शिक्षक पात्रता परीक्षा (टीईटी) जनवरी 2015 में कराई जाएगी। सचिव परीक्षा नियामक प्राधिकारी नीना श्रीवास्तव ने सभी जिला विद्यालय निरीक्षकों को पत्र भेजकर परीक्षा की तैयारियों पर आने वाले खर्च का ब्यौरा मांगा है।

वहीं बीएड 2014-15 की खाली 58 हजार से ज्यादा सीटें सीधे भरे जाने की मांग शासन ने खारिज कर दी है। प्रमुख सचिव उच्च शिक्षा कल्पना अवस्थी ने कहा है कि सीटें भरने की अनुमति नहीं दी जा सकती है।

दूसरे चरण की काउंसलिंग हाईकोर्ट के आदेश पर हुई थी लेकिन खाली सीटों को भरे जाने से संबंधित कोई और आदेश नहीं पारित किया गया था।

बीएड की खाली सीटें भरने जाने की मांग को लेकर मंगलवार को उत्तर प्रदेश स्व वित्तपोषित महाविद्यालय एसोसिएशन के अध्यक्ष विनय त्रिवेदी और राजेंद्र प्रताप सिंह ने प्रमुख सचिव उच्च शिक्षा से लखनऊ में मुलाकात की।

मांग खारिज करते हुए प्रमुख सचिव उच्च शिक्षा ने कहा कि शैक्षिक सत्र 2015-16 की एडमिशन प्रक्रिया सही ढंग से पूरी कराई जाएगी।

इस पर एसोसिएशन के पदाधिकारियों ने कहा कि बीएड, एमएड आदि में सिंगल एकेडमिक कैलेंडर जारी किया जाना चाहिए, ताकि शैक्षिक सत्र को नियमित किया जा सके।

Government of Andhra Pradesh School Education Department invites online applications from candidates who intend to be teachers in primary and upper primary schools in the state.

The AP state government’s School Education Department will be conducting Andhra Pradesh Teacher Eligibility TEST (APTET) 2014-2015 for filling 9,061 posts of teachers in various Districts of the State.
Candidates interesting in taking the APTET 2014-2015 can apply on or before January 14, 2015. The eligible and interested candidates can apply for the test through the official webiste of APTET- http://aptet.cgg.gov.in/.

Eligibility Criteria:
For the APTET & Recruitment, a candidate must possess an Intermediate Certificate by AP Board of Intermediate Education/ Academic Degrees/ Teacher Education Course by NCTE/ Special Education Diploma/ Certificate or equivalent qualification recognized by Board of Intermediate Education, Government of Andhra Pradesh. The aspirants must possess Academic degrees from any UGC (University Grants Commission)-recognized institution.
Age Limit:
The applicants should be between 18-40 years of age.

High Court Rajasthan also passed order to give chance to B.Ed Candidates with TET 1 to apply for Primary teachers post which were in pursuance of advertisements issued by the Zila Parishads of all the districts on 24.02.2012 for appointment on the post of Teacher Grade III Level - I.

