इलाहाबाद. इलाहाबाद हाईकोर्ट ने यूपी सरकार को प्रदेश में 72825 प्राथमिक शिक्षकों के पदों के लिए 7 दिसम्बर तक विज्ञापन जारी कर नियुक्ति की प्रक्रिया शुरू करने का आदेश दिया है। कोर्ट में याचिकाकर्ताओं का आरोप था कि सरकार इस मामले को 2014 चुनाव तक ले जाकर इसका चुनावी लाभ लेने की फ़िराक में है।

गौरतलब है की इसके पहले मायावती सरकार इन पदों के लिए विज्ञापन निकाल कर भर्ती की प्रक्रिया शुरू की थी लेकिन सरकार बदलने के बाद से भर्ती की प्रक्रिया खटाई में पड़ गयी। मायावती सरकार ने विधानसभा चुनाव से पहले प्रदेश में शिक्षक पात्रता परीक्षा कराके 30 नवम्बर 2011 को 72825 प्राथमिक शिक्षकों के पदों के लिए विज्ञापन जारी किया था लेकिन मामला कोर्ट में पहुँचने के चलते भर्ती पूरी नहीं हो पायी।

न्यायालय की आज की कार्यवाही के बाद आज इन्टरनेट के माध्यम से सूचनाये प्रदान करने वाले, संघर्ष में सत्य पर विश्वास रखकर संघर्ष को सार्थक योगदान करने वाले, अपने साथियों का मार्गदर्शन कर उनका मनोबल बनाये रखने का प्रयास करने वाले, इलाहबाद और लखनऊ तक सरकार को चुनौती देने वाले सभी साथियों को बधाई!चूंकि अभी न्यायालय का आदेश अपलोड नहीं हुआ है, अतः इस समय तो मैं बस आपसे वही बता सकता हूँ जो मुझे भाई विनोद सिंह (इलाहाबाद) जी से ज्ञात हुआ है, जो कि सुनवाई के दौरान न्यायालय में उपस्थित थे.
1. सी.बी. यादव को विज्ञापन या विज्ञापन का ड्राफ्ट न लाने पर जमकर लताड़ लगाई गई.
2. बी.एड. वालों को 31.03.2014 तककी अनुमति की अधिसूचना देखने के बाद न्यायालय पुरानी भर्ती से सैद्धांतिक रूप से सहमत है
.3. अगली तारीख 7 दिसंबर 2012 औरउसके पूर्व सरकार को आवश्यक संशोधनकरके विज्ञापन जारी करने का आदेश दिया गया.
4. नियमावली में संशोधन और नया विज्ञापन केवल केंद्र-राज्य नियमों के विरोधाभास और तकनीकी कमियों को दूर करने के लिए है, न कि नियम बदलने के लिए.
5. न्यायालय ने पुराने विज्ञापन की अनियमितता दूर करते हुए उसके सभी नियमों-आधारों को नए विज्ञापन में समाहित करने के आदेश दिया.
6. विज्ञापन जारी होने के बाद हुए चयन-आधार सम्बन्धी संशोधन प्रभावी नहीं होंगे.
7. न्यायालय ने सरकार से एक ऐसा विज्ञापन लाने की अपेक्षा की है जिस से पुरानी भर्ती प्रक्रिया में आवेदन करने वालोंके हित प्रभावित न हों.
8. आदेश के विपरीत विज्ञापन में परिवर्तित नियम लागू करने पर न्यायालय स्वयं अगली तारीख को विज्ञापन में आवश्यक सुधार करेगा.
9. समय-सीमा के अन्दर विज्ञापन न लाने पर प्रमुख सचिव को कोर्ट में खडा कर देने की चेतावनी दी.
10. शिक्षामित्रों के प्रति सरकार के झुकाव पर न्यायालय ने सरकारी वकील से कहा, (हिंदी में), "वेल-क्वालिफाइड टेट-पास लड़कों का सिलेक्शन करने में आपको प्रॉब्लम है, और आप नौकरी देना चाहते हैं उन को जो केवल सायकिल लेकर प्रधान के पीछे-पीछे घूम सकें.
"11. सरकारी वकील द्वारा नियमावली में संशोधन की बात उठाने पर टंडन जी ने स्पष्ट कहा, "आपके लिए सबसे जरूरी हैकि शिक्षा का अधिकार अधिनयम, 2009 के अनुसार जल्द से जल्द अर्ह और योग्य अध्यापकों की भर्ती की जाय

