Maharashtra State Council of Examination has released the notification for the Maharashtra Teacher Eligibility Test 2014 by inviting online applications from the eligible candidates. Candidates those who have interest should fulfill eligible criteria to apply for the MAHA TET 2014. candidates may apply through online from the Maharashtra TET main website at www.mahatet.in by submitting prescribed online application form on before last date 11/11/2013. The Admit Card for the Maharashtra TET 2014 will be issued from 26th November, 2013 to 14th December, 2013 and the Maharashtra Teacher Eligibility Test 2014 will be held on 15th December, 2013. More details are mentioned below.

Maharashtra State Council of Examination invited application for Maharashtra State Teachers Eligibility Test 2013 for the appointing eligible candidates as primary teacher. The candidates eligible for the post can apply through prescribed format before 11 November 2013.

Qualifying Marks :-
Candidates those who score 60 percent or more in the TET examination will be considered as TET pass.
Candidates those who belong to SC,ST,VJ,NT,OBC, differently abled persons, score 55 percent or more in the TET examination will be considered as TET pass.

Maharashtra Teacher Eligibility Test ?
Maharashtra Teacher Eligibility Test which is an eligibility test conducted by MSCE. There will be two papers. Paper 1 will be held for Primary teacher (first class to fifth class) and Paper 2 will be conducted for upper primary teacher selection.

Educational Qualification :-
Teachers of classes I - V (Paper-1) : Intermediate / Class 12th with at least of 45% marks / 4 years full time Bachelor of elementary education / 2 years full time Diploma in education or elementary education / BA/ B.Sc with at least 50 percent marks and B.Ed from recognized university.

Teachers of classes VI - VII (paper-2) : Graduation degree of B.A / B.Sc and 2 years full time D.Ed with minimum 45 % marks OR B.Ed OR 4-year BA/ B.Sc.Ed. OR B.A. (Ed.)/B.Sc. (Ed.) / B.Ed. (Special Education) with 50 % marks.

Petitioners who are two in number have approached this Court with a request to quash the impugned advertisement dated 11.7.2013 and 27.8.2013 issued by the Principal Secretary Basic Education Government of U.P. in consonance with the Uttar Pradesh Basic Education (Teachers) Services (16th Amendment) Rules, 2012 regarding fixation of age.
As per advertisement in question, which has been so published, inviting application for consideration of candidature of candidates, for being appointed as teachers in the subject of Maths and Science, requisite age limit has been prescribed as� 21 years as on 1.7.2013 and not more 35 years as on 1.7.2013. Accepted position is that both the petitioners have crossed 35 years of age on 1.7.2013 and this has impelled the petitioners to be before this Court questioning the validity of aforementioned rule in question by contending that at various places, age has been extended upto 40 years, and in view of this such a� restriction for consideration of candidature of candidate only upto 35 years as on 1.7.2013 is bad and State should be directed to extend the age for consideration of candidature upto 40 years for being appointed as Assistant Teacher in Junior High School.
Request made by the petitioners cannot be accepted for the simple reason that once rule making authority has proceeded to frame rule known as U.P. Basic Education (Teachers) Services Rules, 1981, and in the aforementioned rules in question, once age which a candidate is required to possess has been provided for and thereafter, is in consonance with the same advertisement, has been published on 11.7.2013 and 27.8.2013 fixing minimum and maximum age of candidate has to have on 1.7.2013, then in case claim of petitioners is accepted, then same� would be in violation of Rules in question. Once validity of rules has not been questioned by the petitioners, and reason appears to be is obvious� as competence of authority� to frame Rules, perhaps can not be� disputed by the petitioners. Once rule making authority� has framed rule and has chosen to fix minimum and maximum age limit for appointment,� and in view of the same, petitioners are out of zone of consideration, then petitioners cannot� claim, that their claim should be� considered as a matter of right for extension of age.
Petitioners have tried to contend before this Court that in other government services, State Government has taken policy decision and has introduced the amendment known as Uttar Pradesh� Recruitment to Service ( Age Limit) (10th Amendment), Rules, 2012 and therein age prescribed as 35� has been extended to� 40 years and based on the same benefits be extended to them also. Said rule cannot be� pressed and invoked, said rules are applicable qua the� incumbents whose service rules are to be framed by the Governor under� the proviso of Article 309 of the Constitution, in view of this no benefit or advantage can be derived� by the petitioners of the� aforementioned Rule.

Once such is the factual situation that� selection/appointment is governed by statutory rules in question known as Uttar Pradesh Basic Education (Teachers) Services� Rules, 1981 as amended� till date� and minimum and maximum age limit has been prescribed,� therein in view of this,� once petitioners are not at all� falling within the zone of consideration then no relief or reprieve can be accorded to them, as law on the subject is clear that fixation of eligibility criteria and fixation of age limit� all are in the realm of policy making of State Government.
Consequently, present writ petition is dismissed.

