When the matter has been taken up Sri Neeraj Upadhyay, learned Standing counsel has produced before this Court the order passed in Civil Misc. Writ Petition No. 76039 of 2011 dated 06.08.2021 which reads as follows.;
"An affidavit has been filed on behalf of the State of Uttar Pradesh by the Secretary, Basic Education, U.P. Government at Lucknow. Along with affidavit a copy of the Cabinet Decision as communicated to the Director of Basic Education by the Chief Secretary of the State dated 21st July, 2012 has been brought on record.
Sri C.B. Yadav, learned Additional Advocate General informs the Court that necessary amendments in the Rules in terms of the Cabinet Decision is still to be taken.
Sri Ashok Khare learned Senior Advocate points out that a writ petition has already been filed challenging the Cabinet Decision as notified under the order dated 21st July, 2012.
Let the State make necessary amendments, as desired, in the statutory rules regulating the appointment of assistant teachers in Parishidiya Vidyalayas by 25th August, 2012.
Such direction is being issued by the Court only because appointment on the post of assistant teachers in Parishidiya Vidyalayas is held-up since last so many years, initially because of proper advertisement being not published and then a serious dispute in respect of Teachers Eligibility Test Examination held by the State Government has been arisen.
This Court must resolve the issue so that suitable teachers may be appointed in Parishidiya Vidyalayas, where there are acute shortage of qualified teachers.
This Court may clarify that no opinion is being expressed by the Court on the Cabinet decision taken by the State Government. It is for the State to examine all aspects of the matter before making any amendments in the Rules, however, whatever is required to be done must be done by the next date.
In the affidavit to be filed by the State on the next date, query made under the order of the Court dated 25th May, 2012 must also be answered.
List this matter on 27th August, 2012. Interim order granted earlier by this Court shall continue in operation till the next date fixed. "

Issue raised in present writ petition is the issue which is already engaging the attention of that particular Bench, in view of this it would be much more appropriate that record of present writ petition be also placed alongwith the record of Civil Misc. Writ Petition No. 76039 of 2011 on the date fixed in the aforesaid writ petition. The said matter, it has been informed has been nominated to Hon'ble Mr. Justice Arun Tandon. Let requisite orders be obtained by the Acting Chief Justice.
In the meantime learned Additional Chief Standing Counsel, in case so desire he may file counter affidavit in the present writ petition

आज प्रधान मंत्री जी ने स्वतंत्रता दिवस पर लोकपाल को पारित करने  व महंगाई   से निपटने के लिये अपनी प्रति बद्द्ता को दोहराया व शिक्षा के क्षेत्र में सरकार की प्रतिबद्धता  फिर से दोहराया है 

आज जिस प्रकार देश में  भ्रष्टाचार  व  महंगाई   के मुद्दों को लेकर आंदोलन हो रहे हैं उसको देखते हुए पता लगता है कि आम जनता इन परेशानियो से कितनी त्रस्त है |

हर कोई दिल्ली पहुँच कर अपनी उपस्थिति तो नहीं दर्ज कर सकता , लेकिन इस तरह के समस्यायों से बहुत  से लोग जूझ रहे हैं |

सभी तरह के सरकारी कार्यों में बेहद पारदर्शिता लाई जानी बेहद जरुरी है | सरकारी कर्मचारी / अधिकारी ,जन तंत्र में जनता के प्रति जवाबदेह हैं |

आर टी आई पहले ही साफ़ कर चुका है कि सरकारी कर्मचारियों कि गोपनीय रिपोर्ट , गोपनीय नहीं है | यह ब्रिटिश शासन के अंतर्गत होता था जब सरकारी कर्मचारी , ब्रिटिश शासन के प्रति जवादेह थे |

मेरे ख्याल से सभी सरकारी कर्मचारियों की गोपनीय रिपोर्ट , हर विभाग  की वेब साईट पर जनता के समक्ष सार्वजानिक की जानी चाहिए और वे ऐसा क्या कार्य कर रहे हैं जिसके लिए सरकार उनको तनख्वाह देती है |

सरकारी सेवा में आने वाले कर्मचारियों की चयन प्रक्रिया - लिखित परीक्षा में अंक , साक्षातकार परीक्षा में अंक आदि , विभागों की वेब साईट पर सार्वजानिक किये जाने चाहिए |

