां सिपाहियों की ट्रेनिंग होनी है। क्योंकि ट्रेनिंग सेंटरों पर प्रशिक्षकों के चालीस फीसदी पद वर्षों से खाली पड़े हैं

केंद्रीय सिपाही भर्ती के चयन में गड़बड़ी

इलाहाबाद। एसएससी की ओर से केंद्रीय सुरक्षा बलों में कांस्टेबल (जीडी) की भर्ती परीक्षा में बड़े पैमाने पर गड़बड़ी सामने आई है। आयोग की ओर से 2011 में कांस्टेबल जीडी के अभ्यर्थियों को कोर्ट के आदेश के बाद वरीयता कॉलम गलत भरने वाले अभ्यर्थियों को एक अवसर दिया है। आयोग की ओर से अवसर दिए जाने के बाद मेरिट से बाहर हुए अभ्यर्थियों ने शिकायत की है कि आयोग की ओर से जारी अंतिम मेरिट से कम अंक पाने वाले अभ्यर्थियों को बड़ी संख्या में चयनितों की सूची में शामिल कर दिया गया है।
आयोग की ओर से जारी परिणाम पर आपत्ति उठाते हुए परीक्षा में शामिल दूसरे अभ्यर्थियों का कहना है कि एक ही अभ्यर्थी को बार्डर क्षेत्र एवं नक्सल क्षेत्र दोनों आरक्षण दे दिया गया है।
आयोग की ओर से जारी परिणाम पर परीक्षा में शामिल अभ्यर्थियों ने उठाए सवाल
अधिक अंक वाले अभ्यर्थी की बजाय कम अंक पाने वाले अभ्यर्थी के चयन की शिकायत आई है। यूपी में नक्सल एवं बार्डर क्षेत्र के अभ्यर्थी एक नहीं हो सकते। इसकी जांच करवाकर जिनका चयन गलत हुआ है उन्हें बाहर किया जाएगा। -

Selection Process: Physical Standard Test (PST), Physical Efficiency Test (PET), Written Exam and Medical Examination. Written Examination (Exam Code - CCBS 2015). The Exam is scheduled to be held on 04/10/2015.
(A) Physical Standard Test(PST)/ Physical Efficiency Test (PET) –>  Candidates who are found eligible on height parameters will undergo PET (race) followed by biometric identification & screening of testimonials and thereon chest and weight measurements by a board.

For Off-line Examination, Questions will be set bilingually in Hindi and English/ Trilingually in English and Hindi/Kashmiri (Urdu Script for J&K), Marathi(Maharashtra), Gujarati(Gujarat), Malayalam(Kerala), Kannada(Karnataka), Telegu (Andhra Pradesh),Tamil (Tamil Nadu), Oriya(Odisha), Bengali(West Bengal and Tripura), Punjabi (Gurmukhi script for Punjab),Assamese (Assam & Arunachal Pradesh),Manipuri(Manipur) and Mizo(Mizoram). The written examination will consist of one objective type paper containing 100 questions carrying 100 marks [Duration – 2 Hours], with the following composition:-

असम राइफल्स में विभिन्न रिक्त पदों को भरने के लिए विज्ञप्ति जारी की गई है। इन पदों पर भर्ती हेतु भारतीय नागरिकों से आवेदन पत्र मंगाए गए हैं। इन पदों में राइफलमैन (जनरल ड्यूटी) के पद शामिल हैं।

शैक्षिक योग्यता

इन पदों को भरने की शैक्षिक योग्यता 10वीं पास या समकक्ष रखी गयी है।

आयु सीमा

विज्ञापित पदों के लिए आयु सीमा 18 से 23 वर्ष निर्धारित की गई है। आयु की गणना 1 जनवरी, 2015 से की जाएगी। आरक्षित वर्ग को अधिकतम आयु में नियमानुसार छूट प्रदान की गई है।

