In 2nd year of exam, just 1% clear TET paper

PUNE: The teacher eligibility test (TET) continues to stump candidates for the second year in a row. Only about 1% candidates from 2.45 lakh passed Paper I of TET, reflecting a 3.39% dip in pass percentage as compared to last year. In Paper II, 4.92% candidates of 1.54 lakh passed, registering a marginal dip of 1%.


As per the Right to Education (RTE) act, the TET score is essential for a candidate to be appointed as a teacher in Zilla Parishad and municipal schools as well as private institutions.

Maharashtra State Council of Examination commissioner said the result may have been poor as it was only the second year of the examination.

Paper I was for candidates aspiring for posts of primary teachers, whereas Paper II was for those wanting to be secondary school teachers. Some candidates, who already have jobs as teachers in government schools, have also appeared for the test. Each paper had 150 questions of one mark each. The examination was held on December 14 last year in three mediums — Marathi, English and Urdu.

V B Paymal, commissioner of the council, said, "It was the second year of the examination in the state. Hence, there is no older data for comparison except the last year. However, if the results of other states are compared, then the state results are more or less the same." The results were announced online on mahatet.in on Thursday.

In Paper I of English medium, only 13 candidates passed of the 4,035 who had enrolled. In Paper II, 48 candidates passed the exam of the 5,133 enrolled. In both papers, Marathi medium candidates registered a higher pass percentage.

Heramb Kulkarni, education expert, said, "The eligibility test conducted by the government is fairly new. We will need at least five years data in order to analyse the performance."

The successful candidates will now be eligible for recruitment while the rest will have to reattempt the paper.

Paymal said there will be no further debate on question paper or the answer key as the council had invited suggestions and objections from the people concerned. The final answer key was declared after considering their feedback, he said.

Paymal said an online application form can be filled by candidates if they felt any shortcomings in the results. The application forms could be sent by email to mahatethelp@gmail.com. The candidates who have cleared the exam will be eligible for recruitment and the eligibility certificate will be given by the education officer at a later date.

Only 2.5% candidates clear teacher’s eligibility test in Maharashtra this year

MUMBAI: Only about 2.5% aspirants in the state have managed to pass the Teachers' Eligibility Test (TET) conducted by the Maharashtra State Council of Examination. Last year, which was the first year of the test, about 5% of the total aspirants passed the exam. Educationists said the results are an indication of the poor quality of teacher training.

According to the Right to Education Act of 2009, all aspiring teachers who wish to be employed at aided schools in the state for lower primary (class I to V) and upper primary (class VI to VIII) must pass the eligibility test.

Over 3.8 lakh candidates appeared in the test conducted on December 14, 2014. Teachers aspiring to teach in class I to V have to appear for Paper I and teachers for class VI to VIII have to appear for Paper II. Of the 2.45 lakh candidates who appeared for Paper I, only 1.04% passed the examination and of the 1.42 lakh candidates who appeared for Paper II, only 4.92% passed.

Candidates could take the exam in English, Urdu and Marathi. The worst performance was in Paper I in Urdu, which none of the aspirants could pass. Candidates need to score 60% to pass the exam.

"The result is very bad and aspirants are not doing well as there is no guidance on how to prepare for these tests. The candidates also don't read beyond the textbook and the paper demands much more," said Najma Kazi, principal of Anjuman-I-Islam's Saif Tyabji Girls' High School, Byculla.

It has also raised concerns over the quality of teacher training institutes in the state. "A lot of private teacher training institutes have mushroomed in the state. These are not monitored
and are not providing quality education despite charging high fees. The government needs to keep a check and shut those who do not meet minimum standards," said Prashant Redij, vice-president of the Mumbai School Principals Association.

Experts feel the need to review the curriculum of courses being offered at the teacher training colleges. "One reason is that teaching is not the first choice of profession for many and hence the test is not being taken seriously. The curriculum these aspirants are studying at their colleges is outdated and needs to be changed to match the current standards," s

Of the 4.14 lakh teacher aspirants registered with the Maharashtra State Examination Council (MSCE) for the Teacher Eligibility Test (TET), about 3.89 lakh took the exam on Sunday. The test was conducted at 1,363 centres across the state and went off smoothly, barring very few instances of malpractice. The number of candidates registered this year was significantly lower than last year. Over 6 lakh people had registered for the exam in 2013.

Going by the National Council for Teacher Education (NCTE) guidelines, the state has defined professional and educational qualifications a must for the TET. Of the two papers, part I is for aspirants who want to teach students between grades I and V, while part II pertains to higher classes. Candidates interested teaching students of all standards are required to give both papers.

MSCE chairman D V Sahasrabuddhe said, "The number of candidates registered last was more than 6 lakh which has come down to 4 lakh this year. However, the reason for the drop has nothing to do with the surplus issue that is being currently discussed."

About 5 per cent of the number of candidates had cleared the test last year. This year's results will be out in two to three months.

