इलाहाबाद। भर्ती परीक्षाओं की तैयारी मेें जुटे प्रतियोगियों के लिए बेहतर मौका है। यह मौका उपलब्ध होगा प्रसार भारती में। कर्मचारी चयन आयोग ने प्रोग्राम एक्जीक्यूटिव और ट्रांसमिशन एक्जीक्यूटिव आदि पदों पर भर्ती के लिए आवेदन मांगा है। भर्ती 1200 से अधिक पदों पर भर्ती होगी। इनके लिए 19 अप्रैल तक ऑनलाइन किया जा सकेगा। परीक्षा दो जून को प्रस्तावित है। आयोग की ओर से शुक्रवार को विज्ञापन भी जारी कर दिया गया। इसके अनुसार प्रसार भारती में प्रोग्राम एक्जीक्यूटिव के 360, ट्रांसमिशन एक्जीक्यूटिव के 806 तथा ट्रांसमिशन एक्जीक्यूटिव प्रोडक्शन, असिस्टेंट ग्रुप बी के 72 पदों पर भर्ती की जाएगी। इनके लिए न्यूनतम योग्यता अलग-अलग है। आयोग की वेबसाइट पर भी भर्ती से संबंधित पूरी जानकारी लोड कर दी गई है।


इलाहाबाद। पीसीएस-2013 के लिए शनिवार से आवेदन किया जा सकेगा। उत्तर प्रदेश लोक सेवा आयोग की ओर से इसकी सूचना आयोग वेबसाइट पर जारी कर दी गई है। आवेदन सिर्फ आनलाइन किया जा सकेगा। इससे संबंधित जानकारी भी साइट पर लोड कर दी गई है। आवेदन फीस 20 अप्रैल तक जमा होगी। फार्म 25 अप्रैल तक भरे जा सकेंगे

 इलाहाबाद : हाईकोर्ट ने प्रदेश सरकार को निर्देश दिया है कि वह माध्यमिक विद्यालयों में अध्यापकों की नियुक्ति की विसंगतियां दूर करे। कोर्ट ने माध्यमिक शिक्षा के प्रमुख सचिव से कहा है कि वे कठिनाई निवारण आदेश या नियमों में संशोधन करने की कार्यवाही करे ताकि प्रबंधकों को बोर्ड द्वारा चयन होने तक खाली पदों पर तदर्थ नियुक्ति कर छात्रों के शिक्षा की व्यवस्था करने का अधिकार मिल सके। इस मुद्दे पर बैठक बुलाकर ब्योरा 19 अप्रैल को मांगा गया है।

यह आदेश न्यायमूर्ति एपी साही ने प्रवीण कुमार शुक्ल की याचिका पर दिया है। कोर्ट ने कहा है कि कानूनी अड़चनों के चलते माध्यमिक विद्यालयों में मौलिक रिक्त पदों को भरा नहीं जा रहा है। भर्तियों में कठिनाइयां हो रही हैं। रिक्तियों के लिए चयन बोर्ड में भेजने के बाद लंबे समय तक पद भरे नहीं जा रहे हैं जिससे छात्रों को नुकसान हो रहा है।

कोर्ट का कहना है कि चयन से पद भरे जाने तक प्रबंध समिति को तदर्थ या अंशकालिक नियुक्ति की छूट देना चाहिए। अभी प्रबंधकों को तदर्थ नियुक्ति का अधिकार नहीं है। अध्यापक की सेवानिवृत्ति के बाद प्रबंध समितियां किसी प्रकार की नियुक्ति नहीं कर पा रही हैं। चयन बोर्ड को अधियाचन भेजे जाने के बाद लंबे समय तक पद भरे नहीं जाते। ऐसे में छात्रों के पठन-पाठन में असुविधा होती है। सरकार को आ रही दिक्कतों को दूर करने के लिए कदम उठाने चाहिए

