हरदोई। टीचर भर्ती को लेकर काउंसिलिंग के बाबत प्रदेश भर के शिक्षा विभाग के अफसरों को निर्देश जारी कर दिए गए हैं। अब सामान्य वर्ग की एक सीट पर सिर्फ एक ही आवेदक बुलाने को निर्देशित किया गया, जबकि आरक्षित में एक सीट पर तीन अभ्यर्थियों को बुलाने की रणनीति बनाई गई है।

बेसिक शिक्षा परिषद के सचिव सुनील कुमार द्वारा बीएसए को भेजे निर्देशों में बताया गया कि काउंसिलिंग को लेकर पिछले काफी दिनों से चल रही ऊहापोह पर अब विराम लग गया है। अब स्पष्ट हो गया कि काउंसिलिंग में कितने लोगों को बुलाया जा सकता है। प्रथम काउंसिलिंग के लिए सामान्य वर्ग में एक पद पर सिर्फ एक ही आवेदक को मेरिट के नियमानुसार बुलाने के निर्देश दिए गए हैं, तो आरक्षित में एक सीट पर तीन गुने अभ्यर्थियों को बुलाने की योजना बनाकर काउंसिलिंग शुरू करने को बीएसए को निर्देशित कर दिया गया है।

सामान्य में काउंसिलिंग के प्रथम दौर में नियमों की माने तो सिर्फ 1600 रैंक के आसपास वालों को ही मौका लग सकता है। शेष को इंतजार करना पड़ सकता है। नियमों में जिले में सामान्य श्रेणी की 1600 सीटें हैं, जिन पर इतने ही आवेदक बुलाए जा सकते हैं। इनके न आने पर बाद में मेरिट गिरेगी। इसी तरह शेष आरक्षित की 1600 सीटों के सापेक्ष 4800 लोगों को बुलाया जाएगा, इसलिए इससे अनुमान स्वयं लगाया जा सकता कि ज्यादा रैंक वालों को सिवाय इंतजार के अभी कुछ और नहीं करना है।

विषय विषेशज्ञ व जानकार अर्चना तिवारी व प्रियंका का कहना है कि प्रथम काउंसिलिंग के बाद ही असली तसवीर सामने आएगी। प्रथम काउंसिलिंग में सामान्य में 1600 अभ्यर्थियों को ही बुलाने की बात कही जा रही है, पर ऊंची रैंक पाकर यही आवेदक लगभग हर जनपद की वरीयता सूची में शामिल हैं, इसलिए यह एक ही जिले में तो काउंसिलिंग में शामिल हो पाएंगे, इसलिए इसके बाद मेरिट गिरकर जो सामने आएगी, उसी के बाद असली अंदाजा लगाया जा सकता है।

हरदोई। काउंसिलिंग के दौरान यदि अभ्यर्थी के कागज फर्जी मिले, तो उनके खिलाफ प्रथम सूचना रिपोर्ट तो दर्ज होगी ही, विधिक कार्रवाई भी होगी। बेसिक शिक्षा परिषद सचिव संजय सिन्हा द्वारा बीएसए को दिए निर्देशों में स्पष्ट किया गया कि टीचर भर्ती में हीलाहवाली बर्दाश्त नहीं की जाएगी। आवेदकों की भी उन गलतियों को कतई माफ न किया जाए, जो आपराधिक श्रेणी में आ जाएं। निर्देशों में बताया गया कि यदि किसी आवेदक के प्रमाण पत्र फर्जी मिले, तो उसके खिलाफ प्रथम सूचना रिपोर्ट दर्ज कराने के साथ विधिक कार्रवाई भी तय की जाए। बीएसए को कार्यक्रम को सुनियोजित तरीके से निपटाने को एनआईसी से भी पूरा सहयोग लेने की बात कही गई है।

हरदोई। काउंसिलिंग स्थल पर यदि आप काउंसिलिंग कराने जाएं और वहां भारी संख्या में पुलिस दिखाई पड़े तो आश्चर्य न करिएगा। काउंसिलिंग स्थल पर पुलिस की भी पूरी व्यवस्था की जाएगी। निर्देशों में जिलों के सक्षम अफसरों को आगाह किया गया कि समय रहते बीएसए जिलोें के डीएम से वार्ता करने के बाद पुलिस बल को भी तैयार कर लें और काउंसिलिंग के दौरान पुलिस बल अवश्य तैनात रखवाएं।