NASHIK: As many as 22,605 candidates are likely to appear for the Teacher's Eligibility Test (TET) scheduled to be held on December 14. The Nashik zilla parishad has chalked out 76 centres across the district for the examination.

Over 4 lakh candidates have applied for the test across the state. The exam is conducted by the Maharashtra State Council of Examination (MSCE). It was conducted for the first time in the state in December last year. Only 5-6% candidates cleared it.

An official at the education department of the ZP said that as many as 12,328 candidates have applied for Marathi, 464 for Urdu and 126 for English for paper I, while the number of candidates applying for paper II is 6,545 from Marathi medium and 243 from Urdu and English each. Paper I is for candidates who wish
to teach class I to V, while paper II is for those aspiring to teach class VIII to X.


"Around 2,656 candidates would appear for the papers. Of the 76 centres in the district, two each have been reserved for Urdu and English medium, while for Marathi medium, 63 have been allotted for paper I and 32 for paper II," the official said.

Last year there were 19,020 candidates appearing for paper I, while 14,925 candidates who attempted paper II, amounting to a total of 33,945 candidates.

The number of candidates aspiring to become teachers has dropped by 11,340 this year.

The official said that lack of vacancies this year in schools is the reason behind the low registrations.

Low pass percentage last year, study pattern and delay in conducting of examinations, besides the other technical issues faced last year, are also said to be some of the reasons for less number of students appearing for the examinations.

PUNE: The Maharashtra State Council of Examination (MSCE) is likely to conduct the Teacher eligibility test (TET) on December 14.

The council had invited applications for the exam in August last year, however, no announcement was made until now. The December date is almost final and the official announcement for inviting applications will soon be made on the website.

On August 27, TOI had reported that the uncertainty over the exam has left several candidates clueless about the dates. Last year, the schedule for filling of application forms, examination and also the paper format were released by August-end.


The exam was conducted for the first time in Maharashtra on December 15 last year. Only about 5-6% candidates had cleared the exam.

VB Paimal, commissioner of MSCE, said, "We are likely to finalise December 14 as the date for the exam. We are conducting at least four exams between September and December which caused the delay. The pre-examination process is available online. We are accepting forms online, however, the server is overburdened. That's why we have not called for any applications for the exam yet."

As per the Right to Education Act, each state should conduct TET to ensure appointment of qualified teachers in schools. The TET score is an essential requirement for a candidate to be appointed as a teacher in zilla parishad or municipal schools as well as private institutions.

"We will soon be announcing the date of application online. Over six lakh candidates are expected to write the exams," said Paimal.

PUNE: The state government's recent decision to lift its ban on the recruitment of teachers has come as a huge relief for thousands of aspirants.

The government had frozen the recruitment process after a state-wide school inspection drive in 2011 found excess teachers in several schools. Recruitment was banned till the excess teachers were relocated to schools where they were needed.

The education department issued a government resolution (GR) on June 20 declaring that the recruitment ban has been lifted. However, there is no clarity about those who have cleared the first-ever teacher eligibility test (TET) conducted in December 2013.

Mahavir Mane, state director of education (primary), said the 2011 school inspection drive had identified as many as 2,000 excess teachers. "Our department has been shifting teachers to places where there is a shortage. Once all the 2,000 teachers are placed, new teachers will be recruited," he said.

As many as six lakh teachers appeared for the state TET in December. Only 4.43% candidates who appeared for the TET for primary teachers could clear paper I whereas 5.95% teachers cleared paper II for secondary teachers.

The GR says the state commissioner of education will chart out the requirement of teachers at the taluka-level and initiate the allotment process. Once allotment is done, the commissioner should take stock of the vacant posts and initiate the recruitment process.

The GR also states that restrictions on recruitments in higher secondary schools and junior colleges have been lifted. However, a separate notification will be issued for this.

Revealing the abysmal plight of teacher education in the state, only around five per cent candidates have qualified as the much-awaited results of Teacher Eligibility Test (TET) that were declared on Friday. Candidates belonging to backward classes have done better than the open category students.

A total of 3, 67, 896 candidates appeared for paper one (for D.Ed qualified) and 2, 24, 094 appeared for paper two (for B.Ed qualified). Only 4.43 per cent (paper one) and 5.95 per cent (paper two) candidates have qualified. The worst performance is in English and Urdu medium papers as paper one and two combined the qualifying percentage is 1.99 and 1.78 .

In the paper one and two combined results, candidates belonging to backward classes and those in the differently-abled category have outshone their open category counterparts. As per the results, 4.14 per cent and 4.503 per cent BC and disabled students have qualified TET in comparison to only 2.135 per cent in open category. The candidates had to score at least 59.5 per cent (for open category) and 54.5 (for backward caste and disabled category) to qualify.

