It’s a question pondered by philosophers, scientists and the devout since the dawn of time: is there an afterlife?

Professor Robert Lanza claims the theory of biocentrism teaches death as we know it is an illusion. He believes our consciousness creates the universe, and not the other way round, and once we accept that space and time are 'tools of our minds', death can't exist in 'any real sense' either.

In much the same way as everything that could possibly happen is speculated to be occurring all at once across multiple universes, he says that once we begin to question our preconceived concepts of time and consciousness, the alternatives are huge and could alter the way we think about the world in a way not seen since the 15th century's "flat earth" debate.

He goes on to use the so-called double-slit experiment as proof that the behaviour of a particle can be altered by a person's perception of it. In the experiment, when scientists watch a particle pass through a multi-holed barrier, the particle acts like a bullet travelling through a single slit. When the article is not watched, however, the particle moves through the holes like a wave.

Scientists argue that the double-slit experiment proves that particles can act as two separate entities at the same time, challenging long-established ideas of time and perception.

While the religious would argue that life on earth is a mere warm up for an eternity spent in heaven or hell, and many scientists would dismiss the concept for lack of proof – one expert claims he has definitive evidence to confirm once and for all that there is indeed life after death.

The answer, Professor Robert Lanza says, lies in quantum physics – specifically the theory of biocentrism. The scientist, from Wake Forest University School of Medicine in North Carolina, says the evidence lies in the idea that the concept of death is a mere figment of our consciousness.

Professor Lanza says biocentrism explains that the universe only exists because of an individual’s consciousness of it – essentially life and biology are central to reality, which in turn creates the universe; the universe itself does not create life. The same applies to the concepts of space and time, which Professor Lanza describes as “simply tools of the mind”.

In a message posted on the scientist’s website, he explains that with this theory in mind, the concept of death as we know it is “cannot exist in any real sense” as there are no true boundaries by which to define it. Essentially, the idea of dying is something we have long been taught to accept, but in reality it just exists in our minds.

Although the idea is rather complicated, Professor Lanza says it can be explained far more simply using colours. Essentially, the sky may be perceived as blue, but if the cells in our brain were changed to make the sky look green, was the sky every truly blue or was that just our perception?

In terms of how this affects life after death, Professor Lanza explains that, when we die, our life becomes a “perennial flower that returns to bloom in the multiverse”. He added: “Life is an adventure that transcends our ordinary linear way of thinking. When we die, we do so not in the random billiard-ball-matrix but in the inescapable-life-matrix.”

विज्ञानं कल्पनाओं में नहीं पुष्टि व्  नियम  में यकीन करता है , और अगर पैरलेल यूनिवर्स मौजूद है या बायो सेंट्रिस्म मौजूद है तो क्यूँ इंसान को इसके प्रमाण नहीं मिलते

Sam Pitroda, adviser to the prime minister on information infrastructure and innovation, has said Congress vice president Rahul Gandhi did the right thing in describing as "nonsense" an ordinance favouring convicted politicians.

"I personally thought that was good. Okay, I thought that was one way to represent," Pitroda told Rajat Sharma during India TV's show "Aap Ki Adalat" being broadcast Saturday night.

When Sharma said Gandhi could have used milder words, Pitroda replied: "You don't have to be polite all the time. It's okay. It's alright for you to become mad once in a while. You're not trying to score something."

Pitroda, reportedly close to the Gandhi family, made several remarks about Rahul Gandhi's persona.

"To me, he is a bright young man, low-key, not flashy, not out there to create an image. He's fairly humble, well read, compared to what people think, he's very analytical and he does things in his own way, like lot of our young people do. That's the way it should be", said Pitroda.

Asked by Sharma whether Pitroda "advised" Rahul Gandhi, he said: "It's a lie. I sometimes speak to him, but to speak and to advise somebody are two different things."

Pitroda said he had given some tips about computer software programming language C to Gandhi several years back.

Asked about Finance Minister P. Chidambaram saying that Gandhi was not being given proper advice and he should raise national issues, Pitroda said: "That's his privilege. Chidambaram should talk to him".

On whether Gandhi should raise national issues in his speeches, Pitroda replied: "That's his privilege. That he should decide. Why should I decide?"

On whether Gandhi knew less about economics, Pitroda said: "Not true. He's well read. He's studied well, but somehow people create their own image."