जागरण कार्यालय, अंबेडकरनगर : जिले के प्राथमिक एवं जूनियर विद्यालयों में गणित एवं विज्ञान शिक्षकों का टोटा है। ऐसे में इन विषयों के शिक्षक ढूंढ़े नहीं मिल रहे हैं। इसके लिए शिक्षक भर्ती प्रक्रिया व प्रोन्नति पर शासन से लगाई गई रोक रोड़ा बनी है। आंकड़े बताते हैं कि, जिले भर में करीब ढाई सौ विद्यालयों में गणित व विज्ञान के शिक्षकों की कमी है।
परिषदीय शिक्षा को भले ही बेहतर बनाए जाने के दावे किए जा रहे हैं, लेकिन इसका मूलभूत ढांचा ही चरमरा रहा है। कारण जिले भर में करीब ढाई सौ विद्यालयों में गणित व विज्ञान विषय के शिक्षकों का टोटा है। ऐसे में इन विषयों की पढ़ाई से छात्र अधूरे रह गए हैं। शासन स्तर से शिक्षकों की भर्ती प्रक्रिया शुरू किए जाने के बाद से अनुमान लगाए जा रहे थे कि, किल्लत कुछ हद तक कम होगी, लेकिन इस पर कांउसिलिंग शुरू होते ही रोक लग गई। मामला अब तक लंबित चल रहा है। उधर शिक्षकों को पदोन्नति दिए जाने के बाद भी कमियों को दूर किए जाने की उम्मीद थी। फरवरी माह में शासन से प्रोन्नति पर लगी रोक हटने के बाद बीएसए कार्यालय में तैयारियां जोरों पर शुरू हो गई थीं।
इस बीच मार्च में शासन ने फिर से रोक लगाने का फरमान जारी कर दिया। इसके बाद विषय विशेष के शिक्षकों की कमी दूर होने की उम्मीदों पर पानी फिर गया। जिला बेसिक शिक्षा अधिकारी दलसिंगार यादव ने बताया कि, प्रोन्नति होने के बाद कमियां कुछ हदतक पूरी होने की उम्मीद थी। शासन से लगी रोक हटने के बाद शिक्षकों की तैनाती कर दी जाएगी

MUMBAI: Cracking the diploma in education (DEd) or pursuing a bachelor's in education (BEd) will not be enough to be a teacher anymore. The state government has passed a resolution making it mandatory for every aspiring schoolteacher to clear a licentiate exam.

In a bid to better quality in schools, the state will hold the Teacher Eligibility Test (TET) to filter the best candidates. Public and private schools can recruit only those teachers who have cleared this exam.

Several states already have such a test in place and Maharashtra has passed this resolution keeping in mind the provisions laid down in the Right to Education Act.

"The TET is henceforth mandatory for those who want to join a school as a teacher," said additional chief secretary JS Saharia. "A good teacher makes all the difference. We have built enough schools. Now we ought to provide good quality schooling and a qualified teacher can bring excellence to the classroom," he said.

Eventually, every state will have to be holding its own TET. The test is aimed at bringing in national standards and benchmarking teacher quality in the recruitment process. It is meant to induce teacher education institutes, and students of these institutes, to further their performance standards.

In the TET, every candidate will be tested on child development, pedagogy and two languages. Knowledge of mathematics and environmental studies will be checked for those wanting to be posted in primary classes (till class V). In case of those wanting to teach senior students, they will also be tested on the subject they would like to teach.

The National Council for Teacher Education stipulates that a person who scores 60% or more in the TET will be considered as qualified.

Questions will be multiple choice with four alternatives; each question will carry a mark. There will be no negative marking. There will be two papers of the TET. Those intending to teach students in classes I to V need to sit only for Paper I. Paper II will be for the teachers of senior classes, VI to VIII. Candidates wanting to teach elementary and senior school need to take both papers.

Apart from the test, Maharashtra has also set minimum academic and professional qualifications for aspiring teachers. For primary schoolteachers, it will be mandatory to complete high school and DEd, apart from clearing the TET. For those wanting to join the senior school, candidates must complete their graduation and BEd as well as crack the TET

New Delhi, Mar 22, 2013 (PTI):
Government today ruled out extending the deadline beyond March 31 for schools to meet RTE requirements even as it conceded that many states were lagging behind and said a committee is being set up to expedite the implementation process.