हरदोई। बेसिक शिक्षा परिषद की ओर से जिले को भेजी गई गाइड लाइन में अन्य निर्देशों के साथ ही चयन समिति के पदाधिकारी कौन-कौन हाेंगे, इसको लेकर भी निर्देश जारी कर दिए गए हैं। समिति में डायट की प्राचार्या अध्यक्ष, बीएसए सचिव एवं राजकीय महाविद्यालय की प्रधानाचार्या को सदस्य बनाया गया है। इसके अलावा डीएम द्वारा नामित एक विषय विशेषज्ञ भी सदस्य के रूप में मौजूद रहेगा।

हरदोई। जिले में जल्द ही एक शिकायत निस्तारण प्रकोष्ठ की स्थापना की जाएगी। सचिव द्वारा बीएसए को भेजे निर्देशों में बताया गया कि टीचर भर्ती को लेकर सभी कार्रवाई जनपदीय समिति की देख रेख में संपन्न कराई जानी है। पत्र में यह भी कहा गया कि चूंकि आवेदन ऑनलाइन लिए गए थे, तो आवेदनों को भलीभांति समझने के बाद भरना चाहिए था। यदि नहीं भरा है और गलतियां की है तो अपनी बात कहने का एक मौका देने को जिले में शिकायत निस्तारण प्राकेष्ठ गठन करने को निर्देशित कर दिया गया है। जिसमें संशय वाले आवेदकों को एक प्रत्यावेदन देना होगा। जिसकी प्रकोष्ठ में एक अलग से पंजिका बनाई जाएगी। जिसके बाद जिला चयन समिति के समक्ष यह पंजिका भेजी जाएगी और उसका निस्तारण करवाया जाएगा।

हरदोई। टीचर भर्ती के लिए काउंसिलिंग चार फरवरी से शुरू कराने के निर्देश जारी कर दिए गए हैं, जिसको लेकर जिला स्तर पर अफसरों के साथ बैठक 29 जनवरी को कराने की भी अनुमति दी गई है। प्रमुख सचिव सुनील कुमार द्वारा जारी निर्देशों में बताया गया कि कट आफ मेरिट में बताए गए निर्देशों के अनुसार जिला स्तर पर बैठक 29 जनवरी को आयोजित की जाए और इसको लेकर विज्ञप्ति 30 जनवरी को जारी कर दी जाए एवं काउंसिलिंग को लेकर चार से नौ फरवरी केे मध्य का समय निर्धारित किया जाए। इसके बाद जांच आदि कर 11 फरवरी को यदि काउंसिलिंग कराने वाले अभ्यर्थी पात्र नहीं मिले, तो उसके मूल प्रमाण पत्रों को वापस किया जाएगा। अन्नतिम सूची को निकालने के बाद 12 फरवरी को डाटा लाक कर दिया जाएगा