शारीरिक योग्यता

विज्ञापित पदों के लिए आवेदकों की लंबाई 170 सेमी. व सीने की चौड़ाई (बिना फुलाव के) 80 सेमी. निर्धारित की गई है। आवेदकों को शारीरिक रूप से स्वस्थ्य होना अनिवार्य है। राइफलमैन के पदों के लिए होने वाली परीक्षा के लिए शारीरिक रूप से अक्षम व्यक्ति योग्य नहीं है |

चयन

लखनऊ। यूपी पुलिस में सिपाही के 41,610 पदों पर भर्ती के लिए हुई लिखित परीक्षा का रिजल्ट सोमवार शाम घोषित कर दिया गया। यूपी पुलिस भर्ती एवं प्रोन्नति बोर्ड के चेयरमैन के मुताबिक परीक्षा में 4,30,879 अभ्यर्थी उत्तीर्ण हुए हैं। सितंबर में फिजिकल फिटनेस कराया जाएगा। हालांकि इसकी तारीख का ऐलान बाद में किया जाएगा


डीजी भर्ती बोर्ड ने बताया कि प्रारंभिक लिखित परीक्षा में उत्तीर्ण होने वालों की शारीरिक दक्षता परीक्षा सितंबर में की जाएगी। इसके लिए अभ्यर्थियों को समय से सूचना भेज दी जाएगी। साथ ही यह जानकारी भी बोर्ड के वेबसाइट पर समय रहते लोड कर दी जाएगी। इसमें पुरुष अभ्यर्थियों को 30 मिनट में 4.8 किलोमीटर और महिला अभ्यर्थियों को 18 मिनट में 2.4 किलोमीटर दौड़ पूरी करनी होगी।
बोर्ड के अध्यक्ष ने कहा कि मई 2013 में शुरू की गई परीक्षा की प्रक्रिया काफी चुनौती भरा काम था। उन्होंने कहा कि पहले यह परीक्षा 20 हजार पदों के लिए होनी थी पर बाद में इसमें 15,500 पद और बढ़ गए। इसके अलावा वर्ष 2011 में सिपाही भर्ती परीक्षा में बैठने वाले 14,64, 236 अभ्यर्थी भी इसमें जुड़ गए थे।चूंकि यह अभ्यर्थी पहले परीक्षा की फीस भर चुके थे, इसलिए उन्हें उसी शुल्क पर इस परीक्षा में बैठने दिया गया। साथ ही जो इस दौरान ओवर एज हो गए थे, उन्हें आयु सीमा की भी छूट दी गई।
उन्होंने बताया कि 41,610 पदों के सापेक्ष कुल 22, 24, 687 आवेदन हासिल हुए। इनमें से कुल 21, 62, 379 अभ्यर्थियों को प्रवेश पत्र भेजे गए और 15 दिसंबर 2013 को प्रदेश के 75 जिलों में 4236 केंद्रों पर प्रारंभिक लिखित परीक्षा कराई गई थी। लेकिन परीक्षा में 17, 89, 985 अभ्यर्थी ही बैठे। परिणाम घोषित करने से पहले कुल 6789 आपत्तियों का निस्तारण किया गया। UP Police Constable Exam ka Result Declared