HRD Minister M M Pallam Raju was evasive when asked about the fate of the schools who fail to meet the Right to Education Act requirements like infrastructure after March 31, saying they would ensure the requirements are complied with in the "shortest possible time".

"The deadline is the objective. It is apparent that most states are going to miss it, but that does not mean we will leave the objective. We will constitute a committee to show seriousness of the implementation," he told reporters here.

Schools face the prospects of closing down under the Act if they are not RTE compliant after March 31. The government also faces the threat of being challenged in court by stakeholders in the event of non-compliance.

"As long as state govt shows it seriousness... if some parents want to be litigant, we cannot stop them. But as far as I can say, we all are serious," he said.

He said the Central Advisory Board of Education, in its meeting last November, had also unanimously resolved not to extend the deadline, arguing that any move in this regard would dilute the Act that seeks to provide free and compulsory education to students.

He said government will "push those" schools who are lagging behind even as Ministry officials maintained that there are some states who have attained over 90 per cent achievement in meeting the requirements.

The RTE Act had set two deadlines -- until March 31, 2013 for infrastructure and March 31, 2015 for teachers to attain minimum qualifications (pass Teachers’ Eligibility Test).

Asked about the proposed committee, the Minister said it will do a follow-up to ensure that the deadline for meeting teacher requirement under the Act by March 2015 is met.

Meanwhile, 13 states have asked the Ministry to relax the norms as far as minimum qualification goes to ensure speedy compliance with RTE norms. They are Assam, Manipur, Meghalaya, Nagaland, Tripura, Bihar, Chattishgarh, Himachal Pradesh, Madhya Pradesh, Uttarakhand, Odisha, Uttar Pradesh and West Bengal

उत्तर प्रदेश में की जा रही 72825 प्रशिक्षु शिक्षकों की भर्ती का मामला अभी सुलटने का नाम नहीं ले रहा है। प्रक्रिया को जितना सुलझाने का प्रयास किया जा रहा है, उतनी ही उलझती जा रही है। बीते एक पखवारे से भर्ती प्रक्रिया में चल रहे न्यायालय वादों में भी कुछ निर्णय न हो पाने से टीईटी शिक्षक अब निराशा के गर्त में समाते दिखायी दे रहे हैं। वहीं सोमवार को पता चला है कि भर्ती प्रक्रिया से सम्बंधित सुनवाई अब 3 अप्रैल को होनी है। जिसके बाद मामले को जल्द निबटाने के लिए दो या तीन बार में ही प्रयास किया जायेगा।

इसी तरह अनुदेशक भर्ती भी अदालती कार्यवाही में फंसती नजर आ रही है। अभी अनुदेशक भर्ती के आवेदनों की अंतिम तिथि भी नहीं आ पायी थी कि जारी किये गये आवेदन प्रक्रिया के विज्ञापन के खिलाफ न्यायालय में याचिका दायर कर दी गयी। फिलहाल यदि शिक्षकों की भर्ती के लिए इसी तरह न्यायाल में उलझा के रखा गया तो उत्तर प्रदेश की प्राथमिक शिक्षा का हाल बेहाल होने में अब देर नहीं है

उधर एल टी' ग्रेड शिक्षकों की भर्ती भी कोर्ट में फंस गयी है 
विवाद ये है की - साइंस टीचर की भर्ती में कोई भी पी जी डिग्री (एम् .ए आदि ) के क्वालिटी पॉइंट्स जोड़े जायेंगे (जैसा की भर्ती प्रक्रिया में हो रहा है )
या फिर सिर्फ साइंस विषय की पी जी डिग्री के |
 लोगो के व्यंग्य भी ऐसे मामले को देखने पर मिल रहे हैं और ये मसला हास्य का बन गया है