Pitroda said he had gone with Gandhi on a three-day tour to Amethi and had samosas and jalebis on the roadside with him.

"Kuch toh khana padta hai. Wahan jalebi aur samosa hai to jalebi aur samosa khayenge (We had to eat someting. We found those and we had to eat them)," he said.

Asked why he was refraining from giving proper advice to Gandhi, Pitroda narrated an incident that took place in 1986 in Bhopal, when he had gone there with Jairam Ramesh.

"A young fellow gave us a list of advice for Rajiv Gandhi and said if Rajiv followed the advice, he would rule for the next 15 years. I asked him, what are you doing. He replied, 'I am jobless'. So in India, people do not know their jobs, but they know what advice to give to the PM. Most people in India know what others should do," he said.

Pitroda described as "lies" the media reports that said he was behind preparing the Congress party's manifesto, strategy and vision document.

"I must tell you, as adviser to the prime minister, when I meet the PM I never talk about work. I was with Rajiv Gandhi for 10 years, but we seldom talked about work.

"That's my job. I don't go and tell Manmohan Singh what work I am doing. He knows what I'm supposed to do. I am a qualified man. I don't need to go and give him advice. I need to do my job."

"Yeh India mein wrong idea hai sabke paas, ki adviser meaning you are advising. Adviser means you do your work. Our work is very clearly spelt out, that is innovation and information infrastructure. That's what I do. I never tell the prime minister what he should do on innovation," he said.

Pitroda said he has never advised the Congress party, except once in 1985.

"Let me tell you the facts. To put it on record. When Rajiv Gandhi gave his speech in Mumbai in 1985 at the Congress centennial celebration, he came to Delhi and asked me, 'Did you read my speech'. I said yes, what next? What's going to happen? He said, 'What do you think?' I said, 'Wait, I will put together a plan on party's rejuvenation'. This was 1985.

"Immediately, I can tell about it now, I never talked about it for 25 years. I don't discuss personal things in public. But now that you have raised, I can't hide. See, I put together a document. Immediately he called his people - Arun Singh, Arun Nehru, all the gang. We looked at it. That was the document I prepared in 1985. That's it. That document is still alive."

Asked about Rahul Gandhi mentioning his caste as carpenter thrice in a rally in Uttar Pradesh while releasing the party vision document, Pitroda said: "Look, Jesus Christ was also a carpenter. What difference does it make.

"I'm proud to be the son of a carpenter. That's a fact of life, but when I studied computer technology, my caste got wiped out. I have a new caste. Education is always redefining yourself. But I can't forget I am indeed the proud son of a carpenter."

Asked why Rahul mentioned his caste, Pitroda said: "I'm proud of it. What's the problem? Indian media always looks at things with a twist. Because they have to sell newspapers. His message, according to me, was 'If Sam, a son of a carpenter, can do it, you can also do it'. That was the message, but you can twist anything."

On the CBI director's remark that food security and other schemes were corruption-prone, Pitroda said: "First of all, in a country of our size, there will always be some leakage. You will have to accept that.

"If you are worried about leakage, you will not do anything. You've got to accept that as part of life. In India, we have 200 million hungry and we have food surplus. If we don't feed our people well, we will not have the workforce for the future. We need nutrition, we need to give our children enough food. I am all for food security."

Pitroda also spoke about the National Knowledge Network that his team is working on.

"Our job is to democratise information. We think it will change the face of the country in 10 years. It will change the lives of all the young people in 10 years.

"We are creating a National Knowledge Network to connect 1,500 nodes with 50 gigabytes bandwidth to connect all our colleges, all our universities, all our libraries, all our R&D institutions.

"Then, we are connecting 250,000 panchayats through optical fibre. It will take may be another two years. These two networks will cost us around Rs.50,000 crore."

He also spoke about the UID project by Nandan Nilekani and others that would cost another Rs.50,000 crore.

Around 10,000 software experts are working in government projects now.

"No government in the world would even think of this. When I explained this to US President Barack Obama, he was literally surprised. We don't get credit for it."

