काफी समय से यू पी में  शैक्षणिक आधार पर चयन हो रहा था जिसमें लगातार यू पी बोर्ड के अभ्यर्थी पिछड़ रहे थे 

साथ ही प्राइवेट यूनिवर्सिटी / कोलेज अंकों के आधार पर चयन के लिये वरदान साबित हो रहे थे | फर्जी मार्कशीट की ख़बरें भी आये दिन आती रहती थी |

कुछ परिणामों पर नजर :

हाल ही में आई सी एस ई बोर्ड के परिणाम आये हैं और लगभग शत प्रतिशत परिणाम गया है , बहुतेरी संख्या में छात्रों ने ९९ प्रतिशत से ज्यादा अंक प्राप्त किया हैं 

बिहार में टी ई टी परीक्षा का परिणाम ५ प्रतिशत से भी कम रहा है , सी टी ई टी परीक्षा का परिणाम लगभग इतना ही गया है जबकि यू पी में ये लगभग ५० प्रतिशत है 

क्या शिक्षकों के चयन के लिये सी. टी. ई. टी. व  यूपी टीईटी की सयुंक्त मेरिट पूरे देश भर में बनाई जाये तो क्या ये सही रहेगा |

इस प्रकार ज्यादातर सी. टी. ई. टी.  वाले सेलेक्शन से बहार हो जायेंगे , जबकि बहुत से यूपी टीईटी पास , सी. टी. ई. टी. पास नहीं कर सके 

लेकिन यू पी बोर्ड के अभ्यर्थी सालों से अपने प्रदेश में ही लुटते आये हैं | ज्यादातर सरकारी अधिकारिओं के बच्चे सी बी एस ई / आई सी एस ई बोर्ड में पड़ते हैं और गाँव के गरीब छात्र यू पी बोर्ड में पड़ते हैं |

देश में अधिकांश अधिकारी स्तर के इंटरविउ अंग्रजी माध्यम में होते हैं और ग्रामीण परिवेश का अभ्यर्थी हिंदी माध्यम व ग्रामीण परिवेश की वजह से पिछड़ता आया है |

इंटरविउ  में कोई विडियो ग्राफी नहीं होती और मनचाही व्यवस्था होती है 

वास्तव में शेक्षणिक मेरिट की मांग बेहद नाजायज है |

हर निर्धारित पद के लिये एप्टीटीउड  टेस्ट होता है और ये समय समय पर गुणवत्ता के लिये कराया जाते रहना चाहिए |

ये सभी अधिकारी / नेता वर्ग के लिये होना चाहिए और निर्धारित योग्यता न रख पाने पर बहार का रास्ता दिखा देना चाहिए 

 करप्शन में लिप्त पाए जाने पर तो जरूर ही बहार का रास्ता दिखाना चाहिए और उपयुक्त सजा भी दी जानी चाहिए जिससे ऐसी गलती दोहराही न जा सके 

देश को जोड़ने के लिये एक राष्ट्र भाषा होनी चाहिए ( वास्तव में भाषा का उपयोग संवाद / कम्युनिकेशन के लिये है ) लेकिन अंतर राष्ट्रीय बिरादरी से जुड़ने और अनेक नए अवसरों के लिये इंग्लिश बेहद जरूरी   

भाषा है |

और देश का पड़ा लिखा वर्ग इसको जानता है और ग्रामीण परिवेश का व्यक्ति अपनी मिटटी से जुड़े होने की पहचान / सामाजिक परिवेश आदि के कारण अंगरेजी की महत्ता को समझ नहीं पाता|

सभी के लिये समान अवसरों को देखते हुए सरकार को ग्रामीण इलाकों में इंग्लिश में वार्तालाप जैसे कोर्स कराये जाने बेहद आवश्यक हैं |

पूरे देश के लिये एक समान शिक्षा की व्यवस्था होनी चाहिए और केंद्र सरकार इसके लिये उपयुक्त एजेंसी के तौर पर कार्य कर सकती है | देश को जोड़ने की आवश्यकता है न की तोड़ने की |

देश आज भी जाति -उप जाति / क्षेत्र / धर्म /भाषा  आदि में बंटा हुआ है और बंटता  ही जा रहा है | इसका फायदा उठाने के लिये आजके नेता , अंग्रेजों की तर्ज पर बांटो और राज करो का नियम का अनुसरण करने में लगे हुए हैं 

योग्य व्यक्ति , योग्य होता हुए भी अयोग्य हो जाता है |

इस सिस्टम में उसका अस्तित्व कहाँ खो जाता है पता ही नहीं चलता |

धन्य हो इंटरनेट और अंगरेजी भाषा का , जिसने हम सबको जोड़ने में महत्वपूर्ण भूमिका निभाई है और पूरे संसार को एक सूत्र में पिरोने / जोड़ रही है |

Assam mulls teachers’ test - Move aimed at quality teaching

Assam Govt. going to conduct teaching aptitude test for newly appointed teachers to maintain quality, those who fails this test will be given voluntary retirement.


Why for new teachers, Why not for all teachers and officers and for all.
Quality is required at every stage, and those who are involved any type of corruption should be out from Government service and same should be adopted for politicians as well.



Guwahati, May 19: The Assam education department has decided to conduct evaluation test for all newly appointed schoolteachers to maintain quality teaching.

Education minister Himanta Biswa Sarma said only those who pass the test, which will cover aptitude, ethics, sincerity and innovative teaching skills, will be allowed to continue in service. Those who fail to clear the test will be given voluntary retirement.

“In the proposed test, marks will be allotted to teachers who maintain a positive attitude towards teaching. Marks will also be given on the basis of feedback given by students and parents on teachers’ involvement in teaching. Teachers who maintain ethics by not involving themselves with any political party and other non-academic activities will also be given marks,” Sarma said.

The education department said the proposal would be placed before the cabinet within 10 to 15 days. Once approved, it will amend the service rules for teachers.

Sarma said if the cabinet approves the proposal, Assam would become the first state in the country to conduct such test for teachers.

A teacher will have to appear for the test thrice during his or her service tenure. The first test would be conducted on completion of five years, the second after seven years and the last one after 12 years, he added.

“The sole objective of conducting such a test is to spot the teachers who are reluctant and not dedicated to their profession. The government does not want teachers to join the profession just to earn a livelihood. Teaching is a profession where one needs to be passionate and dedicated. The move is to do away with reluctance to teach sincerely,” Sarma said.

He said there were several instances of schoolteachers giving classes a miss for politics and unionism and this adversely affected the education system in the state.

The announcement comes a day before 26,109 candidates, who have cleared the Teachers’ Eligibility Test (TET), will get their appointment letters at a function to be attended by chief minister Tarun Gogoi at the Indira Gandhi Athletic Stadium at Sarusajai Sports Complex here.

Sarma said this would be the first time that such a huge number of teachers would be appointed in the state through an “extremely transparent” process.

He said there were 28,213 vacant posts of teachers in lower primary and upper primary schools in the state but only 26,109 candidates would be recruited because of non-availability of eligible candidates for appointment in schools in the Sixth Schedule districts of the state.

The government will spend Rs 419.15 crore annually to pay salaries to these teachers. While the Centre will bear 75 per cent of the expenditure, the state will bear the rest.