These three writ petitions have challenged the Government Order dated 11.7.2013, issued by the Principal Secretary, Basic Education, filed as Annexure-1 to the writ petition. By the said order the Government has taken a decision to fill up 29,334 vacant posts of Assistant Teachers of Science and Mathematics stream in Junior High Schools, managed and controlled by the Basic Education Board. The said Government Order further provides the procedure for making the selection to the said posts.
Writ Petition No.52521 of 2013 has been filed by a prospective candidate, who claims to possess the educational and other eligibility qualifications for being appointed as Assistant Teacher in a Junior High School in the Arts stream. According to learned counsel for the petitioner there is no separate gradation or cadre with regard to the Assistant Teachers of Junior High Schools of the Art or Science or Mathematics stream, the cadre is one and the same and, therefore, if the selections is made only for Science and Mathematics stream, the candidates who are eligible for other stream are put to loss. The following questions have been framed by learned counsel for the petitioner for consideration in the said writ petition :
(1) Whether the Government Order dated 11.7.2013 (Annexure No.1 to the writ petition) is against the Rules 15 and 17-A of the U.P. Basic Education (Teachers) Service Rules, 1981 ?
(2) Whether the State Govt. has committed illegality in issuing direction to Basic Education Authorities for filling up the vacancies of Assistant Teachers in Upper Primary School (Class 6 to 8) only for Science and Maths teaching subjects ignoring other teaching subjects while the Govt. has taken examination of Teachers Eligibility Test (T.E.T.) for all kind of teaching subjects candidates ?
Writ Petition Nos.50787 and 55925 of 2013 have been filed by the Assistant Teachers of Primary Institutions who claim to possess the qualifications and eligibility for being promoted as Assistant Teachers in Junior High Schools in Science and Mathematics stream. According to the petitioners the amendment in the Rules by providing for filling up 50% vacancies of Science and Mathematics stream by direct recruitment is detrimental to their interest inasmuch as their chance for promotion are drastically reduced. It is further their case that in so far as Assistant Teachers of Junior High Schools of the stream other than Science and Mathematics is concerned that is primarily Art stream the posts are to be filled up 100% by promotion and, therefore, Teachers in the same cadre as that of the petitioners working as Assistant Teachers in Primary Institutions but possessing qualifications for promotion as Assistant Teachers in Junior High Schools, Art stream would have better chance of promotion.
It is further case of the petitioners that although the relevant Rules provide for filling up the vacancies of Assistant Teachers in Junior High Schools in Science and Mathematics stream by direct recruitment but the same is subject to fulfillment of certain conditions and it is only when the Government comes to conclusion that either there is non-availability of Assistant Teachers in Primary Institutions for being promoted to the post of Assistant Teachers in Junior Hgh Schools in Science and Mathematics stream and there is need for such Teachers then open selection can be made to fill up such posts. He further submits that apparently no such exercise or decision has been undertaken by the State before amending the Rules for filling up 50% posts of Assistant Teachers of Junior High Schools in Science and Mathematics stream by direct recruitment.
Another submission raised by Sri R.K. Ojha, learned Senior Counsel for the petitioners in the aforesaid two writ petitions is that inclusion of the qualification of B.Ed. Degree is not in accordance to law inasmuch as the relevant Rules of 1981 applicable to the Junior High Schools, managed and controlled by the Basic Education Board does not provide B.Ed. as a necessary qualification as such by the Government Order such qualification cannot be inserted. This argument at the behest of the petitioners, who are already working as Assistant Teachers in Primary Schools, cannot be sustained. However, a candidate who may be interested in applying against the advertisement may raise such a point provided he fulfills all other qualifications other than B.Ed. As such this argument does not lie in the mouth of the petitioners in the present two writ petitions.
Sri A.K. Yadav, learned counsel appearing for the Basic Education Board and Sri S.C. Dwivedi, learned Additional Chief Standing Counsel appearing for the State-respondents may obtain complete instructions in the matter in the light of facts and grounds recorded above so that this matter may be finally thrashed out without causing any further interference in the selection process, which has already commenced.
In case instructions are not received by the next date from the Board and State Government, court will be left with no other option but to proceed to pass appropriate orders in the light of the submissions advanced.
Put up this case in the additional cause list on 30.10.2013.
Copy of the order may be provided to Sri A.K. Yadav, learned counsel appearing for the Basic Education Board and Sri S.C. Dwivedi, learned Additional Chief Standing Counsel for the State-respondents free of cost within 24 hours for necessary compliance.

