Silchar: State education minister Himanta Biswa Sarma said the Teachers Eligibility Test (TET) is compulsory for the appointment of teachers at madrassas in the state.

"Teachers won't be appointed in madrassas unless they have cleared TET," the minister said.

Sarma said the TET questionnaires for madrassas will be prepared on the basis of contents of the Quran and the Hadit.

He said this while addressing the 49th annual conference of the North-East India Emarate Sharria Nadwatut Tamir (a Muslim socio-religious organization) and the 62th convocation of Aljamiatul Arbiatul Islamia, a senior madrassa at Badarpur in Karimganj district on early Monday.

Sarma said that different segments of the Muslim community had made repeated demands over the years to streamline the appointment of teachers in madrassas in Assam through TET. The state government has decided to do so, he said.

Madrassa education in the state is run by State Madrassasa Education Board, Assam. The numbers of Madrassa are 707 in the state. They include 524 Pre-Senior Madrassas, 164 Senior Madrassas, 14 Title Madrassas and 5 Arabic Colleges, sources said.

The education minister said the Assam government has decided to make available necessary land and infrastructure for setting up an office of the North-East India Emarate Sharria Nadwatut Tamir in Guwahati. Besides this, a Madrassa will also be set up in the state capital under the organization. Besides this, he announced funds of Rs 20 lakh for completion of ongoing work at the central office of the organization at Mission Road in Badarpur.

In a resolution adopted at the massive conglomeration attended by thousands of Muslims from all over the northeast, they demanded setting up of a passport office branch in Silchar and granting of three days government holiday during Eid.

Besides this, the community demanded early completion of work on the Lumding-Silchar broad gauge and Silchar-Saurashtra East-West Corridor projects and controlling the skyrocketing prices of essential commodities, among others.

GUWAHATI: The Gauhati high court in an order upheld the state education department's decision of making 50 per cent marks in graduation compulsory for candidates to appear in the Teacher Eligibility Test (TET) for recruitment at the high school level.

Though the high court earlier in an interim order allowed eligible candidates even with less than 50 per cent marks in their graduation to apply for the TET examination following a prayer by the All Assam B.Ed Trained Unemployed Association, the high court in its final order upheld the state education ministry's decision.

The high court order came after the state's secondary education department said the new criteria for the high school teachers is a process to find better qualified teachers and was done according to an amendment in the Assam Secondary Education (provincialised services amendment) Rules.

The proposed TET exam for the high school teachers is slated to be held tentatively on the last week of February, 2013.

Earlier in the petition, the association had expressed its displeasure over the state education ministry's decision and demanded its withdrawal. Members of the association said in the B.Ed course, one is given training on all aspects of teaching.

"One is not only taught about teaching methodologies and child pedagogy, but is also given administrative skills. The B.Ed degree itself suggests that a person is fully qualified to teach in the high school level. Making TET compulsory will only lower the importance of the course," said the association president Ashiruddin Talukdar.

The association demanded that B.Ed qualified candidates should be exempted from writing TET, remove the basic 50 per cent criteria for appearing in TET and to raise the age limit from 38 years to 50 years for high school.

"Competitive examinations like IAS do not keep such criteria. Students securing less than 50 per cent in their graduation have qualified such competitive examinations," said a member of the association.

The association had sent memorandums to chief minister Tarun Gogoi and the state's education minister Himanta Biswa Sarma.

GUWAHATI, Feb 9: Bolstered by the Supreme Court’s directive setting aside a Gauhati High Court order to pave the way for recruiting more elementary school teachers in Assam, the State Government on Thursday announced that 40,800 teachers would be given appointments under the Right to Education (RTE) Act.

Addressing a press conference at the Secretariat here, State Education Minister Himanta Biswa Sarma said that it would be the biggest ever recruitment drive undertaken by a government department in the history of Assam. “On February 15, advertisement for the recruitments of 28,000 teachers at both the lower and upper primary levels will be published. Though the 28,000 posts are contractual, the salary structure, other benefits and number of leave days will be the same as that of the regular posts,’’ he said, adding: “Advertisement for the 12,800 regular posts will be published on April 15.”