लखनऊ। मानव संसाधन विकास मंत्रालय ने सर्व शिक्षा अभियान में यूपी के लिए 10600 करोड़ रुपये के प्रस्ताव को मंजूरी दे दी है। केंद्र ने 1271 नए स्कूल खोलने और भर्ती से पहले शिक्षकों का वेतन देने से मना कर दिया है। यूपी के अधिकारियों से कहा गया है कि पहले शिक्षकों की भर्ती की जाए, इसके बाद उनके वेतन की मांग की जाए। राज्य सरकार ने मानव संसाधन विकास मंत्रालय को 15 हजार 705 करोड़ रुपये का प्रस्ताव भेजा था।
राज्य सरकार ने सर्व शिक्षा अभियान के तहत मानव संसाधन विकास मंत्रालय को वित्तीय वर्ष 2012-13 के लिए प्रस्ताव भेजा था। नई दिल्ली में प्रोजेक्ट एप्रूवल बोर्ड (पीएबी) की बैठक शुक्रवार को हुई। इसमें यूपी से सचिव बेसिक शिक्षा सुनील कुमार, सर्व शिक्षा अभियान के राज्य परियोजना निदेशक अतुल कुमार समेत अन्य अधिकारी गए थे। राज्य सरकार ने 1155 नए प्राइमरी और 116 उच्च प्राइमरी स्कूल तथा गरीब व बेसहारा बच्चों के लिए 70 नए आवासीय स्कूल खोलने का प्रस्ताव था।
इसके अलावा शिक्षक व शिक्षा मित्र मानदेय 11409.18 करोड़, निर्माण कार्य 1455.60 करोड़, नि:शुल्क यूनिफार्म 720.41 करोड़, प्रबंधन एवं गुणवत्ता 291.71 करोड़, ब्लाक संसाधन केंद्र 285.83 करोड़, मुफ्त पाठ्य पुस्तक 136.55 करोड़, मेंटीनेंस ग्रांट 112.11 करोड़ का प्रस्ताव था। स्कूल ग्रांट 94.44 करोड़, समेकित शिक्षा 391.72 करोड़, शिक्षक व शिक्षा मित्र प्रशिक्षण 190.62 करोड़, इनोवेटिव एक्टिविटीज 18.14 करोड़, न्याय पंचायत संसाधन केंद्र 22.27 करोड़, शिक्षक ग्रांट 24.67 करोड़, आउट ऑफ स्कूल बच्चों को प्रशिक्षण 44.19 करोड़, शोध अनुश्रवण एवं मूल्यांकन 16.78 करोड़, सामुदायिक सहभागिता 23.69 करोड़, बच्चों के लिए ट्रांसपोर्ट की सुविधा 5.48 करोड़, कंप्यूटर लर्निंग 37.50 करोड़, कस्तूरबा गांधी बालिका विद्यालय के लिए 235.10 करोड़ रुपये का प्रस्ताव था। मानव संसाधन विकास मंत्रालय इसमें से 10600 करोड़ रुपये का प्रस्ताव पास किया है।

 हमारे देश को स्वतंत्र हुए ६५ वर्ष से अधिक होने को आये है किन्तु आज तक हमारे देश की कोई विशेष उन्नति नहीं हो सकी है|
क्या आप जानते है की इसका मूल कारण क्या है  ?
इसका मूल कारण न तो हमारा संविधान है और न ही हमारा लोकतंत्र |वास्तव में हमें लोकतंत्र के लिए कभी प्रशिक्षित किया ही नहीं गया |
हमारी ३५ प्रतिशत जनता आज भी निरक्षर है| 
ऐसे में शिक्षा की बात ही करना बेमानी है|ऐसा नहीं है की कुछ किया नहीं जा रहा है | हमारे समाज में शिक्षा के स्तर को सुधारने के लिये प्रदेश सरकार केन्द्र सरकार व कई अन्य स्वंयसेवी संस्थाओं द्वारा लगातार कई वर्षों से प्रयास किये जा रहे हैं फ़िर भी हम आशा के अनुरूप लक्ष्य को प्राप्त नही कर पाये हैं।कारण सरकार के विभिन्न अंगों (कार्यपालिका,व्यवस्थापिका और न्यायपालिका) के मध्य आपसी समन्वय का अभाव है और गुणवत्तापरक शिक्षा वोट बैंक की राजनीति का ग्रास बन चुकी है|इसी दिशा में चल रहे प्रयासों ने मानव संसाधन विकास मंत्रालय की दूरगामी सोच के अंतर्गत शिक्षक पात्रता परीक्षा को जन्म दिया।आज हमारे समाज में योग्य व निष्ठावान शिक्षकों का पूर्ण अभाव है इससे अध्यापकों की भर्ती में एकरूपता आयेगी व शिक्षा के क्षेत्र में सुधार देखने को मिलेगा।राईट टु एजूकेशन के अन्तर्गत १४ वर्ष तक के बालकों को अनिवार्य शिक्षा प्रदान करनी है और शिक्षा गुणवत्ता परक होनी चाहिये लेकिन राज्य सरकार द्वारा की जा रही मनमानी से यह लागू ही नही हो पा रहा है । उत्तर प्रदेश के प्राथमिक विद्यालायों में सहायक अध्यापकों की संख्या निम्नतम हो गयी है जिसकी कमी को पूरा करके ही हम शैक्षिक स्तर में सुधार ला सकते है परन्तु यहाँ आयोजित शिक्षक पात्रता परीक्षा सरकार के लिये महज एक राजनीतिक खेल बन कर रह गयी है । 


राजनीतिक द्वेष की भावना अब हमारे प्रदेश के नौनिहालों को प्रभावित करने लगी है।अध्यापक पात्रता परीक्षा एक संपूर्ण और तर्कसंगत प्रक्रिया होने के बावजूद सरकार टेट उत्तीर्ण अभ्यर्थियों का चयन ना कर नाना प्रकार के आरोप और प्रत्यारोप लगा कर अपनी राजनीतिक द्वेष की क्षुधा को शांत कर रही है और हमारे समाज में शिक्षा के क्षेत्र में हो रहे निजीकरण,बाजारीकरण,अपराधीकरण और शिक्षक चयन में भाई-भतीजावाद के प्रति आंखे फेर कर अपने लोक कल्यान्यान्कारी राष्ट्र की स्थापना के दायित्व को भूल चुकी है।टीईटी को मात्र एक पात्रता परीक्षा मान कर अभ्यर्थियों के चयन का अधार शैक्षिक परिलब्धियों को बनाना निःसंदेह शिक्षा माफ़ियाओं के हाथों को मजबूत करना है|राज्य सरकार शिक्षा का अपराधीकरण करना चाहती है और अपने तुच्छ राजनैतिक हितों के लिए समाज को एक अन्धे कुयें में ढकेलना चाहती है जो कि एक निहायत ही घटिया कृत्य है।हमारी यह दृढ मान्यता है की सरस्वती के विद्या मंदिरों में इंद्र की कुत्सित राजनीति का प्रवेश नहीं होना चाहिए|


हम अपने समाज के बुद्धिजीवी वर्ग से यह आशा करते है कि इस अत्याचार को रोकने मं आगे आयेंगे और हमारे हांथों को मजबूत करेंगे| यदि हमने ऐसा नहीं किया और समय रहते हम नहीं चेते तो हम अपनी भावी पीढी को क्या जवाब देगें?क्या हम उनसे नज़रे मिला सकेगें क्योकि उनके शैक्षिक और नैतिक पतन का जिम्मेदार आज का समाज होगा|अभी समय रहते कुछ ना किया गया तो शायद कुछ भी हासिल नहीं हो सकेगा क्योकि ये वोट की राजनीति करने वाले भारत माता के सपूतों को निगल चुके होगें और हम फ़िर कभी गर्व से नही कह सकेगें कि भारत विश्व का गुरू है|
 हमें आशा ही नहीं अपितु पूर्ण विश्वास है की आप हमारे हांथों को मजबूत करेंगे और मात्र अपने कुनबे ही नहीं बल्कि देश के शैक्षिक परिदृश्य में अमूल चूल परिवर्तन लाने की मंशा के साथ कृत संकल्पित होकर किये जा रहे इस महाभियान (वाराणसी से दिल्ली पदयात्रा) में हमें अपना नैतिक समर्थन प्रदान करेंगे|

Rajasthan High Court gave a decision - that due to only a date criteria, it is WRONG to say somebody is NOT eligible after that.


It can be a good news for Candidates of Uttrakhand , Uttar Pradesh and other states as well.