सामान्य वर्ग को महज 26 हजार पद

•सीटें कम होने की वजह से कटऑफ अधिक जाने की संभावना

•अधिक नंबर पाने वाले आरक्षित वर्ग के अभ्यर्थी भी सामान्य श्रेणी में आएंगे

लखनऊ। शिक्षक भर्ती में सामान्य वर्ग के अभ्यर्थियों की राह बहुत कठिन है। भर्ती भले ही 72,825 पदों पर होे रही हो लेकिन सामान्य वर्ग के खाते में केवल 26 हजार सीटें ही आएंगी। सबसे ज्यादा सीटें आरक्षित वर्ग के खाते में जाएंगी।
आरक्षण व्यवस्था के मुताबिक अनुसूचित जाति को 27 प्रतिशत, अनुसूचित जनजाति को 2 प्रतिशत, अन्य पिछड़ा वर्ग को 21 प्रतिशत पदों पर तैनाती मिलेगी। जबकि निशक्तों के लिए तीन, स्वंतत्रता संग्राम सेनानी के आश्रितों के लिए 2 और भूतपूर्व सैनिकों के लिए 5 प्रतिशत पद आरक्षित हैं। सामान्य वर्ग के खाते में कम पद होने की वजह से कटऑफ अधिक होने की संभावना है।
शिक्षक भर्ती प्रक्रिया में आरक्षण व्यवस्था के अनुसार पदों का विभाजन कर दिया गया है। इसके मुताबिक 19 हजार 660 सीटें पिछड़ा वर्ग, 15 हजार 299 अनुसूचित जाति, 1455 सीटेें अनुसूचित जनजाति और 36 हजार 412 सीटें सामान्य वर्ग के लिए है।
सामान्य वर्ग के पदों में आरक्षित वर्ग के टॉप मेरिट वालों की हिस्सेदारी तो होगी ही साथ में निशक्त वर्ग, स्वतंत्रता संग्राम सेनानी के आश्रितों और भूतपूर्व सैनिकों की भी हिस्सेदारी होगी। इसके बाद बचे पदों पर सामान्य वर्ग के पुरुषों और महिलाओं का चयन किया जाएगा। बेसिक शिक्षा परिषद ने बेसिक शिक्षा अधिकारियों को पदों के बंटवारे से संबंधित निर्देश भेज दिया है।

जिलों में आए आवेदन के आधार पर कटऑफ मेरिट तय होगी। अभी केवल रैंक जारी किया गया है। कटऑफ तो जिला चयन समिति तय करेगी। काउंसलिंग में शामिल होने वालों के मूल प्रमाण पत्र जमा करा लिए जाएंगे ताकि वे दूसरे जिलों की काउंसलिंग में न शामिल हो पाएं। -संजय सिन्हा, सचिव, बेसिक शिक्षा परिषद
ऐसे निर्धारित होगा कटऑफ
शिक्षक भर्ती प्रक्रिया के लिए नया तरीका अपनाया गया है। इस बार गुणांक के आधार पर मेरिट का निर्धारण किया जाएगा। हाईस्कूल 10, इंटरमीडिएट 20, स्नातक 40 और बीएड को 30 प्रतिशत गुणांक मानते हुए मेरिट का निर्धारण किया जाएगा। यानी हाईस्कूल से लेकर बीएड तक 60 प्रतिशत अंक मिले हैं तो हाईस्कूल में 6, इंटर में 12, स्नातक में 24 और बीएड में 18 अंक मिलेंगे। इन अंकों को जोड़ा जाएगा और योग से जिले में आए आवेदनों में भाग दिया जाएगा और कटऑफ जारी किया जाएगा। पहले चरण में टॉप मेरिट वालों को काउंसलिंग में शामिल होने का मौका मिलेगा।

भ्रम भी कम नहीं
शिक्षक भर्ती प्रक्रिया में इस बार कटऑफ को लेकर भ्रम की स्थिति बनी हुई है। इसके पहले शिक्षकों की भर्ती में मेरिट के निर्धारण का तरीका सामान्य था। उदाहरण के लिए हाईस्कूल में यदि 64 प्रतिशत अंक मिले हैं, इंटर में 72 प्रतिशत, स्नातक में 60 और बीएड में 65 प्रतिशत अंक मिले हैं तो इसे सामान्य तरीके से जोड़ते हुए 261 प्रतिशत अंतिम कटऑफ जाता था। इस कटऑफ के टॉप मेरिट में आने वालों को काउंसलिंग में बुलाकर उनको प्रशिक्षण के लिए भेज दिया जाता था। इस बार गुणांक के आधार पर मेरिट बनाए जाने के चलते भ्रम की स्थिति उत्पन्‍न्‍ा हुई है।

This is not new, In reservation system first top 50% seats are counted in GENERAL in which all categories are counted and reserved category if comes in General Cat. score then they are treated as General Cat.

Therefore Reserved Categories are taking more than 50%.

Another factor is CORRUPTION , which also harms interest of candidates in job / services. And if it happens in any SERVICE (like in INTERVIEW SYSTEM etc.) then it can also take 5-10% seats.

Therefore I felt, for GEN cat., they should try to come in top 20% to secure jobs in Government services.

First and foremost problem is CORRUPTION should be eliminated from every level, if any.