बेसिक शिक्षा राज्यमंत्री वसीम अहमद ने कहा कि प्रदेश सरकार शिक्षामित्रों को पूर्ण शिक्षक का दर्जा देगी। शिक्षकों की कमी से निपटने के लिए सूबे में शीघ्र 73 हजार शिक्षकों की भर्ती की जाएगी। साथ ही प्रशिक्षण प्राप्त कर चुके शिक्षामित्रों को भी बिना टीईटी अनिवार्य किये ही समायोजित किया जाएगा।

अहमद सोमवार को पीडब्लूडी डाक बंगले में पत्रकारों से बातचीत कर रहे थे। उन्होंने कहा कि सरकार शिक्षकों के हितों को लेकर गंभीर है। बशर्ते शिक्षक समय से हर रोज स्कूल जाएं और निष्ठापूर्वक शिक्षण कार्य करें। बच्चों के पठन-पाठन में लापरवाही ठीक नहीं है। सपा सरकार चुनाव पूर्व किए अपने वादे रोटी-कपड़ा सस्ती होगी, दवा-पढ़ाई मुफ्ती होगी को लागू कर रही है, ताकि जनता को इसका सीधा लाभ मिले। पत्रकारों के सवाल का जवाब देते हुए उन्होंने कहा कि पुष्टाहार यदि बेचा जा रहा है तो यह गंभीर मामला है ऐसा करने वालों के विरुद्ध कड़ी कार्रवाई की जाएगी। उन्होंने कहा कि गत दिनों लखनऊ में आयोजित बैठक में निर्णय लिया गया था कि पुष्टाहार बांटने से पूर्व मुनादी कराई जाए, ताकि अधिक से अधिक लोग लाभान्वित हो सकें। अधिकारियों को प्रत्येक जनपदों में इसके क्रियान्वयन का सख्त निर्देश दिया गया था। जिस जनपद में इसका अनुपालन नहीं हो रहा है वहां के संबंधित अधिकारियों के विरुद्ध कार्रवाई की जाएगी।

•सरकार द्वारा जान बूझकर शिक्षक भर्ती को लटकाया जा रहा
•बेरोजगारी भत्ता देने की जगह सरकार नौकरी दे

जौनपुर। टीईटी अभ्यर्थी सरकार द्वारा शिक्षक भर्ती की प्रक्रिया को सियासी लाभ लेने और अभ्यर्थियों की भर्ती को लटकाए जाने से आक्रोशित हैं। आक्रोशित अभ्यर्थियों ने चेतावनी दी है कि उनकी मांगे न पूरी की गई तो अभ्यर्थी आंदोलन करने को विवश होंगे।
छात्रों ने कहा कि सरकार द्वारा शिक्षक भर्ती को जानबूझ कर लटकाया जा रहा है। हाईकोर्ट ने भी शिक्षक भर्ती करने के लिए अनुमति दे दी है। इसके बावजूद सरकार भर्ती नहीं कर रही है। छात्रों ने चिंता जताते हुआ कहा कि बहुत से टीईटी छात्रों की आयु सीमा खत्म हो रही है। ऐसी स्थित में छात्र बेरोजगार हो जाएंगे। प्रदेश सरकार को बेरोजगारी भत्ता देने के बजाय टीईटी अभ्यर्थियों की नियुक्ति करनी चाहिए। माध्यमिक शिक्षा में प्रदेश सरकार अध्यक्ष तथा सदस्यों का चयन भी नहीं कर रही है। छात्रों ने चेतावनी दी कि अगर सरकार ने जल्द ही शिक्षक भर्ती नहीं की तो टीईटी अभ्यर्थियों को आंदोलन करने के लिए मजबूर होना पड़ेगा। बैठक में रमेश कुमार पाल, प्रमोद राना, अमित सिंह, ओम प्रकाश चौहान, सुचित्रा, अरविंद, सीमा सिंह, नरेंद्र यादव, अशोक पाल, अंजली सिंह, रीना दुबे सहित आदि मौजूद रहे।

