महिला अनुदेशक भी मातृत्व अवकाश की होंगी हकदार

राज्य ब्यूरो, इलाहाबाद : संविदा के पद पर कार्यरत बेसिक शिक्षा विभाग के महिला अनुदेशकों को भी मातृत्व अवकाश पाने का हक है। उन्हें इससे वंचित नहीं किया जा सकता। इलाहाबाद हाईकोर्ट ने सर्वोच्च न्यायालय की ओर से तय गाइडलाइन के आधार यह व्यवस्था दी है।
इसके साथ ही अदालत ने आदेश दिया है कि याची के प्रत्यावेदन पर इस आदेश के परिप्रेक्ष्य में निर्णय लिया जाए। यह आदेश न्यायमूर्ति एसएन शुक्ला ने बांदा की प्राची पांडेय की याचिका पर दिया है। याची का कहना था कि उसे मातृत्व अवकाश पाने का अधिकार है। उसने बीएसए बांदा को इसके लिए प्रत्यावेदन दिया था लेकिन इस पर निर्णय नहीं लिया गया। कोर्ट ने कहा कि महिला कर्मियों से कार्यस्थल पर भेदभाव न होने संबंधी अंतरराष्ट्रीय संधि पर भारत ने हस्ताक्षर किए हैं और सर्वोच्च न्यायालय ने म्युनिसिपल कॉरपोरेशन ऑफ दिल्ली बनाम महिला कर्मी के मामले में गाइड लाइन तय की है। कोर्ट ने जिला बेसिक शिक्षा अधिकारी को प्रत्यावेदन जल्द निर्णीत करने का आदेश दिया है

राज्य ब्यूरो, लखनऊ : विधानसभा चुनाव की अधिसूचना जारी होने से पहले सरकार परिषदीय प्राथमिक स्कूलों में एक बार और शिक्षकों की भर्ती करना चाहती है। माध्यमिक शिक्षा विभाग ने परिषदीय प्राथमिक स्कूलों में 12 हजार रिक्त पदों पर शिक्षकों की भर्ती का प्रस्ताव भेजा है। इनमें से ज्यादातर पद इसी साल 31 मार्च को शिक्षकों के रिटायरमेंट की वजह से खाली हुए हैं।
मुख्यमंत्री अखिलेश यादव ने कुछ अरसा पहले चार हजार उर्दू शिक्षकों की भर्ती का एलान किया था। उर्दू शिक्षकों की भर्ती के लिए सृजित पद उपलब्ध नहीं हैं। लिहाजा माध्यमिक शिक्षा परिषद ने जो प्रस्ताव भेजा है, उसमें 12 हजार रिक्त पदों में से चार हजार पदों को उर्दू शिक्षक के पद में परिवर्तित करने की सिफारिश की है। शेष आठ हजार पदों पर सामान्य भर्ती होगी। शिक्षकों के सामान्य पदों को उर्दू शिक्षक के पद में परिवर्तित करने के मकसद से बेसिक शिक्षा विभाग ने प्रस्ताव को कार्मिक विभाग को उसकी राय के लिए भेजा है। इससे पहले शासन ने वर्ष 2013 में उर्दू शिक्षकों के 4280 पदों पर भर्ती की थी। इसके बाद पिछले साल सर्व शिक्षा अभियान के तहत वर्ष 2011-12 में सप्लीमेंट्री प्लान के तहत स्वीकृत 9974 प्राथमिक स्कूलों में सृजित किये गए शिक्षकों के 19948 नये पदों में से 3500 पदों को सहायक अध्यापक (उर्दू भाषा) में बदला गया था।
शिक्षकों के सामान्य पदों पर भर्ती के लिए अध्यापक पात्रता परीक्षा (टीईटी) उत्तीर्ण बीटीसी/विशिष्ट बीटीसी अभ्यर्थी अर्ह होंगे। वहीं उर्दू शिक्षकों की नियुक्ति के लिए उर्दू बीटीसी योग्यताधारी या 11 अगस्त 1997 से पहले के मोअल्लिम-ए-उर्दू उपाधिधारकों और अलीगढ़ मुस्लिम विश्वविद्यालय से डिप्लोमा इन टीचिंग उत्तीर्ण करने वाले उन अभ्यर्थियों की नियुक्ति की जाएगी जो भाषा शिक्षकों के लिए आयोजित अध्यापक पात्रता परीक्षा (टीईटी) उत्तीर्ण कर चुके होंगे।