जागरण ब्यूरो, लखनऊ : शिक्षक भर्ती की नाकामियों का सिलसिला जहां सरकारी कोशिशों को मुंह चिढ़ा रहा है, वहीं इसे लेकर युवा अभ्यर्थियों की नाराजगी प्रदेश सरकार के लिए सियासी संकट की वजह बन सकती है। शिक्षकों की जबर्दस्त कमी को दूर करने के लिए सरकार अपने ही उठाये गए कदमों में उलझती जा रही है। परिषदीय जूनियर हाईस्कूलों में गणित और विज्ञान शिक्षकों की नियुक्ति पर रोक का हाई कोर्ट का फरमान इसका ताजा उदाहरण है। परिषदीय प्राथमिक स्कूलों में 72,825 शिक्षकों की भर्ती को लेकर किन्हीं न किन्हीं वजहों से दो साल से गतिरोध बरकरार है। इन पदों पर भर्ती के लिए पिछले साल दिसंबर में आये तकरीबन 69 लाख आवेदनों के जरिये शुल्क के रूप में प्राप्त हुए 290 करोड़ रुपये बेसिक शिक्षा विभाग दबाये बैठा है। उधर रुपए खर्च कर भी नौकरी से महरूम युवा अभ्यर्थियों की कुंठा आक्रोश में तब्दील हो रही है। लंबे समय से परिषदीय प्राथमिक स्कूलों में पढ़ाई का जुआ अपने कंधों पर उठाये शिक्षामित्रों को स्थायी शिक्षक बनाने का सरकारी मंसूबा भी ध्वस्त हो चला है। सरकार ने 1.7 लाख शिक्षामित्रों को स्थायी शिक्षक बनाने का जो चुनावी वादा किया था, उसमें अब अध्यापक पात्रता परीक्षा (टीईटी) रोड़ा बन गई है। 1हाई कोर्ट की वृहद पीठ द्वारा परिषदीय स्कूलों में शिक्षकों की भर्ती के लिए टीईटी की अनिवार्यता पर मुहर लगाये जाने के बाद सरकार की पेशानी पर बल पड़ गए हैं। उधर खुद को छला महसूस कर रहे शिक्षामित्रों के संगठन ने भी बगावती तेवर अख्तियार करने के संकेत दिये हैं। शिक्षकों की भर्तियों को लेकर सरकार की असफलता की कहानी माध्यमिक शिक्षा विभाग में भी दोहरायी जा रही है। आलम यह है कि राष्ट्रीय माध्यमिक शिक्षा अभियान के तहत 2009-10 से 2011-12 तक प्रदेश में स्वीकृत 1021 हाईस्कूलों में शिक्षकों की भर्ती नहीं हो पायी है। पिछले साल जुलाई में शुरू हुई एलटी ग्रेड शिक्षकों की भर्ती प्रक्रिया भी अदालती लड़ाई में अटकी हुई है। अशासकीय सहायताप्राप्त महाविद्यालयों में शिक्षकों की नियुक्ति को लेकर सरकार किस कदर गाफिल है, यह अंदाज इस बात से लगाया जा सकता है कि इन कॉलेजों में शिक्षकों की नियुक्ति करने वाला उच्चतर शिक्षा सेवा आयोग ही पिछले सवा साल से गठित नहीं हुआ है।

इलाहाबाद : मानदेय में बढ़ोत्तरी की आस लगाए शिक्षामित्रों को एक बार फिर जोर का झटका लगा है। राज्य सरकार की ओर से भेजे गए मानदेय बढ़ोत्तरी संबंधित प्रस्ताव को केंद्रीय मानव संसाधन विकास मंत्रालय ने ठुकरा दिया है। अब फिलहाल उन्हें पुराना मानदेय सिर्फ 35 सौ रुपये ही मिलेगा। इसको लेकर शिक्षामित्र संघ ने हड़ताल की चेतावनी दी है।

प्रदेश के बेसिक शिक्षा मंत्री राम गोविंद चौधरी ने केंद्रीय मानव संसाधन विकास मंत्री पल्लम राजू को नौ अक्टूबर को पत्र लिखकर बढ़ती महंगाई हवाला देते हुए शिक्षामित्रों के मानदेय को साढ़े आठ हजार किए जाने की स्वीकृति दिए जाने मांग की। वहीं परियोजना निदेशक अमृता सोनी ने 14 अक्टूबर को प्रमुख सचिव बेसिक शिक्षा को पत्र लिखकर शिक्षामित्रों का मानदेय पांच हजार करने का निर्णय लेने को कहा था।