Court Comments :-

It emerges from the facts that the expert body which the NCTE expressly inserted para 3 in the notification dated 23.08.2010 and held that graduate with B.Ed. and TET can be treated equivalent and one-time opportunity should be given to them to participate in the selection process for appointment as Teacher Grade-III Level - I to teach students of classes I to V. Therefore, from any angle, it cannot be said that the petitioners were not treated eligible by the NCTE for appointment against the vacancies of Level - I. More so, the NCTE after due deliberation incorporated para 3 in the notification dated 23.08.2010 that those candidates possessing qualification of graduation with B.Ed. will be eligible for appointment on the post of Teacher Grade-III Level - I and, at the time of issuance of notification dated 23.08.2010, it was felt necessary to provide one opportunity to those candidates. Therefore, obviously with a view to granting opportunity the date 01.01.2012 was inserted and it was expected from the State Government to make recruitment while providing opportunity to them; but, it was not provided by the State of Rajasthan even though with open eyes the NCTE held the above qualification holders eligible for appointment. It is also worthwhile to observe that no restriction was imposed by the NCTE, therefore, obviously the power left with the State Government under Rule 296 of the Rules of 1996 to relax any of the provisions of the rules was to be exercised; but, it was not exercised though the same power was exercised in relation to relaxation in upper age-limit. Therefore, the action of the State Government in refusing all those candidates possessing graduation with B.Ed. to compete for appointment on the post of Teacher Grade-III Level - I to teach students of classes I to V is totally unfounded and contrary to the principle of legitimate expectation. The duty of the welfare State is not to curtail the envisaged opportunity for the candidates but to enlarge the scope and opportunity in view of Articles 14, 16 and 21 of the Constitution of India.
I have examined para 3 of the notification dated 23.08.2010 from all angles. It emerges from the language used by the NCTE that the date of 01.01.2012 is inserted to grant one opportunity to the candidates who are pursuing B.Ed. and not to put restriction upon the State Government because the NCTE is having jurisdiction to lay down the qualification under the Act of 2009 but cannot put restriction upon the State Government to declare any candidate ineligible for appointment. In these circumstances, the denial of opportunity to the petitioners holding the qualification of graduation with B.Ed. and who acquired TET qualification after issuance of notification dated 23.08.2010 and prior to 01.01.2012 is against the constitutional rights guaranteed to the petitioners under Articles 14, 16 and 21 of the Constitution of India. Therefore, the above writ petitions as well as writ petitions enumerated in the Schedule appended to this judgment are hereby allowed. Respondent State is directed to grant one opportunity to all those candidates who acquired qualification of graduation with B.Ed. and TET qualification before 01.01.2012 in the selection process commenced in pursuance of advertisements issued by the Zila Parishads of all the districts on 24.02.2012 for appointment on the post of Teacher Grade III Level - I. There shall however be no order as to costs.

इलाहाबाद : सुप्रीम कोर्ट में टीईटी को लेकर तीन साल से चल रहा विवाद किनारा लगने वाला है। शैक्षणिक मेरिट उत्थान समिति का दावा है कि आगामी दस दिसंबर को प्रकरण की फाइनल सुनवाई की तारीख तय हो गई है। शैक्षणिक मेरिट उत्थान समिति की ओर से दायर याचिका में शैक्षिक आधार पर भर्ती की मांग की गई है और प्रदेश सरकार भी इसी पक्ष में हैं। दूसरी ओर टीईटी मेरिट को ही चयन का आधार बनाया जा रहा है। बीते 26 नवंबर को हुई सुनवाई में समिति के अधिवक्ता राकेश द्विवेदी ने बताया कि टीईटी परीक्षा एनसीटीई के अनुसार केवल पात्रता परीक्षा है। इसका उल्लंघन एनसीटीई के नियमों के विपरीत है। राज्य सरकार ने अपना पक्ष रखते हुए कहा कि यदि चयन प्रक्रिया में कोई कमी है तो उसमें परिवर्तन करना राज्य सरकार का विशेषाधिकार है। इस मामले की फाइनल सुनवाई 10 दिसंबर को होगी। जिसमें एनसीटीई के वकील एवं सॉलिसिटर जनरल को जवाब दाखिल करने के लिए बुलाया गया है।
समिति की बुधवार को हुई बैठक में इस प्रकरण पर चर्चा हुई और अगली बैठक सात दिसंबर को 11 बजे से चंद्रशेखर आजाद में पार्क में करने पर सहमति बनी। बैठक में अशोक द्विवेदी, मनोज यादव, मुन्नालाल, हरिओम गुप्ता, सतीश, नीरज राय, संदीप पांडेय, प्रभात मिश्रा, सुशील यादव, विनीत सिंह, अंशुल मिश्रा आदि मौजूद थे।