साक्षातकार में विडियो ग्राफी आदि उपयोग में लाई जा सकती है | या बहु स्तरीय परीक्षाएं आयोजित की जा सकती हैं |

(आज तकनीकी का प्रभाव बढता जा रहा है , और वेब साईट , विडियो ग्राफी जैसी बातें बेहद आम हो गयी हैं )

साथ ही समय समय पर सरकारी कर्मियों के कार्यों / क्षमताओं का मूल्याङ्कन होते रहना चाहिए | यह नहीं होना चाहिए कि कोई व्यक्ति एक बार सरकारी सेवा में चुन लिया गया और उसकी कार्य क्षमता निराशा जनक है /

या वह किसी तरह की बेईमानी करके सरकारी सेवा में आ गया तो उसको हटाया नहीं जा सकता |

सभी सरकारी कर्मचारियों की उपस्थिति पंजिका , किसी एक सिस्टम के हवाले होनी चाहिए | कई बार बड़े स्तर के अधिकारी / कर्मचारिओं की मिलीभगत से जनता को समयबद्ध तरीके से सेवाएँ नहीं मिल पाती |

कारण - कर्मचारी , अधिकारी कार्यालय समय में दफ्तर से गायब , या कोई पर्सनल काम के लिये दफ्तर के समय का उपयोग करते हैं , या फिर किसी निजी फायदा / भ्रस्टाचार में संलिप्तता की वजह से सेवाएँ नहीं देते हैं |

(ऐसे में आम आदमी कहाँ जाये )

अधिकारी चाहे बड़े स्तर का हो या छोटे स्तर का , कार्यालय समय में बहार रहने पर उसकी सारी जानकारी मूवमेंट रजिस्टर इत्यादि में दर्ज होनी चाहिए |

कई बार पाया जाता है कि अधिकारिओं के बच्चे / पत्नी सरकारी गाडीयों का उपयोग अपने निजी कार्यों - स्कूल आदि छोड़ने में , शोपिंग आदि में करते हैं | 

ये सभी सरकारी गाडीयां व वेतन  जनता की खून पसीने की कमाई से टेक्स (इनकम टेक्स , सेल टेक्स , सर्विस टेक्स , मनोरंजन टेक्स आदि ) आदि के जरिये इन सरकारी कर्मचारियों को जनता की सेवा के लिये दीया जाता है 

जिस प्रकार पोलिटिक्स में चुने गए नेताओं को रिकाल करने की बात हो रही है उस प्रकार सरकारी कर्मचारियों के रिकाल की व्यवस्था होनी चाहिए |

व्यवस्था खुद बा खुद सुधरती चली जायेगी |

काला धन इत्यादि को सरकारी संपत्ति घोषित करना भी अच्छा कदम है और सरकार इस विधेयक को पारित कर सकती है , इससे काला धन अर्जित करने वालों पर स्वत : रोक लग जायगी |

ASSAM Teacher Eligibility Test News : -
GUWAHATI: The second phase of appointing teachers who passed the Teachers' Eligibility Test (TET) took place at Sarusajai Stadium on Sunday. Altogether 14,640 candidates were appointed.

Earlier on May 20, 26,110 candidates were appointed for the lower primary (LP) and middle english (ME) schools in the first phase. The TET examination was held on January 10 this year for the first time.

While distributing the appointment letters to the candidates, chief minister Tarun Gogoi said, "The success of the TET examination and the appointment of teachers in such a large number depended a lot on the co-operation of the Centre too and I thank the Centre for their support."

"The idea was to bring in more qualified teachers who can teach methodically so that the students benefit from it. Besides that, we also want to bring a change in the curriculum and include more vocational subjects which will help students get a job," he said.

The education minister Himanta Biswa Sarma said after the success of the TET examination for LP and ME schools, TET examination will also be held to appoint teachers in high schools on December 9.

"This is a great success as after 2001, there hasn't been any teachers' recruitment in such a large number. We will conduct another TET examination on December 9 to recruit teachers in the high school level," he said.