प्रदेश के शिक्षामित्र दस हजार रुपये मानदेय दिए जाने की मांग कर रहे हैं जबकि शिक्षामित्रों को साढ़े तीन हजार रुपये मानदेय दिया जा रहा है। शिक्षामित्रों की इस मांग के संदर्भ में केंद्र और राज्य सरकार के बीच तीन बार पत्राचार हो चुका है। प्रदेश के बेसिक शिक्षा मंत्री ने 26 अक्टूबर 2012, 28 जनवरी 2013 और 15 अक्टूबर 2013 को केंद्रीय मानव संसाधन मंत्रालय को पत्र लिखकर मानदेय बढ़ाए जाने की मांग की। तीनों बार मंत्रालय ने पत्र के जवाब में कहा कि मानदेय बढ़ाना राज्य सरकार का काम है। वहीं प्रदेश सरकार द्वारा सर्व शिक्षा अभियान के तहत तैनात शिक्षामित्रों को मानदेय बढ़ाने की मांग को इस बिना पर खारिज किया गया कि अभियान के तहत भेजे गए प्रस्तावित बजट में केंद्र सरकार ने कटौती कर दी है। राज्य सरकार शिक्षामित्रों को लगातार आश्वासन देती रही कि केंद्र सरकार की ओर से स्वीकृत होते ही मानदेय बढ़ा दिया जाएगा। उत्तर प्रदेश प्राथमिक शिक्षामित्र संघ के प्रदेश पदाधिकारी अनिल कुमार यादव ने बताया कि मानदेय को लेकर राज्य सरकार ने शिक्षामित्रों को भ्रम में रखा है। संघ ने चेतावनी दी है कि अगर 30 नवंबर तक शिक्षामित्रों के मानदेय बढ़ाए जाने संबंधी शासनादेश नहीं जारी किया गया तो शिक्षामित्र हड़ताल शुरू करेंगे

उत्तर प्रदेश के प्रतापगढ़ जिले के मनगढ़ आश्रम की छत से गिरकर जख्मी हुए कृपालु महाराज का निधन हो गया है. आश्रम की छत से गिरकर घायल हुए कृपालु महाराज कोमा में चले गए थे.
फोर्टिस मेमोरियल रिसर्च इंस्टीट्यूट के अनुसार कृपालु महाराज को सोमवार की रात को अस्पताल में लाया गया था. छत से गिरने की वजह से उन्हें ब्रेन हेमरेज हो गया था. विशेषज्ञों की एक टीम 24 घंटे उनकी निगरानी कर रही थी.

देर शाम उनका पार्थिव शरीर प्रतापगढ़ (उत्तर प्रदेश) स्थित उनके मूल निवास मनगढ़ धाम में ले जाया गया। 18 नवंबर को उनका अंतिम संस्कार किया जाएगा। निधन की खबर सुनते ही 91 वर्षीय कृपालु महाराज के परिजनों और अनुयायियों में शोक की लहर दौड़ गई।

जगदगुरु कृपालु महाराज वर्तमान काल में मूल जगदगुरु थे. भारत के इतिहास में इनके पहले लगभग तीन हजार साल में चार और मौलिक जगदगुरु हो चुके हैं. लेकिन कृपालु महाराज के जगदगुरु होने में एक अनूठी विशेषता यह थी कि उन्हें ‘जगदगुरुत्तम’ (समस्त जगदगुरुओं में उत्तम) की उपाधि से विभूषित किया गया था. 14 जनवरी सन 1957 को सिर्फ 35 साल की उम्र में ही कृपालु महाराज को जगदगुरूत्तम की उपाधि से विभूषित किया गया था.

कृपालु महाराज का जन्म सन 1922 ई. में शरद पूर्णिमा की आधी रात को उत्तर प्रदेश के प्रतापगढ़ जिले में मनगढ़ ग्राम के ब्राह्मण कुल में हुआ था.

कृपालु महाराज की प्रमुख विशेषताएं...

