एलटी  ग्रेड शिक्षक लेंगे प्रधानाचार्य का साक्षात्कार

इलाहाबाद (ब्यूरो)। उत्तर प्रदेश माध्यमिक शिक्षा सेवा चयन बोर्ड की ओर से 26 मार्च से इलाहाबाद, लखनऊ एवं वाराणसी मंडल में माध्यमिक विद्यालयों के लिए प्रधानाचार्य के खाली पदों के लिए साक्षात्कार शुरू हो रहा है। चयन बोर्ड की ओर से होने वाले इस साक्षात्कार में एलटी ग्रेड के शिक्षक (सदस्य) प्रधानाचार्य पद का साक्षात्कार लेंगे। यह सदस्य जिस पद की योग्यता नहीं रखते हैं, उसी पद के लिए साक्षात्कार लेते नजर आएंगे। चयन बोर्ड में सरकार की ओर से सदस्यों की तैनाती में मनमानी के कारण यह विसंगति सामने आई है।

उत्तर प्रदेश माध्यमिक शिक्षा सेवा चयन बोर्ड में इस समय अध्यक्ष डॉ. परशुराम पाल के साथ सदस्य के तौर पर राम औतार यादव कानपुर के इंटर कॉलेज में एलटी ग्रेड शिक्षक है, सदस्य ललित कुमार श्रीवास्तव लखनऊ के विद्यालय में एलटी ग्रेड शिक्षक हैं, सदस्य अनीता यादव इटावा के एक इंटर कॉलेज में एलटी ग्रेड शिक्षक है जबकि सदस्य डॉ.आशालता सिंह लखनऊ के नेशनल इंटर कॉलेज में प्रवक्ता है।

इसके अतिरिक्त योगेन्द्र प्रजापति बेचैन एवं डॉ. मो. उमर डिग्री कॉलेज में प्रवक्ता है। इन दोनों डिग्री कॉलेज के शिक्षकों एवं अध्यक्ष डॉ. परशुराम पाल लखनऊ विवि में हिन्दी विभाग में एसोसिएट प्रोफेसर को छोड़कर सभी सदस्य पद के चयन की पात्रता नहीं रखते। सदस्य डॉ. आशालता सिंह इंटर कॉलेज में प्रवक्ता होने के कारण प्रधानाचार्य के चयन की पात्रता तो रखतीं हैं परंतु साक्षात्कार लेने की योग्यता नहीं रखतीं हैं।

यूपी के स्कूलों में बंपर भर्ती, सैकड़ों पद खाली

शिक्षा विभाग में करें नौकरी
राज्य मॉडल स्कूल संगठन उत्तर प्रदेश ने मॉडल स्कूलों में प्रधानाचार्य के रिक्त पदों के लिए विज्ञापन जारी किया है। पदों की कुल संख्या 193 निर्धारित की गई है। जिसमें सामान्य वर्ग के 97 पद, अन्य पिछड़े वर्ग के 52 पद, अनुसूचित जाति के 41 पद व अनुसूचित जनजाति के 03 पद शामिल हैं।

इन पदों के लिए शैक्षिक योग्यता किसी मान्यता प्राप्त विश्वविद्यालय से न्यूनतम 45 प्रतिशत अंकों सहित स्नातकोत्तर या इसके समकक्ष निर्धारित की गई है। इसके अलावा सभी आवेदकों के पास बीएड या समकक्ष प्रशिक्षण उपाधि का होना आवश्यक है।

इन पदों पर पुरुष व महिला दोनों आवेदन कर सकते हैं। इन पदों के लिए आयु सीमा 35 से 50 वर्ष निर्धारित की गई है। आयु की गणना 01 जनवरी, 2015 से की जाएगी। विज्ञापित पदों के लिए 15,600 से 39,100 रुपये व ग्रेड पे रुपये 5400 रुपये निर्धारित किया गया है।

ऐसे करें आवेदन
विज्ञापित पदों के लिए ऑनलाइन आवेदन स्वीकार किया जाएगा। योग्य उम्मीदवार संबंधित वेबसाइट पर जाकर निर्धारित प्रक्रियानुसार रजिस्ट्रेशन कर सकता है। रजिस्ट्रेशन के बाद उम्मीदवार ई-चालान के जरिये पंजाब नेशनल बैंक की किसी भी शाखा में निर्धारित शुल्क जमा कर सकते हैं।

इन पदों के लिए सामान्य वर्ग व अन्य पिछड़ा वर्ग के लिए 500 रुपए व आरक्षित वर्ग के लिए 200 रुपए आवेदन शुल्क निर्धारित किया गया है। विकलांग अभ्यर्थियों के लिए कोई आवेदन शुल्क निर्धारित नहीं है। आवेदकों का चयन भर्ती गुणवत्ता अंक और साक्षात्कार के आधार पर किया जाएगा।

बदलेगी प्रधानाचार्य चयन की प्रक्रिया

इलाहाबाद (ब्यूरो)। उत्तर प्रदेश माध्यमिक शिक्षा सेवा चयन बोर्ड की ओर से होने वाले संस्था प्रधान की चयन की प्रक्रिया में बदलाव किया जाएगा। अब इंटरव्यू बोर्ड में शामिल होने वाले चयन बोर्ड के प्रतिनिधि के साथ विशेषज्ञों को साक्षात्कार में नंबर देने का मौका मिलेगा। नई प्रक्रिया से साक्षात्कार प्रक्रिया को पारदर्शी बनाने के साथ ही एक व्यक्ति का एकाधिकार भी खत्म होगा।