लखनऊ में करेंगे आंदोलन

देवरिया। टीईटी संघर्ष मोर्चा की बैठक शनिवार को टाउनहाल में हुई। बैठक में टीईटी उत्तीर्ण अभ्यर्थियों की नियुक्ति जल्द से जल्द कराये जाने की मांग की गई। नियुक्ति न होनेे पर घेरा डालो-डेरा डालो कार्यक्रम चलाये जाने का निर्णय लिया गया।

सिद्धार्थनगर। माधव वन बिहार बांसी में टीईटी उत्तीर्ण संघर्ष मोर्चा के जिला इकाई की बैठक हुई। संघर्ष मोर्चा के जिलाध्यक्ष आनंद पांडेय ने कहा कि समाजवादी पार्टी की सरकार का गठन हुए आठ माह का समय बीत गया है। इस अवधि में यह सरकार निश्चय नहीं कर पा रही है कि टीईटी उत्तीर्ण अभ्यर्थियों की भर्ती किस आधार पर की जाए।
उन्होंने कहा कि सरकार बेरोजगारों को रोजगार दे तो समाज, प्रदेश का विकास होगा। इस मौके पर संतोष पांडेय ने कहा कि शीघ्र ही टीईटी अभ्यर्थी सड़कों पर उतरकर अपनी मांगों को लेकर प्रदर्शन करेंगे। बैठक में महामंत्री राकेश कुमार राय, उपाध्यक्ष शैलेश उपाध्याय, संयोजक शिवचंद यादव, अष्टभुजा मित्र, राजेश कुमार आदि उपस्थित रहे।

बस्ती। शिवहर्ष किसान इंटर कालेज परिसर में रविवार को टीईटी उत्तीर्ण बेरोजगार संघर्ष मोर्चा की बैठक में सरकार को चेताया गया। वक्ताओं ने कहा कि यदि शीघ्र शिक्षकों की भर्ती प्रक्रिया शुरू नहीं की गई तो वे आंदोलन कर अपनी आवाज सरकार तक पहुंचाएंगे।
मोर्चा के जिलाध्यक्ष विवेक प्रताप सिंह ने कहा कि पिछले एक साल से टीईटी बेरोजगारों के साथ छल किया जा रहा है। बेरोजगार आर्थिक और मानसिक शोषण के शिकार हो रहे हैं। कोई न कोई बहाना बनाकर टीईटी पास बेरोजगारों की भर्ती को उलझा दिया जा रहा है।
अब जबकि 72825 टीईटी उत्तीर्ण शिक्षक भर्ती प्रक्रिया का प्रारूप स्पष्ट रूप सेे तैयार हो चुका है, उसके बाद भी इसे टालना न्याय संगत नहीं है। अध्यक्ष ने कहा कि सरकार को चाहिए कि दीपावली के पूर्व भर्ती प्रक्रिया शुरू कर बेरोजगारों को तोहफा दे। विनय पांडेय ने कहा कि सरकार प्रशिक्षित बेरोजगारों का दर्द समझने की कोशिश नहीं कर रही है। चयन का नया नया फार्मूला निकाल उन्हें परेशान किया जा रहा है।

चित्रकूट। अखिल भारतीय विद्यार्थी परिषद के युवाओं ने शिक्षा के बाजारीकरण के विरोध में रविवार को सांकेतिक रूप से जल सत्याग्रह किया। परिषद के कार्यकर्ताओं ने पुलघाट पर पयस्वनी नदी में खड़े होकर प्रदर्शन किया।
परिषद की राष्ट्रीय कार्यकारिणी के सदस्य आलोक कुमार पांडे की अगुवाई में कार्यकर्ताओं ने विरोध प्रदर्शन का यह अनूठा तरीका निकाला। आलोक ने कहा कि प्रदेश सरकार शिक्षकों की भर्ती को टालकर शिक्षा के बाजारीकरण को बढ़ावा दे रही है। आरोप लगाया कि जिन कामों में कमीशन मिलता है, उन फैसलों को तत्काल लिया जाता है। शिक्षक भर्ती का निर्णय सात महीने में नहीं लिया गया। ज्यादातर गरीबों के बच्चे ही सरकारी स्कूलों में पढ़ते हैं। जिला संयोजक जयप्रकाश कोटार्यऽ आभास माथुर और विमल गुप्ता ने कहा कि सरकार ने 15 दिन के अंदर तीन लाख पदों के लिए कार्रवाई नहीं की तो टीईटी उत्तीर्ण लोगों के अलावा बीएड, बीपीएड बेरोजगार गांव-गांव जाकर सरकार के खिलाफ बोलेंगे। कुलदीप पांडे ने शिक्षा को राजनीति से मुक्त रखने की बात कही। रवि जायसवाल ने कहा कि प्रदेश सरकार शिक्षक भर्ती में भी राजनीति कर रही है। जल सत्याग्रह के दौरान अंकित अग्रवाल, सुरेंद्र रैकवार, अमित सोनी, विनय गुप्ता

