प्रो. आर. गोविंदा ने कहा कि शिक्षा का अधिकार कानून इसलिए बनाया गया कि बच्चों को शिक्षा का हक मिल सके। इसके बावजूद सभी बच्चे इस हक से वंचित हैं। केवल स्कूल खोलने और शिक्षक नियुक्त करने से काम नहीं चलेगा। इसके लिए बेहतर निगरानी प्रणाली की जरूरत है। शिक्षक स्कूलों में क्या करता है, बच्चों को पढ़ाने के लिए उसे सामग्री मिल रही है या नहीं, इसे भी देखने की जरूरत है। सरकार यह कहकर नहीं बच सकती कि उसके पास संसाधन की कमी है। शिक्षा का अधिकार अधिनियम कानून नहीं बल्कि उम्मीद है। इसको ध्यान में रखकर ही इसका खाका तैयार किया गया है। बच्चों को गुणवत्तायुक्त शिक्षा मिले, इसके लिए शिक्षक पात्रता परीक्षा (टीईटी) अनिवार्य की गई है, लेकिन इसमें बैठने वाले अधिकतर फेल हो रहे हैं।
कॉलेजों में शिक्षकों की कमी का कारण अलग ःप्रो. आर. गोविंदा कहते हैं कि प्राइमरी स्कूलों में शिक्षकों की कमी का कारण कुछ और है तो डिग्री कॉलेजों में कुछ और। डिग्री कॉलेजों में शिक्षकों की नियुक्ति की प्रक्रिया काफी जटिल है। इस प्रक्रिया में भी सुधार की जरूरत है, ताकि उच्च शिक्षण संस्थाओं में भी शिक्षकों की कमी दूर हो सके

Education is Chief Defense of Country.
Basic Education is Primary and Foremost thing which needs High Quality. And no compromise should be taken with it.
Nation require qualified and efficient youth power to impart better services to public and development of country.
Many teacher in Primary Schools do not know proper spellings, maths, science etc. And TET type examination are good to improve quality in education. Other parameters also require to maintain quality in education.
Every body knows that enrolment in primary schools are for mid-day meal, scholarship and for uniform not for study. The parents condition is very poor in the rural areas and they are in need of money. At the time crop harvesting and other works of agriculture, parents of children take help of them that cannot be stopped unless the parents of children's financial conditions are not improved and the guarantee of job should be ensured to the educated persons. The all like light, water, medical help and other only will be helpful if the financial condition is improved to the our rural people where 80% people live. The problem of primary education to the children is basically is interconnected to the problems of the parents first make them able to send their child in school for education and not for mid-day meal, scholarship and uniform that they wear only when they go to their nani's home. otherwise all these programs will never be beneficiary to those for whom these programs are being conducted only other persons who are indulged in these programs will only be benefited. The law must be amended in favour that parents of children aged 5- 12 must sent their children to school otherwise the penalty will be imposed. But unfortunately this is democracy and vote bank have great values so the parents will never be come in the ambit of law. If suppose number of thieves increased in population vise then the law will be made in favour of them because their vote bank matters.
