Guwahati: The state is likely to face a severe shortage of trained teachers at the elementary level (Classes I to VIII) as having a teachers' training diploma will become mandatory for Teacher's Eligibility Test (TET) aspirants from next year.

Sources in the education department said, unless their intake capacity is increased, the state's teacher's training institutes cannot fulfill the demand for trained teachers.

"From March 31 next year, having a diploma in elementary education will become mandatory for TET aspirants. According to the Right to Education (RTE) Act, a candidate must complete this training before he or she becomes eligible to appear for the TET exam," said an education department official.

Assam requires around 6,000 trained teachers every year to fill vacancies in lower and upper primary sections of schools. However, the state's teacher's training institutes produce around 2,200 trained teachers for the elementary level every year.

When contacted, officials of the State Council of Educational Research and Training (SCERT), Assam, which looks after teacher's training for the elementary level, said efforts are on to produce more trained teachers at the elementary level. However, they didn't say anything about enhancing the intake capacity of the institutes.

"We have initiated the process to begin two-year diploma courses in elementary education in 19 Basic Training Centers, five District Institute of Education and Training and three normal schools. As soon as these institutions get permission from the National Council for Teacher Education to start the diploma course, we will be able to produce more trained teachers," said L N Sonowal, assistant director of SCERT, Assam.

Only 1,939 candidates of the 23,900, who appeared for the Karnataka Teacher Eligibility Test (KarTET) in English medium, cleared the test held in June this year.

The demand for an English-medium education is on the rise, with good English language skills being considered a crucial asset in the job market today. However, the number of teachers trained and qualiﬁed to teach English and in English-medium is not keeping pace with the demand.

Private schools have been frantically looking for such teachers and the situation is now all set to get worse. Only 1,939 candidates of the 23,900, who appeared for the Karnataka Teacher Eligibility Test (KarTET) in English medium, cleared the test held in June this year.

This is signiﬁcant because all schools — government, private or aided — can henceforth recruit only teachers who have cleared this eligibility test. This is part of a nationwide effort to set national standards and benchmark teacher quality in recruitment. The number of those who took the exam in English medium was far lower than those who took it in Kannada: 23,900 against 3.44 lakh candidates. Only 5.93 per cent of the applicants cleared the test.

The Kannada-medium scene is not particularly rosy either. Only 22,899 of over 3.86 lakh candidates who appeared for the examination qualiﬁed.

As 9,511 government teacher posts are likely to be ﬁlled this year, private school managements fear they will not have enough teachers to teach English. D. Shashi Kumar, organising secretary of the Karnataka State Private Schools Managements’ Federation, said managements would be “forced to violate the State government policy” and recruit teachers who have not cleared KarTET.

“We would rather have teachers who can speak English but have not cleared KarTET, than the other way round,” argued Mr. Kumar. With the high attrition rate among private school teachers, school managements cannot skip recruitments even for a year.

In this scenario, it remains to be seen whether the quality test for teachers will indeed serve its purpose. Educationists have long been arguing that the syllabus of B.Ed. and D.Ed. courses need to be revamped keeping in tune with the present requirements. The results of the KarTET further underlines the need for an urgent revamp, they say.

President of the Karnataka State Primary School Teachers’ Association, Basavaraj Gurikar, however, said the association had constantly opposed the KarTET exam. “Clearing an exam does not mean that the teacher will be able to teach effectively,” he said. He felt there was a serious need for the government to restrict the mushrooming of B.Ed. and D.Ed. colleges in the State

The teacher aspirants have been protesting against the weightage system introduced by the TN Teachers Recruitment Board. Apart from Teachers’ Eligibility Test (TET) scores, the evaluation method was changed to award 40 per cent weightage to plus-2, graduation and B.Ed marks. According to the protesters, the new system would give young applicants, who have not scored high marks in the TET, an edge over their older counterparts with higher TET marks.