Heard Sri Vinod Kumar Shukla, learned counsel for the petitioner, Sri Rahul Shukla for opposite party Nos. 2,3 and 5 as well as learned Chief Standing counsel for the opposite party Nos.1 and 4.
Petitioner was granted compassionate appointment after the death of his father on the post of Assistant Teacher on 7.9.2011. He says that the same is being sought to be taken away vide annexure No.2 dated 14.8.2012. Counsel for the opposite party says that that the petitioner has not qualified the Teachers' Eligibility Test (in short T.E.T). Petitioner says that once an appointment has been given to him in pursuance of a statutory law, the same can not be taken away. He further argues that T.E.T. is a written test, which should not be forced upon the petitioner for compassionate appointment.
On the other hand, Sri Rahul Shukla has placed before this Court judgment and order of this Court passed at Allahabad in a petition bearing Writ-A No.33828 of 2012. He says that benefit of this appointment can not be given to the petitioner unless he has qualified T.E.T. as has been held in aforesaid judgment.
Learned counsel for the petitioner has, however, submitted that the said order is under challenge in special appeal and his special appeal is pending before this Court at Allahabad. He says that compassionate appointemnt is a benevolent law which should be interpreted in all possible ways to help a person whose bread earner has been snatched away by the cruel hands of death. The sudden penury which strikes the family is sought to be nullified by the authorities under Dying in Harness Rules.
Under the circumstances, the petition is finally disposed of with a direction to the opposite parties to consider the case of the petitioner for the compassionate appointemnt on another suitable post for which the petitioner is eligible under Dying in Harness Rules applicable for appointment. The same shall be decided expeditiously, say within a maximum period of one month from the date a certified copy of this order is placed before him.
The termination of petitioner's services shall remain subject to the final decision of the special appeal which is pending before this Court at Allahabad.

Petitioner says that once an appointment has been given to him in pursuance of a statutory law, the same can not be taken away. He further argues that T.E.T. is a written test, which should not be forced upon the petitioner for compassionate appointment.
On the other hand, Sri Rahul Shukla has placed before this Court judgment and order of this Court passed at Allahabad in a petition bearing Writ-A No.33828 of 2012. He says that benefit of this appointment can not be given to the petitioner unless he has qualified T.E.T. as has been held in aforesaid judgment.
Learned counsel for the petitioner has, however, submitted that the said order is under challenge in special appeal and his special appeal is pending before this Court at Allahabad. He says that compassionate appointemnt is a benevolent law which should be interpreted in all possible ways to help a person whose bread earner has been snatched away by the cruel hands of death. The sudden penury which strikes the family is sought to be nullified by the authorities under Dying in Harness Rules.
Under the circumstances, the petition is finally disposed of with a direction to the opposite parties to consider the case of the petitioner for the compassionate appointemnt on another suitable post for which the petitioner is eligible under Dying in Harness Rules applicable for appointment. The same shall be decided expeditiously, say within a maximum period of one month from the date a certified copy of this order is placed before him.
The termination of petitioner's services shall remain subject to the final decision of the special appeal which is pending before this Court at Allahabad.