 इलाहाबाद : टीईटी उत्तीर्ण संघर्ष मोर्चा के सदस्यों ने आजाद पार्क में रविवार को बैठक करके बीएड-2012 बैच के छात्रों(वे छात्र जो बीएड उत्तीर्ण किए बगैर ही टीईटी की परीक्षा उत्तीर्ण की है) को काउंसिलिंग से बाहर करने की मांग की। मोर्चा के अध्यक्ष पवन कुमार ने कहा कि 2012 में बीएड डिग्री धारक बने छात्रों के टीईटी प्रमाण पत्र अवैध हैं क्योंकि उन्होंने बीएड परीक्षा पूर्ण होने से पहले ही टीईटी की परीक्षा दी थी। मोर्चा के सदस्यों ने इस संबंध में हाईकोर्ट में स्पेशल अपील दायर करने की बात कही। इस संबंध में सोमवार को फिर बैठक करेंगे व 10 सदस्यीय प्रतिनिधिमंडल सचिव बेसिक शिक्षा परिषद संजय सिन्हा और निदेशक वासुदेव यादव को ज्ञापन भी सौंपेगा। बैठक में इम्तियाज, दीपक सिंह, पवन मिश्र आदि प्रमुख रूप से मौजूद थे।

इलाहाबाद : बीएड डिग्री धारकों की बैठक रविवार को चन्द्रशेखर आजाद पार्क में हुई जिसमें कहा गया कि बीएड डिग्रीधारकों को हाईकोर्ट ने भी शिक्षक भर्ती प्रक्रिया में शामिल होने की छूट दी है लेकिन प्रदेश सरकार बीएड डिग्री धारकों को बिना टीईटी पास हुए शिक्षक भर्ती में शामिल नहीं होने देने की कोशिश कर रही है। ऐसा करके वह हाईकोर्ट के आदेशों की अवहेलना कर रही है। अभ्यर्थियों ने इस संबंध में सरकार को ज्ञापन भेजा। बैठक में शशिकांत सिंह, अशोक कुमार यादव, ओमप्रकाश यादव, धर्मेद्र, आलोक सिंह आदि मौजूद रहे

Cabinet Decision 

The Union Cabinet today approved a proposal from the Ministry of Human Resource Development to amend the National Council for Teacher Education Act, 1993 to clarify its applicability to matters relating to norms for minimum qualification for appointment of school teachers and clarify its applicability to schools and school teachers. 

The National Council for Teacher Education Act, 1993 came into force on 1st July 1995 with an objective to achieve planned and coordinated development of teacher education system in the country and ensure proper maintenance of norms & standards in the above system.

The Act mandates the NCTE to lay down guidelines on minimum qualifications for a school teacher with a view to ensure uniform quality of teaching in the schools. The NCTE has framed regulations to discharge this function which are binding on all States in the matter of appointment of teachers.

Recently it came to the notice of this Department that Supreme Court in the case of Basic Education Board, U.P. Vs. Upender Rai & others, held that NCTE Act does not deal with educational institutions like primary schools, etc and thus in the matter of laying minimum qualification for appointment as teachers, the NCTE Regulations will not be applicable, and the State Legislation/Rule on the subject will prevail. 

In the above judgement a Central Law was interpreted by the Supreme Court, but neither the NCTE nor the Union of India was impleaded in the case. A review Petition filed by NCTE in the Supreme Court was also not admitted. Therefore, a decision has been taken to amend the NCTE Act in order to clarify that the Act applies to schools, teachers and the NCTE is empowered to lay down the minimum qualifications for a person to be eligible as a teacher in schools. 

The National Council for Teacher Education (Amendment) Bill 2009 will be moved in Parliament for consideration

जौनपुर : टीईटी संघर्ष मोर्चा की बैठक रविवार को मारुति मंदिर पर हुई। जिसमें सर्वसम्मति से वर्ष 2012 में टीईटी उत्तीर्ण करने वाले अभ्यर्थियों को शिक्षक भर्ती प्रक्रिया से बाहर करने की मांग की गई। इसके लिए संघर्ष मोर्चा की तरफ से हाईकोर्ट में एक याचिका दाखिल करने का निर्णय लिया गया।