लखनऊ। सरकार ने सिपाहियों की सीधी भर्ती के लिए नियमों में व्यापक बदलाव किए हैं। इसके लिए उत्तर प्रदेश नागरिक पुलिस आरक्षी सेवा और प्रोन्नति नियमावली-2008 में बदलाव किया गया है। इससे 40 हजार सिपाहियों की भर्ती का रास्ता भी साफ हो गया है। अब सीधी भर्ती के लिए प्रारंभिक, शारीरिक व लिखित परीक्षा से अभ्यर्थी को गुजरना होगा। वहीं अब सिपाही से मुख्य आरक्षी पद पर 75 फीसदी प्रोन्नति वरिष्ठता के आधार पर तो 25 फीसदी लिखित परीक्षा से दी जाएगी। अब तक प्रोन्नतियां परीक्षा के जरिए होती थीं। राज्य मंत्रिपरिषद ने इन नियमों को मंजूरी दे दी है।
सीधी भर्ती के लिए अब पहले प्रारंभिक परीक्षा होगी। इसकेबाद शारीरिक परीक्षा और फिर लिखित परीक्षा होगी। शारीरिक परीक्षा 100 अंकों की और लिखित परीक्षा 300 अंकों की होगी। प्रारंभिक परीक्षा में 35 फीसदी अंक पाना जरूरी होगा। अब पुरुष अभ्यर्थी को दस किलोमीटर की जगह बीस मिनट में केवल 4.8 किलोमीटर ही दौड़ना होगा। वहीं महिला अभ्यर्थी को 18 मिनट में केवल 2.4 किलोमीटर दौड़ना होगा। जो पुरुष अभ्यर्थी 20 मिनट में 4.8 किलोमीटर की दौड़ पूरी करेगा उसे 100 अंक मिलेंगे। वहीं 20-25 मिनट में पूरी करने पर 80 तो 25 से ऊपर व 30 मिनट के बीच पूरी करता है तो उसे 60 अंक दिए जाएंगे

लखनऊ (ब्यूरो)।सूबे के प्राथमिक स्कूलों में करीब पौने तीन लाख शिक्षकों की कमी है, इसके बावजूद सरकार शिक्षक पात्रता परीक्षा (टीईटी) कराने की हिम्मत नहीं जुटा पा रहे है। दरअसल इसके पीछे मुख्य वजह मोअल्लिम वाले माने जा रहे हैं। मोअल्लिम धारक शिक्षक तो बनना चाहते हैं मगर बगैर टीईटी के। इस पर बेसिक शिक्षा विभाग के अधिकारी मोअल्लिम धारकों को मनाने में जुटे हैं कि वे टीईटी के लिए राजी हो जाएं ताकि इसका आयोजन कराया जा सके।
शिक्षा अधिकार अधिनियम लागू होने के चलते कक्षा 8 तक के स्कूलों में शिक्षकों के लिए टीईटी पास करना अनिवार्य कर दिया गया है। वहीं राष्ट्रीय अध्यापक शिक्षा परिषद (एनसीटीई) ने शिक्षकों की भर्ती के लिए उत्तर प्रदेश को 31 मार्च 2014 तक का समय दे रखा है। पर स्थिति यह है कि शिक्षकों की भर्ती के लिए टीईटी ही नहीं हो पा रही है।
सूबे में पिछली बार टीईटी नवंबर 2011 में आयोजित कराई गई थी। इसके बाद से प्रस्ताव कई बार बना लेकिन परीक्षा नहीं हो पाई। इसमें सबसे बड़ी समस्या मोअल्लिम धारक हैं। दरअसल सपा सरकार मुसलमानों को अपना मुख्य वोट बैंक मानती है और मोअल्लिम धारक इसी का लाभ उठा रहे हैं। वे बगैर टीईटी पास किए शिक्षक बनना चाहते हैं। लिहाजा एनसीटीई की नियमावली हर बार आड़े आ रही है। इसलिए बेसिक शिक्षा विभाग चाहता है कि मोअल्लिम धारक वाले मान जाएं ताकि टीईटी आयोजित कराई जा सके

Present writ petition in question has been filed with the request to direct the respondents to conduct Teacher Eligibility Test -2012 of the petitioners. 