UPTET : शिक्षक भर्तीः काउंसलिंग के ‌लिए रहें तैयार

जूनियर हाईस्कूलों में गणित व विज्ञान शिक्षकों की भर्ती के लिए काउंसलिंग नवंबर में कराने की तैयारी है।

इसके लिए कटऑफ मेरिट माह के अंत तक या फिर नवंबर के पहले हफ्ते में जारी की जाएगी।

काउंसलिंग के लिए दोगुना अभ्यर्थियों को बुलाया जाएगा, ताकि टॉप मेरिट के अभ्यर्थियों के न आने पर दूसरों को मौका दिया जा सके।

मेरिट प्रदेश स्तर पर जारी की जाएगी और इसे फार्म भरने वाली वेबसाइट पर ही देखा जा सकेगा। काउंसलिंग के बाद 31 दिसंबर तक चयनितों को सहायक अध्यापक की नौकरी दे दी जाएगी।

बेसिक शिक्षा परिषद के जूनियर हाईस्कूलों में 58,666 गणित व विज्ञान शिक्षकों के पद खाली हैं। इसमें से 29,334 शिक्षकों की सीधी भर्ती के लिए 11 अक्तूबर तक ऑनलाइन आवेदन लिए गए।

सचिव बेसिक शिक्षा परिषद कार्यालय की मानें तो नेशनल इंफॉरमेटिक सेंटर से आवेदनों का पूरा ब्यौरा मांग लिया गया है।

एनआईसी से मिलने वाले ब्यौरे का परिषद कार्यालय में मिलान करने के बाद जिलों को भेजा जाएगा। इसके बाद मेरिट का अनुमोदन जिला समिति से कराते हुए इसे जारी किया जाएगा।

इस प्रक्रिया में कम से कम 8 से 10 दिन लगने का अनुमान है। इसके आधार पर ही नवंबर से काउंसलिंग कराने की तैयारी है

Pharma), and his submission is that for being appointed as Assistant Teacher in Senior Basic School in the subject of Science, his candidature in question should also be considered, as degree of various discipline, such as B.Sc.(Ag.), B.Sc.(Home Science), B.A.M.S., B.H.M.S. and B.U.M.S. have been entertained, but as far as degree of Bachelor of Pharmacy (B. Pharma) is concerned, it has been left out and requisite relief be accorded.
Fixation of elligibility criteria is the domain of the authority concerned and in the realm of policy decision, and once authority concerned in its wisdom has chosen not to include the Degree of Bachelor of Pharmacy (B. Pharma) for teaching Science subject in Senior Basic School, then this Court cannot come to rescue of the petitioner by directing the respondents to accept the degree of Bachelor of Pharmacy (B. Pharma) also for being appointed as Science Teacher in the Senior Basic School,
Consequently, writ petition is dismissed.

UP Recruitment News : दीवाली पर बंपर भर्ती का तोहफा

•कृषि विभाग में प्राविधिक सहायकों के 6628 पदों के लिए 22 को विज्ञापन

इलाहाबाद। उत्तर प्रदेश लोक सेवा आयोग प्रतियोगियों को दीवाली पर बड़ा तोहफा देने जा रहा है। आयोग इसी महीने दो बड़ी भर्तियों के लिए आवेदन मंगाने जा रहा है। इनके तहत 12 हजार से अधिक पदों पर भर्ती होगी। इनमें से साढ़े छह हजार से अधिक पद तो कृषि स्नातकों के लिए है। इन भर्तियों के लिए आयोग ने सूचना भी जारी कर दी है।
आयोग की भर्ती परीक्षाओं की तैयारी में जुटे प्रतियोगियों के लिए यह वर्ष काफी उम्मीदें लेकर आया है। लोअर सबऑर्डिनेट के पदों के लिए 2009 के बाद भर्ती होने जा रही है। खास यह कि इस दौरान रिक्त हुए पदों को भी 2013 की भर्ती में शामिल कर लिया गया है। बदले प्रारूप के अनुसार प्रारंभिक परीक्षा आठ दिसंबर को होगी। इसके अलावा समीक्षा अधिकारी / सहायक समीक्षा अधिकारी पदों की भर्ती भी 2010 के बाद होगी। इनके लिए प्रारंभिक परीक्षा इसी महीने हुई। इसी क्रम में आयोग ने अधीनस्थ कृषि सेवा वर्ग-3 के तहत 6628 प्राविधिक सहायकों की भर्ती की घोषणा की है। इनके लिए कृषि स्नातक आवेदन कर सकते हैं। चिकित्सा एवं स्वास्थ्य सेवा में एलोपैथिक चिकित्साधिकारी के 5251 पदों पर भर्ती की तैयारी है। इनमें से 12 पद बैकलॉग तथा 2371 पद विशेष चयन के तहत भरे जाएंगे। पालिका स्वास्थ्य सेवा में सफाई एवं खाद्य निरीक्षक के 128 पदों के लिए भी भर्ती की जाएगी। सभी के लिए 22 अक्तूबर को विज्ञापन निकाला जाएगा। बैंक में फीस जमा करने की आखिरी तारीख 18 नवंबर है, जबकि आवेदन 21 नवंबर तक किया जा सकेगा।