वक्ताओं ने कहा कि टीईटी की परीक्षा में वही लोग पात्र है जो उस समय बीएड उत्तीर्ण थे। जिसमें बहुत सारे अभ्यर्थी ऐसे थे जिन्होंने बीएड में सिर्फ प्रवेश लिया था। ऐसे अभ्यर्थियों की संख्या 47 हजार है जो पूरी तरह से भर्ती प्रक्रिया के लिए अयोग्य है।

इस मौके पर रविन्द्र यादव, अरविन्द यादव, संजीव यादव, ओम प्रकाश यादव, सुशील मौर्य, अमित सिंह, अजय गुप्ता आदि मौजूद रहे।

आजमगढ़। अंबेडकर पार्क में शुक्रवार को बीएड बेरोजगार संघर्ष समिति की बैठक हुई। इस दौरान शिक्षक भर्ती प्रक्रिया में बिना टीईटी पास बीएड डिग्रीधारियों को शामिल न किए जाने पर असंतोष व्यक्त किया गया। बीएड बेरोजगारों ने विरोध में नारे-बाजी करते हुए प्रदेश सरकार का पुतला फूंका।
बैठक में संघर्ष समिति के अध्यक्ष सिकंदर कुमार ने कहा कि हाई सरकार बीएड बेरोजगारों के साथ अन्याय कर रही है। बैठक में बीएड बेरोजगार प्रह्लाद यादव, रामइकबाल यादव, महेंद्र यादव, प्रतिभा यादव, प्रीति यादव, विस्मिल्ला अली, विजय सिंह, अमित कुमार, रामजनम यादव, विरेंद्र यादव ने भाग लिया

KOLKATA: The Calcutta high court on Monday directed the state government to enforce guidelines under the Right of Children to Free and Compulsory Education (RCFCE) Act, 2009 in all schools except minority-run ones with immediate effect.

The division bench of Chief Justice Arun Mishra and Justice Joymalya Bagchi also directed that the registrations of schools that refuse to abide by the guidelines should be immediately scrapped.




The court was hearing a petition filed by Jatiyatabadi Paribartankami Shikshamonoshko Abhibhabak Mancha - an organization of parents from Jalpaiguri in North Bengal. The petitioners had claimed that several schools in Jalpaiguri do not abide by the guidelines though the RCFCE Rules, 2012, has already come into effect in the state.

They alleged that the schools in question continue to charge capitation fees or donations and not admit students from the economically weaker sections of society.

After hearing the petition on Friday, the court directed the state government to file an affidavit on what steps it has taken to enforce the act. This report was submitted on Monday. After going through the affidavit, the court noted that steps need to be taken so that schools in the state - not only in Jalpaiguri - but also in other parts of the state abide by the provisions under the act.

The act states that all children between the age of 6 and 14 have the right to free and compulsory education in a neighbourhood school. In order to abide by this, schools can't bar a student from being promoted till Class VIII.

Private schools (except minority-run ones) will also have to reserve 25% of the class strength for students from economically weaker sections and disadvantaged groups through a random selection process. The government is to remunerate the school for the education of such children.

No seats in this quota can be left vacant, the Act stipulates and those admitted through this process have to be treated at par with other students. The Act also states that no donation or capitation fee can be charged and no admission test or interview for children or parents can be held. Schools have to maintain a fixed student to teacher ratio. Local bodies like Panchayats and municipalities are to keep tabs on the numbers of children actually receiving primary education under the Act. State governments have also been directed to set up Commissions for Protection of Child Rights by the Act which also stipulates that all schools (except private unaided ones) have to set up management committees with 75% of parents and guardians being members.

New Delhi: A nationwide survey on status of education in rural India has revealed that there has been a decline in the education standards across the country. The Annual Status of Education Report (Rural) 2012, prepared by NGO Pratham and released by Union HRD Minister MM Pallam Raju on Thursday, also raises questions about whether the Right to Education Act has actually led to any improvement in India's literacy. (

According to the in the report, the basic learning levels of children in rural India have fallen; in 2012, just five out of 10 students in Class V across rural India, could solve a simple arithmetic problem, it says.

The report also says that there is a sharp decline in the reading ability of children, especially in government schools and that more and more parents seem to be depending on private schools in rural India. Last year, 45 per cent of students enrolled in Class I-VIII were attending private schools, the report says.

And in the same year, the enrollment rate of girls in schools showed a decline in a few states, the report says.