"The next phase of appointments was scheduled to take place on September 9, but we preponed it to August 12 as our main aim was to provide teachers in schools where they are required," he added. The TET qualified teachers would also get a special diploma in education training (D.ed), the minister said.

It may be mentioned that there are over 8,000 schools with a single teacher and 12,000 with two teachers in the state. LS Changsen, mission director of Sarva Shiksha Abhiyaan (SSA) said, "There are thousands of schools with just one or two teachers, so we need more teachers to go to the remote areas."

अध्यापक योग्यता परीक्षा पास बेरोजगार अध्यापकों ने पंजाब सरकार के विरोध में भाई कन्हैया चौक में रैली निकाली और सरकार का पुतला फूंका।

रैली को संबोधित करते हुए जिला प्रधान प्रद्युमनपाल सिंह ने बताया कि पंजाब सरकार के सरकारी स्कूलों में लगभग 50 हजार पद खाली पड़े हैं। इसके बावजूद पंजाब सरकार टीईटी पास 9 हजार के करीब अध्यापकों को भर्ती न कर गरीब बच्चों का भविष्य अंधकार में डाल रही है। इसके अलावा सरकार रेशनेलाइजेशन की नीति लागू करके विद्यार्थियों, अध्यापकों और बेरोजगारों के साथ धक्केशाही कर रही है। वक्ताओं ने कहा कि 16 जुलाई को यूनियन के नेताओं व मुख्यमंत्री प्रकाश सिंह बादल ने एक सप्ताह में पांच हजार नई मास्टर कैडर पदों के लिए इश्तिहार जारी करने तथा शिक्षा विभाग द्वारा पहले ही अप्लाई करवाई जा चुकी 3442 एवं ईटीटी की 1273 पदों के काउंसलिंग के बाद जल्द नियुक्ति पत्र देने के आदेश दिए थे, मगर एक महीना बीतने के बाद भी नियुक्ति पत्र जारी नहीं किए गए। इस मौके पर गगनदीप सिंह, सुखविंदर सिंह, हरसिमरण सिंह, छिंदरपाल, राजवीर सिंह, कुलदीप कौर, नीशु गोयल, हरजीत कौर, नैंसी, सुषमा, अनुराधा, जतिंदर कौर, कुलदीप कौर, रूपीइन्द्र कौर, सर्बजीत कौर, सुनीता आदि उपस्थित रहे

मऊ : अध्यापक भर्ती का आधार टीईटी परीक्षा का मेरिट ही होना चाहिये। इसमें फेर बदल किसी भी कीमत पर स्वीकार नहीं होगा। सरकार ने एक माह के अन्दर बेरोजगारों की मांगें नहीं मानी तो वे कोर्ट जायेंगे और अपना हक लेकर रहेंगे। यह बातें जीवन राम छात्रावास कैम्पस में रविवार को टीइटी बेरोजगारों की बैठक में कही गयी।

बैठक की अध्यक्षता कर रहे हुये सुनील गावस्कर ने कहा कि नवम्बर 2011 में शिक्षक भर्ती के लिये जो विज्ञापन निकला था उसको सपा सरकार निरस्त करना चाहती है। लेकिन टीईटी बेरोजगार उसको निरस्त नहीं होने देंगे। रणवीर सिंह व राजीव यादव ने कहा कि जिस वक्त टीइटी की परीक्षा ली गयी थी उस वक्त कहा गया था कि उक्त परीक्षा उत्तीर्ण करने के बाद सीधे अध्यापक की नौकरी प्रदान कर दी जायेगी लेकिन सरकार बदलने के बाद से उक्त नियम का अनुपालन नहीं किया जा रहा है। बैठक में अरुण कुमार, बृजेश चौहान, मुनीर अहमद, अनिल पांडेय, विनोद कुमार, सर्वदानंद गुप्ता आदि मौजूद रहे