The High Court, in its March 5, 2010 ruling, had imposed a ban on “further recruitment of teachers in upper and lower primary schools of the State, be it on regular, ad-hoc or contractual basis”. An apex court bench of Justice Deepak Verma and Justice KS Radhakrishnan lifted the ban on a petition by the Assam Government contending that it was making it difficult to run schools.

Sarma further stated that the candidates who had passed the Teacher Eligibility Test (TET) held recently should submit their job application forms online and a candidate could appear in the interview for the teacher’s post in four to five districts. “The interview process for the 28,000 posts will begin from March 15 and the appointment will be given before Rongali Bihu. By May 30, the appointments for the 12,800 posts will be completed,’’ he said, adding: “The selection of candidates will be based on merit that also includes the candidates’ TET and HS percentages and viva.”

Proper implementation of the RTE Act in Assam has raised the demand of recruitment of more teachers and setting up of more schools in the State. “A total of 95,000 teachers are required to properly implement the RTE Act in the State as the Act demands one lower primary school within1-kilometer radius and one upper primary school within 3-kilometer radius all over the State. We are now carrying out a survey to find out the number of new schools required to be set up in the State,” said Sarma.

Currently 565 contractual posts of teachers are lying vacant in Baska district, 2,000 in Barpeta district, 603 in Bongaigaon district, 2000 in Cachar district, 446 in Chirang district, 1100 in Darrang district, 1000 in Dhemaji district, 3,447 in Dhubri district, 760 in Dibrugarh district, 366 in Dima Hasao district, 1,700 in Goalpara district, 750 in Golaghat district, 838 in Hailakandi district, 672 in Jorhat district, 1,108 in both Kamrup district and Kamrup (Metro) district, 1,700 in Karbi Anglong district, 1,900 in Karimganj district, 1,100 in Kokrajhar district, 842 in Lakhimpur district, 1,500 in Morigaon district, 3,000 in Nagaon district, 300 in Nalbari district, 600 in Sivasagar district, 1,521 in Sonitpur district, 800 in Tinsukia district and 600 in Udalguri district.

GUWAHATI: The second phase of appointing teachers who passed the Teachers' Eligibility Test (TET) took place at Sarusajai Stadium on Sunday. Altogether 14,640 candidates were appointed.

Earlier on May 20, 26,110 candidates were appointed for the lower primary (LP) and middle english (ME) schools in the first phase. The TET examination was held on January 10 this year for the first time.

While distributing the appointment letters to the candidates, chief minister Tarun Gogoi said, "The success of the TET examination and the appointment of teachers in such a large number depended a lot on the co-operation of the Centre too and I thank the Centre for their support."

"The idea was to bring in more qualified teachers who can teach methodically so that the students benefit from it. Besides that, we also want to bring a change in the curriculum and include more vocational subjects which will help students get a job," he said.

The education minister Himanta Biswa Sarma said after the success of the TET examination for LP and ME schools, TET examination will also be held to appoint teachers in high schools on December 9.

"This is a great success as after 2001, there hasn't been any teachers' recruitment in such a large number. We will conduct another TET examination on December 9 to recruit teachers in the high school level," he said.

"The next phase of appointments was scheduled to take place on September 9, but we preponed it to August 12 as our main aim was to provide teachers in schools where they are required," he added. The TET qualified teachers would also get a special diploma in education training (D.ed), the minister said.

It may be mentioned that there are over 8,000 schools with a single teacher and 12,000 with two teachers in the state. LS Changsen, mission director of Sarva Shiksha Abhiyaan (SSA) said, "There are thousands of schools with just one or two teachers, so we need more teachers to go to the remote areas."

Guwahati, June 8: Dispur today issued a subtle warning to schoolteachers opposing the appointment of TET-qualified teachers by asking them to fall in line or see their institutions close down by January under the Right to Education (RTE) Act guidelines.