जोधपुर.आरटेट के फर्स्ट लेवल में पास बीएड डिग्रीधारक अब तृतीय श्रेणी शिक्षक भर्ती परीक्षा में शामिल हो सकेंगे। राजस्थान हाईकोर्ट ने शनिवार को इस संबंध में आदेश जारी किए। न्यायाधीश गोपालकृष्ण व्यास ने कहा कि योग्यता के बावजूद केवल एक तारीख के बाद किसी योग्य व्यक्ति को अयोग्य घोषित करना उचित नहीं है। इस मामले में 17 मई को बहस पूरी हो गई थी, लेकिन कोर्ट ने फैसला सुरक्षित रख लिया था। बहस में कोर्ट ने एनसीटीई, राज्य सरकार तथा माध्यमिक शिक्षा बोर्ड की दलीलें खारिज कर दी थीं।

मामले को लेकर वीराराम व अन्य ने याचिकाएं दायर की थीं। इन्होंने न्यायालय को बताया था कि शिक्षा का अधिकार अधिनियम 2009 तथा एनसीटीई के नियमों के अनुसार टेट के फस्र्ट लेवल में उत्तीर्ण बीएड डिग्रीधारी तृतीय श्रेणी शिक्षक भर्ती परीक्षा- 2012 में कक्षा 1 से 5 तक अध्यापन कराने के योग्य हैं, जबकि राज्य सरकार ने 1 जनवरी 2012 तक ही इन अभ्यर्थियों को इस भर्ती परीक्षा के योग्य माना है। 

चूंकि, शिक्षक भर्ती परीक्षा के आवेदन इस साल फरवरी के अंत में मांगे गए थे, ऐसे में टेट के प्रथम स्तर में पास बीएड डिग्रीधारक अभ्यर्थी अयोग्य घोषित हो गए। राज्य सरकार की ओर से अतिरिक्त महाधिवक्ता जीआर पूनिया, एनसीटीई के अधिवक्ता कुलदीप माथुर व बोर्ड के अधिवक्ता राकेश अरोड़ा ने सरकार के आदेश को नियमों के तहत बताते हुए कोर्ट से
याचिकाएं खारिज करने को कहा था।

2010 में तय किए थे योग्यता के मानक :

3 अगस्त, 2010 को एनसीटीई ने नोटिफिकेशन जारी कर शिक्षा का अधिकार अधिनियम 2009 के सेक्शन 23 के सब सेक्शन 1 के तहत शिक्षकों के लिए योग्यता के मानक तय किए।

30 मार्च 2011 :

राजस्थान माध्यमिक शिक्षा बोर्ड ने आरटेट-2011 के आयोजन के लिए विज्ञापन के साथ ही गाइड लाइन जारी की।

>11.02.2011: आरटेट की शर्त संख्या 3 के तहत बीएड डिग्रीधारक अभ्यर्थियों को परीक्षा में शामिल करने की स्वीकृति।

>24.02.2012: राज्य सरकार ने प्रदेश की समस्त जिला परिषदों के माध्यम से तृतीय श्रेणी शिक्षक भर्ती परीक्षा आयोजित करने की विज्ञप्ति जारी की। इसमें उल्लेख था कि टेट प्रथम स्तर में उत्तीर्ण बीएड डिग्रीधारक इस भर्ती परीक्षा में शामिल नहीं हो सकते, जबकि टेट के द्वितीय स्तर में उत्तीर्ण अभ्यर्थी इसके लिए योग्य माने गए। ये नियम आरटेट के नियमों तथा उसके लिए जारी विज्ञप्ति में नहीं दर्शाए गए थे।

>06.03.2012: सैकड़ों अभ्यर्थियों ने नए नियम के ख्रिलाफ राज्य सरकार व बोर्ड को ज्ञापन दिए।

>मार्च 2012 में राजस्थान उच्च न्यायालय, जोधपुर व इसकी जयपुर पीठ में आरटेट के प्रथम लेवल में उत्तीर्ण बीएड डिग्रीधारियों ने याचिकाएं दायर कीं।

>17 मई 2012 : राज्य सरकार, माध्यमिक शिक्षा बोर्ड व एनसीटीई के अधिवक्ताओं की लंबी बहस के बाद कोर्ट ने निर्णय सुरक्षित रखा।

GUWAHATI, May 16: At long last, candidates who have cleared the Teachers’ Eligibility Test (TET) now have a reason to rejoice. The Assam Government will recruit 26,100 teachers in schools across the State, including the Sixth Schedule districts, and appointment letters will be issued to the candidates on May 20.

This was announced by State Education Minister Himanta Biswa Sarma at a press conference in Guwahati on Wednesday. This recruitment drive has been vaunted by the minister as the first mass recruitment drive in the history of Assam.

The appointment letters will be handed over to the candidates by Chief Minister Tarun Gogoi at a ceremonial distribution function to be held at the Sarusajai Stadium in Guwahati. “The final list of the successful candidates is available on the websites www.ssaassam.gov.in and www.tetassam.com. The 26,100 candidates will be recruited on a contractual basis. The Centre will bear 75 per cent of their salaries while the State Government will bear the remaining 25 per cent. Of the 26,100 teachers, 18,257 will be appointed in lower primary schools while the remaining will be appointed in upper primary schools,” said Sarma.

He also said that the Central Government had sanctioned another 25,000 posts of teachers in Assam and the recruitment process for these posts would start within the next three months.

“In the appointment letter that will be issued on May 20, the district in which the respective candidates have been appointed will be mentioned. From June 1 to June 5, there will be an orientation programme for the candidates. This programme will be conducted district-wise, and during this period the Deputy Commissioners of the respective districts will give each candidate the name of the schools where he/she has to serve,” said Sarma.  He further said, “Candidates will have to collect their own appointment letters on May 20. If anyone cannot do so due to some genuine reason, he will have to inform the Sarva Siksha Abhiyan head office by submitting an application.”

The minister reiterated that the candidates would be appointed in rural and interior areas. “Under no circumstance will these jobs be transferred to urban areas,” he said.

An academic inspector will be appointed for every 15 schools in a district to monitor and evaluate the performance and activities of the teachers who will be appointed soon.

“Till the Right to Education (RTE) Act exists in the country, these jobs will be there,” said Sarma, and added, “Due to insufficient candidates, 2,114 posts in the Sixth Schedule areas are lying vacant.”

Regarding the appointment of teachers to permanent posts, the minister said that the State Education Department had taken up the issue with the State Finance Department.

Guwahati, May 16: All the 26,109 candidates who have cleared the Teachers’ Eligibility Test (TET) will get their appointment letters on Sunday.

Their names, along with the district where they will be posted, will be uploaded on the websites of TET and Axom Sarba Siksha Abhijan Mission at 6pm today, Assam education minister Himanta Biswa Sarma said today. This is the first time such a huge number of teachers are being appointed in the state through an “extremely transparent” process, he added.

The appointment letters will be distributed at a function to be attended by chief minister Tarun Gogoi at the Indira Gandhi Athletic Stadium in the Sarusajai Sports Complex here, Sarma said.

The candidates will have to collect the letters personally by showing their original TET pass certificates-cum-marksheets. If someone cannot be present in person, he or she will have to make prior application to the Axom Sarba Siksha Abhijan Mission and their letters will be sent to them by post, he added.


Sarma said there were 28,213 vacant posts of teachers in lower primary and upper primary schools in the state but only 26,109 candidates would be recruited because of non-availability of eligible candidates for appointment in schools in the Sixth Schedule districts of the state.

The government has decided not to appoint candidates from other districts in schools in the Sixth Schedule districts because of protests from some quarters.

Of the 26,109 candidates, 18,257 will be appointed to lower primary schools and 2,120 for maths and science and 5,732 for social science in upper primary schools.

Sarma said orientation camps for these candidates would be held at the district headquarters from June 1 to 5. After the counselling, the district administration will decide who will be posted in which school based on their aptitude. Female candidates will not be posted in remote or interior areas, he added.

Sarma made it clear that the posts were available in schools in rural areas only and, therefore, there would be no transfer to urban areas.

According to him, the move is a step towards strengthening and improving the quality of education in the state in compliance with the Right to Education Act, 2009.

Besides, for every 15 schools in the state, one academic inspector will be appointed by September this year to monitor the functioning of the schools.

These inspectors, who will be selected from the TET-passed candidates, will be provided computers so that they can immediately file their inspection reports, which will be monitored by the state education department.