UPTET : टीईटी अब कोर्ट के जरिए मांगेंगे हक

आजमगढ़: उत्तर प्रदेश टीईटी संघर्ष मोर्चा की बैठक रविवार को कुंवर सिंह उद्यान में हुई। इसमें अभ्यर्थियों की नियुक्ति टीईटी मेरिट के आधार पर करने की सरकार से मांग की गई।
बैठक में निर्णय लिया गया कि यदि सरकार ने मेरिट के आधार पर नियुक्ति का रास्ता साफ नहीं किया तो वे न्यायालय की शरण में जाएंगे। वक्ताओं ने कहा कि यह उनका अधिकार है। सरकार को किसी भी प्रकार की कोई मनमानी नहीं करने दी जाएगी। वक्ताओं ने कहा कि संगठन के सभी सदस्य एकजुट होकर अधिकार की लड़ाई लड़ें। सफलता एक न एक दिन उन्हें जरूर मिलेगी। सत्य परेशान हो सकता है किंतु पराजित नहीं हो सकता है। संगठन को मजबूत कर इस लड़ाई को अंजाम तक पहुंचाना है। बैठक में उमेश वर्मा, अरविंद यादव, महेंद्र कुमार, राकेश चंद यादव, सुरेंद्र कुमार, आजाद यादव, विजय कुमार, मनोज कुमार, रणविजय, यासिन जफर, हस्सान जफर, भोला यादव, सिद्धेश्वरी पांडेय आदि उपस्थित थे

लखनऊ। बेसिक शिक्षा विभाग में शिक्षक भर्ती के लिए इस बार ऑनलाइन आवेदन लिए जाएंगे। पदों की संख्या 72 हजार 825 से बढ़ाकर 78 हजार 325 कर दी गई है। इसमें 5500 सीटें टीईटी पास बीटीसी और विशिष्ट बीटीसी वालों के लिए होंगी। चयन के लिए हाईस्कूल, इंटर, स्नातक और बीएड में मिले प्राप्तांकों के आधार पर मेरिट बनाई जाएगी। आवेदन के लिए 21 से 35 वर्ष वाले पात्र होंगे। विकलांगों को 15 वर्ष की आयु सीमा में छूट दी जाएगी। अभ्यर्थियों से जिलेवार विकल्प लिए जाएंगे। इसके लिए ऐच्छिक छूट होगी। पर काउंसलिंग सभी जिला प्रशिक्षण संस्थान (डायट) पर एक साथ शुरू होगी, ताकि अभ्यर्थी एक ही जिले में काउंसलिंग करा सके। बेसिक शिक्षा निदेशालय ने शिक्षक भर्ती और अध्यापक सेवा नियमावली में संशोधन का प्रस्ताव भेज दिया है। इसे शीघ्र ही कैबिनेट से मंजूरी के लिए रखा जाएगा। शासन स्तर में इसमें संशोधन भी किया जा सकता है।

यूपी के बेसिक स्कूलों में 72 हजार 825 शिक्षकों की भर्ती के लिए नवंबर 2011 में विज्ञापन निकाल कर शिक्षकों का चयन शिक्षक पात्रता परीक्षा (टीईटी) मेरिट पर किए जाने का निर्णय किया गया था, लेकिन टीईटी के विवादों में पड़ने की वजह से भर्ती प्रक्रिया पूरी नहीं हो पाई। अखिलेश सरकार ने शिक्षकों की भर्ती शैक्षिक मेरिट के आधार पर करने का निर्णय किया है। इसके लिए अध्यापक सेवा नियमावली में संशोधन किया जाएगा।

इस बार 78 हजार 325 शिक्षक पदों पर भर्ती के लिए विज्ञापन निकाला जाएगा। इसमें 5500 पद टीईटी पास करने वाले बीटीसी और विशिष्ट बीटीसी अभ्यर्थियों के लिए होगा। शेष बचने वाले 72 हजार 825 पदों पर टीईटी पास बीएड डिग्रीधारियों को रखा जाएगा। आवेदन ऑनलाइन लिए जाएंगे पर इसमें विकल्प देने के लिए ऐच्छिक छूट होगी। अभ्यर्थियों द्वारा दिए गए विकल्प के आधार पर उसका आवेदन जिलेवार भेज दिया जाएगा। मेरिट जिला स्तर पर ही बनाई जाएगी। इसके लिए डायट प्राचार्य की अध्यक्षता में कमेटी बनाई जाएगी, इसमें जिला विद्यालय निरीक्षक, बेसिक शिक्षा अधिकारी और जिला प्रशासन के अधिकारी शामिल होंगे

KTET : State for extension of RTE Act up to PU

The State government will write to the Centre to extend the provisions of Right to Education (RTE) Act for providing free and compulsory education up to pre-university level, Primary and Secondary Education Minister Visvesvara Hegde Kageri informed the Legislative Assembly on Thursday.

