Sudarshan Reddy has theoretically proven the existence of a sub-atomic particle, which can travel at speed greater than that of light, thereby challenging one of the fundamental postulates of the 'Theory of Relativity'.

In his recent research paper submitted to the Institute of Advanced Physics (IAP) at Trieste ( Italy ), Sudarshan has proved the existence of a class of sub-atomic particles called leptons', which can travel faster than light.
The international physics community is shocked by this discovery.

Dr.Massimo Martelli, President of the IAP has this to say about the paper submitted by Sudarshan. 'After long, careful and critical analysis, I can confidently say that Sudarshan's research papers show tremendous leap in our understanding of physics.
His investigation
mounts up on 'leptons'.. His work builds substantially on the work of Einstein and others in the field of relativity.'
When physicists from Princeton University tried to measure Sudarshan's IQ with an IQ-meter (at the American Embassy in Delhi ), the meter broke down.
Sudarshan, incidentally, is the brother of Madhu Reddy, the Indian whiz kid who developed an operating system superior to Microsoft Windows.

KTET 2015 Notification declared: Check details of Eligibility, Selection & Application at keralapareekshabhavan.in

The Kerala Government has notified for the KTET 2015 for all the eligible candidates who wish to get selected in the post of teachers under different primary schools affiliated with the government boards in the state. Like every year, this exam will be held in order to fulfil the benchmark of teacher quality as well as ensure quality hiring of the applicants as a school teacher upto class 10th level. Kerala TET (Teacher Eligibility Test) is scheduled to be conducted on October 3rd & 17th 2015 respectively. The Kerala Pareeksha Bhawan will be conducting the test separately for select teachers under Category I (Lower Primary Classes) Category II (Upper Primary Classes) Category III (High School Classes) and Category IV (for language teachers – Arabic, Hindi, Sanskrit, Urdu (up to UP classes), Specialist Teachers (Arts & Craft) and Physical Education Teachers respectively.

Eligibility for Exam:

The minimum eligibility required for the applicants to participate in the exam is higher secondary or senior secondary or its equivalent passed with a minimum of 45% marks along with a two year Trained Teachers’ Certificate (TTC) conducted by the Board of Examination, Government of Kerala or equivalent or two years Diploma in Elementary Education in accordance with NCTE OR A 4 year of Bachelor of Elementary Education (B.El Ed) or two years diploma in Education (special education) respectively.

Selection Criteria:

The candidate has to score at least 60% marks or more in the KTET 2015 to pass or qualify the exam. The final selections will be according to the merit obtained in the exam and vacancies available.

Applying Criteria:

The application forms should be submitted online to the Pareeksha Mandal, Kerala before the last dates mentioned. The candidates will be required to pay Rs 500 as the exam fee for each category of exam mentioned. The reserved categories shall be paying Rs 250 only in the online modes as specified on the website.

नई दिल्ली। वित्त मंत्री अरूण जेटली ने कहा कि राजकोषीय घाटे के लक्ष्य को प्राप्त करने के लिये सुधारों के जरिये सब्सिडी पर खर्च में धीरे-धीरे कमी करना जरूरी है। उन्होंने यह भी कहा कि सातवें वेतन आयोग से व्यय बढ़ने का जोखिम है। सरकार ने कहा कि वह इस रूप से सब्सिडी सुधारों को आगे बढ़ा रही है जिससे गरीब और जरूरतमंदों तक इसे पहुंचाने का लक्ष्य सुनिश्चित हो और बुनियादी ढांचे में निवेश तथा विकास जरूरतों के लिये दुलर्भ वित्तीय संसाधन की बचत हो।

वित्त वर्ष 2016-17 में केंद्र सरकार का वेतन खर्च 1.16 लाख करोड़ रूपये तथा 2017-18 में 1.28 लाख करोड़ रूपये हो जाने का अनुमान है जो चालू वित्त वर्ष में 1.0 लाख करोड़ रूपये अनुमानित है। इसी तरह पेंशन के मामले में व्यय बढ़कर 2016-17 में 1.02 लाख करोड़ रूपये तथा 2017-18 में 1.12 लाख करोड़ रूपये हो जाने का अनुमान है जबकि चालू वित्त वर्ष में 88,521 करोड़ रपये अनुमानित है।

संसद में मध्यावधिक व्यय व्यवस्था विवरण प्रस्तुत करते हुए जेटली ने कहा कि आर्थिक वृद्धि में सुधार तथा मुद्रास्फीति में नरमी से देश का वृहत आर्थिक परिदृश्य सुधरा है और उन्हें विश्वास है कि आने वाले वर्षों में ब्याज दरें नीचे आएगी। उन्होंने कहा, ‘‘वृहत आर्थिक परिणामों में उल्लेखनीय सुधार हुआ है, विशेषकर आर्थिक वृद्धि फिर से तेज हो रही है तथा मुद्रास्फीतिक रुझान दूर हुआ है।’’

