Finance minister Arun Jaitley has reportedly written to RBI governor Raghuram Rajan suggesting a review of senior PSU bank appointments and nominations.

NEW DELHI: The finance ministry has decided to take a relook at recent appointments of top-level public sector bank executives as well as a clutch of proposals to designate chairmen just before the UPA demitted office, in what is seen as a direct fallout of the recent arrest of the Syndicate Bank chief by CBI on alleged corruption charges.

Senior finance ministry officials told TOI that a review has become necessary in view of the irregularities that have come to light.

Finance minister Arun Jaitley has written to the Reserve Bank of India governor Raghuram Rajan, who heads the appointment board that selects state-run bank chiefs, as well as cabinet secretary Ajit Seth, who processes all papers for the appointments committee of cabinet, sources said. Some of the appointments processed during UPA's closing days lacked transparency and there are indications that some political considerations may have played a part, they added.

In a letter to the finance ministry, CBI chief Ranjit Sinha has pointed to some irregularities that have been noticed by the investigative agency during the Syndicate Bank probe. Sources said CBI has suggested a "legal scrutiny" as it has found clues suggesting that ACRs and interviews "were managed" and some middlemen also played a role.

Sinha said Jain was appointed despite having "poor" ACRs. "We have told the government that appointments deserve to go under legal scrutiny. The government has to take a call. There are reports of irregularities in several appointments. We have informed the government about it," the CBI chief said.

For the past few years, appointment of several bank chiefs, executive directors as well as independent directors have been viewed with a degree of suspicion and have often resulted in controversy. The candidates are selected on the basis of an appraisal of the confidential reports (ACRs), which carry 70 marks, and candidates appearing for interviews for executive directors and CMDs can get another 30 marks. Apart from the RBI governor, financial services secretary, an RBI deputy governor and external experts are part of the appointments board.
Similarly, there is no clarity on what goes into deciding the allotment of banks.

There have been instances of some of the candidates barely opening their account in the interviews but still being recommended for appointment based on their ACRs. In 2012, while appointing a second-rung executive, the department of financial services was accused of changing the grades from "very good" to "outstanding", making the executive eligible for the job. Once the gap was pointed out, the appointments committee of cabinet had put the appointment on hold, but later cleared it.

On several occasions, the department of financial services has changes the criteria for appointment. For instance, to become a public sector bank CMD, the candidate should have been an executive director for at least two years and should have at least two years to go for retirement. Often these stipulations have been tweaked.

For instance, this January, as reported by TOI, the government allowed general managers of public sector banks who had less than the stipulated three years to go for superannuation to appear for an interview. This allowed five candidates to appear for the interview at a notice of just a few hours. The exercise to complete the selection 13 EDs came weeks before election were announced and on the Anand Sinha was to demit office as RBI deputy governor.

But what really attracted attention in the corridors of ministries was the UPA government's decision to interview candidates for bank chiefs late last year even when the first vacancy was not arising till this August. Another talking point was the cut-off date of August 6 for fixing the eligibility, which usually is the first or the last day of the month. The unusual date and the relaxation in the two-year retirement norm expanded the field to 19 candidates, compared to eight who would have been eligible if the rules were not tweaked.

Around the same time, the appointments board had called only one candidate for an interview for the job of a managing director in State Bank of India, the country's largest bank.

The Madras High Court bench here today stayed the appointment of Graduate Assistant Teachers and Secondary Grade Teachers, but said "counselling for the 2013-14 can be held.

Admitting a batch of petitions seeking to quash a Government Order of May 30 this eyar giving weightage of marks taking into account marks obtained by the candidates in the higher secondary course, degree course, B.Ed and Teacher Eligibility Test, Justice K K Sasidharan stayed the appointment and sought the reply of the officials including the Chairman of Teachers Recruitment Board within three weeks.

One of the 18 petitioners V Tamilarasan, submitted that though he secured as high as 92 marks out 150 in the TET, he could not get a posting because the G.O. Prescribed weightage of marks taking into account marks obtained in plus two, degree, BEd and TET, DTeD and D.E.Ed.

The TRB couldnot treat the candidates who passed the examination now on par with those who completed examination five or ten years ago. The Government order did not give any weightage for seniority, experience.