राजस्थान के लाखों बीएड योग्यताधारी आरटेट 2011 के प्रथम स्तर में उत्तीर्ण होकर भी तृतीय श्रेणी शिक्षक भर्ती के प्रथम स्तर के लिए अपात्र हो गए हैं। 
केंद्र सरकार की ओर से 23 अगस्त, 2010 को अधिनियम बनाकर प्रारंभिक शिक्षक के लिए अध्यापक पात्रता परीक्षा पास होना अनिवार्य किया गया। इसमें एक जनवरी 2012 तक बीएड डिग्रीधारी स्नातक को कक्षा एक से पांच में पढ़ाने के लिए पात्र माना गया था। यह 17 माह का समय टेट परीक्षा आयोजन और नियुक्ति प्रक्रिया पूर्ण करने के लिए रखा गया था। केंद्र सरकार के अपने अधिनियम में कई कमियां थी। केंद्र ने 11 माह बाद 29 जुलाई, 2011 को संशोधन कर इन कमियों को दूर किया। संशोधन में टेट पात्रता के लिए 50 से घटाकर 45 प्रतिशत अंक किए गए और वाणि'य स्नातक बीएड को भी पात्र माना गया। 


बीएड डिग्रीधारियों को प्रथम स्तर पर मात्र मानने की तिथि जनवरी 2012 तक ही रखी गई। जबकि केंद्र सरकार द्वारा संशोधन के कारण कारण आरटेट परीक्षा 2011 के आयोजन व परिणाम में विलंब हुआ है। अब प्रथम स्तर के लिए आरटेट पास बीएड योग्यता वाले अपने को ठगा महसूस कर रहे हैं। राजस्थान प्राथमिक एवं माध्यमिक शिक्षक संघ के महामंत्री महेंद्र पांडे ने कहा कि नियम संशोधन की दिनांक 29 जुलाई, 2011 से आगे 17 माह एक जनवरी, 2014 तक बीएड डिग्रीधारी स्नातक को प्रथम स्तर के लिए मात्र माना जाना चाहिए।

देहरादून, जागरण ब्यूरो: बीएड डिग्रीधारकों के लिए प्राइमरी शिक्षक बनने की बंद राह खुलवाने के लिए राज्य सरकार ने केंद्र में दस्तक दी है। इस बाबत एनसीटीई को पत्र भेजा गया है। उधर, हाईकोर्ट के आदेश के बाद शासन ने टीईटी अभ्यर्थियों की चयन प्रक्रिया शुरू करने के निर्देश दिए हैं।


एनसीटीई की नई गाइड लाइन ने जनवरी, 2012 के बाद बीएड डिग्रीधारकों को बतौर प्राइमरी शिक्षक नियुक्ति नहीं दी जा सकती। इससे पहले टीचर एलिजिबिलिटी टेस्ट (टीईटी) में पास बीएड डिग्रीधारकों को प्राइमरी शिक्षक बनाने की अनुमति है। बीएड प्रशिक्षितों की ओर से दबाव बढ़ने पर राज्य ने एक बार फिर एनसीटीई से दरख्वास्त की। इसके लिए बाकायदा सरकार की ओर से एनसीटीई को पत्र भेजा गया है। दरअसल, प्राइमरी शिक्षकों के काफी संख्या में रिक्त पद और उस मुताबिक अभी तक एनसीटीई के निर्देशों के मुताबिक डिप्लोमा इन एलीमेंटरी एजुकेशन या बेचलर इन एलीमेंटरी एजुकेशन कोर्स शुरू नहीं हो पाया है। राज्य सरकार बीटीसी कोर्स का नया नामकरण भी कर चुकी है। नई व्यवस्था होने तक बीएड डिग्रीधारकों को प्राइमरी शिक्षकों के लिए पात्र माना जाए, यह पैरवी एनसीटीई से की गई है। उत्तराखंड ही नहीं, बल्कि उत्तरप्रदेश समेत अन्य प्रदेशों ने भी एनसीटीई में यह गुहार लगाई है। फिलहाल एनसीटीई ने इस बारे में निर्देश जारी नहीं किए हैं। राज्यों को इन निर्देशों का बेसब्री से इंतजार है।


उधर, हाईकोर्ट के निर्देश के बाद टीईटी पास अभ्यर्थियों के प्राइमरी शिक्षक बनने में अड़चन दूर हो गई है। बीटीसी प्रशिक्षुओं की ओर से इस बारे में आपत्ति जताई गई थी। हाईकोर्ट में मामला होने से शिक्षा महकमे को टीईटी के जरिए प्राइमरी शिक्षकों का चयन रुक गया था। अब हाईकोर्ट का फैसला आने के बाद शासन ने महकमे को चयन प्रक्रिया शुरू करने के निर्देश दिए हैं। माना जा रहा है कि आगामी डेढ़ से दो माह में टीईटी मेरिट के आधार पर 2253 अभ्यर्थियों की नियुक्ति प्रक्रिया शुरू हो जाएगी। शिक्षा सचिव मनीषा पंवार ने हाईकोर्ट के आदेश के मद्देनजर टीईटी अभ्यर्थियों की चयन प्रक्रिया शुरू करने के निर्देश दिए हैं।

UPTET : नौकरी के लिए किया जोरदार प्रदर्शन

महराजगंज। टीईटी उत्तीर्ण एकता संघर्ष मोर्चा के बैनर तले शुक्रवार को नौकरी की आस लगाए बीएड बेरोजगारों ने जोरदार प्रदर्शन किया। इसमें टीईटी मेरिट के आधार पर ही शिक्षकों की भर्ती करने की मांग की गई है। इस संबंध में मुख्यमंत्री को संबोधित एक ज्ञापन जिला प्रशासन को सौंपा गया।
प्रदर्शन कर रहे अभ्यर्थियों ने कहा कि परीक्षा पास किए सात महीने हो गया, लेकिन अभी तक उनको नौकरी नहीं मिली है। इससे उनको कई दिक्कतों का सामना करना पड़ा है। जब तक उनकी नियुक्ति नहीं हो जाती है, तब तक नए सिरे से टीईटी परीक्षा का आयोजन न किया जाए। नियुक्ति प्रक्रिया में देरी के चलते दिवंगत हुए टीईटी अभ्यर्थियों के परिजनों को आर्थिक सहायता प्रदान की जाए।

It has been stated that a decision has been taken that Advertisement published on 02.12.2011, which is the Corrigendum inviting applications from BTC trained candidates may be quashed, after obtaining liberty from the High Court and that a fresh process may be initiated for appointment of the candidates who have already passed BTC, Special BTC Urdu etc. conducted by various DIETs in accordance with the U.P. Basic Education (Teachers Service) Rules, 1981. For the purpose Advertisement may be directed to be published by the competent authority in various districts from where the candidates have passed their essential training. 
The time during which such advertisement shall be published has not been disclosed. 
Let the Secretary disclose the date by which the Advertisement shall be published and the process for recruitment for qualified BTC candidates shall be completed.

NABARD has issued an advertisement in the news papers for General Public regarding the new procedure for recruitment of Officers and Assistants in Regional Rural Banks (RRBs) (Gramin Bank). The advertisement says :

Government of India, Ministry of Finance, Department of Financial Services has decided to introduce a Common Written Examination (CWE) to be conducted by Institute of Banking Personal Selection (IBPS) for recruitment of Officers and Office Assistants (Multipurpose) in RRBs. The IBPS will conduct the examination and issue a valid Score Card to all the qualifying candidates, which will be pre-requisite for candidates to to apply for above mentioned cadres in the RRBs, when the RRBs advertise the recruitment. Details can had from Employment News and other news papers, as also from the web sites of IBPS and concerned RRBs.

Thus it shows that Government has decided to make a common examination for all the candidates want to apply in Gramin Bank, like it is currently applying for most of the Nationalised Public Sector Banks. This will be a good opportunity for candidates to appear for only one examination in the years and get quality for all the RRBs.

मुरादाबाद : राइट टू एजूकेशन (आरटीई) का डर इस समय सभी विद्यालयों को डरा रहा है। 19 मई को माध्यमिक विद्यालयों व बेसिक शिक्षा का परिणाम घोषित होने वाला है, जिसमें कक्षा एक से आठ तक विद्यार्थियों को आरटीई के तहत फेल नहीं किया जा सकता, लेकिन तमाम छात्र ऐसे हैं जिन्होंने उत्तर पुस्तिकाएं कोरी छोड़ दी, लेकिन उन्हें उत्तीर्ण करना अनिवार्य है। यानी बिना मेहनत किए ही पप्पू पास हो जाएंगे।

स्कूलों में रिपोर्ट कार्ड लगभग तैयार हैं। चित्रगुप्त इंटर कालेज में 15 मई को परीक्षा परिणाम घोषित कर दिया है। यहां जो बच्चे कक्षा आठ तक फेल हुए उनकी उत्तर पुस्तिकाएं अभिभावकों को दिखाई जा रही हैं। पारकर इंटर कालेज में भी कक्षा 8 तक के बच्चों को ग्रेड दिया जा रहा है।

ई ग्रेड (33 अंकों से कम) जिन्होंने हासिल किया वह फेल होंगे, लेकिन यहां भी अभिभावकों की सहमति पर ही कक्षा रिपीट कराने की बात कही जा रही है। बता दें कि माध्यमिक 80 अंकों से ऊपर ए ग्रेड, 60 अंकों से ऊपर बी ग्रेड व 45 अंकों से ऊपर सी ग्रेड, तथा डी ग्रेड 33 से 45 अंक प्राप्त करने वाले को मिलता है।