1. पहले जगदगुरु थे, जिनका कोई गुरु नहीं था और वे स्वयं ‘जगदगुरुत्तम’ थे.
2. वह पहले जगदगुरु थे, जिन्होंने एक भी शिष्य नहीं बनाया. लेकिन उनके लाखों अनुयायी हैं.
3. उन्‍होंने अपने जीवन काल में ही ‘जगदगुरुत्तम’ उपाधि की 50वीं वर्षगांठ मनाई.
4. वह ऐसे जगदगुरु थे, जिन्होंने ज्ञान एवं भक्ति दोनों में सर्वोच्चता प्राप्त की व दोनों का खूब दान किया.
5. वह पहले जगदगुरु थे जिन्होंने पूरे विश्व में श्री राधाकृष्ण की माधुर्य भक्ति का धुआंधार प्रचार किया व सुमधुर राधा नाम को विश्वव्यापी बना दिया.
6. सभी महान संतों ने मन से इश्वर भक्ति की बात बताई है, जिसे ध्यान, सुमिरन, स्मरण या मेडिटेशन आदि नामों से बताया गया है. कृपालु महाराज ने पहली बार इस ध्यान को ‘रूप ध्यान’ नाम देकर स्पष्ट किया कि ध्यान की सार्थकता तभी है जब हम भगवान के किसी मनोवांछित रूप का चयन करके उस रूप पर ही मन को टिकाए रहें.
7. वह पहले जगदगुरु थे, जिन्‍होंने विदेशों में प्रचार के लिए समुद्र पार किया.

कृपालु महाराज जगदगुरु कृपालु परिषद के संस्थापक संरक्षक हैं। उन्होंने हिंदू धर्म की शिक्षा और योग के लिए भारत में चार और अमेरिका में एक केंद्र की स्थापना कर चुके हैं। वाराणसी की काशी विद्धत परिषद ने कृपालु महाराज को 34 साल की उम्र में मकर संक्रांति के मौके पर 14 जनवरी 1957 को जगदगुरु की उपाधि प्रदान की थी

कृपालु महाराज की कुल संपत्ति करीब दस हजार करोड़ रुपये तक है। भारत के अलावा अमेरिका, सिंगापुर और नेपाल में भी उनके भव्य आश्रम हैं।

सहारनपुर : टीइटी में नौकरी लगाने के नाम पर चार लाख ठगने का मामला प्रकाश में आया है। कोर्ट के आदेश पर सदर बाजार थाना पुलिस ने तीन के विरुद्ध धोखाधड़ी का मुकदमा दर्ज कर जांच में जुट गई है।

खेमका नगर दामोदार कालोनी में यशपाल सिंह रहते हैं। उन्होंने बताया कि वर्ष 2011 में पुत्रवधू रीटा पत्नी अजय कुमार राणा की टीइटी में नौकरी दिलाने का लालच डा. विक्रम सिंह निवासी तारकेश्वर कालोनी ने दिए थे। इसकी एवज में डा. विक्रम ने चार लाख की मांग की थी। उन्होंने बताया कि 10 मार्च 2011 को उन्होंने पचास हजार नकद, तीन लाख व पचास हजार का चेक डा. विक्रम सिंह को दिया था। इसके बाद उन्होंने एक लाख की और मांग की तो 7 मई 2011 को एक लाख का चेक डा. विक्रम सिंह को दे दिया गया, लेकिन पुत्रवधू की नौकरी नहीं लगी। उन्होंने बताया कि नौकरी न लगने पर जब पैसे वापस मांग तो डा. विक्रम सिंह आना-कानी करने लगे। पुलिस से शिकायत की गई तो वहां भी सुनवाई नहीं हुई। इसके बाद यशपाल सिंह ने मुकदमा दर्ज कराने के लिए कोर्ट में प्रार्थना पत्र दिया। कोर्ट ने सुनवाई के बाद डा. विक्रम सिंह, उनकी पत्नी व संजीव पुत्र बलजीत निवासी तारकेश्वर कालोनी के विरुद्ध सदर बाजार थाना पुलिस को मुकदमा दर्ज करने के आदेश दिए। कोर्ट के आदेश पर सदर बाजार थाना पुलिस ने उक्त तीनों के विरुद्ध धोखाधड़ी आदि की धाराओं में मामला दर्ज कर लिया है

प्रदेश के युवाओं के साथ तारीख पर तारीख मिलने जैसा खेल हो रहा है।

युवा आवेदन पर आवेदन किए जा रहे हैं, फिर भी शिक्षक नहीं बन पा रहे।
प्रदेश में पहले प्राइमरी स्कूलों में 72,825 शिक्षकों की भर्ती फंसी और अब जूनियर हाईस्कूलों में 29,334 शिक्षकों की भर्ती फंस गई है।

ऐसे में सवाल उठता है कि इसके लिए आखिर कौन जिम्मेदार है? वे युवा जो नौकरी पाने के लिए उधार लेकर भी फॉर्म भर रहे हैं या फिर वह सिस्टम जिसने यह नीति तैयार की जिसके चलते भर्ती प्रक्रिया का यह हश्र हुआ?

