In a shocker to thousands of qualified, but unemployed Punjabi schoolteachers, the Punjab Government has decided to conduct qualifying test even on those aspirants, who have already passed the Teacher Eligibility Test (TET), which, according to the Right to Education Act, 2009, is the standard qualifying exam meant to select teachers for government schools.
The Punjab Government has devised this method to fill over 6,000 vacancies of schoolteacher under the Master Cadre (who will teach from Classes VI to X). Even after clearing TET, now teachers will have to clear a qualifying exam in his or her main subject. However, the government’s methodology to recruit teachers in Punjab after around two years has rattled thousands of candidates who have passed TET.
There are over 16,000 TET-passed teachers in Punjab of which only around 5,500 are on government jobs. More than half of the employed are still serving on contract basis.
The RTE Act says every TET qualified candidate is eligible to be recruited as a government schoolteacher. In light of this, TET-qualified unemployed teachers have objected to the government move, while stating that the newly introduced test will render their TET qualification useless.
“If the government has to conduct its own test, than what is the purpose of taking TET every year. A teacher who has passed TET is quite an eligible candidate to serve as government teacher. This move is nothing different from directing IAS/PCS-passed candidates to clear one more test before joining the service,” said a teacher, who has passed TET, but is unemployed.
Besides, while recruiting new teachers, the government will only consider test marks, but not the merit secured by candidate in his masters, MPhil or PhD degrees.
According to the new directions, the final merit of aspirants would be decided by aggregating their score in TET and the new test.
State Education Minister Dr Daljeet Singh Cheema could not be contacted for comment. Director General School Education (DGSE) Pardeep Aggarwal, who also heads the Directorate set up to organise teachers’ recruitments, however, said since teachers would teach a specific subject, second test is meant to ascertain their perfection in their main subject.
“We are organising subject test as teachers will teach their main subject in schools,” Aggarwal said, while confirming the decision.

The Punjab education department has decided to do away with Teacher Eligibility Test (TET) conducted prior to recruitment into government service and will now introduce the Common Entrance Test (CET) for admission into JBT colleges.

Talking to Hindustan Times, education minister Daljit Singh Cheema said the decision had been taken after carefully studying that the TET had not been helping the government to get better and skilful teachers for schools.

Cheema said the TET had failed to serve the desired purpose while the JBT colleges kept mushrooming all over the state and even outside without maintaining a certain standard of education.

He said these colleges were producing a large number of unemployed aspiring teachers every year of whom only 10% were able to clear the TET which is pre-condition for entry into government service.

He said the purpose of starting an entrance test would be to check the intelligence as well as their aptitude for teaching at the time of being admitted into JBT colleges rather than testing it at a later stage.

The rest of the students who are not fit for teaching may go for other professional courses or take up skill learning courses. Cheema said when he was shouldered with the responsibility of being the education minister, around 100 applications were pending on his table for opening new JBT colleges. The first thing he did was to put a ban on new colleges, he added.

Cheema said about 12,000 vacancies of teachers were lying vacant in schools. The department had moved the file to fill 12,000 posts of teachers at primary and secondary level schools. He said almost all eligible candidates who had cleared the TET would get the jobs.

The education minister said he was surprised to see the poor standard of teachers in schools. During a direct interaction with the teachers from all over the state, he had found that only 20% of them could correctly spell the English words used in routine. "We are going in for an orientation programme for such teachers," he said.

Cheema said he had also changed the policy of giving rewards to the best performing teachers. He said that earlier teachers were asked to submit their names for getting the reward. No sincere teacher would request the government to give him reward; so the department had asked to district education officers to recommend the names of good teachers for the best teacher award and also allowed others to submit the applications. It would encourage good teachers, he added.

स्कूलोंमेंशिक्षकों की भर्ती प्रक्रिय रैशनलाईजेशन के बाद ही की जाएगी। इस बात का खुलासा शिक्षा मंत्री पंजाब डा दलजीत सिंह चीमा ने शिक्षको की भर्ती के प्रश्न का जवाब देते हुए किया। जब उनसे पूछा गया कि अब रैशनलाईजेशन पॉलिसी क्या बनाई गई है तो उन्होंने बताया कि सभी शिक्षक यूनियनों के नेताओं ने रैशनलाईजेशन नीति बनाने के लिए बहुत सहयोग दिया है और अब रैशनलाईजेशन वार्षिक नहीं बल्कि तीन वर्ष के बाद ही होगी। जब उनसे पूछा गया कि शिक्षा विभाग के खेल विंग के अधिकारियों को उनकी कथित लापरवाही के कारण चार्जशीट तो कर दिए थे, लेकिन आगे क्या नीति है उन्होंने बताया कि स्कूलों में खेलों का वातावरण बनाने के लिए ओलेंपियन प्रगट सिंह के नेतृत्व में एक कमेटी बनाई गई है ओर गत दिनो प्रदेश के सभी 22 जिलो के सहायक जिला शिक्षा अधिकारी (स्पोर्ट्स) के साथ भी बैठक की गई थी और जो सुझाव हमे मिले थे उन सबको लागू किया जाएगा ताकि खेलों का वातावरण बनाने में कोई कसर रहे।

