Given below is the Speech Delivered by DR. M. M. Pallam Raju, Minister for Human Resource Development at the 60th Meeting of Central Advisory Board of Education (CABE) held on 
8th November, 2012 at New Delhi 

“I have immense pleasure in welcoming you all to the 60th Meeting of the Central Advisory Board of Education (CABE). Let me also introduce my colleague in the Ministry and Vice Chairperson of the Committee Dr. Shashi Tharoor. I also take this opportunity to thank my predecessor Chairman Shri Kapil Sibal ji and also Vice Chairpersons E. Ahamed and Dr. D. Purandeswari. I thank the Hon’ble Ministers and distinguished members of CABE for coming to the meeting at such a short notice.

As you are aware, the meeting was earlier scheduled on 1st November, which had to be postponed due to unavoidable reasons. I thought that prolonged postponement of CABE may not be proper and have therefore called this meeting before the winter session of Parliament.

2. In a country as diverse and as large as ours, the task of developing national policies while at the same time respecting and incorporating regional aspirations and an inclusive agenda of growth is indeed really challenging. It is in this context that I have always emphasized on a participatory approach in which all of us, be it Central Government of State Governments, academics, autonomous institutions, private sector and all other stakeholders, work together towards a common goal which is empowering the children and youth of India through education and knowledge.

3. As all of us are aware, CABE is the highest advisory body to advise Central Government and State Governments in the field of Education. I would like to continue the tradition of having regular meetings of CABE which has served as a forum of wide ranging consultations and has helped in developing consensus on various issues within all the sub-sectors of education ranging from elementary, adult, secondary, higher, technical, vocational and open and distance education. I would also like to mention that Planning Commission in its Approach Paper to the XII Five Year Plan has recognised Education as the single most important instrument for social and economic transformation. The Approach Paper mentions that a well educated population, adequately equipped with knowledge and skill is not only essential to support economic growth, but is also a precondition for growth to be inclusive since it is the educated and skilled person who can stand to benefit most from the employment opportunities which growth will provide. Thus, collectively we have to decide policies and programmes for realizing India’s human resource potential to its fullest in the education sector, with equity and excellence.

6. I am also glad to inform that the Committees which we were formed during the 58th Meeting of CABE have submitted their reports which are before us for consideration. The Report of the CABE Committee on curbing unfair practices in school education sector along with draft legislation is before us today. The proposed legislation defines the various practices in the school education sector which will be treated as ‘unfair’ including charging excessive fee, lack of transparency in conducting the admission test for the standard XI, recruiting teachers without qualification, giving teachers and other administrative staff lesser salary than shown in the school records, recruiting teachers with low salary, exploitation of teachers through various means, not admitting special children, and discrimination of students, especially those belonging to SC/ST/OBC and weaker sections of society. The draft provides for mechanism of redress of complaints while prescribing the quantum of punishments for acts that violate the provisions of the proposed legislation.

7. Another CABE Committee on University Reforms has also submitted its report which emphasizes on the launch of a Rashtriya Uchchatar Shiksha Abhiyan which would have a special focus on incentivising state governments and state institutions.

8. The Committee on “Extension of the Right of Children to Free and Compulsory Education Act 2009 to Pre-school Education and Secondary Education” has also submitted its status report. The major issues that were identified by the Committee for further discussion are: (1) the entry age for pre-school under the extended framework; (2) qualifications and capacity building of teachers for preschool; (3) ensuring focus on child-centered pedagogy, play-way method and holistic development as critical elements of pre-school education: and (4) need for effective coordination with ICDS. As regards extending RtE to secondary levels, assessment of existing infrastructure, (i) age of children in the secondary education (15-16 or 15-18 years) and duration of secondary education (IX-X or IX-XII). (ii) appointment of additional teachers as per new PTR norm which would be fixed if RTE is extended,
(iii) consultation with all partners like state governments (on various issues like the norms of opening school, school infrastructure, teacher recruitment etc.), NCERT on curriculum and NCTE for qualification of teacher appointment, Teacher eligibility test, Teacher training institute, role and regulatory mechanism of the private sector (iv) sharing of financial responsibility between the Center and the states, are some of the key issues. As you would all appreciate, these issues need to be discussed comprehensively before we decide to extend RtE to pre-school and secondary level.