Education minister Himanta Biswa Sarma today said he saw no reason why siksha mitras in some areas should oppose the appointment of Teachers Eligibility Test-qualified teachers as the Supreme Court had ruled on May 8 that nobody could be appointed as teachers without qualifying TET after 2001.

Siksha mitras were appointed on contract basis by the Axom Sarba Siksha Abhijan to run centres under the education guarantee scheme and have been demanding regularisation of their services. There are now around 6,000 siksha mitras.

“Under the circumstances, regularising their services would be violating the court’s order and the RTE Act. If they can get a ruling in their favour, I will abide by it. But it is my humble submission that they allow the TET teachers to join or else we will have to issue a notification by January to close down schools violating RTE regulations. This opposition is inimical to the interests of students. We are going strictly by the RTE regulations,” Sarma said.

The minister was responding to protests in the rural and interior areas by teachers and local residents against TET-qualified teachers, a few of whom were injured in attacks in Karbi Anglong when they went to join duty. Nearly 1,500 of the 26,000 teachers who have been given appointment letters are yet to join duty because of the protests.


“I did not want to reveal this but a good many of those opposing the TET appointees are not even matriculates. But we are ready to hold a special TET for them since they are affected by the ongoing reforms. We are not for confrontation, we only want them to be reasonable,” Sarma said. He said preparations for holding TET for Madhyamik schools have started (see chart). Around 8,000 permanent and contractual teachers will be appointed to high and higher secondary schools. “The cabinet gave its approval yesterday. Though there are exemptions, those with MEd, BEd and BT degrees will get additional marks, as those with NCC certificates. Everything remaining equal, we could be the first state in the country to hold TET for Madhyamik,” he said.

The cabinet has also decided to extend the services of government teachers who bag national awards by two years and those who win state awards by one year. “The number of state awards will be restricted to 27 a year,” he added.

GUWAHATI, June 8 – The schedule for the Teachers' Eligibility Test (TET) to fill the post of teachers in High Schools and Higher Secondary Schools will be announced within a week.
This was stated by State Education Minister Himanta Biswa Sarma while talking to media persons today.

Sarma informed that the eligibility for the posts would be as per the norms laid by the National Council for Teacher Education (NCTE), which makes it mandatory to have B Ed and M Ed.

"However, there will be an exemption till January 1, 2015 before which candidates without B Ed and M Ed can also apply. In any case, TET degree will be mandatory," the Minister pointed out.

Sarma also informed that there will be no viva and special marking will be given to those presently working on contractual terms.

Meanwhile, the Government has also decided to extend services of award-winning teachers of the State.

"While the tenure of national award winning teachers will be extended by two years, the State award winning teachers will get an extension of one year," the Minister said.

GUWAHATI: Education minister Himanta Biswa Sarma on Wednesday announced that the candidates who cleared the first-ever state-conducted Teachers' Eligibility Test (TET) will be given their appointment letters on May 20 at Sarusajai Stadium.

Addressing a meeting, Sarma said, "There were around 28,213 posts vacant and we have selected 26,100 candidates. Some of the seats are still vacant as we could not find suitable candidates for these posts in the 6th schedule areas. However, these posts will soon be filled up."

Regarding the distribution of the appointment letters, the minister said that every candidate will have to bring their TET marksheet along with them on May 20 and only after showing the mark sheet, the appointment letter will be handed over to them. "If a candidate cannot be present on that day, he/she must inform us so that their appointment letter can be sent by post," Sarma said.

Around 18,257 candidates have been selected for lower primary, 2,120 candidates for upper primary to teach Math and Science and 5,732 candidates to teach Social Science. Sarma added that the selected candidates can see their names and the district they are to be posted at in the TET website on Wednesday evening.

A special orientation programme will be organized for the selected candidates from June 1 to 5 and during the programme, the candidates will be told about their place of posting.

Other than that, an academic inspector will also be appointed for every 15 schools, who will monitor the classes as well as the teachers' performances.

The minister also mentioned that a special diploma in elementary education (D.ED) course would be introduced for the selected candidates from next year itself and by 2015, all the teachers will have to enroll themselves for the course.