अगली कक्षा में ब्रिज कोर्स चलेंगे
कक्षा एक से आठ तक आरटीई के तहत फेल छात्रों का भी अगली कक्षा में प्रवेश लेना पड़ेगा, लेकिन अगली कक्षा में ब्रिज कोर्स (अतिरिक्त कक्षाएं) संचालित कराकर उनके कमजोर विषयों की पढ़ाई कराई जाएगी।

अभिभावकों की लेंगे सहमति

An article on Right To Education Act published in Business Standard : 
शिक्षा का अधिकार (आरटीई) कानून और उस पर उच्चतम न्यायालय के फैसले ने भारत में स्कूली शिक्षा के भविष्य पर ध्यान केंद्रित कर दिया है। इस कानून से जुड़ा यह प्रावधान कि निजी स्कूलों को 25 फीसदी स्थान आर्थिक रूप से पिछड़े छात्रों के लिए आरक्षित रखने होंगे, जिससे गरीबों के लिए नए अवसर खुलेंगे, उसका स्वागत किया जाना चाहिए। मगर हमारे उग्र सामंतवादी समाज में हैसियत को लेकर बेहद संजीदा रहने वाले निजी स्कूलों पर शायद उन असहिष्णु अभिभावकों की ओर से इन गरीब छात्रों को अलग करने का दबाव पड़ेगा जिसे हर कीमत पर रोकना होगा। हमारे स्कूली शिक्षा तंत्र को इस श्रेणी विभाजन को तोडऩे से भी अधिक की दरकार है। यह दाखिलों और आंकड़ों पर ज्यादा जोर दिए हुए है जबकि इस बीच शिक्षा की गुणवत्ता प्रभावित हो रही है। 


जिस रफ्तार से बच्चों की तादाद में इजाफा हो रहा है उससे ताल मिलाने के लिए स्कूली तंत्र में हो रहा विस्तार इस अंदाज में हो रहा है कि हमारे स्कूलों में भौतिक सुविधाओं का भारी अभाव है। जिस सर्व शिक्षा अभियान पर हम सालाना 20,000 करोड़ रुपये खर्च कर रहे हैं उससे इस कमी को पूरा करने की उम्मीद थी। फिर भी प्रथम की वर्ष 2011 की शिक्षा के हालात की सालाना रिपोर्ट (एएसईआर) यही दर्शाती है कि तकरीबन 10 साल बाद अभी तक 60 फीसदी ग्रामीण स्कूलों में आरटीई कानून के तहत छात्र शिक्षक अनुपात नहीं है, 50 फीसदी स्कूलों में इस्तेमाल करने लायक शौचालय नहीं हैं और 25 फीसदी पेयजल की सुविधा से वंचित हैं। 
आने वाले वर्षों में प्राथमिक शिक्षा की जनसांख्यिकीय तस्वीर काफी अलग होगी। अस्थायी जनगणना नतीजों के आधार पर वर्ष 2001 से 2011 के दौरान 6 वर्ष की आयु तक के बच्चों की संख्या 16.38 करोड़ से घटकर 15.88 करोड़ रह गई। महापंजीयक के अनुमान के मुताबिक 14 वर्ष से कम आयु के बच्चों की वास्तविक संख्या आने वाले वक्त में लगातार कम होगी। इसका अर्थ यही है कि बुनियादी शिक्षा विस्तार की मात्रात्मक चुनौती पीछे छूट गई है और हम गुणवत्ता सुधारों पर ध्यान केंद्रित कर सकते हैं और यहां वक्त का भी ख्याल रखना होगा !
हाल में अंतरराष्ट्रीय छात्र आकलन कार्यक्रम (पीसा) के एक निष्कर्ष ने बहुत चौंकाया। प्रायोगिक आधार पर इस परीक्षण में शामिल हुए तमिलनाडु और हिमाचल प्रदेश के छात्रों की उपलब्धियां कई अन्य विकासशील देशों के छात्रों से भी निचले स्तर पर थीं। पीसा का एक पैमाना है छात्रों की प्रतिशत संख्या जिनकी प्रतिस्पर्धा क्षमता एक निश्चित स्तर से ऊपर हो जो उन्हें जीवन में सक्षम और कामयाब बनाएगी। पाठ्य बोध (रीडिंग कॉम्प्रीहेन्शन) परीक्षा में हिमाचल प्रदेश और तमिलनाडु के छात्रों का प्रदर्शन बेहद खराब रहा। जहां हिमाचल के 11 फीसदी और तमिलनाडु के 17 फीसदी छात्र तय पैमाने से बेहतर प्रदर्शन कर पाए वहीं ब्राजील, इंडोनेशिया, मैक्सिको और अर्जेंटीना के छात्रों का यही आंकड़ा 50 फीसदी से ऊपर था।
 गणित में हिमाचल के 12 फीसदी और तमिलनाडु के 15 फीसदी छात्र औसत से ऊपर रहे वहीं इन चार देशों के 23 से 30 फीसदी छात्र इस पैमाने पर आगे रहे। विज्ञान में भी देसी राज्यों के छात्र मात खा गए। विज्ञान में हिमाचल के 11 तो तमिलनाडु के 16 फीसदी छात्र मानक रेखा से ऊपर रहे जबकि इन चार देशों के 34 से 70 फीसदी छात्रों ने औसत से बेहतर प्रदर्शन किया। सभी परीक्षाओं के लिए ओईसीडी का औसत लगभग 80 फीसदी रहा और कमोबेश चीन का भी यही स्तर रहा। 
इस अंतर का एक कारण यह भी हो सकता है कि तकरीबन एक तिहाई भारतीय छात्रों ने अपनी मातृ भाषा के बजाय दूसरी भाषा में परीक्षा दी जबकि दूसरे देशों के लिए यही अनुपात 5 फीसदी से भी कम था। लेकिन नतीजों की सभी पहलुओं से व्याख्या के बावजूद यह स्पष्ट है कि दूसरे बड़े विकासशील देशों की तुलना में हमारे स्कूलों में शिक्षा संबंधी उपलब्धियों की तस्वीर बेहद डरावनी है। प्रथम की 2011 की रिपोर्ट भी इस बात पर मुहर लगाती है। ग्रामीण भारत में पांचवीं कक्षा के 48 फीसदी बच्चे ऐसे हैं जो दूसरी कक्षा के पाठ नहीं पढ़ सकते जबकि गणित के मामले में यह आंकड़ा 72 फीसदी तक चला जाता है। इसमें भी सबसे ज्यादा डरावनी बात यही है कि यह अनुपात लगातार बढ़ता जा रहा है। देश के अधिकांश बच्चे सरकारी स्कूलों में पढ़ते हैं। हालांकि अब गरीब लोग भी अपने बच्चों को शुल्क लेने वाले निजी स्कूलों में भेज रहे हैं। ग्रामीण इलाकों में स्थापित ऐसे अधिकांश निजी स्कूल किफायती दुकानों की तरह हैं जो दुर्भाग्य से आरटीई कानून के मानकों से बहुत नीचे हैं। फिर भी अभिभावकों द्वारा खस्ताहाल निजी शिक्षा के विकल्प को चुनना सरकारी स्कूली तंत्र की नाकामी का ही प्रतीक है। 
समस्या हमारी राजनैतिक प्रक्रिया में है। शिक्षा राज्यों का विषय है जो राजनैतिक संरक्षण का मुख्य स्रोत है, जिसमें खुलेआम राजनैतिक दखल और यहां तक कि सरकारी स्कूलों में नियुक्ति, प्रोन्नति और स्थानांतरण के मामले में भ्रष्टाचार कायम है। प्रधानाचार्य राजनैतिक संरक्षण वाले अध्यापकों को निर्देशित नहीं कर सकते। अभिभावकों का उनकी स्थानीय संस्थाओं द्वारा स्कूल के कामकाज पर कोई प्रत्यक्ष प्रभाव नहीं होता और होता भी है तो बहुत मामूली। अनुशासनहीनता का चलन है। प्रथम के सर्वेक्षण के अनुसार ग्रामीण इलाकों में 13 फीसदी अध्यापक स्कूल जाते ही नहीं। सर्वेक्षण के समय सभी अध्यापकों की उपस्थिति वाले प्राथमिक विद्यालयों की संख्या 51 फीसदी ही रही।