9. Since the coming into effect of Right to Children to Free and Compulsory Education (RTE) Act, 2009, all States/UTs have notified RTE Rules and 24 States/UTs have constituted SCPCR/REPA. However, we need to take a number of measures for filling up the vacancies of teachers as also provision of infrastructure. In this context, some of the State Education Ministers have also been requesting extending the time period prescribed for implementation of the Act. We would consider the same along with review of the progress of RtE.

10. As regards Teachers’ Education, Justice J. S. Verma Committee has given its report which was sent to all the State Governments. We will be having a detailed presentation on the measures to be taken by Central and State Governments in this regard. 

11. Skill Development and vocational education has been a key intervention in the education sector. In this context, we would be discussing reform measures in polytechnic sector. There are four strands of reform that have been identified in the process of consultations relating to:

Content and curriculum reform.
Faculty development and enrichment.
Reforms in assessment and certification methods.
Reforms in regulatory measures and institutional incentives.

12. As regards higher education, I feel the Consolidation of the Initiatives undertaken during XI Plan period, strengthening of the State Institutions, Faculty Development, Strengthening Research and Innovation in Basic Sciences and Social Sciences, Skill Building, Vocational Education and strengthening academia – industry linkages should be the critical focus areas.

13. Before I conclude, I would also like to mention that education should lead to building of an inclusive, just and fair society and it is in this context that I have been emphasizing on value education. Education in my view should lead to character building of our youth and also inspire them to work towards the task of nation building in addition to their work for employment or self-employment.

14. I would like meaningful exchange of views on all the agenda items and each one of you must contribute to making this a fruitful deliberation. I would request each one of you to express your views and pro-actively engage in the deliberations. These issues concern the future of the children and youth of our country and we should work together to improve access to education with equity and quality. With these words, I wish the proceedings all success and eagerly look forward to having a very engaging discussion.’’

Shri Kapil Sibal, Union Minister for Human Resource Development reviewed the implementation of the RTE Act, 2009 at a meeting with State Education Secretaries here today. Also present in the meeting were Dr. D Purendeswari, MoS for HRD, Smt. Anshu Vaish, Secretary, Dept. of School Education and Literacy and other senior officials. During the meeting among the matters discussed was the need for a grievance redressal mechanism for the RTE. It was pointed out that the RTE Act makes local authorities the grievance redressal agencies and the SCPCRs the appellate bodies at the State level. In this context it is necessary to establish the modalities through which child rights under the RTE Act are protected and violations can be dealt with.

On the subject of Rationalizing Teacher Deployment, it was stated that a computerized software has been developed to facilitate states to undertake redeployment of teachers. The software uses the DISE database and can be customized to specific needs of the States. It has the potential to: 

Generate a list of under-served and over-served schools.
Create a vacancy database. 
Generate a list of vacancies subjects-wise. 
Be sensitive to the needs of physically handicapped teachers, women teachers and other categories as prioritized by the State. 
Correct existing imbalances in teacher deployment. 

Some of the other issues that were addressed during the meeting include a review of the status of notification of State rules under RTE Act, 2009 . A Review of status of constitution of SCPCR/REPA for protection of rights of children under the RTE Act was also done. The subject of Community Mobilisation and awareness creation of RTE was also underlined. Teacher related issues, including, Teacher Vacancies in State sector and SSA, Additional teachers to fulfill RTE Mandate, Teacher Qualifications and Revision of Recruitments Rules, Relaxation of Teacher Qualifications, Teacher Eligibility Test, Training of Untrained Teachers came up for discussion during the review. Also discussed was reimbursement for admission of 25 per cent children from disadvantaged groups and weaker sections in unaided schools

National Database of Academic Certificates
Ministry of HRD has instructed Central Board of Secondary Education (CBSE) to carry out a pilot project on National Academy Depository, (NAD). The database would facilitate online verification of academic awards issued by the CBSE thereby removing attempts made to use fake/forged academic certificates.

As a part of pilot implementation, CBSE has made available the academic awards of following examinations on the NAD system:

(i) Central Teacher Eligibility Test (CTET) 2011
(ii) CBSE Board XII Standard Exam 2011

The pilot is available free of cost for a maximum period of 3 months from the date of installation (26.07.2011).