In the present case, petitioners are assailing the validity of Rule in question to the effect and extent, it proceeds to award marks in lieu of training qualification. Petitioners' submission is that under Appendix-12 of Rule 14 (3) of U.P. Basic Education Teacher (Service) Rules,1981, in lieu of Ist, IInd and IIIrd Division, in theory and practical different set of marks has been provided for i.e. in case incumbent has passed his B.Ed Examination in Ist Division, then he is entitled for 12 marks in theory and 12 marks in Practical. In case incumbent has passed his B.Ed Examination in IInd Division, then he is entitled for 6 marks in theory and 6 marks in Practical and� similarly if incumbent has passed his B.Ed Examination in IIIrd Division, then he is entitled for 3 marks in theory and 3 marks in Practical. Petitioners' submission is that in the State of U.P. there are various Universities established and in the said University in question, different parameters have been provided for awarding marks in Ist, IInd and IIIrd Division. Petitioners submission is that oince� Universities have fixed different parameter for awarding in Ist, IInd and IIIrd Division, then candidates who have pursued their course from the Universities, wherein higher percentage� has been� provided for higher division, would be� in disadvantageous situation. Petitioners have tried to� demonstrate before this Court, the parameters� fixed� by different Universities for awarding division in paragraph 10.
In view of this, petitioners submit that said criteria� on the face of it is arbitrary and unreasonable� and criteria has been provided to compute marks in lieu of academic qualification� ought to have been adhered for bringing the� candidates on common equal pedestal.
Prima facie looking into the arguments advanced all the respondents are directed to file counter affidavit within one month. Rejoinder affidavit may be filed within two weeks. It is made clear that selection and appointment be� made,� but same shall abide by final order to be passed by this Court.

जूनियर टीईटी पास अभ्यर्थियों के लिए 29334 पदों की घोषणा की गई। इन पदों के लिए शैक्षिक अर्हता विज्ञान एवं गणित में स्नातक मांगी गई। सरकार ने आवेदन के समय इन पदों की भर्ती के लिए बीटेक, बीफार्मा अभ्यर्थियों को छूट दे दी। बाद में इन पदों के लिए मात्र बीएससी ही अर्हता रखी गई। ऐसे में इन पदों को भरने के दौरान विवाद की संभावना बन रही है

इलाहाबाद। प्रदेश के परिषदीय विद्यालयों में लगभग 73 हजार रिक्त पदों पर भर्ती के लिए दो बार विज्ञापन जारी हो चुका है, अभ्यर्थियों ने मोटी रकम खर्च कर आवेदन किया लेकिन भर्तियां अब तक अटकी हैं। उसके बाद से अब तक किश्तों किश्तों में लगभग 50 हजार पदों का विज्ञापन जारी किया गया लेकिन उन्हें भरा नहीं गया। कभी टीईटी पास करने वाले बीएड बेरोजगारों के लिए रिक्तियों की घोषणा करती है तो कभी उर्दू और विज्ञाग-गणित के शिक्षकों के आवेदन मांगती है लेकिन पदों को कब भरा जाएगा इसके बारे में जवाब देने वाला कोई नहीं है।
बेसिक शिक्षा परिषद की ओर से प्रदेश के प्राथमिक विद्यालयों में खाली पदों को भरने केलिए सबसे पहले 2011 में लगभग 73 हजार पदों की घोषणा की थी। इन पदों को भरने केलिए सरकार ने टीईटी की मेरिट के आधार पर चयन की घोषणा की थी। चयन प्रक्रिया पूरी होने से पहले आने वाली अड़ंगेबाजी के कारण इन पदों को नहीं भरा जा सका। इसके बाद प्रदेश में नई सरकार बन गई। व्यवस्था में बदलाव का खामियाजा आवेदकों को भुगतना पड़ा।
नई सरकार ने एनसीटीई की अनुमति से फिर से पदों की घोषणा का निर्णय लिया। दोबारा 2012 में जारी पदों के लिए चयन का मानक बदल गया। इस बार सरकार ने आवेदकों के शैक्षिक गुणांक के आधार पर भर्ती का निर्णय लिया। इसके बाद पहली बार आवेदन करने वाले कुछ अभ्यर्थी कोर्ट चले गए। इन अभ्यर्थियों ने टीईटी मेरिट के आधार चयन की मांग की। इसके बाद से पूरी भर्ती प्रक्रिया विवादों में फंसी है। दो-दो बार आवेदन के बाद अभी तक प्रदेश सरकार बीएड बेरोजगारों को भर्ती नहीं कर सकी। बीएड बेरोजगारों के लिए परेशानी यह है कि यह उनके लिए अंतिम मौका है। इसके बाद परिषदीय विद्यालयों में मात्र बीटीसी, विशिष्ट बीटीसी अभ्यर्थियों की भर्ती की जाएगी।
इन पदों के लिए आवेदन करने वाले अभ्यर्थियों ने चयन पक्का करने के लिए प्रदेश केसभी 71 जिलों से आवेदन किया। इस प्रक्रिया में एक-एक अभ्यर्थी ने 30 से 35 हजार रूपये खर्च कर दिए। इसके बाद भी नौकरी की संभावना दिखाई नहीं दे रही। प्रदेश सरकार से कोर्ट में सही पैरवी करने की मांग को लेकर टीईटी पास अभ्यर्थी पिछले एक महीने से शिक्षा निदेशालय के सामने अनशन पर बैठे हैं।
इन पदों की घोषणा के बाद सरकार ने उर्दू शिक्षकों के 4280 पदों की घोषणा कर दी। इन पदों के लिए सरकार ने मोअल्लिम योग्यता मांगी है। इन पदों के लिए काउंसलिंग इसी महीने होने की संभावना व्यक्त की जा रही है। जूनियर टीईटी पास अभ्यर्थियों के लिए 29334 पदों की घोषणा की गई। इन पदों के लिए शैक्षिक अर्हता विज्ञान एवं गणित में स्नातक मांगी गई। सरकार ने आवेदन के समय इन पदों की भर्ती के लिए बीटेक, बीफार्मा अभ्यर्थियों को छूट दे दी। बाद में इन पदों के लिए मात्र बीएससी ही अर्हता रखी गई। ऐसे में इन पदों को भरने के दौरान विवाद की संभावना बन रही है। अभी इन पदों को भरा नहीं गया और अब 10880 पदों पर भर्ती के लिए बृहस्पतिवार से आवेदन शुरू हो गया। पुरानी रिक्तियों को भरे बिना नई नई रिक्तियां घोषित करने से अभ्यर्थियों की जेब तो ढीली हो ही रही है, साल भी बर्बाद हो रहा है।