Mr Vijayakanth urged the government to hold talks with protesting teachers to resolve the issue amicably. “The government must appoint teachers based on the marks scored in TET alone. The wieghtage system should be scrapped,” he said, demanding the state government to withhold TET exam until all graduate teachers were given appointments.

Dr S. Ramadoss noted that weightage system was not followed for recruitment of PG teachers and hence, it was unnecessary to follow this in the appointment of graduate teachers alone.

लखनऊ :उच्च प्राइमरी स्कूलों में गणित व विज्ञान शिक्षक के रिक्त पदों के लिए चौथी काउंसलिंग 18 व 19 सितंबर को कराने की तैयारी है। सचिव बेसिक शिक्षा परिषद ने शासन को इसका प्रस्ताव भेज दिया है। इस बार काउंसलिंग में 15 गुना अभ्यर्थियों को बुलाने की तैयारी है, तकि सभी पदों को भरा जा सके। बेसिक शिक्षा परिषद ने पहली बार उच्च प्राइमरी स्कूलों में गणित व विज्ञान के खाली 58,668 पदों में से 29,334 पदों पर सीधी भर्ती का निर्णय करते हुए आवेदन मांगे थे। इसके आधार पर अब तक तीन चरणों की काउंसलिंग के बाद भी बड़ी संख्या में पद खाली हैं। इसलिए चौथे चरण की काउंसलिंग का प्रस्ताव शासन को भेजा गया है। हालांकि शासन स्तर से इसमें संशोधन भी किया जा सकता है। शासन से अनुमति मिलने के बाद जिलेवार काउंसलिंग शुरू कर दी जाएगी

समास -

दो या दो से अधिक शब्दों के मेल से नए शब्द बनाने की क्रिया को समास कहते हैं !

सामासिक पद को विखण्डित करने की क्रिया को विग्रह कहते हैं !

समास के छ: भेद हैं -

1- अव्ययीभाव समास - जिस समास में पहला पद प्रधान होता है तथा समस्त पद अव्यय का

काम करता है , उसे अव्ययीभाव समास कहते हैं !जैसे -

परिवर्णी अंग्रेजी के ृ।बतवदलउश् का हिन्दी रूप है जो ग्रीक शब्दों ।ातवदए व्दवउं से बना है। ।ातवद का अर्थ है सबसे पहले का नाम, किनारा अथवा बाहरी भाग और व्दवउं का अर्थ हैµनाम। इस प्रकार ृ।बतवदलउश् का अर्थ हुआµवह नाम जो 'सबसे पहले के अथवा 'बाहरी या 'किनारे के अक्षरों से बना है। संक्षिपित की तरह परिवर्णी भी शब्द समूहों के प्रथम वर्ण या अक्षर को जोड़कर बनार्इ जाती है किन्तु उसका अर्थ रूढ़ हो जाता है। परिवर्णी बनाते समय मुख्यत: सुविधा को ध्यान में रखा जाता है। इसीलिए आरंभिक वर्ण, या अंतिम वर्ण को जोड़ा या छोड़ा जा सकता है। इसमें बिन्दी नहीं लगार्इ जाती है। शब्दों का क्रम भी अनिवार्य नहीं।

संक्षिपित की तरह परिवर्णी शब्द भी दो प्रकार के हैंµहिन्दी शब्दों से निर्मित तथा अंग्रेजी शब्दों से निर्मित। हिन्दी के शब्द-समूहों की परिवर्णी कम प्राप्त होती है। अधिकांश परिवर्णी हिन्दी-अंग्रेजी के मिश्रित शब्द-समूह से निर्मित मिलती है। नीचे कुछ उदाहरण प्रस्तुत हैंµ

इनके अतिरिक्त तत्पुरूष समास के दो अन्य भेद हैंµन×ा और अलुक
(ज) न×ा तत्पुरूष-में 'न का किसी अन्य शब्द से समास होता है। इसके पूर्वखंड में निषेधार्थक (अ, अन) उपसर्ग का प्रयोग होता है। जैसेµ