प्रदेश के बेसिक शिक्षा परिषद के स्कूलों में पहले से ही शिक्षकों की भारी कमी थी। शिक्षा का अधिकार अधिनियम लागू होने के बाद नए मानक से यह संख्या और बढ़ गई।

उत्तर प्रदेश में शिक्षा का अधिकार अधिनियम लागू होने के बाद नवंबर 2011 में प्राइमरी स्कूलों में 72,825 सहायक अध्यापकों की भर्ती के लिए विज्ञापन निकाला गया।

तत्कालीन बसपा सरकार ने शिक्षक भर्ती के लिए चयन का आधार टीईटी मेरिट रखा।

टीईटी में धांधली होने और विधानसभा चुनाव की घोषणा होने के चलते यह भर्ती प्रक्रिया फंस गई।

प्रदेश में सत्ता बदली तो अखिलेश सरकार ने भी 72,825 सहायक अध्यापकों की भर्ती के लिए विज्ञापन निकाला। इसमें चयन का आधार बदल दिया गया।

टीईटी मेरिट के स्थान पर शैक्षिक मेरिट को भर्ती का आधार रखा गया। यही नहीं, टीईटी की धांधली की जांच भी किसी स्वतंत्र एजेंसी से नहीं कराई गई।

शिक्षक बनने की चाहत में एक-एक अभ्यर्थी ने 30 से 40 जिलों में आवेदन किए। बेसिक शिक्षा विभाग के पास 69 लाख आवेदन आ गए।

बेसिक शिक्षा परिषद ने मेरिट जारी करते हुए 4 फरवरी 2013 से काउंसलिंग शुरू कराई, लेकिन हाईकोर्ट ने इस पर रोक लगा दी। मामला आज भी हाईकोर्ट में विचाराधीन है।

जूनियर हाईस्कूल में गणित व विज्ञान के शिक्षकों के 29,334 पदों के लिए जब विज्ञापन निकाला गया, तो उस समय भी सवाल उठा कि आगे चलकर यह भर्ती भी फंस सकती है।

इसके दो कारण बताए गए। पहला, 72,825 शिक्षकों के मामले में हाईकोर्ट का आदेश आने से पहले भर्ती का विज्ञापन निकाला गया और दूसरा, प्राइमरी स्कूलों के शिक्षकों के विरोध की अनदेखी।

जूनियर हाईस्कूलों में सहायक अध्यापक का पद पदोन्नति से भरा जाता था, पर बेसिक शिक्षा विभाग ने आधे पदों को सीधी भर्ती और आधे पदों को पदोन्नति से भरने का निर्णय कर लिया। कुछ शिक्षकों को यह नागवार लगा व मामला कोर्ट में गया और भर्ती फंस गई

Jharkhand TET : बंपर भर्ती: 14,435 शिक्षकों की होगी नियुक्ति

झारखंड में कक्षा एक से पांच तक के करीब 15 हजार शिक्षकों को नियुक्त किया जायेगा। इन नियुक्तियों के लिए संभी संबंधित जिलों में निर्देश पत्र जारी किए जा चुके हैं।

यह प्रक्रिया 15 नवंबर से सभी जिलों में शुरू की जा रही है। प्राथमिक विद्यालयों में शिक्षकों के करीब 14,435 पद रिक्त हैं।

शिक्षा विभाग ने राज्य के प्राथमिक व मध्य विद्यालयों में उर्दू शिक्षकों की भी नियुक्ति प्रक्रिया शुरू करने का निर्देश दिया है। राज्य में उर्दू शिक्षकों के 4401 पद रिक्त हैं। इन पदों पर आवेदन पत्र जमा करने के लिए एक माह का समय दिया गया है।

इन आवेदन पत्र के लिए कोई शुल्क नहीं लिया जायेगा। शिक्षकों की नियुक्ति जिला शिक्षा स्थापना समिति की ओर से की जायेगी। समिति के अध्यक्ष जिले के उपायुक्त होंगे।