Talking about her role in the much-anticipated show, Shafaq says, “I had auditioned for the roles of Kunti as well as Gandhari. And at that time I was not very sure whether to accept Kunti’s role or Gandhari’s if given a chance. When the makers wanted me to choose one character, I randomly picked up Kunti’s role. I must say, I made a good decision. After about 3-4 look tests, I was picked for playing Kunti. I am enjoying the shoot, as Kunti is a very powerful character. This also has to be the most creatively challenging character I have played till date. I have never played a mother before, and to play a mother to such elder kids was something new.”

Shafaq is amazed by the costumes and jewelry she is getting to wear as Kunti on the show. “I feel so enchanted when I dress up as Kunti. The jewellery, clothes, make-up, get-up, it’s all so good. I am sure every girl would love to get dressed up, and I get the feeling of being a princess,” she avers.

On the rigorous training that she undertook for the show, the actress goes on to say, “Siddharth Tewary is just the best. He is very supportive and explains the nuances of each and every character very nicely. Working with him is a great experience. While Siddharth sir trained us a lot about the character, I got trained by our Director too. I also got to learn horse riding. We have our fingers crossed now for the grand launch of Mahabharat.”

HTET : सरकारी पदों पर 85,000 भर्तियां, प्रक्रिया शुरू

हरियाणा सरकार ने लोकसभा और विधानसभा चुनावों को देखते 85,000 से ज्यादा सरकारी नौकरियां देने की कवायद शुरू कर दी है।

सूबे के मुख्यमंत्री भूपेंद्र सिंह हुड्डा ने एक बैठक में अधिकारियों को निर्देश दिए कि भर्ती प्रक्रिया जल्द से जल्द शुरू की जाए। अफसरों ने भी आश्वासन दिया कि जल्द ही भर्ती प्रक्रिया पूरी कर ली जाएगी।

इन भर्तियों में जाटों समेत उन सभी जातियों को फायदा मिलने वाला है जिन्हें हरियाणा सरकार आरक्षण की सूची में शामिल कर चुकी है।

मुख्य सचिव पीके चौधरी के बार-बार रिक्तियां मांगने के बावजूद अफसर रिक्त पदों की संख्या नहीं भेज रहे थे। अंत में मुख्यमंत्री की अध्यक्षता में एक बैठक आयोजित करवाई।

मुख्य सचिव ने सीएम को बताया कि ग्रुप डी (चतुर्थ श्रेणी) के इस समय 12000 से ज्यादा पद रिक्त हैं।

उन्हें भरने के लिए आनलाइन आवेदन मांगे जाएंगे। इसके लिए श्रम विभाग को नोडल विभाग बनाया गया है। श्रम विभाग के अतिरिक्त मुख्य सचिव पीके गुप्ता ने बताया कि साफ्टवेयर तैयार किया जा रहा है। किसी भी सूरत में दिसंबर तक यह साफ्टवेयर चालू हो जाएगा।

क्लास तीन के 28 हजार से 500 से ज्यादा पद
मुख्य सचिव ने मुख्यमंत्री को बताया कि क्लास तीन के अब तक 28 हजार 500 से ज्यादा पद रिक्त हैं। अभी कुछ विभागों से जानकारी आनी है।

इनमें से 12000 से ज्यादा पद भरने के लिए हरियाणा कर्मचारी चयन आयोग के पास आग्रह पत्र भेजा गया है।

सीएम बताया कि मंत्रिमंडल ने क्लर्क, स्टेनो आदि के लिए योग्यता दस जमा दो कर दी है। इसलिए सभी विभाग बिना मंत्रिमंडल को भेजे स्वयं अधिसूचना जारी करवाएं।