A Message From the PM to be Read in Every School in The Country on National Education Day 

Shri Kapil Sibal Calls for Sustained Drive for Awareness on RTE

Chairs State Education Ministers’ Meet on Community Mobilisation and Public Awareness for RTE
There is a need for a sustained campaign to create awareness in every school, among those who need to be brought into school and among those who implement the Right to Education Act as to the various provisions of this Act. This was stated by Shri Kapil Sibal, Union Minister for Human Resource Development at a meeting of State Education Ministers on the subject of community mobilization and public awareness for Right to Education (RTE) held here today. Shri Sibal expressed confidence that he would get support from the State Governments in this effort. Shri Sibal underlined that the Central and the State Government have to work together so that RTE does not falter.

Shri Sibal outlined some of the work undertaken in the RTE in the country. Stating that 20 States have notified rules, he pointed out that in states which have not done so, it is the children who are suffering.
He has also said that the teachers’ eligibility test has been undertaken and eight years academic cycle has been brought in by the states. But he emphasized on the continuing need for the Government and the civil society to carry the message that education is a right to all people. The community mobilization and public awareness programme for RTE will commence from 11th November wherein a national event will be held in Nuh in Mewat in Haryana on 11th November. Similarly, events are expected to be held in every state and district of the country on that day.

An evocative message from the Prime Minister addressed to the children, with a covering letter from the Minister for Human Resource Development addressed to Head Teachers in all major languages will be mailed to each elementary school in the country and read out by the Head Teacher on 11th November 2011 in the school assembly in the presence of children/teachers/SMC members/Local Authority members, etc. during a day-long function in the school. This will be sent to all 13 lakh schools in the country. 

The national event will be a starting point for a yearlong campaign for making school RTE compliant. The approach for this includes:-

• State level meetings with national and state peoples’ networks, youth organizations and civil society organizations to participate in this massive national effort.

• Working Group consisting of Government and non-Government persons to carry forward the work at the State level.

• State Working Groups to identify around 30 volunteers in each of the 6000 blocks of the country.

• Block level volunteers to split into 10 groups of 3 persons each to visit all the 13 lakh schools.

• Carry the message of RTE and help the school plan how it would transform into an RTE-compliant school in the course of the next year.

The Minister stated that as per the National Council for Teacher Education (NCTE) teacher qualification norms under the Right to Education Act, Teacher Eligibility Test (TET) will be an essential qualification. He said that while the NCTE is developing the standards and benchmarks for this Teacher Eligibility Test, State Governments would be responsible for administering these tests and it is the responsibility of State Governments to ensure that these tests conform to high standards. He also said that the institutional mechanism between NCERT and SCERTs should work towards developing question banks which could be used by States for their Teacher Eligibility Test.

Seven Lakh Teachers Post Created under RTE
Over Seven Lakh additional teacher posts have been sanctioned in the last three years under the Right to Education Act. This was stated by the MOS, HRD, Dr. Shashi Tharoor in Lok Sabha today. He said these posts have been approved to maintain Pupil Teacher Ratio under the Sarva Shiksha Abhiyan (SSA) programme which has been harmonized with the RTE Act.

In reply to another question, Dr. Tharoor said that only a person who qualifies the Teacher Eligibility Test Conducted by the appropriate government will be eligible for appointment as a teacher for Class I-VIII as per NCTE. The Minister was replying to a written question on the issue.

Centralized Exam
The National Council for Teacher Education (NCTE) has laid down the minimum qualification for a person to be eligible for appointment as a teacher in schools in its Notification. One of the essential qualifications specified in the Notification is that a person has to pass a Teacher Eligibility Test (TET). The TET will be conducted by the appropriate Government (Central Government and State Government) in accordance with guidelines framed by the NCTE for the purpose.

This information was given by the Minister of State for Human Resource Development Smt. D. Purandeswari, in a written reply to a question, in the Lok Sabha today.

Learning Ability of Students
The National Council of Educational Research and Training (NCERT), an autonomous organisation under the Ministry of Human Resource Development, conducts periodic National Learners’ Achievement Surveys. Two rounds of the National Learners’ Achievement Survey for classes III, V & VIII and the third round of survey for class V have been conducted in 2001-2004, 2005-2008 and 2009-10 respectively, which reveal improvements in the overall learning levels of children in Mathematics and Language subjects in most States.

