New Delhi: The Centre on Thursday overruled states demand for extension in deadline for implementation of the Right to Education Act (RTE) by March 2013.The states were asked to rather redouble their efforts towards meeting the deadline.Some states like Bihar,Uttar Pradesh and others have been vocal in their demand for an extension.
A resolution passed by the apex education body Central Advisory Board of Education (CABE) said the deadline will be reviewed in the next meeting.
The CABE committee also unanimously supported the Prohibition of Unfair Practices in Schools Bill.
According to government data,almost 40% of the schools do not have a favourable pupil-teacher ratio of 1: 30,while 8.6 lakh or 20% of the teachers in Indias schools are not adequately trained.There are also gaps in infrastructure such as functioning toilets,drinking water and ramps.About 39% of schools do not have adequate facilities for ramps and drinking water.
Bihar education minister P K Shahi had stressed the poor financial condition of his state,pointing out that the allocation of Rs 20,000 crore meant for the entire country was just enough to make the state schools RTE compliant.The Centre should consider the financial condition of the states before introducing new schemes.We will not be able to meet the March 2013 deadline, he said.
However,educationists have protested against the states demand,arguing that an extension would ensure that tardiness would set in.Educationist Vinod Raina,a key architect of the RTE Act,said,I feel that targets should not be extended.We should have achieved universal access to education in the 1960s.
Claiming that there were an increasing number of violations of minorities rights in states in contravention of the Constitution,minorities affairs minister K Rahman Khan suggested the setting up of a sub-committee under CABE to address these issues.He added that several states were enacting rules and defining minorities,something that was not in their domain,and suggested that the Centre should issue clear the directions on the issue.
It is the Centres duty to ensure that there is uniformity in implementation of RTE.Though the states are provided the power to make rules,the rules cannot be in violation of the Constitution,he said

RTE implementation still a big question, And I felt RTE was announced in 2007-12 5-year plan.
And to fill posts of teachers deadline for B.Ed candidates (Primary Level) was 1st Jan 2012.
Still in many states like Bihar, UP sufficiant number of posts of teachers was not filled.
And recruitment of teachers still going on to implement RTE.
Recently Rajasthan, Bihar, UP announced big recruitment in their states. Now see what will happen in coming years to implement RTE.

ReplyDeleteटीईटी उत्तीर्ण संघर्ष मोर्चा के जिलाध्यक्ष संजय कुमार हाईकोर्ट के आदेश को बड़ी उपलब्धि मानते है। उनका कहना है कि एक वर्ष से जो अभ्यर्थी भर्ती प्रक्रिया को लेकर निराश हो चुके थे। आदेश के बाद अब उनमें नई चेतना जाग्रत हुई है। जिलाध्यक्ष का कहना है कि टीईटी की मेरिट से भर्ती करने की मांग को संगठन अपना संघर्ष जारी रखेगा। माना जा रहा है कि वर्ष-2013 का सवेरा टीईटी अभ्यर्थियों के जीवन में नया सवेरा लेकर आएगा।

ReplyDeleteDOSTO court ne gov se kha hai ki aapko jo bhi sansodhan karna hai kre or add jaldi se nikale lekin court ne ye nhi kha hai sir k bhrti tet merit se ho but kuch dost ye maan rhe hai ki bhrti tet base hogi to mai batana chahta hoon ki ydi sir gov tet se bhrti krti to 1 saal nhi lagati or court ne sirf itna kha hai ki purane vigyapan ko bhi dhyan mai rakhte hue new add nikalo.to dosto mujhe lagta hai ki tet ka gov kuch waightage de sakti hai na ki total merit.

ReplyDeleteक्या माननीय मुलायम जी सो रहे थे , कि tet वालो की आवाज अब उनके कानो तक पहुची और आव न देखा ताव घोषणा की कतार मे एक और घोषणा कर दी। ये छलावा अब विश्वास के काबिल नही। सपा पर अविश्वास करने की एक और कील ठोक दी। इससे अच्छा होता आप कुछ दिन सोते, (लक्ष्य 2014 तक)

जब सरकारे ही फर्जियो के पक्ष मे है तो हम क्या कर सकते है।
गाजीपुर , अन्य जिलो मे फर्जियो की जो संख्या पायी गयी वह काफी कम है। सही संख्या डायट पर, या बेसिक कार्यालय/ tet उत्तीर्ण अभ्यर्थियो के पास उपलब्ध है।