उन्होंने साफ-साफ कहा कि यह आग्रह पत्र आयोग को एक नवंबर से पहले भेज दिए जाएं।

अभी ग्रुप डी के लिए विभागों से एक हजार से ज्यादा और क्लास तीन के लिए करीब डेढ़ हजार से ज्यादा रिक्त पदों की जानकारी मिलेगी।

इस तरह क्लर्क, स्टेनो समेत क्लास तीन के करीब 30000, ग्रुप डी के लिए करीब 13000 पदों पर भर्ती होगी। परिवहन विभाग जल्द ही 1500 चालकों के परिणाम घोषित कर देगा।

जाटों और अन्य को यूं मिलेगा लाभ
जब मुख्यमंत्री को यह जानकारी दी गई कि जाटों और अन्य को आरक्षण का लाभ केवल उन रिक्त पदों पर मिलेगा जो 28 फरवरी, 2013 के बाद खाली हुई हैं जबकि ये पद तो कई साल से खाली हैं।

मुख्यमंत्री ने पूछा कि� यह बात कौन कह रहा है तो उन्हें बताया गया कि विधि परामर्शी ने कहा है। इस पर मुख्यमंत्री ने कहा कि इस मामले को देखो क्योंकि भर्तियां तो अब होने वाली हैं।

अब माना जा रहा है कि लाभ उन्हें मिल सकता है। वैसे वन विभाग ने 28 फरवरी, 2013 से पहले खाली पदों पर भी यह आरक्षण लागू कर दिया है।

शिक्षक 30000, सिपाही 12000 होंगे भर्ती
शिक्षक भर्ती बोर्ड शिक्षकों की भर्ती कर रहा है। करीब 30000 पदों पर भर्ती होनी है। इस समय 25000 से ज्यादा पदों के लिए साक्षात्कार चल रहे हैं।

हाईकोर्ट ने परिणाम घोषित करने पर रोक लगा रखी है। फैसला आरक्षित है। अगर रोक हटी तो यह परिणाम जल्द घोषित हो जाएंगे। इसके अलावा पुलिस भर्ती बोर्ड 12000 सिपाही भर्ती करेगा। बोर्ड को अगले सप्ताह आग्रह पत्र भेज दिया जाएगा।

65,000 की भर्ती का फैसला
हरियाणा सरकारी के प्रवक्ता ने कहा कि 65,000 भर्तियां करने का फैसला किया है। इनमें करीब 25,000 शिक्षक, 12,000 पुलिस कर्मचारी, 17000 तृतीय श्रेणी और 10625 चतुर्थ श्रेणी के कर्मचारी शामिल हैं।

जयपुर. ग्रेड थर्ड शिक्षक भर्ती परीक्षा को लेकर मंगलवार को 20 अभ्यर्थियों ने प्रश्न पत्र के 10 सवालों व विकल्प को लेकर आपत्ति कर दी। प्रश्न पत्र में ही गलतियां होने के बाद भर्ती परीक्षा पर ही सवाल उठने लगे है।
अभ्यर्थियों का कहना है कि जब प्रश्न व उत्तर ही गलत है तो मेरिट व परिणाम पर भरोसा किस तरह से किया जाए। अभ्यर्थियों ने गलत व संशय वाले प्रश्नों के सभी अभ्यर्थियो को बोनस अंक देने की मांग की है।

ग्रेड थर्ड शिक्षक भर्ती परीक्षा जिला स्तर पर हुई है। लेकिन प्रश्न बनाने व आंसर शीट जांचने का काम पंचायती राज विभाग की ओर से ही किया जा रहा है, ऐसे में प्रश्नों व उनके विकल्पों के बारे में अंतिम निर्णय भी वहीं से हो सकेगा।

ऐसे में जिला परिषद की ओर से भर्ती परीक्षा के प्रश्न पत्र पर सबूत व दस्तावेजों के साथ आपत्ति मांगी है। ताकि परिणाम जारी होने के बाद भर्ती परीक्षा में देरी नहीं हो। जिला परिषद के मुख्य कार्यकारी अधिकारी इन आपत्तियों को पंचायती राज विभाग को भेजा जाएगा। विभाग की ओर से ही इन आपत्तियों का निस्तारण होगा।

जयपुर जिले में ग्रेड थर्ड शिक्षक भर्ती में प्रथम स्तर के 489 और द्वितीय स्तर के 464 पदों पर भर्ती होने है तथा लिखित परीक्षा हो चुकी है।

जयपुर। ग्रेड थर्ड शिक्षक भर्ती परीक्षा के पेपर में प्रश्नों व उनके विकल्पों को लेकर आने वाली आपत्ति को जिला परिषद पंचायती राज विभाग को भेजेगा। पंचायती राज विभाग में ही इन आपत्तियों के बारे में फैसला लिया जाएगा। ऐसे में यदि किसी अभ्यर्थी को सवाल व जवाब पर आपत्ति है तो वे मंगलवार तक जिला परिषद के कार्यालय में लिखित में दे सकते हैं।