Replying to a discussion on the implementation of RTE in the State, Kageri said the State will seek amending the RTE Act to extend the provision of free and compulsory education up to the age of 18 years, from the present 6-14 age group.

He said the State’s expenditure on implementing the Act by way of reimbursement of fees to school management which admit underprivileged students would cross Rs 1,000 crore next year and increase by the year.

He said the Centre should share with the State’s financial burden of implementing the provisions. 

Kageri also warned that stern action would be initiated against private managements who refuse to implement the Act or discriminate students admitted under RTE Act. 

The minister admitted that there had been delay in the implementation of RTE Act this academic year, but the government had taken steps to ensure that maximum number of students are benefitted.

The government will take action as per law if schools are found violating the Act. 

Sudents benefitted

The minister also admitted that 50,000 students have been benefitted under the RTE Act while one lakh students have been identified.

There was some communication gap between the government and private schools which also lead to the delay in its implementation. From next year onwards, the rule will be strictly followed, he assured the House. 

Earlier, H C Mahadevappa (Cong) said private schools in the State had to admit 1.12 lakh students keeping in view that 25 per cent seats should be reserved for the underprivileged, but only 40,000 students had secured admissions.

Leader of the Opposition Siddaramaiah sought the arrest of former president of KUSMA G S Sharma for making derogatory remarks against students seeking admission under RTE Act. He also sought derecognition of schools which do not implement the Act.

He wanted the government to explain the reason as to why Sharma has not been arrested under the PCR Act. The minister said that already a case has been booked against Sharma.

Sharma had allegedly likened children admitted under the RTE Act quota to drainage water which would pollute the sea (rich students studying in elite schools). 

BEd degree mandatory for teachers

Primary and Secondary Education Minister Visveshwara Hegde Kageri told the Council that henceforth only graduates with BEd degree will be recruited as teachers for class VI to VIII in Government Schools. 

He was reacting to a suggestion by former chief minister B S Yeddyurappa who said that the quality of teachers should be better in Government Primary Schools. He wanted to know from the government whether graduation could be made mandatory for primary school teachers. 

He also said teachers who just have TCH qualification could be compulsorily made to study for three years to become graduates. The present children’s IQ level is high and teachers should be equipped to impart quality education, he added.

Karnataka to only recruit teachers with adequate qualifications

Bangalore: The Karnataka government on Thursday informed the state assembly that it has decided to recruit only those who are graduates and also hold a Bachelor of Education degree to teach students from sixth standard with a view to improving the quality of education.

The government is already conducting orientation courses for in-service teachers to hone their teaching skills with the assistance from Knowledge Commission and Wipro Foundation, Minister for Primary and Secondary Education Vishweshwara Hegde Kageri said while replying to a debate on implementation of Right to Education (RTE) Act in the assembly.

He said this year about 54,000 children have secured admission into various private schools under RTE as against the target of about one lakh children.

However, during the next year, the target set under RTE would be met with without fail, he said

Mr Kageri said the government will introduce new syllabus from first standard to tenth standard next year.

बागेश्वर। राजकीय प्राथमिक शिक्षक संघ के जिला इकाई की यहां हुई बैठक में बीटीसी प्रशिक्षुओं तथा टीईटी पास अभ्यर्थियों को अभी तक नियुक्ति नहीं देने पर सख्त नाराजगी जताई है। चेतावनी दी कि यदि 15 अगस्त तक नियुक्ति प्रक्रिया शुरू नहीं की गई तो आंदोलन शुरू किया जाएगा। 
जिलाध्यक्ष प्रवीण दफौटी की अध्यक्षता में हुुई बैठक में वक्ताओं ने कहा कि एक तरफ प्राथमिक विद्यालय शिक्षकों की कमी से जूझ रहा है वहीं दूसरी तरफ बेरोजगारों की फौज खड़ है। नियुक्ति प्रक्रिया में अनावश्यक विलंब किया जा रहा है। बैठक में वक्ताओं ने कहा कि छठे वेतनमान के निर्धारण में उनके साथ भेदभाव किया जा रहा है। एलटी की भांति 4600 ग्रेड पे प्राप्त अध्यापकों को 17140 का लाभ दिया जाए। तय किया गया कि मांग को लेकर 12 अगस्त को एक शिष्टमंडल प्रदेश संगठन के साथ शासन से बात करेगा। संचालन जिला मंत्री बलवंत सिंह कालाकोटी ने किया। बैठक में प्रताप कबडोला, विक्रम पिलख्वाल, भुवन ममगई, गणेश दत्त पांडे, मंगल सिंह, हेमा हरड़िया, पुष्पा टम्टा आदि मौजूद थे