कैसे तैयार होगी मेरिट लिस्ट
इंटर प्रशिक्षित शिक्षकों की नियुक्ति के लिए कोटिवार मेरिट लिस्ट विद्यार्थियों के कुल मेधा अंक के आधार पर जिला शिक्षा स्थापना समिति की ओर से तैयार किया जायेगा। कुल मेधा अंक विद्यार्थी के शैक्षणिक मेधा अंक व शिक्षक पात्रता परीक्षा के मेधा अंक का योगफल होगा।

कैसे होगी अंकों की गणना
शैक्षणिक मेधा अंक के निर्धारण के लिए अभ्यर्थी के मैट्रिक, इंटर व शिक्षक प्रशिक्षण परीक्षा के प्राप्तांक के प्रतिशत को जोड़ने के बाद प्राप्त योगफल को तीन से भाग दिया जायेगा। इसके बाद प्रतिशत अभ्यर्थी का शैक्षणिक मेधा अंक होगा। गणना में अतिरिक्त विषय के प्राप्तांक को शामिल नहीं किया जायेगा।

कर्मचारीयों की हड़ताल के चलते सचिव महोदय अदालत द्वारा माँगा गया डेटा नहीं जुटा पाये और बताया गया कि हड़ताल के ख़त्म होते ही सम्बंधित डेटा व दस्तावेज उपलब्ध करा दिए जायेंगे 

यह भी बताया गया कि भर्ती प्रक्रिया के अंतिम दौर अर्थात नियुक्ति प्रक्रिया में समय लगेगा । 

प्रार्थना को देखते हुए  सुनवाई की अगली तिथि २६ नवम्बर को निर्धारित की जाती है

Pursuant to order datd 7.11.2013, Sri Nitishwar Kumar, Secretary, Basic Education, Government of U.P. and Sri Sanjay Sinha, Secretary, U.P. Basic Education Board are present. They have made their submissions and are also represented by Sri S.C. Dwivedi, learned Additional Chief Standing Counsel, Sri B.P. Singh and Sri A.K. Yadav, Advocates. Learned counsels appearing for different District Basic Education Officers of different Districts are also present. On account of strike of the Government employees, they have expressed their inability to produce the relevant record and the data which was sought for from them in the previous orders. It has been stated by them that as soon as strike is over they would place before the court the relevant data and the material as required and would also answer the questions posed to them in the previous orders. It has also been stated that at present exercise for selection of the Assistant Teachers in Science & Mathematics stream for the Junior High Schools is in progress and it will take time to finalize and make appointments. 
As prayed list this case on 26.11.2013. 
On the said date both the above described Officers shall again remain present before the court along with the relevant material. It goes without saying, on the statement made by them, no appointments in pursuance to the advertisements issued would be made by them. The selection process, however shall continue.