जिला परिषद के मुख्य कार्यकारी अधिकारी परमेश्वर लाल ने बताया कि पेपर के किसी प्रश्न या विकल्प पर आपत्ति हो तो अभ्यर्थी एक-दो दिन में कार्यालय में दर्ज करवा सकते है। इन आपत्तियों को पंचायती राज विभाग को भिजवा दिया जाएगा।

मामला क्या है
शुक्रवार को हुई थर्ड ग्रेड शिक्षक भर्ती परीक्षा हुई थी। परीक्षा में थर्ड ग्रेड शिक्षक प्रथम लेवल के लिए 489 पदों के लिए 6922 अभ्यर्थियों ने आवेदन किया था, लेकिन पहली पारी में केवल 3936 अभ्यर्थी ही परीक्षा देने पहुंचे। वहीं तृतीय श्रेणी शिक्षक द्वितीय स्तर के 464 पदों के लिए 39580 अभ्यर्थियों ने आवेदन किया था, लेकिन 26921 अभ्यर्थियों ने ही परीक्षा दी

RTET December 2013 : आरटेट 29 दिसंबर को संभव, माध्यमिक शिक्षा बोर्ड ने भेजा प्रस्ताव

सीकर। शिक्षक पात्रता परीक्षा (आरटेट) इस साल के अंत में आयोजित हो सकती है। माध्यमिक शिक्षा बोर्ड ने सरकार को इसका प्रस्ताव भेजा है। संभावित तारीख 29 दिसंबर (रविवार) रखी गई है। बोर्ड ने परीक्षा का पूरा टाइम टेबल भेजा है। सीकर में करीब 35 हजार और प्रदेशभर में सात लाख से अधिक अभ्यर्थियों के शामिल होने का अनुमान है। एनसीटीई की गाइड लाइन के अनुसार आरटेट साल में एक बार होनी जरूरी है।

इस साल का पूरा वक्त आरटेट 2011 व 2012 के विवादों में ही गुजर गया। नवंबर का महीना चुनाव में चला जाएगा। इसलिए अब परीक्षा दिसंबर में ही आयोजित हो सकेगी। यदि इस महीने में भी नहीं हो पाई तो आरटेट का पूरा मामला साल 2014 में जाता है। इसलिए बोर्ड दिसंबर 2013 में यह परीक्षा हर हाल में आयोजित करना चाहता है। अभ्यर्थी लगातार आरटेट की मांग कर रहे हैं।

॥आरटेट 2013 दिसंबर में कराने के लिए प्रस्ताव सरकार को भेजा गया है। प्रस्ताव में परीक्षा का पूरा कार्यक्रम भेजा गया है। अनुमति मिलते ही परीक्षा का कार्यक्रम जारी कर आवेदन प्रक्रिया शुरू कर देंगे।

सिलेबस हो चुका है जारी
आरटेट 2013 के लिए सिलेबस माध्यमिक शिक्षा बोर्ड पहले ही जारी कर चुका है। सिलेबस में इस बार ज्यादा बदलाव नहीं किया गया है। उम्मीद की जा रही है कि आरटेट के विस्तृत कार्यक्रम को अनुमति मिलते ही आवेदन मांगने की प्रक्रिया शुरू हो जाएगी।

दिसंबर में नहीं तो ऐसे अटक जाएगा आरटेट
यदि परीक्षा किसी भी कारणों से दिसंबर 2013 में आयोजित नहीं हो पाती है तो परीक्षा के लिए लाखों अभ्यर्थियों को और लंबा इंतजार करना पड़ेगा। क्योंकि मार्च 2014 में बोर्ड परीक्षा आयोजित होगी। जनवरी से बोर्ड दसवीं व 12वीं की परीक्षा में व्यस्त हो जाएगा।

शेखावाटी के 70 हजार कर रहे हैं इंतजार
शेखावाटी के 70 हजार स्टूडेंट आरटेट का इंतजार कर रहे हैं। साल 2012 में शेखावाटी से करीब 60 हजार शामिल हुए थे। इस बार 70 हजार से अधिक अभ्यर्थी शामिल होने की उम्मीद हैं। इसकी बड़ी वजह यह है कि हजारों अभ्यर्थी अपनी रैंक सुधारना चाहते हैं। इस बार हुई ग्रेड थर्ड शिक्षक भर्ती परीक्षा में भी बड़ी संख्या में अभ्यर्थी शामिल नहीं हो पाए थे। मांग उठी थी कि यदि ग्रेड थर्ड शिक्षक भर्ती से पहले आरटेट कराई जाए तो ज्यादा अच्छा होगा लेकिन सरकार ने चुनाव की जल्दबाजी में ग्रेड थर्ड शिक्षक भर्ती ही कराई।