उन्होंने यह भी बताया कि शिक्षको के वेतन को सुनिश्चत करने के लिए जो प्रत्येक वर्ष डीडी पावर्ज लेने की नीति चल रही थी को पक्के तौर पर ही बंद कर दिया गया है अब जिन गजटिड अधिकारियों के पास डीडी पावर्ज होती है उनको दोबारा नहीं लेनी पडेगी। डीडी पावर्ज की नीति है कि शिक्षको को रैलुगलर वेतन देने में सबसे बडी बाधा थी।

Pay Scale:

Educational Qualifications:

1. Applicants must have a Graduation Degree from a recognized University with minimum 50% marks in the subject which they are applying for.

2. They should be armed with a B.Ed. degree or equivalent from a recognized institution with minimum 50% marks.

3. Should have cleared the Central Teacher Eligibility Test (CTET) conducted by CBSE.

Age Limit:

Applicants for the post of TGT should not be more than 30 years as on 01/01/2014. Age relaxation will be applicable as per government rules.

Selection procedure:

Two objective type tests of 100 marks each will be conducted. Candidates will be selected in the basis of total marks obtained in two written tests. Merit list will be uploaded on the web site.

SC candidates: Rs 250/-

For all other candidates: Rs 500/-

Educational Qualification
  • For Classes I-V (Primary Stage):  12th or its equivalent with minimum 50% marks and passed or appearing in final year of 2- year Diploma in Elementary Education. OR 12th or its equivalent with minimum 45% marks and passed or appearing in final year of 2-year Diploma in Elementary Education in accordance with the NCTE (Recognition Norms and Procedure), Regulations, 2002. OR 12th or its equivalent with minimum 50% marks and passed or appearing in final year of 4-year Bachelor of Elementary Education (B.El.Ed). OR 12th or its equivalent with minimum 50% marks and passed or appearing in final year of 2-year Diploma in Education (Special Education). OR Graduation and passed or appearing in final year of two year Diploma in Elementary Education.
  • For Classes VI-VIII (Elementary Stage):  Graduation and passed or appearing in final year of 2-year Diploma in Elementary Education. OR Graduation with minimum 50% marks and passed or appearing in 1-year Bachelor in Education (B.Ed). Application Fees:
  • For Paper – I or Paper – II one of these: General / BC / OBC Category candidate has to pay Rs.500/- and SC / ST Category / Differently Abled candidate has to pay Rs.300/-.
  • For Paper – I and Paper – II both: General / BC / OBC Category candidate has to pay Rs.1000/- and SC / ST Category / Differently Abled candidate has to pay Rs.600/-.
  • Ex-Servicemen Self-only candidates are exempted from payment of fees.
Selection Process
Selection of the candidate will be made on the basis of their marks obtained in the written examination.

  • Eligible candidates may apply online through website www.tetpunjab.com on or before 10 December 2013.
  • On successful submission of online application, Candidates are required to take print out of the computer generated Confirmation Page and send it by ordinary post, in an Envelope of size 12"x9" only to Post Box No: 1828, Post Office Sector-62, Mohali, Punjab, Pin-160062 before 16 December 2013.
  • Candidates should super-scribe the words "APPLICATION FOR PSTET" on the envelope containing the application copy.

It was a harrowing Sunday for the residents of the city who had to battle complete traffic chaos as the heart of the city, Bharat Nagar Chowk, was blocked by hundreds of unemployed teachers from all over Punjab who were demanding jobs and protesting against the state government.

More than 14,000 teachers who have passed Teacher's Eligibility Test (TET) in 2011 and 2013 are jobless and have been fighting for their rights for the past two years.



On Monday, the teachers first gathered opposite the mini-secretariat and raised slogans against the government and then they went on to do 'chakka jaam' and blocked traffic at Bharat Nagar Chowk.

The commuters had to battle traffic jams throughout the day as the protest which started around 12 noon went on till late evening as there was no response from the administration to the protesting teachers.

Till the filing of this report, the teachers were still sitting on the Ferozepur road at Bharat Nagar Chowk and traffic police was diverting the traffic from Jagraon bridge to Mata Rani Chowk and from the bus stand to Kochar market.

Hundreds of police personnel were deployed to avoid any untoward incident but the protest remained peaceful.