वेतन पर तीन महीने के अंदर निर्णय लेने का प्रदेश सरकार को दिया आदेश

•पुलिस सेवा नियमावली लागू होने के बाद भी नहीं मिल रहा लाभ

इलाहाबाद। उच्च न्यायालय ने 18 हजार सिपाहियों की याचिका पर उतर प्रदेश सरकार को निर्देश दिया है कि वह इन सिपाहियों की नई नियमावली के तहत वेतन और अन्य लाभों की मांग पर तीन महीने के अंदर एक विस्तृत एवं उचित आदेश पारित करे। इन सिपाहियों की नियुक्तियां पिछली बसपा बसपा सरकार के दौरान निरस्त हो गई थीं। बाद में अदालत के आदेश पर इनकी बहाली तो हो गई लेकिन आज भी ये सिपाही अपने वेतन और वेतनवृद्धि के लिए परेशान हैं।

उतर प्रदेश में पहली बार पुलिस विभाग में दिसंबर 2008 में उनकी सेवा के लिए नियमावली बनी लेकिन इन सिपाहियों को इसका कोई लाभ नहीं मिला और मई-2009 में इनकी बहाली के बाद नई नियमावली के तहत उनको प्रशिक्षण अवधि के पैसे भी नहीं मिल रहे हैं। मजबूरन इन सिपाहियों ने इलाहाबाद हाईकोर्ट में याचिका दायर कर नई नियमावली के तहत मिलने वाले अपने वेतन और वेतनवृद्धि की मांग की। यह आदेश न्यायमूर्ति तरुण अग्रवाल ने कांस्टेबल विनोद सिंह यादव और कई अन्य सिपाहियों की याचिका पर दिया।

वर्ष 2005-06 मे तत्कालीन सपा सरकार में 18 हजार सिपाहियों की भर्ती हुई थी। ये सभी सिपाही वर्ष 2006 में ट्रेनिंग पर गए थे। याची के अधिवक्ता एम.सी.चतुर्वेदी का कहना था कि 2007 में तत्कालीन बसपा सरकार ने इन भर्तियों को रद्द कर दिया था। बाद में ये सभी सिपाही हाईकोर्ट की शरण में गए और अदालत ने उनके सेवा निरस्तीकरण आदेश को रद्द कर दिया था। सरकार ने उच्च न्यायालय के आदेश को उच्चतम न्यायालय में चुनौती दी थी। उच्चतम न्यायालय ने राज्य सरकार को कोई राहत नहीं दी और आदेश दिया कि सरकार इन सिपाहियों को बहाल करे। उच्चतम न्यायालय के आदेश पर इन सिपाहियो को बहाल कर दिया गया और उन्होंने ट्रेनिंग भी वर्ष 2009 में पूरी कर ली। पुलिस की नई नियमावली 2008 के तहत वेतन तथा वेतनवृद्धि का लाभ सरकार उन्हें नहीं दे रही थी जिस कारण इन सिपाहियों ने अदालत की शरण ली।

41 हजार अनुदेशकों की भर्ती स्थगित

प्राथमिक स्कूलों में अनुदेशकों के लिए जाएंगे ऑनलाइन आवेदन

लखनऊ। प्रदेश सरकार ने उच्च प्राथमिक स्कूलों में 41 हजार अनुदेशकों की चयन प्रक्रिया स्थगित कर दी है। अब आवेदकों से ऑनलाइन आवेदन लिए जाएंगे। इस संबंध में सर्व शिक्षा अभियान के परियोजना निदेशक ने बेसिक शिक्षा अधिकारियों की पांच व छह नवंबर को बैठक बुलाई है।

शिक्षा का अधिकार अधिनियम लागू होने के बाद उच्च प्राथमिक स्कूलों में कक्षा छह, सात व आठ के लिए कला, शारीरिक शिक्षा और स्काउट गाइड के रूप में अनुदेशकों की चयन प्रक्रिया शुरू की गई थी। बीपीएड, सीपीएड आैर डीपीएड अभ्यर्थियों को 7000 रुपये फिक्स मानदेय पर नियुक्ति दी जानी थी।

बेसिक शिक्षा अधिकारियों को जिलों में विज्ञापन निकालकर भर्ती प्रक्रिया शुरू करने को कहा गया था। राज्य परियोजना निदेशक अतुल कुमार ने सभी बीएसए को भर्ती प्रक्रिया तत्काल स्थगित करने के लिए निर्देशित दिया है। अब ऑनलाइन आवेदन से भर्ती कराने की तैयारी है।

TNTET : Less than 3% teachers clear test

In a shocking statement on the quality of the future generation of teachers, less than 3 per cent of those who took the Teachers Eligibility Test (TET) have passed.