इलाहाबाद (ब्यूरो)। सिपाही भर्ती आवेदन के अंतिम दिन के मौके को भी आवेदक कैश कराने से नहीं चूके। सुबह से शाम से आवेदकों की भीड़ सिविल लाइंस स्थित प्रधान डाकघर में जुट रही। फार्म जमा करने और खरीदने के लिए अलग-अलग काउंटरों की व्यवस्था की गई।18 जुलाई से 20 अगस्त तक पूरे प्रदेश में सिपाही भर्ती के साढ़े 11 लाख फार्मों की बिक्री हुई है। वहीं इलाहाबाद परिक्षेत्र में दो लाख 41 हजार और जिले में सबसे ज्यादा 76, 794 फार्मों की ब्रिकी हुई है।
उत्तर प्रदेश पुलिस भर्ती और प्रोन्नति बोर्ड द्वारा पुलिस सिपाही के 35,500, पीएससी सिपाही 4,033 और फायरमैन के लिए 2,077 पदों की भर्ती की जानी है। इन्हीं पदों के लिए मंगलवार तक आवेदन आमंत्रित किए गए थे। प्रधान डाकघर में सोमवार को सुबह से ही आवेदकों की भीड़ जुटनी शुरू हो गई थी। दूर-दूर से आए आवेदकों ने फार्म खरीदा और डाकघर में बैठकर ही उसे भरकर जमा किया। इलाहाबाद परिक्षेत्र डाक निदेशक कृष्ण कुमार यादव ने बताया कि 19 अगस्त तक परिक्षेत्र में एक लाख 86 हजार फार्म जमा हो चुके हैं। जिसमें इलाहाबाद में 53, 878 फार्म जमा हुए हैं।

- एसटीएफ ने रेलवे भर्ती बोर्ड को भेजी रिपोर्ट

 लखनऊ : आरपीएफ आरक्षी की भर्ती परीक्षा का प्रश्नपत्र आउट करने वाले गिरोह के सात सदस्यों को गिरफ्तार कर विधिक प्रक्रिया पूरी करने के बाद स्पेशल टास्क फोर्स (एसटीएफ) ने रेलवे भर्ती बोर्ड को एफआइआर समेत अन्य सम्बंधित दस्तावेज भेज दिए हैं। एसटीएफ ने बोर्ड को एक रिपोर्ट भेजी है, जिसमें उसके द्वारा की गयी कार्रवाई का पूरा ब्योरा दर्ज है। माना जा रहा है कि आरक्षी भर्ती परीक्षा निरस्त करने के लिए एसटीएफ के ये दस्तावेज पर्याप्त हैं।

रविवार को होने वाली आरपीएफ आरक्षी की भर्ती परीक्षा के सिलसिले में 23 जून को भी दो आदमी पकड़े गये थे। इन दोनों ने करीब 60-70 प्रश्नों को पहले ही लीक कर दिया था। एसटीएफ के एसएसपी डीके चौधरी से आरपीएफ के अधिकारियों ने सोमवार को सम्पर्क कर सूचनाओं का आदान-प्रदान किया। आइजी एसटीएफ आशीष गुप्ता ने बताया कि रेलवे भर्ती बोर्ड को ब्योरा उपलब्ध करा दिया गया है। परीक्षा निरस्त कराने सम्बंधी फैसला उनका होगा। एसटीएफ ने अपना काम पूरा कर दिया है। एसटीएफ ने इस मामले में रेलवे भर्ती बोर्ड को यह भी जानकारी दी है कि परीक्षा 11 बजे शुरू होनी थी, लेकिन 10.30 बजे ही प्रश्न पत्र आउट हो गये थे। ऐसे में निष्पक्ष परीक्षा की उम्मीद नहीं की जा सकती है।

गिरोह की जड़ तक नहीं पहुंच रही पुलिस

जाब्यू, लखनऊ : भर्ती परीक्षाओं का प्रश्नपत्र आउट करने का खेल बहुत पुराना है। साल-दर-साल परीक्षाओं के दौरान दस-पांच जरूर पकड़े जाते, लेकिन फिर पुलिसिया तंत्र इस ओर से बेखबर हो जाता है। आरपीएफ आरक्षी भर्ती परीक्षा का यह खेल एसटीएफ ने भले उजागर कर दिया, लेकिन सूत्रों का दावा है कि ऐसी जालसाजी तो हर परीक्षा में होती है लेकिन बहुतों की जानकारी नहीं लग पाती है।