Petitioners have contended that under the guideline published for conducting Teacher Eligibility Test (TET)� following provision has been incorporated. 

"11.�� The appropriate Government should conduct a TET at least once every year. The Validity Period of TET qualifying certificate for appointment will be decided by the appropriate Government subject to a maximum of seven years for all categories. But there will be no restriction on the number of attempts a person can taken for acquiring a TET Certificate. A person who has qualified TET may also appear again for improving his/her score." 

Petitioners submit that in view of this TET test in all eventuality should be conducted every year. 

On presentation of present writ petition in question, this Court asked the learned Standing counsel to obtain necessary instructions in the matter and on the matter being taken up requisite instruction has been obtained and as per the same guideline for holding UPTET are in pipe line� i.e. under preparation.� Coupled with this it has been informed that� endeavour shall be made for� UPTET Examination 2012 to be held somewhere in February, 2013. Once such is the factual situation that in the said direction process is on then no further directives are required to� be issued by this Court. 

Present writ petition is accordingly disposed of.

The petitioner was not appointed in spite of being selected and, therefore, he approached this Court by filing writ petition No. 33712 of 1997. After a direction was issued keeping in view the educational qualification of the petitioner, the authority has now proceeded to pass the impugned order. 

Sri Indra Raj Singh contends that the qualifications possessed by the petitioner are valid and in as much as as and when the certificate of Buniyadi Praman Patra was with the petitioner, the same has also been found to be valid by a Division Bench judgment in Special Appeal No. 1426 of 2010 decided on 7.9.2010. To that extent there cannot be any dispute that the petitioner's case would be covered by the Division Bench. 

However, the impugned order further records that as on date if the petitioner is to be appointed, he cannot be treated to be eligible as he has not passed the Teacher Eligibility Test.� 

Sri Indra Raj Singh contends that this Teacher Eligibility Test qualification cannot be applied retrospectively to the candidature of the petitioner whose rights had been ripened in 1997. 

This argument cannot be accepted inasmuch as the appointment is yet to be made and as on date the petitioner has to possess the Teacher Eligibility Test certificate. 

In the circumstances, the writ petition is rejected being devoid of merit.

The petition was entertained and the Division Bench judgment of the Special Appeal referred to herein above has been requested to be referred to a Larger Bench for which the papers have already been sent before Hon'ble the Chief Justice vide order dated 8.2.2013 passed in� Writ Petition No.12908 of 2013.
In the present case the petitioner is a candidate of the same category who has not been offered appointment.
Learned counsel for the petitioner has invited the attention of the Court to the order passed in Writ Petition No.5417 of 2013 in which an order dated� 1..2.2013 calling upon the respondent State to show cause as to what further exercise has been taken to comply with the division bench judgment. �It is contended that a contempt petition has also been filed calling for compliance of the directions given by the division bench. This dispute has been noticed by a division bench as well and the reference has been placed before the Hon'ble the Chief Justice for orders today.
In view of the aforesaid facts and circumstances the mandamus prayed for by the petitioner cannot be granted at this stage.
List this petition after any decision in the aforesaid matters.

The petitioners are teachers of a Girls Junior High School which is aided but privately managed.
All the petitioners claim to have been appointed in the institution as Assistant Teachers on 16th of August, 2011.
The dispute with regard to their payment of salary was directed to be considered and now the impugned order has been passed in which an additional ground has been given for not accepting the claim of the petitioners as they do not possess the qualification of having passed the Teacher Eligibility Test.
The impugned order at the same time does not annul the appointments but also does not extend the benefit of payment of salary to the petitioners.
Sri Khare submits that so far as the petitioners are concerned they have been appointed prior to the amendment in the rules of appointment introducing the qualification of the Teacher Eligibility Test and as such the petitioners cannot be compelled to possess the said qualification for the purpose of their continuance. He submits that the State Government itself was not sure of the date of the enforcement of the Notification dated 23.8.2010 issued by the National Council for Teacher Education, the Academic Authority that has enforced the said Notification under the Right to Compulsory Education Act, 2009. He therefore submits that all such appointments after 23.8.2010 and before the amendment of the rules should be treated to be valid. 
The question is as to whether any candidate could have been appointed without having passed the Teacher Eligibility Test after the Notification dated 23.8.2010.
Sri Khare has relied on the division bench judgment in the case of Prabhakar Singh & others Vs. State of U.P. & others reported in 2013 (1) ADJ Pg. 651.
The said judgment raising the same legal issue had been cited before this court and keeping in view the reservations about the correctness of the said judgment a request has been made to Hon'ble the Chief Justice for constituting a larger bench vide order dated 8.3.2013 in writ petition no. 12908 of 2013 Shiv Kumar Sharma Vs. State of U.P. .
In the aforesaid circumstances, it would be appropriate that this matter is heard after the reference is answered as indicated above.
In the meantime, it is open to the respondents to file a counter affidavit within one month.