Results released by the state teachers' recruitment board (TRB) on Friday show that only about 19,200 (2.93 per cent) of the 6.56 lakh candidates who took the test in October got through.

Diehard optimists can, however, take cheer that the performance this time is “hugely better“ than the less than 1 per cent scored by the TET candidates in the previous test held in July. That shocking result had led the state government to direct the TRB to hold a re-examination, resulting in the October exercise. “The candidates have fared terribly. We must be very worried about the quality of the graduates coming into the teaching profession. It appears that many are straying into this area after getting rejected in other careers,“ said Shanthi, an administrator of a private school.

Rajesh, a secondary gr ade teacher aspirant who took mathematics, said that the papers were not difficult, except for Tamil.

“Most of the teachers who took the examination felt it to be relatively easy compared to their previous attempt,“ said Rajesh.

GUWAHATI, Feb 9: Bolstered by the Supreme Court’s directive setting aside a Gauhati High Court order to pave the way for recruiting more elementary school teachers in Assam, the State Government on Thursday announced that 40,800 teachers would be given appointments under the Right to Education (RTE) Act.

Addressing a press conference at the Secretariat here, State Education Minister Himanta Biswa Sarma said that it would be the biggest ever recruitment drive undertaken by a government department in the history of Assam. “On February 15, advertisement for the recruitments of 28,000 teachers at both the lower and upper primary levels will be published. Though the 28,000 posts are contractual, the salary structure, other benefits and number of leave days will be the same as that of the regular posts,’’ he said, adding: “Advertisement for the 12,800 regular posts will be published on April 15.”

The High Court, in its March 5, 2010 ruling, had imposed a ban on “further recruitment of teachers in upper and lower primary schools of the State, be it on regular, ad-hoc or contractual basis”. An apex court bench of Justice Deepak Verma and Justice KS Radhakrishnan lifted the ban on a petition by the Assam Government contending that it was making it difficult to run schools.

Sarma further stated that the candidates who had passed the Teacher Eligibility Test (TET) held recently should submit their job application forms online and a candidate could appear in the interview for the teacher’s post in four to five districts. “The interview process for the 28,000 posts will begin from March 15 and the appointment will be given before Rongali Bihu. By May 30, the appointments for the 12,800 posts will be completed,’’ he said, adding: “The selection of candidates will be based on merit that also includes the candidates’ TET and HS percentages and viva.”

Proper implementation of the RTE Act in Assam has raised the demand of recruitment of more teachers and setting up of more schools in the State. “A total of 95,000 teachers are required to properly implement the RTE Act in the State as the Act demands one lower primary school within1-kilometer radius and one upper primary school within 3-kilometer radius all over the State. We are now carrying out a survey to find out the number of new schools required to be set up in the State,” said Sarma.

Currently 565 contractual posts of teachers are lying vacant in Baska district, 2,000 in Barpeta district, 603 in Bongaigaon district, 2000 in Cachar district, 446 in Chirang district, 1100 in Darrang district, 1000 in Dhemaji district, 3,447 in Dhubri district, 760 in Dibrugarh district, 366 in Dima Hasao district, 1,700 in Goalpara district, 750 in Golaghat district, 838 in Hailakandi district, 672 in Jorhat district, 1,108 in both Kamrup district and Kamrup (Metro) district, 1,700 in Karbi Anglong district, 1,900 in Karimganj district, 1,100 in Kokrajhar district, 842 in Lakhimpur district, 1,500 in Morigaon district, 3,000 in Nagaon district, 300 in Nalbari district, 600 in Sivasagar district, 1,521 in Sonitpur district, 800 in Tinsukia district and 600 in Udalguri district.