इटावा, संवाददाता : बेसिक शिक्षा विभाग ने प्रदेश के प्राथमिक विद्यालयों में 30 नवंबर 2011 को सहायक अध्यापकों के 72,825 पदों पर आवेदन मांगे थे। इसमें प्रत्येक आवेदक को 5 जिलों में आवेदन करने की छूट दी गयी थी। सामान्य एवं पिछड़ी जाति के लिए आवेदक शुल्क 500 रुपये एवं अनुसूचित जाति व जनजाति के लिए 250 रुपये शुल्क रखा गया था।

प्राथमिक स्तर की टीईटी परीक्षा में भी लाखों आवेदन हुए थे। 12 दिसंबर 2011 को इलाहाबाद उच्च न्यायालय ने 5 जिलों में आवेदन की बाध्यता को निरस्त करते हुए मनचाहे जिलों में आवेदन करने की छूट दे दी गयी। इस पर सरकार से बाकी 4 जिलों के आवेदन शुल्क वापस करने को कहा गया लेकिन आज तक कोई शुल्क वापस नहीं किया गया।

जिला कांग्रेस सेवादल के मुख्य संगठक एवं विधान परिषद सदस्य विवेक बंसल के प्रतिनिधि आलोक दीक्षित ने राज्य सरकार से सरकारी खजाने में कैद प्रदेश के बेरोजगारों के करोड़ों रुपयों को तत्काल वापस करने की मांग की। उन्होंने कहा कि शासन द्वारा जिला बेसिक शिक्षा अधिकारियों को जारी विज्ञप्ति में भी यह बात स्वीकार की गयी थी। सामान्य वर्ग के अभ्यर्थियों का लगभग दो-दो हजार रुपये और अनुसूचित जाति के अभ्यर्थियों का एक-एक हजार रुपये के हिसाब से पैसा वापस होना है। राज्य सरकार इन बेरोजगारों का अरबों रुपया दबाए बैठी है। उन्होंने कहा कि प्रदेश सरकार को बेरोजगारों से शुल्क के नाम पर वसूली की परंपरा को रोक कर उन्हें सेवायोजित करने के काम को प्राथमिकता देनी चाहिए। न कि विज्ञप्तियां निकालकर इन बेरोजगार साथियों से परीक्षा शुल्क के नाम पर वसूली अभियान चलाया जाए। उक्त मांग करने वालों में मलखान सिंह यादव, आनंद सिंह जादौन, प्रेम सिंह शंखवार, पंकज यादव, आनंद दुबे आदि प्रमुख

जौनपुर : प्राथमिक विद्यालयों में नियुक्ति की मांग को लेकर बीपीएड बेरोजगार मुखर हो उठे हैं। उन्होंने शनिवार को नगर के सद्भावना पुल से कलेक्ट्रेट तक जुलूस निकाला। यहां मुख्यमंत्री को सम्बोधित ज्ञापन जिला प्रशासन को सौंपा।