 इसलिए प्राथमिक शिक्षा के स्तर को सुधारने के क्या त्वरित उपाय किए जा सकते हैं  ?  -
हममें से हर किसी के बचपन से ही इस बारे में अपने खास विचार होते हैं कि क्या चीज स्कूल को बेहतर बनाती है। मेरा विचार यही है कि प्रधानाचार्य संस्था को शक्ति प्रदान की जाए ताकि वह छात्रों में उत्साह भरने के साथ अध्यापकों को निर्देशित कर सके। अध्यापक प्रशिक्षण और बुनियादी ढांचे के लिए धन आवंटन तब तक काफी नहीं होगा जब तक स्कूलों की अगुआई ऐसे प्रधानाचार्य नहीं करेंगे जो शिक्षा की गुणवत्ता सुधारने की प्रतिबद्घता और दृष्टि रखते हों। संभवत: प्रधानाचार्यों का प्रशिक्षण या ऐसी चीजों को मुकम्मल बना सकने वाले विशेषज्ञों के साथ अभिप्रेरक सत्र शायद मददगार होंगे। 
वेतन, कार्यालय के साजो सामान और कुछ सहयोगी स्टाफ का स्तर सुधारने में अभी लंबा वक्त लगेगा। लेकिन सबसे बड़ी जरूरत यही है कि प्रधानाचार्य को अधिकार और एक दायरा मुहैया कराए जाए ताकि वह स्कूल का सही तरीके से प्रबंधन कर सके जिसमें अध्यापक और छात्र स्थानीय राजनैतिक दबावों को दूर करके मदद कर सकते हैं। अध्यापक प्रशिक्षण, बेहतर अध्ययन सामग्री व तौर तरीके, कंप्यूटर भी महत्त्वपूर्ण हैं और एनसीईआरटी व एससीईआरटी को लगातार इस दिशा में काम करते रहना चाहिए। लेकिन आरटीई अधिनियम औपचारिक अध्यापन अहर्ताओं पर जोर देता है जो कई स्वैच्छिक कार्यकर्ताओं के योगदान को मुश्किल बना सकता है, उन जैसे लोगों के लिए जो प्रशंसनीय 'टीच फॉर इंडिया' जैसे कार्यक्रमों के जरिये लगातार योगदान देना चाहते हैं। 
इसमें अवश्य ही सुधार किया जाना चाहिए। वास्तव में स्वैच्छिक अध्यापन सहायता शायद गुणवत्ता सुधारने की दिशा में तीव्रगामी और किफायती साबित होगी। जो परोपकारी कारोबारी शिक्षा को लेकर बेहद संजीदा नजर आ रहे हैं और भारी राशि भी मुहैया करा रहे हैं वे प्रधानाचार्यों को शक्तिसम्मत बनाने में मदद के अलावा स्वैच्छिक अध्यापन सहायता को प्रोत्साहित कर सकते हैं। नए प्रयोग और नए विचारों को आजमाने की उनकी इच्छा, मनमाफिक नतीजे, गुणवत्ता पर उनका जोर एक प्रतिबद्घ प्रधानाचार्य के हाथों को मजबूत करेगा। सर्व शिक्षा अभियान का एक लक्ष्य है कि हर बच्चा स्कूल जाए और बेहतर शिक्षा हासिल करे। अभी तक हम इस लक्ष्य के पहले बिंदु पर ही केंद्रित रहे हैं। अब वक्त आ गया है कि इसके दूसरे हिस्से पर भी जरूरी ध्यान दिया जाए।

Over 42,000 teachers will be hired to enhance the pupil teacher ratio in Tamil Nadu as per the RTE Act

Over 42,000 teachers will be recruited swiftly this academic year, according to Surjit K. Chaudhary, chairman of the Teachers' Recruitment Board (TRB).

The move seeks to enhance the pupil teacher ratio in Tamil Nadu, he said.

Speaking to press persons on Friday, to clarify that the examination for teachers aspiring to be recruited in the cadre of postgraduate assistants will be held on May 27, he said: “There have been some rumours that the examination was postponed. That is not true. It is being held as per schedule.”

PG assistants will teach students in classes XI and XII. They will be recruited as per the subject they specialise in.

The Teacher Eligibility Test (TET) too will be held on June 3, as scheduled, Mr. Chaudhary added.

Arrangements were in place for the conduct of both examinations and the Board will make sure teachers are appointed on time.

The TET, mandated by the Right to Education (RTE) Act, is applicable for teachers handling classes I to VIII.

“This is the first time that such a huge number [over 42,000] new teachers posts have been created. The Chief Minister, at our review meeting, told us that we should recruit teachers expeditiously. So we are making all arrangements to equip ourselves for the new academic year,” Mr. Chaudhary said.


The RTE Act mandates a pupil teacher ratio of 30:1 and the school education department is working towards achieving this ratio in all districts in the State, Mr. Chaudhary added.

AMBALA/PANCHKULA: The health condition of four protestors, who are sitting on fast unto death in front of Siksha Sadan at Panchkula, deteriorated on Friday.

The protesters, who have qualified Haryana Teacher Eligibility Test (HTET), have been demanding withdrawal of Haryana Service Rule-2012.


As per these rules, any person can apply for the post of teacher even without qualifying the test.

The government has given a time of five years to the appointed teachers to qualify the test. Around 1.25 lakh youths, who have already qualified the test, are up in arms against the new rules, said Rajender Sharma, president, Haryana Patar Adhyapk Sangh.

महराजगंज: पांच सूत्रीय मांगों के समर्थन में टीईटी उत्तीर्ण अभ्यर्थियों ने सड़क पर उतर कर शुक्रवार को प्रदर्शन किया। अभ्यर्थियों ने सरकार विरोधी नारे बुलंद किए। प्रदर्शन के उपरांत अभ्यर्थियों ने मुख्यमंत्री को संबोधित ज्ञापन जिलाधिकारी को दिया।

पूर्व निर्धारित कार्यक्रम के तहत अभ्यर्थी पीजी कालेज में एकत्र हुए। यहां संगठन के जिलाध्यक्ष महेंद्र वर्मा ने कहा कि प्राथमिक विद्यालयों में सहायक अध्यापकों की चयन प्रक्रिया पर हमारी पांच मांगे हैं। टीईटी मेरिट के आधार पर ही हमारी नियुक्ति प्रक्रिया अतिशीघ्र शुरू की जाय, अध्यापक पात्रता परीक्षा उत्तीर्ण शिक्षकों को अविलंब समायोजन करते हुए तब तक नई पात्रता परीक्षा आयोजित न की जाय जब तक समस्त टीईटी उत्तीर्ण अभ्यर्थियों की नियुक्ति नहीं की जाती, हम लोगों को सरकार मानसिक, आर्थिक व सामाजिक रूप से परेशान कर रही है। चयनित अभयर्थियों को नियुक्ति मानते हुए उन्हे प्रशिक्षण के समय से पूरा वेतन दिया जाय और अभ्यर्थियों द्वारा शिक्षक चयन के लिए किये गए अनावश्यक खर्च को व्याज सहित वापस लौटाया जाय। शासन के द्वारा नियुक्ति प्रक्रिया में जिन अभ्यर्थियों का देहांत हो गया है उनके आश्रितों को आर्थिक सहायता प्रदान किया जाय ताकि उनका जीवन निर्वाह हो सके।

टीईटी से मुक्त हों मृतक आश्रित

बिसौली : उत्तर प्रदेश प्राथमिक शिक्षक संघ के बैनर तले क्षेत्र से जुड़े तीन विधायकों को सम्मानित किया गया। संघ के प्रदेश अध्यक्ष जगदीश चंद्र पाण्डेय ने मृतक आश्रितों को टीईटी परीक्षा से मुक्त करने की सरकार से मांग की।

जूनियर हाईस्कूल प्रांगण में आयोजित सम्मान समारोह में सहसवान विधायक ओमकार सिंह यादव ने कहा कि प्राथमिक शिक्षा यदि सही मिल जाए तो छात्र किसी भी कंपटीशन की बाधा को पार कर सकते हैं। बिसौली के विधायक आशुतोष मौर्य ने कहा कि पूर्व सरकार ने पांच सालों में प्रदेश में शिक्षा की स्थिति बदतर कर दी है। चंदौसी की विधायक लक्ष्मी गौतम ने कहा कि ग्रामीण क्षेत्रों के दुख दर्द वही जान सकता है जो उस परिवेश में रहा हो। उन्होंने एक कम्प्यूटर देने की घोषणा की। प्राथमिक शिक्षक संघ के प्रदेश अध्यक्ष जगदीश चंद्र पाण्डेय ने कहा कि प्रदेश के शिक्षकों का वेतन वित्त नियंत्रक कार्यालय से आन लाइन हो जाएगा।