आजमगढ़ : जनपद में फर्जी शिक्षकों के प्रति नवागत मुख्य विकास अधिकारी की भृकुटी तन गई है। फर्जी तरीके से नौकरी हासिल करने वालों की शामत-सी आ गई। शिक्षा विभाग के साथ ही डायट में भी हड़कंप की स्थित है। अब तक की जांच में यह साफ संकेत मिला है कि फर्जी अभिलेख के जरिए नौकरी कर रहे कुछ और लोग जिले में बचे हैं। इस खेल में कहीं न कहीं डायट के लोग भी शामिल हैं। वैसे इस राज से जल्द ही पर्दा उठने की संभावना है।

यहां किस हद तक फर्जीवाड़ा हुआ है इसका अंदाजा सिर्फ अजीत कुमार यादव के प्रकरण से ही लगाया जा सकता है। इसने इंटरमीडिएट की परीक्षा जनता इंटर कॉलेज निजामाबाद से उत्तीर्ण की। उसे 234 अंक प्राप्त हुआ। फर्जी सार्टीफिकेट लगाकर उसने विशिष्ट बीटीसी 2008 की चयन प्रक्रिया में भाग लिया। चयन न होने पर इसने प्रार्थना-पत्र के साथ एक दूसरी मार्कशीट लगाई जिसका वर्ष और अनुक्रमांक तो सही था लेकिन अंक 388 व श्रेणी प्रथम प्रथम दर्शा दी। इस अंकपत्र के आधार पर उसका चयन भी हो गया और प्राथमिक विद्यालय नौबरार त्रिपुरारपुर खालसा में नियुक्ति भी मिल गई लेकिन भेद तब खुला जब फर्जी अंकपत्र को जांच के लिए जनता इंटर कॉलेज भेजा गया। यहां गजट के साथ मार्कशीट के सही होने का प्रमाण-पत्र संलग्न जांच अधिकारी को दे दिया गया। इसके बाद उसके अभिलेखों के सही होने की रिपोर्ट शिक्षा विभाग को भेजने की तैयारी भी शुरू हो गई थी लेकिन जब फाइल सीडीओ के पास पहुंची तो उन्हें अंकपत्र फर्जी होने का संदेह हुआ। वजह जाली मार्कशीट को बनाने में एक चूक हो गई थी। अंकपत्र में अंग्रेजी विषय में प्रयोगात्मक का नंबर अंकित कर दिया गया था। जब अजीत को अपने पकड़े जाने का भय सताने लगा तो उसने नौकरी से इस्तीफा दे दिया। सीडीओ द्वारा इस प्रकरण की जांच का जिम्मा सहायक अर्थ एवं संख्या अधिकारी को सौंपा गया। उन्होंने मार्कशीट को आधार बनाकर मामले की जांच शुरू की। वह 234 नंबर वाले अंकपत्र को लेकर जनता इंटर कॉलेज पहुंचे। यहां विद्यालय प्रबंधन द्वारा इस अंकपत्र को भी सही प्रमाणित कर दिया गया। जब उन्होंने इस संबंध में विद्यालय प्रबंधन से जानकारी मांगी तो उन्होंने एक दूसरा पत्र निकालकर उन्हें पकड़ा दिया और बताया कि उन्होंने उस प्रमाण-पत्र को गलत लिखकर भेजा था। अब सोचने वाली बात यह है कि अगर विद्यालय द्वारा 388 के अंक पत्र को फर्जी करार दिया गया था तो वह अधिकारी तक पहुंचते पहुंचते असली कैसे हो गया।