पुलिस ने वैसे भी अब तक जिन लोगों को पकड़ा, उसका फालोअप न होने से मनोबल ऊंचा हो रहा है। सच बात तो यह है कि इन गिरोहों का आपसी सामंजस्य है और अन्तर्राज्यीय स्तर पर समन्वय के साथ इनका धंधा चल रहा है। पर कुछ लोगों की गिरफ्तारी के बाद ही पुलिस अपने कर्तव्य की इतिश्री कर लेती है। सबसे खास बात तो यह कि इस खेल में सम्बंधित विभागों के लिपिक से लेकर अफसर तक शामिल रहते हैं, लेकिन कभी उन तक हाथ नहीं पहुंचते। इन गिरोहों को प्रश्न पत्र कहां से मिले और इसमें विभाग के कौन लोग थे, इस दिशा में पहल कम ही हुई है। शायद यही वजह है कि भर्तियों के दौरान इस तरह की गड़बड़ी सामने आती

यूपी में 20 हजार पुलिस कर्मियों की भर्ती के लिए पहली बार सपा सरकार में कंप्यूटराइज्ड प्रक्रिया को वरीयता दी जा रही है| नये नियमों और नयी प्रक्रिया के साथ शुरू हो रही बीस हजार सिपाहियों की भर्ती इस बार पुलिस स्थापना एवं भर्ती बोर्ड के लिए आसान नहीं होगी। इससे पहले बसपा सरकार में भी पुलिस भर्ती में प्रयोग हुआ था मगर तब केवल आवेदको की सूची इस पर उपलब्ध करायी गयी थी| आवेदन पोस्ट ऑफिस के माध्यम से मांगे गए थे| मगर इस बार आवेदन भी ऑनलाइन और आफलाइन दोनों किये जाने की सम्भावना है| इससे जहां पुलिस स्थापना एवं भर्ती बोर्ड को विवादों की छाया से बचाने का दबाव रहेगा, वहीं हर बार लगने वाले पक्षपात आरोपों से बचने की मशक्कत भी करनी पड़ेगी।

ज्ञात हो की कि आरक्षियों की यह भर्ती बसपा शासन काल में घोषित भर्ती के विज्ञापन को निरस्त कर की जा रही है| इस बार सरकार ने पुलिस भर्ती की नियमावली में कई बदलाव भी किए हैं। 15 जुलाई 2011 को जारी विज्ञापन में पदों की संख्या 39 हजार 425 थी, जबकि इस बार यह संख्या बीस हजार कर दी गई है। सामान्य वर्ग के पदों की संख्या तो सीधे दस हजार घटा दी गई है। इसी तरह अन्य वर्ग के पदों की संख्या भी कम की गई है।

सपा सरकार आने के बाद भर्ती के लिए शारीरिक दक्षता परीक्षा के नियमों में भी बदलाब किया गया है| इस बार पुरुष अभ्यर्थियों को एक घंटे में दस किमी के बजाए आधे घंटे में 4.8 किमी की ही दौड़ लगानी पड़ेगी। महिला अभ्यर्थियों के लिए 18 मिनट में 2.4 किमी दौड़ना जरुरी होगा। लिखित परीक्षा में पहले सामान्य ज्ञान के 50 अंक निर्धारित थे, वहीं अब सामान्य ज्ञान एवं सामयिक विषयों की परीक्षा 150 नंबर की होगी।

यूपी में 20 हजार पुलिस कर्मियों की भर्ती के लिए पहली बार सपा सरकार में कंप्यूटराइज्ड प्रक्रिया को वरीयता दी जा रही है| नये नियमों और नयी प्रक्रिया के साथ शुरू हो रही बीस हजार सिपाहियों की भर्ती इस बार पुलिस स्थापना एवं भर्ती बोर्ड के लिए आसान नहीं होगी। इससे पहले बसपा सरकार में भी पुलिस भर्ती में प्रयोग हुआ था मगर तब केवल आवेदको की सूची इस पर उपलब्ध करायी गयी थी| आवेदन पोस्ट ऑफिस के माध्यम से मांगे गए थे| मगर इस बार आवेदन भी ऑनलाइन और आफलाइन दोनों किये जाने की सम्भावना है| इससे जहां पुलिस स्थापना एवं भर्ती बोर्ड को विवादों की छाया से बचाने का दबाव रहेगा, वहीं हर बार लगने वाले पक्षपात आरोपों से बचने की मशक्कत भी करनी पड़ेगी।