To improve the learning levels of children, steps taken under the Sarva Shiksha Abhiyan include, inter alia, sanction of more than 19 lakh teachers to improve the Pupil-Teacher Ratio (PTR), sanction of 1,94,574 primary school buildings, 1,07,682 upper primary school buildings, more than 18 lakh additional classrooms to improve school infrastructure, as well as in-service training for teachers, regular academic support to teachers and schools as well as free text books to children.

Further, under the Right of Children to Free and Compulsory Education (RTE), Act, 2009, the National Council of Teacher Education (NCTE) has notified the minimum qualifications and also made the holding of Teacher Eligibility Test (TET) mandatory to improve the quality/standard of teachers

NCTE
The Ministry of Human Resource Development has constituted Joint Review Missions consisting of eminent teacher education experts to review progress and to consider issues related to programme planning. The mission’s task will include implementation, monitoring and evaluation, with respect to each of the programmatic interventions under the Scheme for 10 states of the country.

The Lok Sabha was informed today by the Ministry of State, Human Resource Development, Dr. Shashi Tharoor that the Hon,ble Supreme Court had in May, 2011 appointed a High Powered Commission under the Chairmanship the former Chief Justice of India, Justice J.S. Verma to examine various aspects relating to the teacher education system, including the role and function of the National Council for Teacher Education (NCTE), and recommend measures for improvement. The Commission submitted its Report to Hon’ble Supreme Court on 29.08.2012 and made recommendations in four main categories as under:-

(i) Quality of Pre-service Teacher Education

(ii) Quality of In-service Teacher Education

(iii) Teacher Performance and Teacher Audit

(iv) Strengthening the Regulatory functions of the National Council for Teacher Education (NCTE)

The Government and the National Council for Teacher Education (NCTC) have taken several steps to improve the quality of teacher education. These include laying down teacher qualifications under the Right of Children to Free and Compulsory Education (RTE) Act, 2009; specifying passing the Teacher Eligibility Test (TET) as an essential qualification for being appointed as a teacher in classes I-VIII; the development of the National Curriculum Framework of Teacher Education, NCFTE (2009); the preparation of model syllabi for teacher education courses; the revision of the Centrally Sponsored Scheme of Teacher Education for the XII Plan, which entails the strengthening and expansion of existing institutional structures such as the District Institutes of Education and Training (DIETs), the College of Teacher Education (CTEs) and the Institutes of Advanced Studies in Education (IASEs), the strengthening of the State Councils for Education Research and Training (SCERTs), and the establishment of Block Institutes of Teacher Education (BITEs) in SC/ST/Minority concentration districts, etc.

There are about 43 Lakh teachers in Government Schools. Dr. Shashi Tharoor was replying to a written question on a high powered Committee to look into the functioning of regional centres of National Council for Teacher Education (NCTE) in the House today

 इलाहाबाद। उत्तर प्रदेश माध्यमिक शिक्षा सेवा चयन बोर्ड की टीजीटी-पीजीटी परीक्षा में अभ्यर्थियों का विश्वास बनाने के लिए कड़ी निगरानी की जाएगी। एक साथ आवेदन करने वाले अभ्यर्थियों का रोलनंबर आगे-पीछे न पड़े, इसके लिए चयन बोर्ड आवेदन पत्रों की मिक्सिंग कर रहा है। इसके जरिए एक ही विषय के दो अभ्यर्थियों को साथ-साथ आवेदन करने के बाद भी आगे-पीछे रोलनंबर नहीं मिलेगा। परीक्षार्थियों को आंसर सीट की कार्बन कॉपी देने के साथ परीक्षा वाले दिन ही सही उत्तर जारी कर दिया जाएगा।