"The course has been approved by the National Teachers' Council and the course will be conducted by KK Handique Open University at distance learning mode. The course will be free of cost as the government will be investing Rs 20,000 on each candidate," he said

The Supreme Court today quashed a Gauhati High Court order thus paving the way for the recruitment of more than 95,000 school teachers in the state. The High Court, in its January 25 ruling, had allowed recruitment of 12800 teachers in lower and upper primary schools.

"The Assam Government appealed before the apex court and said that the around 95000 posts are lying vacant of which 28000 can be recruited now," said Education minister Himanta Biswa Sarma. The apex court stayed the High Court order contending that the limit will cause difficulties in the running of schools.

Appearing for the Assam government, Attorney General Ashok Desai told the court that the state government needed teachers in elementary schools to fulfil the mandate of compulsory education under the Right to Education Act. He said the absence of teachers could lead to the closure of a large number of such institutions.

Sarma said "since 2001, the appointment was stopped leading to closure of some schools. I will term the judgement as victory of students and we will appoint 12800 as regular teachers and another 28000 as contractual teachers."

 DIPHU, Feb 28 – The principal Opposition party of Karbi Anglong, the ASDC has announced its decision to oppose the outcome of the Teachers’ Eligibility Test (TET). Robindra Rongpi, general secretary of the ASDC central committee told mediapersons here “through long lasting agitation we won our autonomy, but the Assam Government is snatching our bread and butter. If such a trend goes on, it will change the social, economic and demographic scenario”. Jotson Bey, former CEM of KAAC and a senior ASDC leader said that “after signing of the office memorandum of 1995 along with 15 departments, education was also transferred to KAAC with legislative and executive power, which has been amended in the Constitution’s Para 3A of Schedule D, but the present KAAC is not putting it into action”.
Jajot Sing Engti, former MLA of Bokajan and ASDC leader described the imposition of TET in autonomous Karbi Anglong district as “a dangerous move of the Assam Government in our district. We have nearly 22,000 unemployed youths and now due to the TET, around 1702 jobs will go to the outsiders creating more unemployment. Redundancy is the root cause of the ultra movement and the KAAC will have to bear the consequences if local tribes are denied job opportunities”.
Robindra Rongpi later said, “We have demanded immediately halt of TET implementation in Karbi Anglong. Our party will oppose TET and it necessary we will go all out to protect our interests”.
It may be mentioned that the TET has seriously jeopardised the prospects of getting of government jobs by the Karbis in their own land. If TET is enforced in Karbin Anglong, out of the total vacancy of 1702 hardly 18 or 4% posts will go the principal tribe the ‘Karbi’ who are the single largest population of Karbi Anglong.
Only 449 have qualified in TET from this district including other tribes and non-tribals. This includes lower, upper primary and middle grade, graduates both from arts and science stream. Majority of the existing vacancies i.e. ,1218 out of the 1702 is that of lower primary teachers, against which the district has produced 246 eligible candidates. For filling up of 203 vacancies of science and mathematics subjects, only 49 locals have crossed the eligibility test. The results on the one hand have revealed the true colour of the educational backwardness prevailing particularly among the scheduled tribes of this district on the other hand has created a situation where 95% of the teachers job under the administrative jurisdiction of the Karbi Anglong Autonomous Council will go to the non 6th Schedule candidates and that too non-residents of this autonomous district.

GUWAHATI, Dec 9 – The Teachers’ Eligibility Test (TET) will be held on January 10 under the supervision of the Board of Secondary Education, Assam (SEBA), informed Education Minister Himanta Biswa Sarma today. Assam will be the tenth State in the country to conduct the TET.
As many as 3, 56,914 candidates, including 1, 72,745 boys and 1, 84,169 girls (Lower Primary and Upper Primary) will appear in the examination that will be held at 56 places comprising 561 examination centres.
Addressing a press conference, Sarma said that the admit cards will be delivered by the Postal department before December 25.
If any candidate does not receive the admit card before December 25, he or she can enquire with the nearest post office for the reddresal before December 30,” the Minister said.