ज्ञात हो की कि आरक्षियों की यह भर्ती बसपा शासन काल में घोषित भर्ती के विज्ञापन को निरस्त कर की जा रही है| इस बार सरकार ने पुलिस भर्ती की नियमावली में कई बदलाव भी किए हैं। 15 जुलाई 2011 को जारी विज्ञापन में पदों की संख्या 39 हजार 425 थी, जबकि इस बार यह संख्या बीस हजार कर दी गई है। सामान्य वर्ग के पदों की संख्या तो सीधे दस हजार घटा दी गई है। इसी तरह अन्य वर्ग के पदों की संख्या भी कम की गई है।

सपा सरकार आने के बाद भर्ती के लिए शारीरिक दक्षता परीक्षा के नियमों में भी बदलाब किया गया है| इस बार पुरुष अभ्यर्थियों को एक घंटे में दस किमी के बजाए आधे घंटे में 4.8 किमी की ही दौड़ लगानी पड़ेगी। महिला अभ्यर्थियों के लिए 18 मिनट में 2.4 किमी दौड़ना जरुरी होगा। लिखित परीक्षा में पहले सामान्य ज्ञान के 50 अंक निर्धारित थे, वहीं अब सामान्य ज्ञान एवं सामयिक विषयों की परीक्षा 150 नंबर की होगी।

उत्तर प्रदेश सरकार ने 30 हजार सिपाहियों की भर्ती के लिए उन आवेदकों को आयु सीमा में छूट देने का फैसला किया है, जिन्होंने इस परीक्षा के लिए वर्ष 2011 में आवेदन किया था।

मंत्रिपरिषद ने इसके लिए उत्तर प्रदेश नागरिक पुलिस आरक्षी एवं मुख्य आरक्षी सेवा (चतुर्थ संशोधन) नियमावली, 2013 में प्रस्तावित संशोधन को मंजूरी दे दी है।

कैबिनेट ने पूर्ववर्ती बसपा सरकार में रद की गई सिपाही भर्ती प्रक्रिया को न केवल बहाल कर दिया है बल्कि उस समय आवेदन कर चुके सभी अभ्यर्थियों लगभग 15 लाख को बगैर फीस के दोबारा आवेदन का मौका रहेगा। यहां तक उस वक्त के जो अभ्यर्थी अब ‘ओवर ऐज’ हो चुके हैं, उन्हें भी आवेदन करने का मौका दे दिया गया है। इसके लिए मंत्रिपरिषद ने नागरिक पुलिस आरक्षी एवं मुख्य आरक्षी सेवा नियमावली, 2013 में चौथे संशोधन को मंजूरी दे दी है।

मंगलवार को कैबिनेट की हुई बैठक में आम लोगों से जुड़े कई प्रस्तावों को मंजूरी प्रदान की गई। राजनीतिक हलकों में इसे लोकसभा चुनाव की आहट की शक्ल में देखा जा रहा है। कहा जा रहा है कि समाजवादी सरकार लोकसभा चुनाव में जाने से पहले मतदाताओं को खुश करने के लिए कोई कोर कसर बाकी नहीं रखना चाहती



संशोधन के मुताबिक इस भर्ती के लिए 15 जुलाई 2011 की पूर्व विज्ञप्ति के सापेक्ष आवेदन करने वाले उन अभ्यर्थियों को जो वर्ष 2013 में आरक्षी पद के लिए निर्धारित अधिकतम आयु सीमा से अधिक आयु के हो गए हैं, उन्हें एक बार के अवसर के रूप में अधिकतम आयु सीमा में छूट प्रदान करने का फैसला किया गया है। मंत्रिपरिषद के इस फैसले से लाखों अभ्यर्थियों को राहत मिली है।

