इलाहाबाद। उत्तर प्रदेश विशिष्ट बीटीसी संघर्ष मोर्चा की ओर से प्राथमिक शिक्षकों की भर्ती में टीईटी मेरिट के विरोध में 28 मार्च को लखनऊ में धरना देने के साथ मुख्यमंत्री को ज्ञापन देंगे।

The impleadment application No. 194657 of 2001 of Sri Narpat Shukla filed through Sri R.K. Mishra is allowed.�
The amendment application No. 366079 of 2001 filed by the petitioner is also allowed.
The respondents are allowed four weeks time, to file counter affidavit to the amendment application.

In this writ petition an interim order was passed on 12.10.2010, whereby the result of the screening test or recruitment of 256 teachers in Government Degree Colleges vide advertisement No.7/2007-08 dated 16.2.2008 published by the U.P. Public Service Commission has been stayed.
At the time of admission/hearing, it was submitted that (i) advertisement only provides for interviews without specifying the syllabus; (ii) selection has been finalized on the basis of interviews and therefore importance of screening examination is lost;� and (iii) post graduation course in various Universities for the same subject is different, and thus screening test without providing any syllabus was not valid.
By the amendment application, the petitioners have taken further grounds, namely, discrimination in the matter of selection between the aided Degree Colleges in which written examination and interviews are provided, and the Government Degree Colleges where only interviews are provided, and further that the Public Service Commission did not consult the experts in fixing the syllabus for making objections as well as interviews.
We are informed by Sri V.P. Mathur, learned counsel for the Public Service Commission� that there are 526 vacancies, out of which 256 vacancies were advertised by� Advertisement No. 7/2007-08. He further submits that on account of the interim orders, selections to all the posts have been� held up.
We find that since hearing of the writ petition may take some time, there is no good reason that the entire selections should be held up.
Since the petitioners have filed the writ petition, prior to� appearing in the screening test, we direct that the interim order dated 12.10.2010, will be� confined only to the petitioners. They will be allowed to appear in the interviews in their own subject and in their own category. Their result, however,� will not be declared, unless directed by the Court.
It will be open for the U.P. Public Service Commission, to proceed with the selections of 256 vacancies advertised vide Advertisement No.7/2007-08 dated 16.2.2008, and also to advertise the remaining vacancies to be filled up strictly in accordance with law and rules for screening test/short-listing made by the U.P. Public Service Commission.