लखनऊ : बेसिक शिक्षा परिषद के संचालित प्राथमिक स्कूलों में शिक्षकों के 72,825 रिक्त पदों पर अध्यापक पात्रता परीक्षा (टीईटी) उत्तीर्ण बीएड डिग्रीधारकों को चयन के बाद पहले प्रशिक्षु शिक्षक नियुक्त किया जाएगा। प्रशिक्षु शिक्षक के रूप में उन्हें 7300 रुपये प्रति माह मानदेय दिया जाएगा। राष्ट्रीय अध्यापक शिक्षा परिषद (एनसीटीई) की मंशा के अनुसार प्रशिक्षु शिक्षक जैसे प्रारंभिक शिक्षा शास्त्र में छह महीने की ट्रेनिंग पूरी करते जाएंगे, वैसे-वैसे उन्हें स्थायी शिक्षक की मौलिक नियुक्ति दी जाती रहेगी। मौलिक नियुक्ति होने पर उन्हें स्थायी शिक्षक का वेतनमान मिलने लगेगा। बेसिक शिक्षा मंत्री राम गोविंद चौधरी की अध्यक्षता में गुरुवार को विभाग के आला अधिकारियों की बैठक में इस पर सहमति बनी। प्रदेश में पहली बार प्रस्तावित इस व्यवस्था को अमली जामा पहनाने के लिए उप्र बेसिक शिक्षा (अध्यापक) सेवा नियमावली, 1981 में संशोधन करके परिषदीय स्कूलों में प्रशिक्षु शिक्षक नियुक्त करने और ट्रेनिंग के बाद उन्हें मौलिक नियुक्ति देने का प्राविधान जोड़ा जाएगा। यह भी तय हुआ है कि टीईटी उत्तीर्ण बीएड डिग्रीधारकों का प्रशिक्षु शिक्षक के तौर पर चयन करने के लिए अभ्यर्थियों के हाईस्कूल के प्राप्तांक प्रतिशत के 10, इंटरमीडिएट के 20, स्नातक के 40 व बीएड के 30 प्रतिशत अंकों को जोड़कर मेरिट तैयार की जाएगी। इसके आधार पर ही चयनित अभ्यर्थियों की ट्रेनिंग का क्रम तय किया जाएगा। बेसिक शिक्षा विभाग की मंशा है कि इस व्यवस्था को लागू करने के लिए उप्र बेसिक शिक्षा (अध्यापक) सेवा नियमावली में नवंबर के अंत तक संशोधन किया जाए। फिर दिसंबर से टीईटी उत्तीर्ण बीएड डिग्रीधारक अभ्यर्थियों से ऑनलाइन आवेदन आमंत्रित किये जाएंगे। इससे पहले यह तय हुआ था कि 72,825 पदों पर भर्ती के लिए टीईटी उत्तीर्ण बीएड डिग्रीधारकों का मेरिट के आधार पर चयन कर पहले उन्हें छह महीने का विशिष्ट बीटीसी प्रशिक्षण दिया जाएगा। विशिष्ट बीटीसी प्रशिक्षण पूरा करने के बाद उन्हें नियुक्ति दी जाएगी। यह भी तय हुआ था कि चयन की जो मेरिट बनेगी उसमें अभ्यर्थियों द्वारा हाईस्कूल में प्राप्तांक प्रतिशत के 10, इंटरमीडिएट के 20 व स्नातक के 40 प्रतिशत अंकों को जोड़ा जाएगा। इसके अलावा, यदि अभ्यर्थी को बीएडके थ्योरी और प्रैक्टिकल में प्रथम श्रेणी प्राप्त हुई है तो उसे प्रत्येक के लिए 12-12, द्वितीय श्रेणी के लिए 6-6 और तृतीय श्रेणी के लिए 3-3 अंक मिलेंगे। मेरिट निर्धारण में बीएड के अंकों को लेकर सवाल उठाये जा रहे थे। कहा जा रहा था कि श्रेणियों के आधार पर मनमाने तरीके से अंक तय करना उचित नहीं है। विभाग को शिक्षकों की भर्ती में नयी व्यवस्था लागू करने के बारे में इसलिए सोचना पड़ा क्योंकि एनसीटीई ने बीएड डिग्रीधारकों को शिक्षक नियुक्त करने के लिए 31 मार्च 2014 तक का समय दिया है। यदि अभ्यर्थियों का पहले विशिष्ट बीटीसी ट्रेनिंग के लिए चयन करने के बाद उन्हें नियुक्ति दी जाती तो प्रदेश में एक बैच में अधिकतम 20,000 अभ्यर्थियों को ही ट्रेनिंग देने की क्षमता है। चार बैच को ट्रेनिंग देने में कम से कम दो वर्ष का समय लगता और तब तक स्वीकृत समयसीमा बीत जाती। समय बीतने के बाद शिक्षकों की नियुक्ति नहीं हो पाती। दूसरा, जो नयी व्यवस्था सोची गई है, उसमें मेरिट निर्धारण में बीएड के अंकों को लेकर उठायी जा रही आपत्ति भी दूर हो सकेगी।