साल 2011 में लगभग 40 हजार सिपाहियों के पदों पर भर्ती के लिए तकरीबन 15 लाख अभ्यर्थियों ने आवेदन किया था, पर भर्ती प्रक्रिया पूरी नहीं की जा सकी थी।

सिपाही भर्ती को लेकर कई बार प्रस्ताव भी बने पर उन पर अमल नहीं हो सका थ। अब इस प्रक्रिया को फिर से शुरू किया जा रहा है और 30 हजार पदों पर पहले चरण में भर्ती की जा रही है।

चूंकि, जिन्होंने 2011 में आवेदन किया था, उनमें से कई परीक्षा न होने की दशा में अधिकतम आयु सीमा से आगे हो गए थे, लिहाजा उन्हें अब इस पद पर नौकरी हासिल करने के लिए कोई मौका नहीं रह गया था।

लेकिन मंत्रिपरिषद के इस फैसले के बाद अब ऐसे सभी अभ्यर्थियों, जिनकी आयु सीमा से अधिक हो गई थी, वह भी इस परीक्षा के लिए अहर्ता हो गए हैं।

उत्तर प्रदेश पुलिस भर्ती एवं प्रोन्नति बोर्ड के अधिकारियों के मुताबिक 30 हजार पदों के लिए सभी अभ्यर्थियों को नए सिरे से आवेदन करना होगा। इनमें वह भी शामिल हैं, जिन्होंने पूर्व में आवेदन किया था।

पुराने अभ्यर्थियों को इसका जिक्र अपने आवदेन पत्र में करना होगा। इसके अलावा पुराने अभ्यर्थियों को फिर से परीक्षा शुल्क भी नहीं देना होगा।

लखनऊ। सरकार ने सिपाहियों की सीधी भर्ती के लिए नियमों में व्यापक बदलाव किए हैं। इसके लिए उत्तर प्रदेश नागरिक पुलिस आरक्षी सेवा और प्रोन्नति नियमावली-2008 में बदलाव किया गया है। इससे 40 हजार सिपाहियों की भर्ती का रास्ता भी साफ हो गया है। अब सीधी भर्ती के लिए प्रारंभिक, शारीरिक व लिखित परीक्षा से अभ्यर्थी को गुजरना होगा। वहीं अब सिपाही से मुख्य आरक्षी पद पर 75 फीसदी प्रोन्नति वरिष्ठता के आधार पर तो 25 फीसदी लिखित परीक्षा से दी जाएगी। अब तक प्रोन्नतियां परीक्षा के जरिए होती थीं। राज्य मंत्रिपरिषद ने इन नियमों को मंजूरी दे दी है।
सीधी भर्ती के लिए अब पहले प्रारंभिक परीक्षा होगी। इसकेबाद शारीरिक परीक्षा और फिर लिखित परीक्षा होगी। शारीरिक परीक्षा 100 अंकों की और लिखित परीक्षा 300 अंकों की होगी। प्रारंभिक परीक्षा में 35 फीसदी अंक पाना जरूरी होगा। अब पुरुष अभ्यर्थी को दस किलोमीटर की जगह बीस मिनट में केवल 4.8 किलोमीटर ही दौड़ना होगा। वहीं महिला अभ्यर्थी को 18 मिनट में केवल 2.4 किलोमीटर दौड़ना होगा। जो पुरुष अभ्यर्थी 20 मिनट में 4.8 किलोमीटर की दौड़ पूरी करेगा उसे 100 अंक मिलेंगे। वहीं 20-25 मिनट में पूरी करने पर 80 तो 25 से ऊपर व 30 मिनट के बीच पूरी करता है तो उसे 60 अंक दिए जाएंगे