बोर्ड की ओर से टीजीटी-पीजीटी परीक्षा का आयोजन 25 अगस्त, एक और आठ सितंबर को होगा।

चयन बोर्ड के अध्यक्ष डॉ. देवकी नंदन शर्मा ने बताया कि परीक्षा की शुचिता बनाए रखने के लिए इस बार आवेदन पत्रों की रैंडम तरीके से मिक्सिंग की जा रही है। मिक्सिंग के बाद रोलनंबर और परीक्षा केन्द्रों का आवंटन होगा। इसकी निगरानी वह स्वयं करेंगे। पता चला है कि परीक्षार्थी आवेदन के समय से ही परीक्षा पास करने की जुगत में लग जाते हैं। वह एक साथ आवेदन करने के बाद अनुक्रमांक की आगे-पीछे सेटिंग कर लेते हैं। इस बार आगे-पीछे रोलनंबर की सेटिंग नहीं की जा सकेगी। बताया कि परीक्षा के बाद अभ्यर्थियों को आंसर सीट की कार्बन कॉपी देने के साथ ही परीक्षा वाले ही दिन सभी विषयों के उत्तर जारी कर दिए जाएंगे। परीक्षार्थी अपने उत्तर का मिलान करने के बाद गलत प्रश्नों की आपत्ति चयन बोर्ड को भेज सकेंगे। चयन बोर्ड परीक्षार्थियों की आपत्ति का निस्तारण करने के बाद ही आंसर सीट का मूल्यांकन करेगा। बताया कि 2009 और 2010 की टीजीटी-पीजीटी परीक्षा के प्रश्नों को लेकर छात्रों की आपत्ति के बाद यह निर्णय लेना पड़ा। परीक्षा वाले दिन ही जारी होगा प्रश्नों का सही उत्तर

Jaipur: Rajasthan Chief Minister Ashok Gehlot on Thursday accused BJP state president Vasundhara Raje of misleading people by making false promises during her Suraj Sankalp Yatra ahead of the assembly polls.

Lashing out at Raje, Gehlot said her promise to abolish Teacher Eligibility Test (TET), if voted to power, was a wrong commitment as the process to do away with TET was not in the hands of state government and the provision of TET was made in an Act passed by the Parliament and cannot be amended by the state.

"She is misleading people by making promises which cannot be fulfilled," Gehlot told reporters in Jaipur.
He said that Raje, before she became chief minister in 2003, also promised Gujjars to give them reservation but the promise could not be fulfilled which led to an agitation by the community during her regime.
Meanwhile, Raje, in her public meetings in Sikar, sought support of people to form next government with a promise of development.
"The urban-rural divide is increasing and there is development neither in cities nor in villages. People are migrating to cities but our government would give priority to urban as well as rural development," she said.

BHUBANESWAR: The Odisha Teacher Eligibility Test (OTET) results, which were declared here on Wednesday, once again brought to the fore the quality of teachers at the school level.

Only 18% candidates cleared paper-1 meant for primary school, while 22% candidates cleared paper-2 for upper primary schools.

The OTET was introduced by the state in 2012 to improve the quality of teaching in schools. OTET certification is mandatory to become a teacher for classes I to VIII in any government school.



School and mass education minister Rabi Narayan Nanda, however, is happy with the result and said, "We are in a much better condition than other states. Poor result in teachers' eligibility tests has been a pan-Indian phenomenon. Even at the central level, the pass percentage is very low. But we are trying to improve the standard of teachers by improving the quality of teachers' training in Odisha."

Candidates, who have passed diploma in education and dont their BEd are eligible to take the test. Clearing paper-1 is mandatory for those wishing to teach in classes I to V, while paper-2 is for those wishing to teach classes VI to VIII. Aspirants, who wish to get certified for classes I to VIII need to clear both papers. About 88,000 candidates appeared for the test across 216 centres in the state this year. Last year, the success rate in papers 1 2 was 9% and 12% respectively.

Educationist Abani Baral said, "There is nothing to get astonished (by the results). Over the years, the standard of education has gone down in all spheres, which is why one sees such poor results. This is a good step, but it will further aggravate the teacher shortage problem."

Indu Bhusan Mohanty, the president of Orissa Senior Secondary Teachers' Association, said, "The curriculum should be upgraded regularly with more focus on changing trends of pedagogy."