The report was based on a survey carried out in rural schools across 567 districts and covering about six lakh children in the age of 3-16.

Mr Raju said he was worried about the figures and hoped things will be better from next year. The minister also said, "We have been spending a lot of money on improving the reach of schools. All these are interventions. We are not unduly alarmed by parents sending their children to private schools, want to focus on improving standards in government schools."

The report is one of its kind in India as no other survey has been done so far to identify the status of education across rural India, either by the government or a private entity. Dr Rukmini Banerji, in-charge of the Pratham survey, said, "It's how you look at the way forward. The last couple of years have seen a big decline and that is very worrying. We have spent many years getting our children into school, now it is time to see what we learn from them."

Criticising the Right to Education Act (RTE), the report said it may have led to relaxation of classroom teachings since examinations and assessments are scrapped till a few classes.

The HRD Minister, however, defended the RTE act saying the focus since the introduction of the act has been on capacity and on getting more children on school. The minister also said that the time has now come to focus on learning outcomes. He also said that relaxation of norms is not a factor that could have affected the quality of education, as aspiration levels in rural India are also going up and hence people would not neglect studies.

According to social scientist Yogendra Yadav, who was also a part of a council for the act, said it is unfair to blame the RTE act. He said there could be other factors like the issue of recruitment of teachers and their quality.

But there are a few positives as well in the report. The Pupil-Teacher ratio in schools is up, and so is the proportion of schools with usable toilets. But the question is: how soon can the government act to ensure that this crisis in our education system be stemmed now?

लखनऊ (ब्यूरो)। प्राइमरी स्कूलों में शिक्षक भर्ती के लिए काउंसलिंग अब 29 जनवरी के बजाय चार फरवरी से शुरू होगी। जिलों में कट ऑफ सूची 30 जनवरी को जारी की जाएगी। इस संबंध में बेसिक शिक्षा परिषद की ओर से जिलों को जरूरी ब्यौरे 26 जनवरी तक भेज दिए जाएंगे।
बेसिक शिक्षा परिषद ने 72825 शिक्षकों की भर्ती के लिए पिछले दिनों रैंकिंग जारी करते हुए 29 जनवरी से काउंसलिंग शुरू कराने की बात कही थी। शुक्रवार को इस कार्यक्रम में संशोधन कर दिया गया। परिषद के सचिव संजय सिन्हा ने बताया, कट ऑफ सूची जारी करने की तैयारियां पूरी कर ली गई हैं।

लखनऊ (ब्यूरो)। प्राइमरी स्कूलों में शिक्षक भर्ती के लिए कटऑफ के जिलेवार डिटेल तैयार हैं। डिटेल्स छह सेटों में शनिवार तक सभी जिलों को भेज दिए जाएंगे।
बेसिक शिक्षा परिषद के सचिव संजय सिन्हा ने बताया कि जिलों में डीएम की अध्यक्षता में गठित जिला चयन समिति से कटऑफ का अनुमोदन कराकर 30 जनवरी को जारी किए जाएंगे जिसे जिलों की एनआईसी की वेबसाइट पर देखा जा सकेगा। उन्होंने बताया कि काउंसिलिंग अब 29 जनवरी के स्थान पर चार फरवरी से होगी। जानकारों के अनुसार काउंसलिंग तीन चरणों में कराए जाने की संभावना है।

लखनऊ(ब्यूरो)। प्रशिक्षु शिक्षकों की भर्ती के लिए जिलों में कटऑफ भेजने की प्रक्रिया शुक्रवार से शुरू करने की तैयारी है। बेसिक शिक्षा अधिकारी इसके आधार पर विज्ञापन प्रकाशित करते हुए मेरिट में आने वालों को काउंसलिंग के लिए बुलाएंगे। बेसिक शिक्षा परिषद के सचिव संजय सिन्हा ने गुरुवार को काउंसलिंग के संबंध में विस्तृत दिशा-निर्देश भेज दिया है। इसके अलावा टीईटी में 55 फीसदी अंक पाने वाले स्वतंत्रता संग्राम सेनानी आश्रितों को पात्र मानते हुए उनकी सूची भी जारी कर दी गई है।
प्रदेश में 72 हजार शिक्षकों की भर्ती के लिए रैंक जारी किया जा चुका है। बेसिक शिक्षा परिषद ने गुणांक के आधार पर कटऑफ तय कर लिया है। इसे जिलों में भेजने की प्रक्रिया शुक्रवार से शुरू करने की योजना है। जिलों में बेसिक शिक्षा अधिकारी कार्यालय में इसे कब चस्पा किया जाएगा, इस पर फैसला अभी नहीं किया जा सका है। जिलों में कटऑफ भेजे जाने के बाद काउंसलिंग का कार्यक्रम तय किया जाएगा। विभागीय जानकारों की मानें तो कम से कम तीन बार काउंसलिंग की जाएगी। पहली काउंसलिंग से रिक्त बचने वाले पदों के लिए दूसरी और तीसरी काउंसलिंग की जाएगी।
 