In a exclusive news, Bihar Teacher Eligibility Test or Bihar TET exam is going to be administered in Bihar for the first time in five years. The last TET exam in the State was conducted in the year 2011. In a fresh update from the Bihar School Examination Board (BSEB) – the authority that would overlook the exam process, it has been revealed that the Bihar TET 2016 would be organized in December.
Bihar School Examination Board (BSEB) announced the dates for Bihar TET exam yesterday. Bihar TET (Primary and Upper Primary) will be conducted on December 17, followed by STET (Classes IX to XII) on December 18. Board Chairman Anand Kishore said the TET examination will be conducted over a period of two days. “The dates for online application have not been set yet, however, it would be announced in next two-three days,” he added.
The National Council for Teacher Education (NCTE) had made TET qualification mandatory for teachers’ appointment in government schools and hence it was made compulsory to organize TET exam at lease once in a year to fill teacher posts under the Right to Education Act. But since the last TET exam in Bihar was conducted five years back, the Education department, in its meeting held in December last year, had decided that the TET exam would be conducted soon to fill the teachers’ posts lying vacant in government schools. The Patna High Court had, in August this year, ordered the State government and BSEB to organize the TET exam by the end of the year and the latest announcement is a follow-up of the same order.
The Education department had decided to conduct the exam last year, still it has been almost a year that the Board is actually organizing the exam. As per the reports, the minimum eligibility to appear for the exam would be B.Ed, so it is quite possible that those candidates who are still in the B.Ed. program might not get the opportunity to take the test.

It was also announced by the BSEB Chairman that the application process for Bihar TET would be made completely online from this year. The Board is expected to notify the TET exam and commence the online application process by next week so that the notified scheduled could be followed. In a paradoxical situation, unemployed elementary teachers and the state government are at loggerheads even though the number of posts are higher than eligible candidates.
The Punjab Department of Education has advertised posts for Elementary Teachers Training (ETT) teachers in two phases in less than nine months. As per norms, only those ETT teachers are eligible to be appointed as permanent teachers, who have cleared Teachers Eligibility Test (TET).
Since 2001, when the state had begun conducting TET, around 5,600 ETT teachers have qualified the screening examination. However, the state government, for the first time since 2006, has advertised 6,505 posts of ETT teachers since December 2015. Thus, 900 posts are surplus.
“About 4,500 posts were advertised at the fag end of 2015. The recruitment process against these posts was completed in the second week of September. Again, in August 2016, the Department advertised 2,005 more posts, counselling for which was conducted recently. Now, the point of contention is that the Department is allowing even those teachers to appear in counseling for the second set of posts who have got job in the first lot. As the first phase of recruitment was marred by litigation, a large number of such candidates have secured jobs in the second phase. This also included those who could not get duty stations near their hometowns in the first phase,” said Lalit Kumar, an affected teacher.

However, Balbir Singh Dhol, Director, Public Instruction (Secondary), said “The fears of the protesting teachers are unfounded. If any teacher opts for a job in the second lot, a teacher in the waiting list will automatically get a job. Moreover, since separate advertisements were issued for both phases, it is not possible to fill posts of both the lots by following a singe merit list. We can’t debar any eligible candidate from appearing in interviews for the posts advertised in the second lot.”

The State Council of Educational Research and Training (SCERT) Punjab has conducted the Teacher Eligibility Test (TET) for all the eligible candidates on 25th September 2016. Now the latest announcement from the officials is that they have released the PSTET Result 2016 on their official website tetpunjab.com.

Candidates who are interest in teacher jobs have applied and successfully appeared for the examination at pre-allotted exam centres. As per the reports of Punjab State Council around 1.5lakh candidates have attended for the exam. For the Paper-I 43 thousand have applied and for Paper-II around 1.28 lakh aspirants have applied.

Recently the Council also released the answer keys and had also called for objections from the candidates. Now they have disclosed the Punjab Teacher Eligibility Test Results on their official web portal tetpunjab.com.

The Department of School Education, Government of Punjab has entrusted the responsibility of conducting State Teacher Eligibility Test (TET) in accordance with SCERT. It is an entrance examination for teachers. This test is mandatory for the candidates who are seeking jobs in teaching field and they will be allotted from Class-I to Class-X in any government schools.

TET was introduced by the Government of India in order to improve the standards of teaching. Every state government conducts their own TET examination. The Punjab State Government has published the TET 2016 notification and successfully conducted the written exam for both Paper-I and Paper-II on September 25th 2016.

Paper-I is for the candidate who plans to teach from Class 1 to Class 5 whereas Paper-II is set for the applicants who will be teaching from Class VI to Class VIII. In case, candidates who want to inspire both primary and secondary classes they have attempted both Paper-1 and Paper-2. In accordance with the provisions of sub-section (1) of Section 23 of the Right of Children to Free and Compulsory Education (RTE) Act, 2009, the National Council for Teacher Education (NCTE) had vide Notification dated 23rd August, 2010 laid down the minimum qualifications for a person to be eligible for appointment as a teacher in classes I to VIII.

The one of the essential qualifications for a person to be eligible for appointment as a teacher in any of the schools referred to in clause (n) of section 2 of the RTE Act is that he/ she should pass the Teacher Eligibility Test (TET) which will be conducted by the appropriate Government in accordance with the Guidelines framed by the NCTE.