सरकारी प्राइमरी स्कूलों में 72,825 प्रशिक्षु शिक्षकों की भर्ती के लिए पिछले महीने 27 अगस्त को जारी शासनादेश ने एक और विवाद की जमीन तैयार कर दी है। सुप्रीम कोर्ट के आदेश पर ढाई साल बाद हो रही भर्ती में आवेदकों का संवर्ग ही बदल दिया गया।

राज्य शैक्षिक अनुसंधान और प्रशिक्षण परिषद (एससीईआरटी) निदेशक सर्वेन्द्र विक्रम सिंह की ओर से जारी आदेश में बीएससी, बीएससी कृषि या बीएससी गृह विज्ञान के साथ बीएड करने वालों को विज्ञान वर्ग में रखने की बात कही गई है। अन्य प्रोफेशनल कोर्स जैसे बीटेक, बीफार्मा, बीएचएमएस, बीसीए आदि को कला वर्ग में रखा गया है। जबकि इन प्रोफेशनल डिग्री धारकों ने विज्ञान वर्ग में प्रशिक्षण लिया है। बीटीसी या बीएड प्रशिक्षित बीटेक, बीफार्मा आदि कोर्स वालों ने विज्ञान वर्ग में ही टीईटी पास किया है।

ऐसे में इनका संवर्ग बदले जाने से कानूनी अड़चन आ सकती है क्योंकि नवंबर 2011 में जारी शासनादेश में कला और विज्ञान वर्ग को अलग किए जाने संबंधी ऐसा कोई जिक्र नहीं था। उसमें सिर्फ स्नातक के साथ बीएड और टीईटी अर्हता थी। अब ढाई साल बाद अर्हता बदले जाने से हजारों आवेदक परेशान हैं। क्योंकि प्रोफेशनल कोर्स वालों ने फार्म विज्ञान वर्ग में भरा है और काउंसिलिंग कला वर्ग में कराई जा रही है।

कला वर्ग की मेरिट अधिक हो गई
बीटेक, बीफार्मा, बीसीए आदि प्रोफेशनल डिग्रीधारकों को कला वर्ग में शामिल करने से शिक्षक भर्ती की मेरिट हाई हो गई है। क्योंकि टीईटी में बीटेक, बीफार्मा, बीएचएमएस आदि अभ्यर्थियों के अधिक अंक थे। इससे कला वर्ग में कंपटीशन बढ़ गया जिसके चलते अधिकतर सीटों पर बीटेक, बीफार्मा, बीसीए आदि आवेदकों को नौकरी मिल जाएगी। भविष्य में प्रोफेशनल कोर्स वालों का प्रमोशन कला वर्ग में होगा।

पहले की अर्हता को आधार बनाने से हुई गड़बड़ी
इलाहाबाद। विशिष्ट बीटीसी 2007 में शैक्षिक अर्हता के कॉलम में बीएससी, बीएससी कृषि और बीएससी गृह विज्ञान को विज्ञान वर्ग में रखा गया था। लेकिन बीटीसी 2010 के शासनादेश में शैक्षिक अर्हता में संशोधन कर दिया गया। 16 जुलाई 2010 के आदेश में बीएससी, बीएससी कृषि, बीएससी गृह विज्ञान के साथ-साथ बीटेक, बीफार्मा, बीसीए आदि को विज्ञान वर्ग में शामिल कर लिया गया। माना जा रहा है कि 72,825 प्रशिक्षु शिक्षक भर्ती के लिए एससीईआरटी ने बीटीसी 2007 की शैक्षिक अर्हता को आधार बना दिया जिसके कारण गड़बड़ी हुई है।