On 23.10.2013 the following order was passed :
These three writ petitions have challenged the Government Order dated 11.7.2013, issued by the Principal Secretary, Basic Education, filed as Annexure-1 to the writ petition. By the said order the Government has taken a decision to fill up 29,334 vacant posts of Assistant Teachers of Science and Mathematics stream in Junior High Schools, managed and controlled by the Basic Education Board. The said Government Order further provides the procedure for making the selection to the said posts.
Writ Petition No.52521 of 2013 has been filed by a prospective candidate, who claims to possess the educational and other eligibility qualifications for being appointed as Assistant Teacher in a Junior High School in the Arts stream. According to learned counsel for the petitioner there is no separate gradation or cadre with regard to the Assistant Teachers of Junior High Schools of the Art or Science or Mathematics stream, the cadre is one and the same and, therefore, if the selections is made only for Science and Mathematics stream, the candidates who are eligible for other stream are put to loss. The following questions have been framed by learned counsel for the petitioner for consideration in the said writ petition : 
(1) Whether the Government Order dated 11.7.2013 (Annexure No.1 to the writ petition) is against the Rules 15 and 17-A of the U.P. Basic Education (Teachers) Service Rules, 1981 ? 
(2) Whether the State Govt. has committed illegality in issuing direction to Basic Education Authorities for filling up the vacancies of Assistant Teachers in Upper Primary School (Class 6 to 8) only for Science and Maths teaching subjects ignoring other teaching subjects while the Govt. has taken examination of Teachers Eligibility Test (T.E.T.) for all kind of teaching subjects candidates ? 
Writ Petition Nos.50787 and 55925 of 2013 have been filed by the Assistant Teachers of Primary Institutions who claim to possess the qualifications and eligibility for being promoted as Assistant Teachers in Junior High Schools in Science and Mathematics stream. According to the petitioners the amendment in the Rules by providing for filling up 50% vacancies of Science and Mathematics stream by direct recruitment is detrimental to their interest inasmuch as their chance for promotion are drastically reduced. It is further their case that in so far as Assistant Teachers of Junior High Schools of the stream other than Science and Mathematics is concerned that is primarily Art stream the posts are to be filled up 100% by promotion and, therefore, Teachers in the same cadre as that of the petitioners working as Assistant Teachers in Primary Institutions but possessing qualifications for promotion as Assistant Teachers in Junior High Schools, Art stream would have better chance of promotion. 
It is further case of the petitioners that although the relevant Rules provide for filling up the vacancies of Assistant Teachers in Junior High Schools in Science and Mathematics stream by direct recruitment but the same is subject to fulfillment of certain conditions and it is only when the Government comes to conclusion that either there is non-availability of Assistant Teachers in Primary Institutions for being promoted to the post of Assistant Teachers in Junior Hgh Schools in Science and Mathematics stream and there is need for such Teachers then open selection can be made to fill up such posts. He further submits that apparently no such exercise or decision has been undertaken by the State before amending the Rules for filling up 50% posts of Assistant Teachers of Junior High Schools in Science and Mathematics stream by direct recruitment.
Another submission raised by Sri R.K. Ojha, learned Senior Counsel for the petitioners in the aforesaid two writ petitions is that inclusion of the qualification of B.Ed. Degree is not in accordance to law inasmuch as the relevant Rules of 1981 applicable to the Junior High Schools, managed and controlled by the Basic Education Board does not provide B.Ed. as a necessary qualification as such by the Government Order such qualification cannot be inserted. This argument at the behest of the petitioners, who are already working as Assistant Teachers in Primary Schools, cannot be sustained. However, a candidate who may be interested in applying against the advertisement may raise such a point provided he fulfills all other qualifications other than B.Ed. As such this argument does not lie in the mouth of the petitioners in the present two writ petitions.
Sri A.K. Yadav, learned counsel appearing for the Basic Education Board and Sri S.C. Dwivedi, learned Additional Chief Standing Counsel appearing for the State-respondents may obtain complete instructions in the matter in the light of facts and grounds recorded above so that this matter may be finally thrashed out without causing any further interference in the selection process, which has already commenced.
In case instructions are not received by the next date from the Board and State Government, court will be left with no other option but to proceed to pass appropriate orders in the light of the submissions advanced.
Put up this case in the additional cause list on 30.10.2013.
Copy of the order may be provided to Sri A.K. Yadav, learned counsel appearing for the Basic Education Board and Sri S.C. Dwivedi, learned Additional Chief Standing Counsel for the State-respondents free of cost within 24 hours for necessary compliance.
The matter had been fixed for 30.10.2013 but due to paucity of time could not be taken up. Today it has been taken up after eight days of date fixed in the order. Sri S.C. Dwivedi, learned Additional Chief Standing Counsel and Sri A.K. Yadav, learned counsel appearing for the Basic Education Board have prayed for further time to file counter affidavits.
It appears that the State Government as also the Basic Education Board are not realizing the seriousness of the matter as in the absence of any appropriate instructions or counter affidavits relying upon the arguments raised by the petitioners the entire selection process of 29334 Assistant Teachers of Science and Mathematics Stream for the Junior High Schools in the State of U.P. may fall in jeopardy. As a last opportunity this matter is being fixed for Wednesday, 13.11.2013.
List in the additional cause list on 13.11.2013.
On the said date the Principal Secretary / Secretary (Basic) as also the Secretary of the U.P. Basic Education Board shall remain present before this court to assist the court in adjudication of the matter. It would be open to them to file their counter affidavits on or before the said date.
Copy of the order may be provided to Sri S.C. Dwivedi, learned Additional Chief Standing Counsel and Sri A.K. Yadav, learned counsel appearing for the Basic Education Board free of cost within 24 hours for necessary compliance.