अपूर्ण ¾ न पूर्ण
अनपढ़ ¾ न पढ़ा हुआ
असत्य ¾ न सत्य
(ज) अलुक तत्पुरूष-जब किसी सामाजिक शब्द के पहले पद की संस्Ñत विभकित का लोप नहीं होता तो उसे अलुक तत्पुरूष कहते हैं। जैसेµ
मनसिज ¾ मनसि ़ ज
सरसिज ¾ सरसि ़ ज
वाचस्पति ¾ वाच: ़ पति
हिंदी में तत्पुरूष समास से बने कुछ सामाजिक शब्दों में शब्द-क्रम बदल देने से अर्थ में परिवर्तन आ जाता है। जैसे-
बहुब्रीहि समास ;।जजतपइनजपअम ब्वउचवनदकद्ध - इसमें कोर्इ पद प्रधान नहीं होता बलिक कोर्इ अन्य ही पद प्रधान होता है। दोनों पद मिलकर किसी अन्य अर्थ (व्यकित) का बोध कराते हैं। प्राय: ये सामाजिक पद विशेषण होते हैं और विग्रह करने के लिए 'जिसका या 'वाला शब्द का प्रयोग होता है। जैसे-
बहुब्रीहि ¾ बहुत हैं धान जिसके (संपन्न व्यकित)
चक्रपाणि ¾ चक्र है पाणि में जिसके (विष्णु)
चतुरानन ¾ चार हैं मुख जिसके (ब्रह्राा)
कर्मधारय समास ;।चचवेपजपवदंस ब्वउचवनदकद्ध µ इस समास के पदों में उपमेय-उपमान अथवा विशेष्य-विशेषण का संबंध होता है तथा विग्रह करने पर दोनों खंडों में कत्र्ता कारक की ही विभाकित रहती है। जैसेµ
सज्जन ¾ सत है जो जन (विशेषण़विशेष्य)
चंद्रमुख ¾ चंद्र के समान मुख (उपमाऩउपमेय)
द्विगु समास ;छनउमतंस ब्वउचवनदकद्ध µ जिस समास में पहला पद संख्यावाचक हो और दूसरा पद मुख्य हो, उसे द्विगु समास कहते हैं। जैसे- शताब्दी ¾ सौ अब्दों (वषो±) का समूह
त्रिलोकी ¾ तीन लोकों का समूह
अठन्नी ¾ आठ आनों का समूह
त्रिफला ¾ तीन फलों का समूह
द्वन्द्व समास ;ब्वउचनसंजपअम ब्वउचवनदकद्ध - जहाँ दोनों पर प्रधान हों और विग्रह करने पर स्वतंत्रा शब्दों के बीच 'और, 'तथा, 'या संयोजक का प्रयोग किया जाए, वहां द्वन्द्व समास होता है। जैसे-
माता-पिता ¾ माता और पिता
दाल-रोटी ¾ दाल और रोटी
सुख-दुख ¾ सुख और दुख
भला-बुरा ¾ भला और बुरा
छोटा-बड़ा ¾ छोटा या बड़ा
सामासिक शब्दों के रचना प्रकार
हिंदी में सामासिक शब्दों की रचना तीन प्रकार से होती हैµ
तत्सम ़ तत्सम शब्द
(क) गुण़हीन ¾ गुणहीन
(ख) जल़वायु ¾ जलवायु
तदभव ़ तदभव शब्द
(क) बैल़गाड़ी ¾ बैलगाड़ी
(ख) खêा़मीठा ¾ खêामीठा
आगत ़ आगत शब्द

उपरोक्त समान òोत से निर्मित होने वाले सामासिक शब्दों को समòोतीय कहा जाता है। दूसरी ओर दो भिन्न-भिन्न òोतों से निर्मित समास को विषमòोतीय कहा जाता है, जैसे-