आजकल अकादमिक और टेट मेरिट समर्थकों में भर्ती को लेकर चंदा वगैराह की ख़बरें सोशल मीडिया पर पटी हुई हैं ,मुझे लगता है की वकीलों की फौज के जगह कोई भी सामान्य वकील तथ्यों को ठीक से रखेगा तो भी निर्णय वही आएगा , क्यूंकि सुप्रीम कोर्ट के
जज खुद में विशेषज्ञ होते हैं , बशर्ते उनके सामने सभी जरूरी तथ्य हों

कुछ लोगों का कहना है की कुछ टेट नेताओं को चयन में कुछ मुश्किल आने लगी है तो वह शुद्ध टेट मेरिट की बजाय टेट वेटेज पर पाला बदल सकते हैं

लेकिन तथ्य क्या कहते हैं , हमें यह समझना चाहिए -

टेट मेरिट से भर्ती पुराने विज्ञापन के अनुसार शुरू हुई थी , जिसे सुप्रीम कोर्ट ने अपने अंतरिम आदेश में ज्यों का त्यों पुराने विज्ञापन से भर्ती का आदेश दिया है ।

यु पी टेट 2011 में जो लोग धांधली की बात कह कर इसको अकादमिक या फिर टेट वेटेज से कह रहे हैं वो यह बताएं की अगर यू पी टेट में धांधली हुई तो
फिर तो भर्ती परीक्षा रद्द होने का कारण बनती और फिर इस यू पी टेट 2011 उत्तीर्ण करने वालों से कोई और भर्ती मसलन बी टी सी आदि हुई होती तो फिर वो भी रद्द होने की सम्भावना बनती ।

कोई व्यक्ति धांधली से पात्रता की योग्यता तो हासिल कर ले मगर उसके अंको से चयन नहीं हो सके , ये तो विरोधाभासी बात है ।
और यही बात अकादमिक व टेट वेटज चाहने वालों को कमजोर करती है , दो ही बात है - १ या तो परीक्षा सही है २ या फिर गलत

दुसरी बात जब अकादमिक से भर्ती नहीं हो पा रही तो फिर टेट वेटेज से कैसे होगी ।
जब खेल के नियम बीच में नहीं बदले जा सकते तो फिर टेट वेटेज के लिए क्यों बदलेगा

अब आतें हैं सबसे महत्वपूर्ण पक्ष पर -

तथ्यों से यह बात हम सभी को पता है की धांधली का तो पता नहीं लेकिन इस यू पी टेट परीक्षा में अनियमितता जरूर हुई थी ,मतलब
परीक्षा सवाल गलत पूछे गए थे और इस आधार पर मामला हाई कोर्ट में जाने पर सभी को इन प्रश्नो पर बोनस मार्क्स मिले थे ।
और इस तरह से कुछ अभ्यर्थी अपात्र होते हुए भी बोनस (गलत प्रश्नो पर मार्क्स ) मार्क्स पा कर पात्र हो गए थे ।

और अगर इस अनियमितता को दूर करना है तो टेट मेरिट ही सबसे बेहतर विकल्प है, क्यूंकि सभी को बोनस मार्क्स देने के बाद भी रेंक पर कोई प्रभाव नहीं पडेगा ।

अब आते हैं एन सी टी ई और नियम कानून पर -

एन सी टी ई ने स्पष्ट रूप से उल्लेख कर रखा है की टेट मार्क्स का चयन में उपयोग किया जाये , और यह सीमा अगर 100 फीसदी होती है तो इसमें गलत क्या है (जबकि सबका मूल्यांकन भी सामान रूप से हुआ है ).
और इलाहाबाद हाई कोर्ट भी अपने एक निर्णय में कह चुकी है की नियोक्ता /चयन करने वाली संस्था अगर किसी पात्रता परीक्षा को चयनकारी अर्हता परीक्षा
बनती है तो इसमें गलत नहीं है बस यह आरबिटरेरी न हो खेल के नियम बीच में न बदलें हों इत्यादि (आप हमारे ब्लॉग पर यह निर्णय देख सकते हैं )