नई दिल्ली : उत्तर प्रदेश में सहायता प्राप्त जूनियर स्कूलों में पढ़ा रहे शिक्षकों को भी प्राथमिक स्कूलों के शिक्षकों की भांति प्रदेश सरकार से उसके वेतनमान के मुताबिक वेतन पाने का हक है। सुप्रीम कोर्ट ने उत्तर प्रदेश सरकार की याचिकाएं खारिज करते हुए अपने फैसले में यह बात कही है। मुख्य न्यायाधीश की अध्यक्षता वाली पांच न्यायाधीशों की पीठ ने विनोद शर्मा के मामले में सुनाए गए तीन न्यायाधीशों की पीठ के फैसले से सहमति जताते हुए राज्य सरकार की याचिकाएं खारिज कर दीं। उत्तर प्रदेश सरकार पवन कुमार द्विवेदी व अन्य के मामलों में सुप्रीम कोर्ट पहुंची थी। हाई कोर्ट पहले ही प्रदेश सरकार को सहायता प्राप्त निजी जूनियर स्कूल में कक्षा छह वह सात को पढ़ाने वाले शिक्षकों को भी प्राथमिक शिक्षकों के समान वेतन देने का आदेश दे चुका था। प्रदेश सरकार ने यह कहते हुए फैसले को सुप्रीम कोर्ट में चुनौती दी थी कि प्राथमिक स्कूल और जूनियर स्कूल अलग अलग होते हैें इसलिए प्राथमिक स्कूलों के शिक्षकों का वेतनमान जूनियर स्कूलों के शिक्षकों पर लागू नहीं होता। जबकि शिक्षकों की ओर से दलील दी गई थी कि वे भी प्राथमिक कक्षाओं को पढ़ाते हैं तो फिर उनके साथ वेतन में भेदभाव कैसे किया जा सकता है। सुप्रीम कोर्ट ने यह फैसला सिविल अपील संख्या 3989 वर्ष 2006 के मामले व ऐसा ही मुद्दा उठाने वाली अन्य याचिकाओं का निपटारा करते हुए सुनाया है

लखनऊ (ब्यूरो)। बेसिक शिक्षा परिषद से सहायता प्राप्त जूनियर हाईस्कूलों में जल्द नियुक्तियां शुरू होने वाली हैं। बेसिक शिक्षा विभाग के प्रस्ताव पर वित्त विभाग ने सहमति दे दी है, अब कार्मिक विभाग से मंजूरी का इंतजार है। जूनियर हाईस्कूलों में शिक्षकों के करीब 2700 पद रिक्त हैं।
बेसिक शिक्षा परिषद 10 वर्षों तक अच्छी शिक्षा देने वाले निजी स्कूलों को अनुदान सूची में शामिल करता है। प्रदेश में मौजूदा समय 3200 जूनियर हाईस्कूल हैं। इन स्कूलों में पिछले दो वर्षों से भर्तियां नहीं हुई हैं। इसके चलते शिक्षकों और कर्मचारियों की कमी है। बेसिक शिक्षा निदेशालय ने गत दिनों इन स्कूलों में रिक्त पदों पर भर्ती का प्रस्ताव शासन को भेजा था। इसके आधार पर वित्त विभाग से अनुमति मांगी गई थी, जहां से इसे मंजूरी मिल गई है। वित्त विभाग ने कहा है कि कार्मिक विभाग से अनुमति लेने के बाद भर्ती प्रक्रिया शुरू की जा सकती है। वहां से अनुमति मिलते ही बेसिक शिक्षा विभाग इन स्कूलों में भर्ती प्रक्रिया शुरू करने का शासनादेश जारी करेगा।