काउंसिलिंग को जरूरी दस्तावेज
आवेदन के समय किया गया रजिस्ट्रेशन का प्रिंट आउट, बैंक में जमा की गई शुल्क की रसीद, ई आवेदन का प्रिंट आउट, शैक्षिक मूल प्रमाण पत्र, जाति, निवास, आरक्षण संबंधी प्रमाण पत्र, सभी अभिलेखों की दो सेट फोटो कापी, दो पासपोर्ट रंगीन फोटो, 10 रुपये के नान जूडिसियल स्टैंप पर शपथ पत्र, ई आवेदन में भरे गए पहचान पत्र मूल रूप, दो बिना टिकट लगा पता लिखा हुआ लिफाफा

इलाहाबाद : प्रशिक्षु शिक्षकों की भर्ती में शामिल किए जाने की मांग को लेकर अभ्यर्थियों ने मुख्यमंत्री अखिलेश यादव का पुतला फूंका। इस विरोध प्रदर्शन में बगैर टीईटी बीएड डिग्रीधारी अभ्यर्थी शामिल हुए। इस मौके पर अभ्यर्थियों ने तय किया कि वह शुक्रवार को मुख्यमंत्री के सोरांव दौरे के बीए उनसे मुलाकात करेंगे। इससे पूर्व अभ्यर्थियों ने कंपनी बाग में बैठक की। इसके बाद सभी ने सुभाष चौराहे तक जुलूस निकाला। इस दौरान जिलाधिकारी को एक पत्र भेजकर मुख्यमंत्री से समय मांगे जाने की घोषणा की गई। ज्ञापन भेजने वालों में सुशील रत्‍‌नाकर, विजय कुमार सरोज, रवींद्र कुमार, सुरेंद्र कुमार आदि मौजूद रहे। टीईटी 2011 उत्तीर्ण बीटीसी प्रशिक्षित 2010 बैच के अभ्यर्थियों ने भी मूल जिले में नियुक्ति की मांग की है। संयुक्त सचिव को ज्ञापन 2012 बैच के अपात्र बीएड अभ्यर्थियों को भर्ती से बाहर किए जाने की मांग को लेकर संयुक्त सचिव बेसिक शिक्षा परिषद भूपेंद्र कुमार सिंह को ज्ञापन भेजा। ज्ञापन में मांग की गई है 72825 प्रशिक्षु शिक्षकों की भर्ती प्रक्रिया में शामिल 2012 सत्र के उन बीएड अभ्यर्थियों जिन्होंने टीईटी परीक्षा 2011 आने के बाद बीएड की डिग्री प्राप्त की है को भर्ती से बाहर किया जाए। ज्ञापन भेजने वालों में संजय पांडेय, पवन मिश्र, नीरज मिश्र, शैलेश पांडे, पवन गुप्ता, हरेंद्र यादव, विमल तिवारी, मोहित यादव, शिवाकांत आदि शामिल रहे

2nd News  - दोहरे आरक्षण के विरोध में याचिका खारिज

प्रदेश में 72,825 प्रशिक्षु अध्यापकों की भर्ती के मामले में इस बार आयु सीमा से बाहर हो चुके अभ्यर्थियों का आवेदन स्वीकार नहीं करने पर हाईकोर्ट ने गहरी नाराजगी जताई है। हाईकोर्ट ने प्रदेश सरकार से पूछा है कि कोर्ट के आदेश के बावजूद बेसिक शिक्षा परिषद की वेबसाइट क्यों बंद कर दी गई।