Deep Raja, from TET Passed Unemployed Teachers' Union, Punjab, told Ludhiana Newsline: "We held multiple meetings with CM but with zero results. He has given nothing except assurances. Despite more than 40,000 posts lying vacant, we 14,000 teachers even after clearing TET are unemployed. After various efforts, the government advertised 5,078 posts but after that advertisement, nothing has been done to recruit those who applied. So now when nothing is happening, protest is the only way to make the government hear our voice. These protests will be intensified till our demands are met."

ADCP Joginder Singh had summoned the teachers to call off their protest and promised fixing of a meeting with Deputy Chief Minister Sukhbir Singh Badal. "They are assuring us a meeting with Deputy CM. So now for time being, we are planning to end the protest," Raja added.

Around 1,000 teachers from all parts of Punjab on Sunday gathered in the city and protested against the state government, demanding regularisation of their jobs.

The teachers from the primary and upper primary segments have been waiting for the regularisation of their jobs since their appointment from 2004 to 2009 and some of them have not even received their salaries for the past 2-3 months.

The teachers first gathered at Dana Mandi and then raised slogans against the state government and proceeded towards GT Road, which they blocked for almost four hours.

A heavy police force was seen on duty barricading the area, but unlike in previous incidents, the protest remained peaceful and no violence was reported.

Ajmer Aulakh, Punjab president of Shiksha Provider Teacher's Union, talking to Newsline, said, "We are more than 7,400 teachers who were appointed from 2004 to 2009 and even after so many years we are waiting for regularisation of our jobs.

After so many years of appointment government is asking us to clear TET exam (Teachers Eligibility Test) to get regularisation. We want exemption from TET and regularisation of our job."

He added that several meetings with education minister Sikander Singh Maluka and CM Parkash Singh Badal were unfruitful and if their demands are not met, protests will continue all over the state.

The teachers who started protest at around 3 pm lifted it only after around four hours, after getting assurance from the district administration of a meeting with the CM. "The deputy commissioner was not available today but we have been assured of a meeting with the CM in this week. If meeting does not happen, agitation will continue," said Aulakh.

चंडीगढ़ : शिक्षा विभाग ने वर्ष 2013-14 के लिए पंजाब की तबादला नीति के दिशा-निर्देश जारी करते हुए तबादलों के लिए 20 जुलाई तक आवेदन मांगे हैं। शिक्षा मंत्री सिकंदर सिंह मलूका ने यहां बताया कि इन आवेदनों पर विचार-विमर्श कर जल्द ही तबादले किए जाएंगे। जिला शिक्षा अधिकारी इन तबादलों को प्रोसेस करके अंतर जिला तबादले मंडल शिक्षा अधिकारी और अंतर मंडल के तबादले शिक्षा विभाग निदेशक या सेकेंडरी शिक्षा निदेशक को भेजेंगे। जो कर्मचारी 31 जुलाई 2014 को या इससे पहले सेवानिवृत्त होने वाले हैं, वह तबादलों के लिए आवेदन नहीं दे सकेंगे। इच्छुक अध्यापक आवेदन में कम से कम तीन स्टेशनों का ऑप्शन देंगे, मगर तबादला स्टेशन खाली होने की स्थिति में ही किया जाएगा। 1अंगहीन, अविवाहित, नवविवाहित लड़कियों, विधवाओं और जिस कर्मचारी का बच्च मानसिक तौर पर ठीक न हो या क्रोनिक बीमारी से पीड़ित हंै, उन्हें हमदर्दी के तौर पर स्टेशन पर दो साल ठहराव की शर्त से छूट दी जाएगी। जिस अध्यापक का व्यक्तिगत परिणाम 20 प्रतिशत या इससे कम होगा वह तबादले के लिए आवेदन नहीं दे सकता। 1रमसा वाले अध्यापक केवल रमसा वाले स्कूल में ही तबादले के लिए आवेदन दे सकते हैं। अंगहीन अध्यापकों को प्राथमिकता दी जाएगी। उन्होंने बताया कि तबादला केवल मंजूरशुदा पद होने की स्थिति में ही किया जाएगा। डेपुटेशन द्वारा कोई भी तबादला नहीं होगा। ड्यूटी से गैरहाजिर अध्यापक तबादले या आपसी बदली के लिए आवेदन नहीं दे सकेंगे

PSTET Result has been declared.

PSTET-1 was taken for ETT candidates whereas PSTET-2 was conducted for B.Ed. candidates. Both tests were taken on June 9 in 391 centers across the state

 Total 60,382 candidates appeared for PSTET-1, out of which 4251 candidates (7.04 %) cleared the test. He further said that 1, 68,396 candidates were appeared for PSTET-2 and 5141 candidates (3.05%) managed to pass the test.

As the stage is set for Teacher Eligibility Test (TET) across Punjab on June 9, after a gap of two years, agents and middlemen have started offering their services to the prospective candidates promising them favourable results.