BTC/UPTET : परीक्षा परिणाम घोषित करने की उठी आवाज

मऊ : बीटीसी 2010 बैच की परीक्षा का परिणाम घोषित करने को लेकर डायट के प्रशिक्षणार्थियों ने गुरुवार को कलेक्ट्रेट पर प्रदर्शन किया। इस दौरान जिलाधिकारी को पत्रक सौंपकर 12 नवंबर तक परीक्षा परिणाम घोषित करने की मांग की। उन्हें इस दिशा में सार्थक कदम उठाने का आश्वासन मिला।

बीटीसी अंतिम सेमेस्टर के प्रशिक्षु विनय सिंह व अमित सिंह ने बताया कि शिक्षा विभाग द्वारा सहायक अध्यापक की नियुक्ति हेतु विज्ञापन प्रकाशित किया गया है। बीटीसी 2010 का परीक्षा परिणाम न आने की स्थिति में विज्ञापित 9600 पदों में आधे से अधिक पद रिक्त रहने की संभावना है। वे प्रशिक्षण पूरा करने के साथ अध्यापक पात्रता परीक्षा भी उत्तीर्ण कर चुके हैं। परीक्षा परिणाम 12 नवंबर तक आ जाता है तो वे भी इस नियुक्ति के लिए पात्र होते। इसलिए परिणाम घोषित किया जाय अन्यथा नियुक्ति हेतु विज्ञापन की तिथि बढ़ाई जाय। ज्ञापन सौंपने वालों में रश्मि राय, पूजा शाही, नूसरत जहां, वंदना विश्वकर्मा, पूनम मौर्या, अनीता यादव, रेखा सिंह, इंद्रजीत, मनोज, रजनीकांत, अरूण मौर्य, सतेंद्र, जितेंद्र, धीरज मौर्य आदि शामिल थे।

ALLAHABAD: Students appearing in competitive examinations along with Teachers Eligibility Test ( TET) aspirants under the banner of Pratiyogi Chatra Morcha took out a procession till the Collectorate on Wednesday and demanded filling up of around 72,825 posts of primary teachers in the state.

They raised slogans against the state government and education department for failing to initiate the process of filling up the vacancies. The protestors blocked the Collectorate road and later handed over a memorandum to the district officials.

Morcha convenor Rajesh Kumar Singh said the state government has failed to fill up the post of primary teachers despite receiving a directive from the high court. This poinst towards their insensitivity towards the candidates who have applied for 72,825 vacancies of primary teachers in the state.

Teachers Eligibility Test process initiated in Cooch Behar

COOCH BEHAR (WB): The process for the Teachers Eligibility Test for recruitment of primary school teachers has been initiated in Cooch Behar district.

The authorities of the District Primary School Council (DPSC) and the Uttar Banga Kshetriya Gramin Bank reached an agreement in this regard on Wednesday evening.

The matter is now under consideration of the district magistrate for his approval.

DPSC chairperson Kalyani Poddar said on Thursday that the application forms for the TET will be distributed from the selected 35 branches of the Gramin Bank on and from November 17.

The forms will arrive in Cooch Behar from Kolkata within a day or two, Poddar said.

The DPSC chairperson also said that the TET examination will be held on the same day all over the state.

After the completion of the TET examination, the DPSC will be able to fill up vacant posts of teachers in the primary schools.

Presently there are 1,245 posts of teachers lying vacant at different government primary schools in the district, she said.