मुझे लगता है की सुप्रीम कोर्ट का अंतरिम आदेश तो एक वरदान स्वरुप है , अगर अंतिम निर्णय आ जाता और फिर उस पर कोई रिविेउ पेटिशन / पुनर्विचार याचिका दायर करता तो फिर न जाने उसके निर्णय के आने तक भर्ती के योग्य अभ्यर्थीयों को और कितना इन्तजार करना पड़ता ।

भोपाल। प्रदेश के सरकारी प्राथमिक, माध्यमिक, हाईस्कूल और हायर सेकेंडरी स्कूलों में रिक्त पदों पर पदस्थ अतिथि शिक्षकों को संविदा शिक्षकों के चयन में अतिरिक्त बोनस अंक मिलेंगे। इस संबंध में राज्य सरकार संविदा शाला शिक्षक की चयन प्रक्रिया में बदलाव करने जा रही है।

स्कूल शिक्षा विभाग द्वारा तैयार प्रस्ताव के अनुसार अतिथि शिक्षकों को उनके कार्य अवधि दिवस के हिसाब से 1 से लेकर 20 अंकों का बोनस दिया जाएगा। यह सारी कवायद प्रदेश भर में संविदा शाला शिक्षक के रिक्त पड़े 39 हजार पदों को भरने के लिए की जा रही है। निकाय चुनाव की आचार संहिता समाप्त होने पर ये प्रस्ताव को कैबिनेट में लाया जाएगा।

स्कूल शिक्षा विभाग के प्रस्ताव के अनुसार अतिथि शिक्षा वर्ग-1 को संविदा शिक्षा श्रेणी -3, अतिथि शिक्षक वर्ग-2 को संविदा शिक्षक -1 और अतिथि शिक्षक वर्ग-3 को संविदा शाला शिक्षक श्रेणी-1 में उक्त बोनस की पात्रता नहीं होगी। पूरी भर्ती को पारदर्शी बनाने के लिए परीक्षा में पास होने वाले आवेदकों की राज्य स्तर पर ऑनलाइन एक ही मेरिट सूची तैयार की जाएगी। मेरिट सूची में सबसे पहले अनारक्षित वर्ग की मेरिट सूची रिक्त पदों के अनुसार तैयार की जाएगी। महिलाओं का 50 प्रतिशत आरक्षण यथावत होगा। संविदा शिक्षकों की नई चयन प्रक्रिया के अनुसार अब आवेदक एक से अधिक निकाय में आवेदन नहीं कर सकेगा।

सब्जेक्ट वाइज होगी भर्ती परीक्षा

- संविदा शिक्षक श्रेणी-1 की पात्रता परीक्षा में हिन्दी, अंग्रेजी, संस्कृत, उर्दू, गणित, वनस्पति विज्ञान, प्राणी विज्ञान, भौतिक शास्त्र, रसायन शास्त्र, इतिहास, राजनीतिशास्त्र, अर्थशास्त्र, भूगोल, कृषि, वाणिज्य एवं गृह विज्ञान विषय में परीक्षा आयोजित होंगी।

- संविदा शिक्षक श्रेणी-2 की पात्रता परीक्षा में गणित, विज्ञान, सामाजिक विज्ञान, हिन्दी, अंग्रेजी, संस्कृत एवं उर्दू विषय शामिल होंगे। गणित विषय वाले आवेदक को गणित में ग्रेजुएट होना अनिवार्य होगा। वहीं विज्ञान विषय रसायन शास्त्र, वनस्पति विज्ञान और प्राणी विज्ञान में से किन्हीं दो विषयों में ग्रेजुएट होना अनिवार्य होगा। हिन्दी, अंग्रेजी, संस्कृत और उर्दू में संबंधित विषय में विशिष्ट भाषा के रुप में ग्रेजुएशन आवश्यक है।

- संविदा शिक्षक श्रेणी-3 के लिए पात्रता परीक्षा विषयवार आयोजित नहीं की जाएंगी। यह परीक्षा कामन इंट्रेंस पात्रता परीक्षा के रुप में ही की जाएगी।