लखनऊ : परिषदीय स्कूलों में 72825 शिक्षकों की भर्ती के लिए बीती 29 से 31 अगस्त तक हुई पहली काउंसिलिंग में जिलों में उपलब्ध सीटों की तुलना में औसतन नौ फीसद अभ्यर्थियों ने अपनी उपस्थिति दर्ज कराकर अपने शैक्षिक दस्तावेज जमा कराए।
पहली काउंसिलिंग के बारे में राज्य शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद (एससीईआरटी) के निदेशक सर्वेद्र विक्रम बहादुर सिंह ने सभी जिला शिक्षा एवं प्रशिक्षण संस्थानों (डायट) से ब्योरा तलब किया था। मंगलवार शाम तक 45 डायट से प्राप्त सूचना के आधार पर एससीईआरटी निदेशक ने बताया कि इन जिलों में कुल उपलब्ध सीटों के सापेक्ष तकरीबन साढ़े छह हजार अभ्यर्थियों ने काउंसिलिंग में हिस्सा लिया। यह इन जिलों में उपलब्ध सीटों का नौ फीसद है। पहली काउंसिलिंग में जिलों में उपलब्ध सीटों की संख्या के तकरीबन बराबर अभ्यर्थी बुलाये गए थे। काउंसिलिंग में कम अभ्यर्थियों द्वारा उपस्थिति दर्ज कराये जाने के बारे में विभागीय अधिकारियों की ओर से यह तर्क दिया जा रहा है कि चूंकि पहली काउंसिलिंग की कट ऑफ मेरिट काफी ज्यादा थी और बड़ी संख्या में अभ्यर्थियों ने एक से ज्यादा जिलों में आवेदन किया है। इस बात की प्रबल संभावना है कि अधिकतर अभ्यर्थियों को पहली काउंसिलिंग के लिए जारी कट ऑफ मेरिट में अपनी पहली पसंद के जिले की मेरिट में स्थान ही नहीं मिला हो। इसलिए वह आगे की काउंसिलिंग में इन जिलों में कट ऑफ मेरिट गिरने का इंतजार कर रहे हैं। 1सोमवार और मंगलवार को एससीईआरटी दफ्तर पहुंचे कई अभ्यर्थियों की जिज्ञासा भी यही थी कि यदि वे पहली काउंसिलिंग में किसी जिले में नहीं उपस्थित हुए तो कहीं आगे की काउंसिलिंग में उन्हें स्थान दिया जाएगा या नहीं।

पहली काउंसिलिंग के बारे में राज्य शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद (एससीईआरटी) के निदेशक सर्वेद्र विक्रम बहादुर सिंह ने सभी जिला शिक्षा एवं प्रशिक्षण संस्थानों (डायट) से ब्योरा तलब किया था। मंगलवार शाम तक 45 डायट से प्राप्त सूचना के आधार पर एससीईआरटी निदेशक ने बताया कि इन जिलों में कुल उपलब्ध सीटों के सापेक्ष तकरीबन साढ़े छह हजार अभ्यर्थियों ने काउंसिलिंग में हिस्सा लिया। यह इन जिलों में उपलब्ध सीटों का नौ फीसद है। पहली काउंसिलिंग में जिलों में उपलब्ध सीटों की संख्या के तकरीबन बराबर अभ्यर्थी बुलाये गए थे। काउंसिलिंग में कम अभ्यर्थियों द्वारा उपस्थिति दर्ज कराये जाने के बारे में विभागीय अधिकारियों की ओर से यह तर्क दिया जा रहा है कि चूंकि पहली काउंसिलिंग की कट ऑफ मेरिट काफी ज्यादा थी और बड़ी संख्या में अभ्यर्थियों ने एक से ज्यादा जिलों में आवेदन किया है। इस बात की प्रबल संभावना है कि अधिकतर अभ्यर्थियों को पहली काउंसिलिंग के लिए जारी कट ऑफ मेरिट में अपनी पहली पसंद के जिले की मेरिट में स्थान ही नहीं मिला हो। इसलिए वह आगे की काउंसिलिंग में इन जिलों में कट ऑफ मेरिट गिरने का इंतजार कर रहे हैं। 1सोमवार और मंगलवार को एससीईआरटी दफ्तर पहुंचे कई अभ्यर्थियों की जिज्ञासा भी यही थी कि यदि वे पहली काउंसिलिंग में किसी जिले में नहीं उपस्थित हुए तो कहीं आगे की काउंसिलिंग में उन्हें स्थान दिया जाएगा या नहीं।

अलीगढ़ (ब्यूरो)। गणित-विज्ञान शिक्षक पद को चौथी काउंसिलिंग की कवायद शुरू हो गई है। तीन बार की काउंसिलिंग के बाद भी 490 पद नहीं भर पाए थे, जबकि तीसरी काउंसिलिंग में 10 गुना अभ्यर्थी बुलाए गए थे।