बीएसए कृपाशंकर वर्मा ने कहा कि शिक्षक अपने दायित्व का भली भांति निर्वहन करें। संघ के जिलाध्यक्ष सतीश चंद्र मिश्रा ने कहा कि सेवानिवृत्त शिक्षकों को जुलाई माह से ही पेंशन का भुगतान किया जाए। शिक्षकों का अप्रैल मई का वेतन 10 जून तक दिलाया जाए। समारोह में तीनों विधायकों व अतिथियों को प्रतीक चिह्न भेंट किए गए। इस अवसर पर दिनेश चंद्र शर्मा, नरेश चंद्र शर्मा, अनिल गुप्ता, महेंद्र प्रताप सिंह यादव, मधु सक्सेना, धनश्याम माहेश्वरी, सौरभ शर्मा, हरीश शर्मा, कुंवरसेन, हरपाल सिंह, सिरजुल हसन, कैलाश यादव, कौशल जौहरी, सुबोध मिश्रा, वीरेंद्र सिंह, प्रभाकर सक्सेना आदि मौजूद रहे। अनुज शर्मा ने आभार व्यक्त किया।

बिसौली : उत्तर प्रदेश विशेष शिक्षक एसोसिएशन ने नियमतीकरण की मांग लेकर तीनों विधायकों को ज्ञापन सौंपा। ज्ञापन में कहा गया है कि प्रदेश में 2931 विशेष शिक्षक हैं। जिनको नियमित नहीं किया गया है। ज्ञापन देने वालों में जिलाध्यक्ष महेंद्र प्रताप सिंह, संतोष राम, रजनेश कुमार सिंह, राजवीर सिंह, असलम, सुनीता यादव, प्रतिभा अग्रवाल, तरुण आदि शामिल थे। विधायक ओमकार सिंह ने दो माह में समस्या का समाधान कराने का आश्वासन दिया।

RTET : टेट मामला : निर्णय सुरक्षित

जोधपुर-!- राजस्थान हाईकोर्ट ने राजस्थान शिक्षक पात्रता परीक्षा ((आरटेट)) में उत्तीर्ण अभ्यर्थियों को तृतीय श्रेणी शिक्षक भर्ती परीक्षा में शामिल नहीं करने का निर्णय 19 मई तक सुरक्षित रखा है। यह आदेश न्यायाधीश गोपालकृष्ण व्यास ने विराराम व अन्य की ओर से दायर याचिकाओं की सुनवाई के तहत दिए।


सुनवाई के दौरान गुरुवार को रा'य सरकार की ओर से अतिरिक्त महाधिवक्ता जीआर पूनिया ने न्यायालय को बताया की टेट मामले में एनसीटीई के नियमों के अनुसार ही अभ्यर्थियों को प्रवेश दिया जा रहा है। हाईकोर्ट की जयपुर पीठ इस तरह की याचिकाओं को खारिज कर चुकी है। याचिकाकर्ताओं की ओर से अधिवक्ता डॉ. पुष्पेंद्रसिंह भाटी, डॉ. नुपूर भाटी, कैलाश जांगिड़, सुकेश भाटी व हनुमान सिंह ने विरोध करते हुए बताया कि अभ्यर्थियों ने आर-टेट की अधिसूचना के आधार पर ही आवेदन कर परीक्षा उत्तीर्ण की है, उन्हें आर-टेट के प्रमाण पत्र जारी किए गए हैं। ये प्रमाण पत्र 7 वर्ष के लिए वैध हैं, लेकिन भर्ती परीक्षा में कटऑफ डेट जनवरी 2012 बताते हुए इन्हें योग्य नहीं माना जा रहा है। दोनों पक्षों की बहस सुनने के बाद न्यायाधीश गोपालकृष्ण व्यास ने याचिकाओं पर निर्णय 19 मई तक के लिए सुरक्षित रखने के आदेश दिए

RTET : हाईकोर्ट का आदेश,15 दिन में करें टेट आयोजन का निर्णय

जोधपुर.हाईकोर्ट ने राज्य सरकार व नेशनल काउंसिल ऑफ टीचर्स एजुकेशन ट्रेनिंग (एनसीटीई) को निर्देश दिए हैं कि तृतीय श्रेणी भर्ती परीक्षा से पहले आरटेट 2012 के आयोजन को लेकर 15 दिन में निर्णय करें। न्यायाधीश गोपालकृष्ण व्यास ने देवीसिंह व अन्य की याचिकाओं को निस्तारित करते हुए यह आदेश दिए।

याचिकाकर्ताओं का कहना था कि आरटेट की निर्देश पुस्तिका के अनुसार सरकार को नोडल एजेंसी के माध्यम से प्रत्येक वर्ष इसका आयोजन कराना था, लेकिन इस संबंध में अभी तक कोई निर्णय नहीं हुआ। दूसरी ओर सरकार शिक्षकों के करीब 40 हजार रिक्त पद भरने जा रही है। इसके लिए आरटेट-2011 में उत्तीर्ण अभ्यर्थियों को ही अवसर दिया जा रहा है, जबकि आरटेट-2011 में असफल अभ्यर्थी दूसरे अवसर के इंतजार में हैं

Learned counsel for the petitioner prays for and is permitted to implead the Secretary Basic Shiksha Parisah, Allahabad as opposite party no.5.
In view of the aforesaid prayer being made, necessary incorporation in the array of opposite parties be made in the writ petition during course of the day.
Petitioner's mother, who was working as Headmistress in Purva Madhyamik Kanya Vidyalaya, Chinhat, Lucknow, unfortunately, passed away in the month of May, 2010. The petitioner applied for being given compassionate appointment on the post of Assistant Teacher. However, the said application has been rejected by Basic Shiksha Adhikari, Lucknow by means of the impugned order dated 11.11.2011 for the reason that as per the present prescription regarding eligibility for appointment on the post of Assistant Teacher a candidate should have qualified the Teachers Eligibility Test (in short TET). Since the petitioner has not cleared the said TET, it is not possible to appoint him as Assistant Teacher on compassionate grounds. 
Learned counsel for the petitioner has drawn attention of this Court on a government order dated 04.09.2000 wherein it has been provided that the dependents of the deceased employees working in the Institutions under Basic Shiksha Parishad can be given appointment against the post of Assistant Teacher or against any Class-III non-teaching posts under the Parishad on the basis of qualification. Since the petitioner, as per the impugned order passed by Basic Shiksha Adhikari dated 11.11.2011 cannot be appointed as Assistant Teacher, in terms of Clause-2 of the aforesaid government order dated 04.09.2000, his case will be considered for appointment on any Class-III posts under Basic Shiksha Parishad if the petitioner fulfills the requisite qualifications for the said post. In this regard, the petitioner is permitted to make a detailed representation to the Secretary, Basic Shiksha Parishad, Allahabad annexing therewith a copy of government order dated 04.09.2000 and other relevant orders applicable in case of compassionate appointment in relation to the institutions being managed and run by Basic Shiksha Parishad with a prayer to make appointment against any Class-III posts on compassionate grounds.
If such a representation is made by the petitioner within a period of ten days from today, the same shall be decided by a speaking and reasoned order by the Secretary, Basic Shiksha Parishad,� Allahabad within a further period of six weeks from the date a certified copy of this order along with representation is presented before him. While deciding the case of the petitioner for giving him compassionate appointment, the Secretary, Basic Shiksha Parishad, shall take into account all the relevant government orders and law applicable thereto including clause-3 of the government order dated 04.09.2000 (if it has not been superseded), which, inter alia, provides that in case of non-availability of post the appointment on compassionate ground shall be given against a supernumerary posts. 
With the aforesaid observations and directions, the writ petitions stands disposed of finally.