सकल घरेलू उत्पाद वृद्धि दर सुधरकर 2014-15 में 7.3 प्रतिशत पर पहुंच गयी जो 2013-14 में 6.9 प्रतिशत थी। चालू वित्त वर्ष में इसके 8 से 8.5 प्रतिशत हो जाने का अनुमान है। व्यय नियंत्रण उपायों के संदर्भ में जेटली ने कहा कि सरकार इस रूप से सब्सिडी सुधारों को आगे बढ़ा रही है जिससे गरीब और जरूरतमंदों तक इसे पहुंचाने का लक्ष्य सुनिश्चित हो। साथ ही बुनियादी ढांचे में निवेश तथा नये विकास कार्यक्रम को आगे बढ़ाने के लिये दुलर्भ वित्तीय संसाधन की बचत हो।

2014-15 में तेल कीमतों को नियंत्रण मुक्त करने जैसे सरकार के नीतिगत फैसलों का जिक्र करते हुए जेटली ने कहा कि इससे व्यय को युक्तिसंगत बनाने में मदद मिली, राजकोषीय अनुशासन सुनिश्चित हो सका और कल्याणकारी कार्यक्रम के लिये गुंजाइश बन सकी। कीमत स्थिति के बारे में जेटली ने कहा कि थोक कीमत सूचकांक आधारित मुद्रास्फीति अप्रैल-जून 2015 में शून्य से 2.4 प्रतिशत नीचे रही।

उपभोक्ता मूल्य सूचकांक आधारित खुदरा मुद्रास्फीति 2014-15 में घटकर 6.0 प्रतिशत पर आ गयी जो 2013-14 में 9.5 प्रतिशत थी और औसतन अप्रैल-जून-2015 में 5.1 प्रतिशत थी। रिजर्व बैंक 2015 से अब तक प्रमुख नीतिगत दर में तीन चरणों में 0.75 प्रतिशत तक की कटौती कर चुका है तथा इसमें और कटौती की संभावना है जो वृहत आर्थिक आंकड़ों तथा मानसून पर निर्भर है। वित्त मंत्री जेटली ने कहा कि सरकार 2016-17 तक राजकोषीय घाटा जीडीपी के 3.5 प्रतिशत तथा 2017-18 में 3 प्रतिशत पर लाने को प्रतिबद्ध है।

चालू वित्त वर्ष में इसके सकल घरेलू उत्पाद का 3.9 प्रतिशत रहने का अनुमान जताया गया है। उन्होंने कहा, सरकार की वित्तीय मजबूती की रणनीति सकल कर राजस्व में ऊंची वृद्धि हासिल करने की दिशा में है जैसा कि पहले भी प्राप्त किया गया। यह सरकार के वित्त पोषण कार्यक्रमों के लिये गुंजाइश तैयार करने के लिये भी अनिवार्य है। जेटली ने कहा कि सरकार घरेलू बचत और निवेश को बढावा देने पर ध्यान देगी।

सकल घरेलू बचत दर 2011-12 में 33.9 प्रतिशत थी जो घटकर 2013-14 में 30.6 प्रतिशत पर आ गयी। वहीं सकल स्थिर पूजी निर्माण 2014-15 में घटकर 28.7 प्रतिशत पर आ गया जो 2011-12 में 31.4 प्रतिशत था। उन्होंने कहा, राजकोषीय घाटा नीचे आ रहा है और मुद्रास्फीतिक दबाव में कमी आयी है और आने वाले वर्षों में ब्याज दर में कमी आने की उम्मीद है।

Pay Parity for Defence Personnel

The three Services, in the Joint Services Memorandum submitted by them to the Seventh Central Pay Commission have projected following major parity issues:

• Review and enhancement of Grade Pay of Service Officers and Personnel Below Officer Rank (PBORs);

• Initial Pay fixation of Lieutenant Colonel, Colonel and Brigadier equivalents;.

• Placing of all Lieutenant General / equivalent in Higher Administrative Grade + (HAG+) scale;

• Grant of Non-Functional upgradation to Defence Services Officers; and

• Common Pay Scales for Junior Commissioned Officers (JCOs) / Other Ranks (ORs).

The principle of One Rank One Pension has been accepted by the Government. The modalities for its implementation have been discussed with various stakeholders.

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri Ajay Sancheti in Rajya Sabha today.

FM: Prime Minister Approves the Constitution of Seventh Central Pay Commission; Recommendations are Likely to be implemented with effect from 1st January, 2016

                                  The Finance Minister Shri P.Chidambaram in a statement said here today that the Prime Minister has approved the constitution of the Seventh Central Pay Commission.

            The fourth, fifth and sixth Central Pay Commissions’ recommendations were implemented as follows:

4th CPC                       1.1.1986

5th CPC                       1.1.1996

6th CPC                       1.1.2006

            The average time taken by a Pay Commission to submit its recommendations has been about two years. Accordingly, allowing about two years for the 7th CPC to submit its report, the recommendations are likely to be implemented with effect from 1.1.2016.

            The names of the Chairperson and members as well as the terms of reference (ToR) of the 7th Pay Commission will be finalised and announced shortly after consultation with major stakeholders.