प्रदेशभर के जूनियर हाईस्कूल में गणित-विज्ञान के शिक्षक पद पर भर्तियां चल रही हैं। इनके लिए 7 जुलाई से अब तक तीन बार काउंसिलिंग हो चुकी है। अलीगढ़ में गणित-विज्ञान के 245-245 पद हैं। सूत्रों की मानें तो तीन बार की काउंसिलिंग में अभी तक सिर्फ 386 ही पद भरे गए हैं। 104 पद अभी भी खाली रह गए हैं। गणित के 39 और विज्ञान के 65 पद खाली हैं। संभावना जताई जा रही है कि चौथी काउंसिलिंग में सभी वर्ग की मेरिट में गिरावट आ सकती है।

CHENNAI: Protesting the weightage system for evaluation put in place by the Tamil Nadu Teachers Recruitment Board, nearly 1,000 aspirants staged a protest in the city on Monday, which witnessed dramatic scenes when four of them consumed pesticides in an attempt to commit suicide.

The four, Chelladurai R from Salem, Kabilan C from Chennai, Karthik from Thanjavur and Santhosh Kumar from Seerkazhi, were rushed to the Rajiv Gandhi Government General Hospital (RGGGH), where they were subsequently declared stable and out of danger, according to an hospital official.

As per a government order (GO 71) issued in June 2013, the evaluation method was changed to award 40 per cent weightage to Plus Two, graduation and B.Ed marks, apart from Teachers’ Eligibility Test (TET) scores.

The TET cut-off mark was also brought down from 90 to 82.

According to the protesters, the new system would give young applicants, who have not scored high marks in the TET, an edge over their older counterparts with higher TET marks. With the online counselling to begin on September 3, they were worried that there is not much time left to address their concern.

“I am 41 years old. I completed my plus two, graduation and B.Ed long back when the evaluation was a lot less liberal. I have not been selected even with a score 95 in my TET, which is well above the announced cut-off whereas youngsters who got just 82 have got a call for recruitment just because of their marks in Plus Two or graduation. This non-uniform system of evaluation is unfair,” said Mahalakshmi B, a teacher from Thanjavur.

The protesters first took out a procession from Rajaratnam Stadium to Langs Garden Road, to put forth their demands to the Chief Minister J Jayalalithaa.

They alleged that the School Education Department secretary D Sabitha was indifferent to their concerns, which forced them to consume the poison to highlight the demand.

Reacting to this, Sabitha denied that any of the representatives of the protesters had met her in this connection.

Cuttack, Sept 1:

BSE OdishaThe result of the Odisha Teachers’ Eligibility Test (OTET), conducted by the Board of Secondary Education (BSE), Odisha, was announced today.

While of 7550 candidates have qualified in Paper-1, 5542 candidates have qualified in Paper-II.

The results of the test would be available in the website of the Board www.bseodisha.nic.in at 11 AM tomorrow on 2nd September 2014.

The next OTET would be held on the first Sunday in December this year, sources in the Board said.

न्यूयॉर्क : व्हाट्सएप इस्तेमाल करने वालों के लिए खुशखबरी है। मीडिया रिपोर्टो पर भरोसा किया जाए तो जल्द ही व्हाट्सएप अपने 60 करोड़ यूजर्स को फ्री वॉइस कॉलिंग की सुविधा देने की तैयारी में है। व्हाट्सएप के नए इंटरफेस से इस बात का संकेत मिला है कि व्हाट्सएप कॉलिंग की सुविधा दे सकता है। दफ्यूजजॉपलिन डॉट कॉम की रिपोर्ट में कहा गया कि व्हाट्सएप के आगामी इंटरफेस की लीक हुई तस्वीरों से इस बात का संकेत मिलता है कि इस ऐप में दूसरी भाषाओं में अनुवाद का विकल्प भी दिया जाएगा। यह विकल्प तब दिखाई देगा जब यूजर व्हाट्सएप के जरिए कोई कॉल रिसीव करेगा।

लेटेस्ट वर्जन में अनुवाद के विकल्प से स्पष्ट है कि वॉइस कॉलिंग की सुविधा दी जाने वाली है। अभी यह नहीं पता चला है कि फेसबुक पर भी ऐसी कोई सुविधा दी जाएगी या नहीं। फेसबुक की ओर से अधिग्रहण के बाद व्हाट्सएप के ट्रैफिक में 15 फीसदी की बढ़ोतरी हुई है। अकेले भारत में व्हाट्सएप के पांच करोड़ उपभोक्ता हैं।