इस दौरान हुई सभा को संबोधित करते हुए वक्ताओं ने कहा कि उच्च न्यायालय के आदेश पर वर्ष 2001 से प्रदेश के प्राथमिक विद्यालयों में बीपीएड शिक्षकों की नियुक्ति होती रही। मगर पिछले वर्ष टीईटी परीक्षा से बीपीएड छात्रों को दूर कर दिया गया। जिससे उनकी प्राथमिक विद्यालयों में नियुक्ति का मामला लटक गया है। प्राथमिक तथा उच्च प्राथमिक विद्यालय में खेल तथा शारीरिक शिक्षकों के पद रिक्त हैं। बीपीएड डिग्री धारकों को नियुक्ति का बराबर आश्वासन दिया जाता रहा। अब पता चल रहा है कि विद्यालयों में 7 हजार रुपए मासिक पर संविदा नियुक्ति की तैयारी है। यह निर्णय बीपीएड डिग्री धारकों को अपमानित करने वाला है। भला सोचिए प्राथमिक कक्षा पास सफाई कर्मी व चतुर्थ श्रेणी कर्मियों को 10 हजार से ऊपर मिलता है, जबकि बीपीएड डिग्री धारियों को महज सात हजार रुपये देना कहां तक जायज है।

इस मौके पर संघ अध्यक्ष मंगल पांडेय, सुशील राय, राजीव गुप्ता, अभय सिंह, कृष्ण कुमार यादव, संदीप मौर्य, रमाशंकर, रमेश, जेपी यादव, स्वतंत्र, रोहित, रामू आदि मौजूद रहे।

2nd point about B. P. Ed candidates, It is really shocking for B P Ed unemployed for closing door in Primary Teaching jobs. However I felt - For upper primary jobs they can apply (If I am wrong then please correct me). But for Upper Primary jobs, Government is not going to give direct recruitment but TET candidates can apply in Govt. Aided schools.

B P Ed candidates told in this news that Class IV employee sweeper , peon etc. getting salary more than Rs. 10 thousand but under contractual appointment they will get Rs. 7000. Yes it is correct that class IV employees (Peon , Sweeper etc.) getting salary more than Rs. 10000 along with other benefits - Government Leave (Casual Leave , Earned Leave, Special Leaves - Maternity / Paternity etc.) , Provident Fund options etc. , Medical benefits etc. applicability on basis of dept. to dept. , Transport Allowance,Dearness Allowance (Menghai Bhatta)  Insurance Cover etc. as per sixth pay commission and life time increment in salary.

Day by Day regular employments in government sector decreases.

RTET : ग्रेड सेकण्ड शिक्षक भर्ती: 'अंग्रेजी में हिन्दी माध्यम का प्रश्न पत्र क्यों दिया'

जयपुर.विज्ञान विषय की द्वितीय श्रेणी शिक्षक भर्ती परीक्षा 2011 में अंग्रेजी माध्यम के परीक्षार्थी को हिन्दी माध्यम का प्रश्न पत्र देने पर हाईकोर्ट ने आरपीएससी से स्पष्टीकरण मांगा है। अदालत ने आरपीएससी से पूछा है कि जब भर्ती परीक्षा में परीक्षार्थियों को हिन्दी व अंग्रेजी माध्यम का विकल्प दिया था तो उन्होंने अंग्रेजी माध्यम के परीक्षार्थी को हिन्दी माध्यम का प्रश्न पत्र क्यों दिया। यदि एक माध्यम में ही प्रश्न पत्र देने का निर्णय लिया था तो इसकी सूचना परीक्षार्थियों को क्यों नहीं दी। मामले की आगामी सुनवाई 14 अगस्त तक एक पर खाली रखने का निर्देश दिया।

कोर्ट ने यह अंतरिम आदेश नरेश कुमार की याचिका पर दिया। इसमें कहा कि विज्ञान विषय की द्वितीय श्रेणी शिक्षक भर्ती परीक्षा 20 दिसंबर को हुई थी लेकिन इसमें परीक्षार्थी को अंग्रेजी माध्यम होने के बावजूद भी प्रश्न पत्र हिन्दी में दिया। माध्यम अलग होने के कारण परीक्षार्थी प्रश्न पत्र सही तरीके से हल नहीं कर सका और उसके अंक कम आए।

इसे हाईकोर्ट में चुनौती देने पर आरपीएससी ने जवाब में कहा कि फुल कमीशन ने तय किया था कि सभी विषयों के प्रश्न पत्र हिन्दी भाषा में ही दिए जाएं और केवल तकनीकी शब्दों को ही अंग्रेजी में लिखा जाए, इसलिए सभी विषय में हिन्दी माध्यम में प्रश्न पत्र दिए।