The exam was held in Marathi, English and Urdu mediums. As per the Right to Education Act, 2009, all states have to mandatorily conduct TET for recruitment of teachers to all types of schools. This was the first exam conducted by Maharashtra. Only candidates who have qualified the TET will be eligible for teaching jobs henceforth.

“This shows the dismal state of teacher education in the state. The syllabus for the exam was for paper one the syllabus was from classes I-V and for paper two it was from class VI-VIII. If candidates can’t even score 60 per cent in the exam, what were they going to teach the students?,” said an education official who did not wish to be named. “The initial proposal was to hold TET even for the existing teachers but they protested and the exam was made compulsory only for future candidates. But if the exam was held even for the existing teachers, the plight of primary education in the state would have been revealed,” he added.

NK Jarag, director of State Council of Educational Research and Training (SCERT), conceded that the quality of teaching in the D.Ed and B.Ed colleges of the state was abysmal. “There are so many D.Ed and B.Ed colleges in the state and the standard of teaching is low. The institutes should check how many of their students have qualified and then decide whether they should even operate or not,” said Jarag.

The grievance redressal period for the students is till March 23. They have to visit the website and if there is a problem with their result, they have to fill in the prescribed form and submit it to the examination council. The results will be declared in the near

KOLHAPUR: Candidates appearing for the first-ever Teachers' Eligibility Test (TET) on Sunday termed it "a tough experience", with many stating that they had not expected the difficulty level to be this strong for the first test.

"The questions and the pattern were supposed to be on a par with the secondary and higher-secondary syllabi, but could easily match competitive examination question standards. I regularly appear for competitive examinations and still it was a tough exam for me on Sunday," said Vishal Nikam, a BA BEd candidate and a TET aspirant.

TET aspirant Ragini Patil said she had expected a better performance from herself. "But it was a difficult test for me. The 150-minute time for 150 questions was not enough and it was an average examination experience for me," Patil said.

TET, applicable to those aspiring to join as teachers, demands strict educational qualification standards, with a 60% cut-off score for open category students and 55% for reserved category students. Candidates clearing the examination will obtain the TET certificate, valid for seven years.

Jayashri Gurav, a MA BEd candidate and TET aspirant, said that while there was no problem with the question paper, the unavailability of reference material may have proved to be costly for many aspirants. Many were unaware of the nature of the questions, which is why the Sunday test proved to be tough. "Next year, the test will not be so tough," said aspirant Kiran Patil.

Maharashtra State Council of Examination (MSCE) officials told TOI that the examination was conducted smoothly, with a 90-95% appearance from registered candidates throughout the state. There were no complaints received during the day.

"Overall, 96.41% candidates were present for the examination. No complaint whatsoever was registered during the examination. The department had appointed a staff of 1,319 officers and other staff members for the exam in 63 examination centres in the city," said Smita Gaud, primary education officer, Kolhapur zilla parishad.A state government representative said that the test would help filter the best candidates and that public and private schools will be allowed to recruit only those teachers who have cleared the TET. There are a total of 3,38,658 sanctioned posts of teachers in the state, of which 32,746 are now vacant.

The test-takers of the first time held Maharashtra state Teacher Eligibility Test (TET) were seen complaining about being asked out of the Syllabus and tough questions in the exam, and held responsible Maharashtra State Council of Examination and the state education department for creating such question paper. The TET was conducted on 15-12-2013 and more than 5 lakh students appeared for this state Test.

Upon being asked the teachers said that they had asked for the exam syllabus on the day the examination date notification was released.Nevertheless, the contents and syllabus was not announced in order to avoid confusion among the aspirants regarding how much to prepare for.

One of the examinees, Shaikh Zamir Raza, told that Paper I of Urdu language contained minimum 21 questions that had none of the options as correct answer, and same problem was with paper II. The questions were half-heartedly prepared without being reviseddue to which many questions lost meaning when translated from Marathi to Urdu and candidates could not understand the question itself.

Another candidate, Yasmin Hamdi, complained of wastage of their time while attempting answer, as all options were provided wrong in many questions.

Shekhar Yashwante,an another test-writer informed that mathematics questions in the paper I meant for DT.Ed pass candidates, who have studied only HSC level Math were asked difficult questions from degree college syllabus. In contrast, the paper II, attempted by B.Ed applicants received question paper that contained much easier questions.

Vaishali Raut, examinee said despite making repetitive requests the syllabus of tests were not revealed and the authorities abstained from issuing the syllabus, which resulted in candidates getting confused.

The only help the State Council did was  for paper I, in which they timely informed of test syllabus to be from classes I to V of the state board, with no additional details provided.

Being disappointed with the already taken TET the candidates have now written to the Maharashtra State Council of Examination to demanding fora re-test along with announcing the precise syllabus based on which the TET question paper would be designed.

Dilip Sahastrabuddhe, chairman of the Maharashtra State Council of Examination, told on the matter that they have received letters from a few candidates, and made certain of no re-test to be sanctioned.Though, a consultation will be held with all the exam authorities to declare the further course of action.