शासन की ओर से प्रधानाचार्य के साक्षात्कार की विसंगति दूर करते हुए निर्देश दिया गया कि अब साक्षात्कार में अलग-अलग बोर्डों के अध्यक्ष ही नंबर नहीं देंगे। साक्षात्कार में अब औसत का कानून लागू किया जा रहा है। साक्षात्कार के दौरान बोर्ड के अध्यक्ष एवं सदस्यों के साथ विशेषज्ञों को भी बराबर अंक देने की छूट रहेगी। अंतिम अंक देते समय औसत अंक निकाला जाएगा। शासन की इस पहल से अब साक्षात्कार में मनमानी नहीं चलेगी। उत्तर प्रदेश माध्यमिक शिक्षा सेवा चयन बोर्ड की ओर से नया नियम बनाए जाने के बाद इंटरव्यू में मनमानी का आरोप नहीं लगेगा। शासन की ओर से जुलाई में ही चयन बोर्ड को निर्देश भेजकर साक्षात्कार प्रक्रिया

में बदलाव करने को कहा गया था। इसके बाद भी तत्कालीन अध्यक्ष डॉ. आशाराम यादव ने नियमों में बदलाव से मना कर दिया था।
अध्यक्ष के बदलने के बाद चयन बोर्ड सचिव के प्रस्ताव को अध्यक्ष ने मंजूरी देने के साथ साक्षात्कार बोर्ड में शामिल सभी सदस्यों को नंबर देने का अधिकार दिया है। नया नियम इसी महीने शुरू हो रहे प्रधानाचार्य साक्षात्कार में लागू किया जाएगा। विशेषज्ञों का कहना है कि साक्षात्कार प्रक्रिया में बदलाव की सरकार की सिफारिश से पहले इंटरव्यू दे चुके अभ्यर्थी भी नए नियमों के तहत साक्षात्कार की मांग कर सकते हैं। बदलाव के कारण चयन बोर्ड एक बार फिर से विवादों में फंस सकता है।

वित्तविहीन शिक्षक भी बन सकेंगे जीआईसी प्रिंसिपल

लखनऊ : राजकीय इंटर कॉलेजों में प्रधानाचार्यों के रिक्त पदों को भरने के लिए मानक (अर्हता) बदलने की तैयारी है। मौजूदा समय सरकारी व सहायता प्राप्त में लगातार तीन साल तक नौकरी करने वाले शिक्षक ही पात्र माने गए हैं। राज्य सरकार यह अनिवार्यता समाप्त करते हुए वित्तविहीन शिक्षकों को भी इसके लिए पात्र मानने जा रही है। इसके लिए प्रधानाचार्य भर्ती नियमावली में संशोधन की तैयारी है। प्रदेश में 563 राजकीय इंटर कॉलेज व 1021 माध्यमिक शिक्षा अभियान के तहत खुले राजकीय हाईस्कूल हैं। इनमें प्रधानाचार्य के सभी पदों पर भर्ती होनी है और जीआईसी में करीब 175 पद खाली हैं। जीआईसी प्रधानाचार्य के कुल पदों में 50 प्रतिशत सीधी भर्ती से तथा इतने ही पदों को पदोन्नति से भरने की व्यवस्था है।
सीधी भर्ती के लिए राजकीय व सहायता प्राप्त स्कूलों में तीन साल तक शिक्षक रहने वाले को ही पात्र माना गया है। इसके चलते प्रधानाचार्य के पदों पर भर्ती के लिए पात्र नहीं मिल पा रहे हैं। माध्यमिक शिक्षा विभाग सरकारी और सहायता प्राप्त की अनिवार्यता समाप्त करते हुए इसके लिए वित्तविहीन शिक्षकों को भी पात्र मानने जा रहा है। इसके लिए विभागीय स्तर पर हुई अधिकारियों की बैठक में सहमति बन गई है। कार्मिक और वित्त विभाग से मंजूरी लेने के बाद नियमावली संशोधन संबंधी प्रस्ताव कैबिनेट मंजूरी के लिए भेजा जाएगा।

इलाहाबाद। उत्तर प्रदेश माध्यमिक शिक्षा सेवा चयन बोर्ड में प्रधानाचार्यों एवं शिक्षकों की ठप पड़ी चयन प्रक्रिया जल्द शुरू की जाएगी। शिक्षक भर्ती में पूरी पारदर्शिता बरती जाएगी। चयन बोर्ड में अब तक साक्षात्कार आदि में जो भी गड़बड़ी हुई है, उसे विधि सम्मत तरीके से निरस्त कर नए सिरे से चयन प्रक्रिया शुरू होगी। यह बातें उत्तर प्रदेश माध्यमिक शिक्षा सेवा चयन बोर्ड के नवनियुक्त अध्यक्ष डॉ. परशुराम पाल ने पदभार ग्रहण करने के बाद अमर उजाला से बातचीत के दौरान कही।

 

 

आयोग से दो साल की परीक्षाओं का ब्यौरा तलब

 

इलाहाबाद। उत्तर प्रदेश लोक सेवा आयोग की गतिविधियों को मनमाने तरीके से चलाने के आरोप में घिरे अध्यक्ष अनिल यादव की मुश्किलें बढ़ सकती हैं। बुधवार को मामले की सुनवाई कर रही न्यायमूर्ति राकेश तिवारी और न्यायमूर्ति एआर मसूदी की खंडपीठ ने पिछले दो वर्षों के दौरान ली गई परीक्षाओं का ब्यौरा तलब कर लिया है। आयोग का संविधान, उसके काम करने के तरीके की जानकारी के साथ ही पिछले दो वर्षों के दौरान साक्षात्कार के लिए गठित बोर्ड सदस्यों के नाम और उनकी योग्यता, विशेषज्ञ समितियों के सदस्यों की सूची नाम और योग्यता के साथ मांगी है।