The rationale for including the TET as a minimum qualification for a person to be eligible for appointment as a teacher is as under:

1. It would bring national standards and benchmark of teacher quality in the recruitment process
2. It would induce teacher education institutions and students from these institutions to further improve their performance standards
3. It would send a positive signal to all stakeholders that the Government lays special emphasis on teacher quality

Teachers, who qualified the Teacher Eligibility Test (TET), have objected to promotion of their counterparts by the Education Department, besides not recognising their ability.
They claimed that the Education Department was violating recommendations of the Right to Education Act (RTE) by not recognising teachers, who had cleared TET.
Teachers under the banner of the TET Passed Teachers Association have written to the Directorate of Public Instructions to reconsider the criteria for promoting the ETT to master cadre.
They demanded that teachers, who passed the TET, after joining the service should get priority in promotions. They claimed that the department was violating the recommendation of RTE Act -2009 by not recognising TET qualified teachers.

“We want that the Education Department should consider teachers, who have qualified TET, for promotion to the master cadre. According to the RTE, a candidate should pass TET for applying for the job of a teacher. We qualified TET after joining service. This move will bring a positive change among teachers. We only want priority. Other vacant posts can be filled as per previous norms,” said a teacher.

K-TET IV:The exam will consist of 150 multiple choice questions based on Child Development, Pedagogy and Teacher Aptitude, Language Malayalam/English/Tamil/Kannada and subjects specific paper (Content & Pedagogy).

Goa’s 1st teacher eligibility test to be held next year - GOA TET

PANAJI: Goa is preparing to conduct the state's first Teacher Eligibility Test (TET) in 2017, as required by the Right to Education Act, 2009. Between 500 and 800 graduates from DEd and BEd institutes across Goa are expected to appear for the test, who on qualifying will be issued certification.

The state government will eventually make the TET certification mandatory for appointment of teachers to teach in Classes from I to VIII. Head of the state council for educational research and training (SCERT) Nagraj Honnekeri said that the candidates will be tested for their proficiency in subjects like child psychology, which are already part of the teacher training curriculum. Besides this, the teachers will be tested based on their general knowledge as well

The state is yet to decide the dates for the TET. Goa was supposed to conduct the test during the current academic year 2016-17, but it has been delayed due to the upcoming state assembly elections, officials said.

Goa is among the small minority of states and union territories that have not held the TET for the appointment of school teachers.

The TET is expected to bring national standards and set a benchmark for teacher quality in the recruitment process and is meant to motivate teacher education institutions and students from these institutions to further improve their performance standards.

According to central government norms, the state government will have to conduct the TET at least once a year and the certification will be valid for a minimum of seven years. There will be no restriction on the number of attempts a person can take the TET. A person who has qualified TET may also appear again for improving his/her score.

UP चुनाव: वोटर लिस्ट में नहीं है नाम,अभी 2 जनवरी है बाकी

यूपी में में होने जा रहे विधान सभा चुनाव में मतदान करने के लिए अगर अभी आप या आपके परिजन वोटर लिस्ट में अपना नाम न जुड़वा पाए हों तो मायूस न हों। अभी 2 जनवरी के बाद वोटर लिस्ट में नाम जुड़वाने का एक और मिलेगा।
फिलहाल मौजूदा मतदाता सूची पुनरीक्षण अभियान के तहत सोमवार 31 अक्टूबर को वोटर लिस्ट में नाम जुड़वाने, नाम कटवाने या अन्य किसी तरह का संशोधन करवाने की समय सीमा समाप्त हो रही है। राज्य के मुख्य निर्वाचन अधिकारी कार्यालय से मिली जानकारी के अनुसार प्रदेश की मौजूदा वोटर लिस्ट में कुल 13 करोड़ 86 लाख वोटर हैं।
पिछले दिनों चले पुनरीक्षण अभियान के दौरान पूरे प्रदेश से करीब 40 लाख से ऊपर लोगों ने वोटर लिस्ट में अपना नाम जुड़वाने के लिये आवेदन किया है। 31 अक्टूबर के बाद इन आवेदन पत्रों की जांच होगी और सही पाये गये आवेदकों के नाम वोटर लिस्ट में जोड़े जाएंगे। उम्मीद जताई जा रही है कि इन नए आवेदकों को जोड़े जाने के बाद राज्य की वोटर लिस्ट में कुल वोटरों की तादाद सवा चौदह से साढ़े चौदह करोड़ के बीच हो जाएगी।
दो जनवरी के बाद हर चरण की अधिसूचना जारी होने के दिन तक वोटर लिस्ट में नाम जुड़वाने का एक और मौका मिलेगा। दो जनवरी के बाद जिस क्षेत्र की अधिसूचना जारी होगी उस क्षेत्र विशेष के लोगों को उस दिन तक वोटर लिस्ट में नाम जुड़वाने का अवसर मिलेगा।
उम्मीद जताई जा रही है कि दिसम्बर में केन्द्रीय चुनाव आयोग उ.प्र.सहित पांच राज्यों में होने जा रहे विधान सभा चुनावों के विस्तृत कार्यक्रम की घोषणा कर देगा। इसके बाद जनवरी माह से प्रदेश में क्षेत्रवार चरण के हिसाब से चुनाव की अधिसूचना जारी होने का सिलसिला शुरू हो जाएगा