इतने नंबर आने पर होंगे पास

संविदा शिक्षक श्रेणी -1, 2 और श्रेणी 3 में आरक्षित वर्ग (एससी, एसटी, ओबीसी, नि:शक्त) को पात्रता परीक्षा में पास होने के लिए कम से कम 50 अंक लाने होंगे। वहीं सामान्य वर्ग के आवेदक को इस परीक्षा में पास होने के लिए 60 नंबर लाना अनिवार्य होगा।

दिग्विजय की आपत्ति के बाद हो रहा बदलाव

पूर्व मुख्यमंत्री दिग्विजय सिंह ने अक्टूबर में मुख्यमंत्री शिवराज सिंह चौहान को पत्र लिखकर आरोप लगाया था कि संविदा शाला शिक्षकों की भर्ती परीक्षा में नियमों में बदलाव कर फर्जीवाड़ा किया गया है। भर्ती के लिए राष्ट्रीय अध्यापक शिक्षा परिषद भर्ती के लिए जो नियम बनाए थे उन्हें राज्य सरकार ने मनमाने ढंग से बदला। उन्होंने कहा था कि शिक्षकों की भर्ती के लिए न्यूनतम योग्यता 45 अंकों के साथ स्नातक और बीएड अनिवार्य किया था। राज्य सरकार ने नियम को बदलकर संबद्ध विषय में 45 अंकों के साथ स्नातक और बीएड कर दिया। उन्होंने इस मामले में मुख्यमंत्री से सीबीआई से जांच कराने की मांग की थी।

ऑनलाइन होंगे नौकरियों के रिक्त पद

सीएम ने सेवायोजन विभाग को सौंपी जिम्मेदारी

विभागों, निगमों और उपक्रमों से मांगा गया ब्यौरा

बेरोजगारों को अब चार लाख विभिन्न पदों पर मनचाही नौकरियों में आवेदन करने की जानकारी घर बैठे मिलेगी। सरकार सभी पदों की रिक्तियां ऑनलाइन करने जा रही है। मुख्यमंत्री अखिलेश यादव ने इसकी जिम्मेदारी सेवायोजन विभाग को सौंपी है। सेवायोजन विभाग की वेबसाइट www.sewayojan.org पर सभी विभागों, निगमों और उपक्रमों को रिक्त पद उपलब्ध कराने होंगे। मुख्य सचिव आलोक रंजन तीन दिसंबर को सभी विभागों के प्रमुखों के साथ इसका खाका खीचेंगे।

करीब एक लाख शिक्षकों की भर्ती प्रक्रिया अंतिम चरण में है जबकि अन्य सरकारी विभागों में विभिन्न श्रेणियों के तीन लाख से अधिक पद खाली हैं। कई विभागों में तो सिर्फ 30 से 40 फीसद कर्मियों के भरोसे काम हो रहा है।

सचिवालय से लेकर विभागीय मुख्यालय, निदेशालय, मंडल, जिला, तहसील और ब्लॉक स्तर तक के कार्यालयों में कर्मचारियों की रिक्तियों की वजह से महत्वाकांक्षी योजनाएं प्रभावित हो रही हैं। ऐसे में सेवायोजन विभाग के प्रमुख सचिव शैलेष कृष्ण ने सभी विभागों के प्रमुख सचिवों और सचिवों को पत्र लिखकर पदवार रिक्तियां उपलब्ध कराने का आग्रह किया है।

The Officials of the Maharashtra State Council of Examination (MSCE) are now going to release the Admit Cards of all the candidates who have applied for their Teacher’s eligibility Test which they are going to conduct very soon. The Written Exam for this eligibility Test is Scheduled to be conducted on 14th December,2014. All the candidates who have Successfully applied for this Exam will now be issued their Admit Cards for this Exam which they have to take at the time of Examination at the Exam Hall. The Admit Cards of only those candidates will be issued who applied within the application period and also paid the Application fee for this Examination. All Such candidates will be able to Download their Admit Cards by logging on to the official website of the Maharashtra TET.