इतना ही नहीं जब उसने विशिष्ट बीटीसी की चयन प्रक्रिया में अपने अंक को 388 दर्शाया तो आखिर उसके अंकों की गणना 234 पर क्यों की गई। इससे जांच अधिकारी द्वारा फार्म के बदले जाने की भी संभावना जताई जा रही है। यदि उनका शक सही है तो इस खेल में डायट के लोगों का शामिल होना तय है। यही नहीं अन्य तीन शिक्षकों के खिलाफ जो कार्रवाई चल रही है उसमें एक डायट के लिपिक की पत्नी व चचेरा भाई है। ऐसे में विभाग की संलिप्तता का शक और भी गहरा हो रहा है

जागरण संवाददाता, लखनऊ : सहायक अध्यापक पद पर नियुक्ति की मांग को लेकर विशिष्ट बीटीसी प्रशिक्षण प्राप्त बेरोजगारों ने सोमवार को विधान भवन के सामने धरना दिया। विशिष्ट बीटीसी वेलफेयर एसोसिएशन के आान पर जुटे प्रशिक्षितों ने सरकार से खाली पदों के सापेक्ष उनकी भर्ती करने की मांग की। देर शाम प्रशिक्षितों ने विधानभवन के सामने से हजरतगंज स्थित गांधी प्रतिमा तक कैंडल मार्च भी निकाला।

संयोजक राजनारायण ने कहा कि हम लोगों के साथ वर्ष 2007-08 में प्रशिक्षण प्राप्त करने वाले प्रशिक्षणार्थियों की नियुक्ति कर दी गई, लेकिन उस समय करीब पांच फीसद लोगों की नियुक्ति नहीं हो सकी थी। छह महीने बाद डायट में विशेष प्रशिक्षण पूरा होने के बावजूद उनकी नियुक्ति नहीं की जा रही है। प्रशिक्षितों ने जिला प्रशासन के माध्यम से मुख्यमंत्री को प्रेषित ज्ञापन में प्राथमिक विद्यालयों में रिक्त सहायक अध्यापकों के पद पर नियुक्ति की मांग की

पीयूष पांडेय / नई दिल्ली| : सुप्रीम कोर्ट ने बिहार में सात वर्ष पहले आयोजित की गई राज्य कर्मचारी चयन आयोग (एसएससी) की परीक्षा में सही और गलत, दोनों जवाब देने वाले अभ्यर्थियों को नौकरी पर रखने का आदेश दिया है। सा‌थ ही नए सिरे से परीक्षा कराने के हाईकोर्ट के आदेश को रद्द भी कर दिया है। 