आजमगढ़ : शैक्षणिक मेरिट के आधार पर नियुक्ति करने सहित अन्य मांगों को लेकर शुक्रवार को टीईटी पात्रता संघर्ष मोर्चा ने कुंवर सिंह उद्यान में धरना दिया। वक्ताओं ने कहा कि सरकार उनकी मांगों को गंभीरता से ले। जो भी मांगे हैं वह जायज हैं। जो लोग शैक्षणिक मेरिट के आधार पर नियुक्ति का विरोध कर रहे हैं वह कहीं से भी ठीक नहीं है।
वक्ताओं ने कहा कि सरकार को अपने निर्णय पर शीघ्र अमल करना चाहिए। नियुक्ति न होने के कारण उनके सामने अनेकों तरह की समस्याएं उत्पन्न हो गई हैं। वक्ताओं ने शैक्षणिक मेरिट के आधार पर नियुक्ति करने, एनसीटीई के अनुसार शिक्षक भर्ती प्रक्रिया को शुरू करने की मांग की। अंत में राज्य सरकार के नाम संबोधित एक ज्ञापन जिला प्रशासन को सौंपा गया। इस दौरान सूर्यभान यादव, राजकिशोर गुप्ता, सीताराम यादव, रामनयन, राजेश्वर प्रसाद, राकेश यादव, गया प्रसाद, कमलेंद्र यादव, धीरेंद्र यादव, अवनीश राय, अमित सिंह, जावेद अहमद, मनोज, चंद्रजीत यादव, चंद्रेश सिंह, अमरेश सिंह आदि उपस्थित थे।

From the instructions, which has been produced today before this Court, it is apparent that at least following courses are being run in every DIET in the State of Uttar Pradesh: 
B.T.C. 2008 Special Selection, B.T.C. 2008 Regular Selection, B.T.C. 2010, B.T.C. 2011 and training of Shiksha Mitra through correspondence. 
In addition to the aforesaid courses, which are being run in every DIET, the records further establish that in various DIETs, training in B.T.C. 2004, B.T.C. Urdu Special Selection 2006, B.T.C. Training Urdu 2006, B.T.C. Special Training Urdu, Special B.T.C. 2007 and, Special B.T.C. 2007 are also being simultaneously undertaken. 
The details of the teachers / educators available in each DIET is still awaited. The Secretary, Basic Education shall with reference to the permission granted by NCTE for running of the aforesaid education training courses shall inform the Court as to how it is possible to run all these courses simultaneously and what strength of educators/ teachers is actually required in accordance with NCTE norms for running of all these courses simultaneously. Petitioner is permitted to implead the Secretary, Basic Education, U.P. Shashan, Lucknow as respondent no.4. He is also permitted to implead NCTE Northern Region through its Chairman as respondent no.4 and serve a copy of this petition upon Standing Counsel for NCTE, who shall obtain instructions in the matter by the next date. 
List on 18.05.2012. On the next date name of counsel for NCTE shall be shown as one of the counsel for the respondents.

Hyderabad: The Andhra Pradesh Board of Secondary Education (APBSE) will announce the SSC (Class 10) examination results 2012 on Wednesday May 23, 2012 at 11:00 am IST.

The Director, Government Exams, said in a release that the SSC Public Examination March 2012 Results will be released by Minister of Secondary Education in Hyderabad at Office of the Director of Government Examinations.

Meghalaya Board (MBOSE) Result 2012 to be announced on May 21

Meghalaya Board of School Education (MBOSE) Examination Result for the session 2011-2012 will be announced on May 21 at for both the examinations, SSLC (Secondary School Leaving Certificate) Exam and HSSLC (Higher Secondary School Leaving Certificate ) Art Exam.

The date for both examinations are same but the timings differ by one hour. SSLC Result will be declared at 2:00PM whereas the HSSLC Result will be declared at 3:00PM.

Do note that only the Arts result is going to be announced on May 21 for HSSLC Exam, other streams like Science and Commerce will it afterwards.

IIT JEE Result Declared - IIT परीक्षा में टॉपर बने फरीदाबाद के अर्पित अग्रवाल

इस साल आईआईटी की परीक्षा में फ़रीदाबाद के अर्पित अग्रवाल ने पहली रैंक हासिल की है. फरीदाबाद के मॉडर्न विद्या निकेतन स्कूल में पढ़ने वाले अर्पित के बाद चंडीगढ़ के बिजॉय कोछड़ ने दूसरा और भिलाई के निशांत कौशिक ने तीसरा स्थान हासिल किया.

408 में अंकित ने 385 अंक हासिल पर पहला मुकाम हासिल किया. इस परीक्षा में पांच लाख 60 हजार छात्र बैठ थे. इनमें देश भर के 15 आईआईटी कॉलेज में 9600 छात्रों का दाखिला होना है. इस कामयाबी पर मानव संसाधन मंत्री कपिल सिब्बल ने भी अर्पित को बधाई दी है.

अर्पित, आईआईटी दिल्ली से कंप्यूटर इंजीनियरिंग पढ़ना चाहते है. साथ ही भविष्य में इंजीनियरिंग के बाद मैनेजमेंट की पढ़ाई भी करना चाहते है.

अर्पित अपने पिता की तरह ही इंजीनियर बनना चाहते है और अपनी कामयाबी का श्रेय परिवार को देते हैं. लेकिन कामयाबी की इस बुलंदी तक का अर्पित का सफर आसान भी नहीं रहा है. इसे हासिल करने के लिए अर्पित को अपने शौक छोड़ने पड़े.

आईआईटी के सपने को साकार करने के लिए अर्पित ने कड़ी मेहनत की है. पहले फरीदाबाद में स्कूल अटेंड करना, दिल्ली में कोचिंग और फिर 4 से 5 घंटे सेल्फ स्टडी. यानी जमकर मेहनत के बाद ही ये सपना पूरा हो सका है. अर्पित आईआईटी दिल्ली से कंप्यूटर इंजीनियरिंग की पढ़ाई करना चाहते है.

अर्पित इंजीनियरिंग के बाद मैनेजमेंट भी करना चाहते है. अर्पित ने बेशक कड़ी मेहनत की है लेकिन इनके माता पिता ने भी अर्पित के सपने को अपनी आंखों में न सिर्फ़ संजो कर रखा बल्कि उसका पूरा साथ निभाया.


जेईई के चेयरमैन एवी महाजन ने शुक्रवार सुबह परिणाम की घोषणा करते हुए बताया कि टॉपर ने 401 में से 385 अंक प्राप्‍त किये हैं। उन्‍होंने बताया कि उत्‍तरपुस्तिका इंटरनेट पर डाले जाने के बाद 100 से कम लोगों ने आपत्तियां दर्ज कीं। जिन्‍हें आईआईटी प्रशासन ने दोबारा चेक किया और परिणाम घोषित किये।

इस साल इस परीक्षा में 5.6 लाख परीक्षार्थियों ने हिस्सा लिया था। फरीदाबाद के अर्पित अग्रवाल इस परीक्षा में टॉपर रहे। अर्पित ने फरीदाबाद के सेक्टर-17 स्थित मॉर्डन विद्या निकेतन स्कूल से 12वीं की परीक्षा पास की है। चंडीगढ़ के बिजॉय कोचर और भिलाई के निशांत कौशिक क्रमश: दूसरे और तीसरे नंबर पर रहे।
इस साल परीक्षा में दो प्रश्‍न गलत होने की वजह से सभी परीक्षार्थियों को शून्‍य अंक दिये गये और अधिकतम अंक 401 निर्धारित किये गये। चेयरमैन ने बताया कि सिर्फ उन्‍हीं परीक्षार्थियों को रैंक दी गई है जिन्‍होंने दोनों प्रश्‍नपत्र दिये थे।

घोसी (मऊ) : प्रदेश सरकार टीईटी को लेकर राजनीति कर रही है। परीक्षा उत्तीर्ण अभ्यर्थियों के भविष्य के साथ प्रदेश सरकार का यह खिलवाड़ महंगा साबित होगा। मुरादाबाद में टीईटी उत्तीर्ण युवकों के शांति जुलूस पर लाठी चार्ज सरकार की दमन नीति का प्रमाण है। सरकार टीईटी परीक्षा के बाबत अपना वायदा निभाए। यह बातें नरोखर पोखरा पर गुरुवार को आयोजित बैठक में सुनील गावस्कर ने कही।

शिक्षा पात्रता परीक्षा एवं शिक्षक भर्ती प्रक्रिया को लेकर उन्होंने राजनीति न किये जाने को कहा। अरुण कुमार गौतम ने जायज मांगों को दबाने की बजाय विचार करने को कहा।

टीईटी उत्तीर्ण अभ्यर्थियों ने जनपद मुख्यालय पर 21 मई को धरना दिये जाने का निर्णय लिया। बैठक का संचालन राजीव यादव ने किया। बैठक में दीन दयाल, तबरेज, संतोष यादव, संजय भारती, राजकुमार राजभर, सुबाष मौर्य, मुनीर अहमद, बृजेश चौहान, अच्छेलाल चौहान उपस्थित रहे।