The agents are demanding anything from Rs 1.50 lakh to Rs 4.50 lakh from the candidates to help them pass the exam which will see more than 2 lakh applicants appearing as 391 centres in the state.

A reliable source in Punjab Education Department confirmed as much. "Agents are fully active in the system and tampering with answer sheets can be done at evaluation centres due to which the department will conduct the whole process under camera," the source said.

The source said: "Agents or middlemen are charging in lakhs and telling candidates that their acquaintances will be placed on duty at evaluation centres and will make sure that the candidate who has paid the amount is declared pass.
 For the purpose, they are telling candidates to leave their OMR(Optical Mark Recognition) answer sheets blank so that tampering may be possible during evaluation."

Explaining the process by which there is a possibility of tampering in the process, the source said: "In OMR answer sheets, candidate need to darken a particular option as an answer to multiple-choice questions. These sheets are checked through computers. But as per our sources, agents are asking the candidates to leave the sheets blank, so that their men could mark the correct answers."

However, if State Council of Educational Research and Training (SCERT) is to be believed then the foolproof arrangements are in place to check any tampering. Roshan Lal Sood, director, SCERT, talking to The India Express, said: "We are not going to leave any stone unturned to ensure free and fair examination. We have already issued directions to all the Deputy Commissioners, SSPs and police heads. The district education officers have been named the heads of the flying squads. We have also formed 26 flying squads from headquarters "


On possibility of tampering at evaluation centres, Sood said, "The examination and evaluation process will be videographed. We will also be uploading the results on the Internet with the answersheet of all the students so that they can self-evaluate."

must be tackled by making mandatory to darken all answers in OMR sheet. And examiner should have responsibility to check OMR sheet - they are filed or not.

For any lapses room examiner should be punished harshly so that other room examiner will learn a lesson from him.

प्रदेश सरकार द्वारा दूसरी बार ली गई शिक्षक पात्रता परीक्षा (टीईटी) में रविवार को जिले के 12 हजार भावी शिक्षक बैठे। नकल रोकने के लिए परीक्षा केंद्रों के अंदर जहां वीडियोग्राफी का इंतजाम था, वहीं परीक्षा केंद्रों के बाहर धारा 144 लगाई गई थी।

जिले में सुबह 8 परीक्षा केंद्रों व शाम को 23 परीक्षा केंद्रों पर टीईटी परीक्षा का आयोजन किया गया। डीईओ (सेकेंडरी) नीलम कुमारी ने बताया कि किसी भी परीक्षा केंद्र से अव्यवस्था या फिर नकल की सूचना नहीं मिली। नकल रोकने के लिए सुपरिंटेंडेंट, परीक्षा कंट्रोलर सहित अन्य स्टाफ की ड्यूटी लगाई गई थी, वहीं शिक्षा विभाग मोहाली से भी 23 लोगों की टीम ने परीक्षा केंद्रों पर दबिश दी। उन्होंने बताया कि इस बार पहली बार सीनियर लेक्चरर डिप्टी कंट्रोलर के तौर पर तैनात किए गए थे, जबकि 450 इनविजीलेटर लगाए।

डीईओ ने बताया कि परीक्षा केंद्रों पर किसी तरह की अव्यवस्था व नकल को रोकने के लिए परीक्षा केंद्र पर वीडियोग्राफी भी करवाई गई।

दो शिफ्टों में हुई परीक्षा

परीक्षा का आयोजन दो शिफ्टों में किया गया। पहली शिफ्ट में सुबह के सेशन में प्राइमरी स्तर के लिए सुबह10 बजे से 12.30 बजे तक व दूसरी शिफ्ट का पेपर मिडल के लिए 2 बजे से 4.30 बजे तक हुआ।

गर्मी व अव्यवस्था रही हावी

भावी शिक्षकों को जहां घंटों परीक्षा केंद्रों के बाहर खड़े हो गर्मी का सामना करना पड़ा, वहीं परीक्षा केंद्रों पर वाहनों को खड़ा करने की व्यवस्था न होने से केंद्रों के बाहर यातायात व्यवस्था प्रभावित रही

PSTET : Punjab reschedules Teacher Eligibility Test Due to Clashing of Date with Civil Service Exam (CSE)


CHANDIGARH: The Punjab Government has rescheduled the Teacher Eligibility Test (TET). A spokesman of the Punjab Education Department said that the Teacher Eligibility Test (PSTET) earlier to be conducted on May 26, 2013 would now be held on June 9, 2013.

It has been rescheduled due to IAS Preliminary Examination dates classing with it. The spokesman further added that the online registration process would start on April 17, 2013 and the last date of receipt of online application would be May 13, 2013, whereas department would upload the admit cards information on May 27, 2013.