लखनऊ : बीटीसी के सत्र 2013 में भाग लेने के इच्छुक अभ्यर्थी किसी भी जिले से आवेदन कर सकेंगे। बेसिक शिक्षा विभाग ने एक अक्टूबर से सत्र शुरू करने की तैयारी आरंभ कर दी है।
बीटीसी में अब तक अभ्यर्थी अपने जिले में ही आवेदन कर पाते थे। इससे मुश्किल यह आ रही थी कि जिन जिलों में निजी बीटीसी कालेज थे वहां मेरिट काफी नीचे तक पहुंच जाती थी जबकि जहां निजी कालेज नहीं होते थे वहां मेरिट काफी ऊंची रहती थी। प्रदेश के 11 जिलों में एक भी निजी बीटीसी कालेज नहीं हैं। शासन ने इस विसंगति को दूर करने के लिए आवेदकों को किसी भी जिले से आवेदन का मौका देने का फैसला किया है। नई नीति के अनुसार हर साल एक अक्टूबर से सत्र शुरू करने के लिहाज से जुलाई से आवेदन प्रक्रिया शुरू की जानी है। इसी क्रम में शासन ने सत्र 2013 के लिए आवेदन संबंधी शासनादेश और विज्ञापन अगले सप्ताह जारी करने की तैयारी की है। प्रमुख सचिव बेसिक शिक्षा सुनील कुमार ने शुक्रवार को एससीईआरटी के निदेशक सर्वेंद्र विक्रम को बुलाकर इस संबंध में बात की। उन्होंने निदेशक से इस संबंध में प्रस्ताव देने को कहा है।

एचटेट 2011 में बोर्ड ने 'ई' कोड के पेपर को 'ए' कोड की कुंजी से चेक किया


एच टेट 2011 के लिए शिक्षा बोर्ड लगातार चर्चा में बना रहता है। नया मामला उस दौरान एक परीक्षार्थी की उत्तर पुस्तिका को दूसरे कोड की उत्तर कुंजिका द्वारा चेक किया जाना है। 19 महीने के प्रयास और मामला सूचना आयोग तक ले जाने के बाद बोर्ड द्वारा जो रिजल्ट जारी किया गया, उसमें परीक्षार्थी उत्तीर्ण है।

बोर्ड द्वारा पांच और छह नवंबर 2011 को अध्यापक पात्रता परीक्षा ली गई थी। इस दौरान लगभग साढ़े चार लाख ने यह परीक्षा दी। तीन एंजेसियों और आईएएस अधिकारियों की देखरेख में इसका परिणाम तैयार करने में 25 दिन का समय लगा। परिणाम दो दिसंबर 2011 को घोषित किया गया। परीक्षा के समय बोर्ड ने किसी को भी परीक्षा केंद्र से प्रश्नपत्र बाहर नहीं ले जाने दिया। 15 महीने तक कोई उतर कुंजी भी जारी नहीं की। प्रश्न पत्र, ओएमआर और उत्तरपुस्तिका हासिल करने में पूरे प्रदेश से बोर्ड में 5000 से अधिक आरटीआई लगी। इनमें 800 से अधिक आरटीआई राज्य सूचना आयोग के पास पहुंची।

दिल्ली निवासी तेजसिंह हुड्डा ने बताया सात मई 2013 को बोर्ड अधिकारियों ने उसकी बेटी अनुराधा की ओमएमआर सीट, प्रश्न पत्र की प्रति दी जिस पर ई कोड लिखा हुआ था। मगर उन्हें उत्तरपुस्तिका ए कोड की दी। ए कोड के अनुसार उसकी बेटी को 45 अंक तथा बोर्ड द्वारा डाली गई ई कोड से 121 अंक बन रहे थे। यह देख उन्होंने इसकी शिकायत बोर्ड सचिव से की। मगर बोर्ड ने उसकी शिकायत को नजरअंदाज कर दिया था।