कोर्ट ने 30 नवंबर 2011 के विज्ञापन में आवेदन करने वाले ऐसे सभी लोगों को शामिल करने का निर्देश दिया था जो इस बार आयु अधिक या कम हो जाने के कारण आवेदन करने की अर्हता से बाहर हो गए थे। बृहस्पतिवार को इस मामले में सुनवाई होगी।

9 जनवरी को दिए आदेश में न्यायालय ने ऐसे सभी लोगों का आवेदन 24 जनवरी तक स्वीकार करने का निर्देश दिया था। मगर बेसिक शिक्षा परिषद की आधिकारिक वेबसाइट बंद होने के कारण लोग आवेदन नहीं कर सके। न्यायालय ने पांच सौ रुपये प्रति जिले के हिसाब से शुल्क जमा करके आवेदन करने की छूट प्रदान की थी।

आदित्य त्यागी और अन्य की ओर से इस मामले में संशोधन प्रार्थना-पत्र देकर कहा गया कि कोर्ट के आदेश के बावजूद बेसिक शिक्षा परिषद ने अभ्यर्थी का आवेदन आयु सीमा अधिक होने के आधार पर निरस्त कर दिया। याचिका पर सुनवाई करते हुए न्यायमूर्ति अरुण टंडन ने प्रदेश सरकार से जवाब तलब करते हुए सुनवाई बृहस्पतिवार को नियत की है।

दोहरे आरक्षण के विरोध में याचिका खारिज

प्रशिक्षु अध्यापकों की भर्ती में आरक्षित श्रेणी को दोहरा आरक्षण देने के विरोध में दाखिल याचिका हाईकोर्ट ने खारिज कर दी है। संजय कुमार आदि की याचिका में कहा गया था कि आरक्षित श्रेणी को टीईटी में पांच प्रतिशत की छूट गई है। अब नियुक्ति के समय भी उनको आरक्षण का लाभ दिया जाएगा, इस प्रकार से उनको दोहरे आरक्षण का लाभ मिल रहा है। ऐसा करना नियमानुसार गलत होगा।

याचिका खारिज करते हुए न्यायमूर्ति अरुण टंडन ने कहा कि टीईटी में पांच प्रतिशत की छूट देने को आरक्षण नहीं माना जा सकता है। इसी याचिका पर कोर्ट ने एक बार फिर कहा कि जिन आवेदकों को आयु सीमा के मामले में पुन: आवेदन करने की छूट दी गई है वह 24 जनवरी तक आवेदन कर सकते हैं

The Right of Children to Free and Compulsory Education (RTE) Act, 2009 has brought in several reform processes. States/UTs have inter-alia brought out notifications prohibiting corporal punishment, detention and board examinations in elementary education. The National Council for Teachers’ Education (NCTE) has laid down teacher qualifications and 22 States/UTs have conducted Teacher Eligibility Tests to improve the quality of teaching. 

In order to ensure free and compulsory education for all children in tribal areas, opening of new schools, residential schools/hostels, Kasturba Gandhi Balika Vidyalayas transport/escort facility, additional teachers, special training for out of school children and funds for improving learning and retention have been provided under the Sarva Shiksha Abhiyan (SSA) programme. 

For effective implementation of the RTE Act, 2009, Government of India has released Rs.19,332 crore in 2010-11, Rs.20,945 crores in 2011-12 and Rs.19,790 crore till date in 2012-13 to the States / UTs under the Sarva Shiksha Abhiyan programme which is the main vehicle for the implementation of the RTE Act.

Jharkhand has notified the State RTE Rules in order to implement the provisions of the Act. Since the notification of the RTE Act, 1,787 school buildings, 34,075 additional classrooms, 721 drinking water facilities and 4849 toilets have been completed in the State under the Sarva Shiksha Abhiyan. Also 4507 teachers have been recruited. Government of India has released Rs.89562.26 lakh in 2010-11, Rs.57903.45 lakh in 2011-12 and Rs.56183.85 lakh as on date in 2012-13 to Jharkhand under the SSA programme, towards meeting the RTE objectives.

This information was given by the Minister of State for Human Resource Development, Dr. Shashi Tharoor in Rajya Sabha on Friday.