क्यों हो रही है देरी?
सरकार ने सामान्य पुरुष वर्ग के अभ्यर्थियों को न्यूनतम 60 प्रतिशत, सभी वर्गों को पांच से 20 प्रतिशत की रियासत देने की घोषणा की थी। हाईकोर्ट द्वारा 60 फीसदी से कम अंक लाने वाले अभ्यर्थियों को उत्तीर्ण घोषित नहीं करने निर्णय से आरटेट 2011 की पात्रता संकट में पड़ गई। इसके अलावा आरटेट 2012 का परिणाम भी इसी वजह से लगभग एक साल से अटका रहा। अब पूरा मामला सुप्रीम कोर्ट में चल रहा है। हालांकि दोनों सालों के संशोधित परिणाम जारी कर दिए गए हैं और मार्कशीट भेजी जा रही है। हाईकोर्ट के वकील संदीप कलवानिया ने बताया कि इस साल परीक्षा होने पर परीक्षा सुप्रीम कोर्ट में विचाराधीन विशेष अनुमति याचिका के निर्णायाधीन रहेगी।

एक हजार स्कूलों में होगी शिक्षकों की जरूरत
सरकार ने एक हजार प्राथमिक व उच्च प्राथमिक स्कूल नई खोलने के साथ इनमें कई क्रमोन्नत की गई है। इन स्कूलों के लिए बड़ी संख्या में शिक्षकों की जरूरत होगी। इसलिए आरटेट कराना बेहद जरूरी हो गया है।

सीटेट 2014 : आवेदन 31 तक परीक्षा फरवरी में
सीबीएसई द्वारा आयोजित सेंट्रल टीचर्स एलिजिबिलिटी टेस्ट यानी सीटेट 16 फरवरी 2014 को किया जाएगा। आवेदन प्रक्रिया शुरू हो गई।अभ्यर्थी 31 नवंबर तक सीटेट के लिए ऑनलाइन आवेदन कर सकते हैं। यह टेस्ट टीचिंग के क्षेत्र में जाने वाले कैंडीडेट्स के लिए जरूरी योग्यता मानी गई है। कैंडीडेट कक्षा पहली से लेकर आठवीं तक के स्टूडेंट्स को पढ़ाने के लिए टीचर्स यह टेस्ट दे सकते हैं। 60 फीसदी से अधिक अंक हासिल करने वाले कैंडीडेट्स को सर्टिफिकेट जारी किया जाता है जो कि सात साल तक वैध रहता है। हालांकि कैंडीडेट्स चाहें तो दोबारा भी टेस्ट दे सकता है। अगले साल होने वाले इस टेस्ट के लिए फिलहाल रजिस्ट्रेशन प्रक्रिया शुरू नहीं हुई है

अजमेर। राजस्थान अध्यापक पात्रता परीक्षा- 2011 (आरटेट ) का मामला सुप्रीम कोर्ट में जाने के बाद कट ऑफ मार्क्स में रियायत के आधार पर उत्तीर्ण चार लाख से अघिक अभ्यर्थियों ने राहत की सांस ली है। साथ ही अध्यापक बने हजारों लोगों को नौकरी बचने की उम्मीद जगी है। हाईकोर्ट ने पिछले दिनों राजस्थान अध्यापक पात्रता परीक्षा 2011 में 60 प्रतिशत से कम अंक लाने वाले अभ्यर्थियों को अयोग्य करार देते हुए नए सिरे से परिणाम जारी करने के आदेश दिए थे।
इन आदेशों के खिलाफ राज्य सरकार ने उच्चतम न्यायालय में अपील की है। आरटेट का मामला अदालत में उलझने की वजह से आरटेट 2012 का परिणाम तो अटका ही है, साथ में आरटेट 2013 के आयोजन पर भी संशय बना हुआ है। आरटेट 2011 में कुल 5 लाख 34 हजार 527 अभ्यर्थियों को उत्तीर्ण घोषित किया गया था। संशोघित परिणाम जारी हुआ तो चार लाख से भी अघिक परीक्षार्थी अयोग्य हो जाएंगे।
हजारों की नौकरी खतरे में
उच्च न्यायालय के आदेशों की पालना हुई तो आरटेट परीक्षा 2011 में कट ऑफ मार्क्स में रियायत के आधार पर उत्तीर्ण होने के बाद अध्यापक बन चुके हजारों लोगों की नौकरी खतरे में पड़ जाएगी। शिक्षा बोर्ड ने राज्य सरकार की घोषणा के अनुसार आरटेट पास करने के लिए सामान्य वर्ग के पुरूष अभ्यर्थियों के लिए 60 प्रतिशत अंक लाने की अनिवार्यता रखी थी। इसके अलावा महिला, एससी, एसटी, पिछड़ा वर्ग, विशेष योग्यजन सहित कमोबेश सभी वर्गो को 5 से 25 प्रतिशत की छूट देते हुए परिणाम जारी कर दिया था।

आरटेट 2011 का मामला सुप्रीम कोर्ट में विचाराधीन है। उच्च न्यायालय के फैसले के खिलाफ राज्य सरकार ने अपील की है। जब तक 2011 एवं 2012 का मामला नहीं सुलझता तब तक आरटेट 2013 आयोजित करना संभव नहीं है।