तेजसिंह हुड्डा ने बताया मेरी बेटी का कहना था कि पापा मैं फेल नहीं हो सकती शायद बोर्ड से कोई गलती हुई है। इसलिए मैंने बेटी के प्रश्नपत्र के अलावा उत्तरपुस्तिका की ओएमआर सीट लेने का प्रयास किया। इसके लिए उन्होंने बोर्ड में पहली आरटीआई दिसंबर 2011 को लगाई। वहीं राज्य सूचना आयोग ने बोर्ड को सितंबर 2012 को ओएमआरसीट निरीक्षण कराने के आदेश किए। 25 सितंबर 2012 से बोर्ड ने सभी को ओएमआर, प्रश्न पत्र व उत्तरपुस्तिका सीट का निरीक्षण दिखाया। मगर उन्हें थर्ड पार्टी मान इसके लिए मना कर दिया। इस पर उन्होंने दोबारा आरटीआई लगाई। इस पर बोर्ड ने सात जनवरी 2012 को बोर्ड के अंदर पेपर का निरीक्षण तो कराया पर उसमें पेपर कोड नहीं था। इससे संतुष्ट न होकर दोबारा असली प्रश्नपत्र, उत्तरपुस्तिका तथा ओएमआर सीट के लिए राज्य सूचना आयोग का दरवाजा खटखटया

•भिवानी। शिक्षा विभाग ने जून माह में पदोन्नत कर प्रदेश के करीब पांच हजार अध्यापकों को हेडमास्टर बनाया है। उनके अधिकार और जिम्मेदारी क्या होगी, वेतन कौन निकलवाएगा आदि ऐसे सवाल हैं जिन्हें लेकर वे असमंजस में हैं। इनके चलते पदोन्नत हेडमास्टरों को जून माह का वेतन भी अब तक नहीं मिल सका है।
निदेशालय मौलिक शिक्षा विभाग हरियाणा ने अध्यापक से पदोन्नत किए प्रदेश के करीब पांच हजार मुख्याध्यापकों के नाम नेट पर 13 जून की रात को अपलोड किए थे। इसके बाद से जुलाई माह तक लगभग सभी पदोन्नत हुए मुख्याध्यापकों ने अपने अपने स्टेशन लेकर पदभार ग्रहण कर लिया। नया पदभार ग्रहण करने के बाद उनमें खुशी तो थी लेकिन विभाग की तरफ से किसी प्रकार की कोई डायरेक्शन नहीं मिलने से वे चिंतित भी हैं।
पदोन्नत मुख्याध्यापकों का कहना है कि उन्हें अभी तक शिक्षा निदेशालय की तरफ से किसी प्रकार के कोई निर्देश नहीं मिले हैं। उन्हें कौन-कौन सी जिम्मेदारियां दी गई हैं, बतौर हेडमास्टर उनको क्या-क्या काम करने हैं, इस बारे में अभी तक कोई सरकूलर उनके पास नहीं पहुंचा है।
हरियाणा राजकीय अध्यापक संबंधित हरियाणा कर्मचारी महासंघ के प्रदेश महासचिव दिलबाग सिंह और प्रवक्ता जयवीर नाफरिया ने बताया कि प्रमोशन के बाद हरियाणा में करीब पांच हजार अध्यापकों को हेडमास्टर तो बना दिया गया लेकिन वे अपनी जिम्मेदारी से अनजान हैं।
विभाग को चाहिए कि जल्द से जल्द सरकूलर जारी कर उनको अधिकार और ड्यूटी के बारे में डायरेक्शन दी जाएं। उनका जून माह का वेतन अटका हुआ है। वेतन निकलवाने की पावर उनकी खुद की होगी या किसी ओर को दी जाएगी, इस बारे में भी कुछ पता नहीं है। दस जमा दो के स्कूलों में किस प्रकार की पावर उनके पास होंगी, इस बारे में अभी तक कुछ पता नहीं है। इसके अलावा हाई स्कूल और सीनियर सेकेंडरी स्कूल में अध्यापकों का हाजिरी रजिस्टर आठवीं तक अलग होगा या एक साथ इस बारे में भी अभी कुछ साफ नहीं है।
निर्देश आते रहेंगे : डीईईओ
जिला मौलिक शिक्षा अधिकारी सतबीर सिवाच ने बताया कि मौलिक शिक्षा में हेडमास्टर के नए पद सृजित हुए हैं। धीरे-धीरे डायरेक्शन आती रहेंगी। वैसे मिडिल कक्षा तक की पूरी जिम्मेदारी मुख्याध्यापकों की होगी। दस जमा दो और मैट्रिक स्कूलों में मौलिक शिक्षा हेडमास्टर के पास वेतन निकलवाने का अधिकार होगा या नहीं इस बारे में अभी विभाग की तरफ से कोई निर्देश नहीं आए हैं।