गौरतलब है कि अगस्त, 2006 बिहार में जूनियर इं‌जीनियर की 220 पोस्ट के लिए राज्य कर्मचारी चयन आयोग ने परीक्षा कराई थी। मूल्यांकन में हुई गड़‌बड़ी के कारण परीक्षा में गलत उत्‍तर देने वाले अभ्यर्थियों को नौकरी पर रख लिया गया और सही उत्‍तर देने वाले नौकरी से वंचित रह गए।
इस मामले में दाखिल एक या‌चिका में हाईकोर्ट ने राज्य सरकार को सभी पदों पर नए सिरे से परीक्षा कराने का आदेश दिया था। 
हालांकि, अब सर्वोच्च अदालत ने परीक्षा के बाद जूनियर इंजीनियर नियुक्त हुए गलत जवाब देने वालों को नौकरी से न हटाने का आदेश दिया है। साथ ही सही जवाब देने वालों को भी नियुक्ति करने का निर्देश दिया है। 
सर्वोच्च अदालत ने गलत जवाब देने के बावजूद नौकरी पाने वाले अभ्यर्थियों की ओर से दायर याचिकाओं को स्वीकार करते हुए कहा कि वैकल्पिक प्रश्नों के जवाब में तैयार की गई उत्तर पुस्तिका में सही के स्थान पर गलत उत्तर लिखे जाने की भूल के चलते यह परेशानी खड़ी हुई। 
इसमें गलत और सही जवाब देने वाले अभ्यर्थी पूरी तरह से निर्दोष हैं क्योंकि इस मामले में कोई भी अनियमितता या धोखाधड़ी नहीं की गई। लेकिन उत्तर-पुस्तिका में भूलवश गड़बड़ी होने से गलत जवाब देने वाले अभ्यर्थियों को नौकरी के लिए चुन लिया गया, जबकि सही जवाब देने वाले दुर्भाग्य से बाहर हो गए। 
जस्टिस टीएस ठाकुर की अध्यक्षता वाली पीठ ने बिहार में अगस्त 2006 में हुई राज्य कर्मचारी चयन आयोग की परीक्षा में पटना हाईकोर्ट की ओर से जारी आदेश को दरकिनार कर दिया है। 
हाईकोर्ट ने राज्य सरकार को सभी पदों पर नए सिरे से परीक्षा कराने का आदेश दिया था। 
पीठ ने कहा है कि सात साल पहले 220 पदों पर जूनियर इंजीनियर नियुक्त किए जा चुके परीक्षार्थियों को हटाया जाना उचित नहीं होगा। लेकिन सही जवाब देने वाले उन परीक्षार्थियों को भी नियुक्ति किया जाए जो उत्तर पुस्तिका की गलती की वजह से बाहर हो गए थे।

Over Seven Lakh additional teacher posts have been sanctioned in the last three years under the Right to Education Act. This was stated by the MOS, HRD, Dr. Shashi Tharoor in Lok Sabha today. He said these posts have been approved to maintain Pupil Teacher Ratio under the Sarva Shiksha Abhiyan (SSA) programme which has been harmonized with the RTE Act. 

In reply to another question, Dr. Tharoor said that only a person who qualifies the Teacher Eligibility Test Conducted by the appropriate government will be eligible for appointment as a teacher for Class I-VIII as per NCTE. The Minister was replying to a written question on the issue.

CTET July 2013 Online Application : Central Board of Secondary Education (CBSE) has issued notification inviting online applications for Central Teachers Eligibility Test 2013. Online Application for CTET 2013 will start on 15/03/2013 and continue till 16/04/2013. More details regarding CTET 2013 online application important dates, applicability of CTET, Eligibility, how to apply, application fee and payment thereof etc are as under:

Applicability of CTET: CTET will apply to schools of Central Government and Schools under the administrative control of Union Territory of Chandigarh, Andaman and Nicobar Islands, Daman & Diu, Dadra & Nagar Haveli and NCT of Delhi. Unaided private schools can also exercise the option of considering the CTET. State Government who wish not to conduct their own TET can also consider CTET.

How to Apply Online for CTET 2013: Candidates are required to follow the procedure as under for applying online for CTET July 2013:

6. Log in to above websites and complete the final registration by filling the fee payment details.

7. Once the final registration is over, a confirmation page will be generated. Same should be sent to CBSE CTET unit after affixing a passport size photograph. It should reach the CBSE Office latest by 22/04/2013. It should be sent through Registered Post only. Couriers will not be accepted by CBSE.

CENTRAL TEACHER ELIGIBILITY TEST (CTET) – JULY 2013

The Central Board of Secondary Education, Delhi will be conducting the Central
Teacher Eligibility Test (CTET) for a person to be eligible for appointment as a teacher
for classes I to VIII on 28.07.2013 (Sunday). Candidates can apply only On-line for            
CTET-JULY 2013 on CBSE/CTET website.

Submission of On-line application   : 15.03.2013 to 16.04.2013
Last date for Online Submission of application : 16.04.2013
Last date for receipt of Confirmation Page in  : 22.04.2013
