राजकीय इंटर कालेजों में टीजीटी और एलटी ग्रेड शिक्षकों के चयन तथा नियुक्ति का रास्ता साफ हो गया है। हाईकोर्ट ने यूपी सबआर्डिनेट एजूकेशनल (ट्रेंड ग्रेज्युएट ग्रेड) सर्विस रूल्स 1983 की वैधानिकता को चुनौती देने वाली याचिका में हस्तक्षेप से इंकार करते हुए खारिज कर दिया है।

विनोद कुमार यादव और अन्य द्वारा दाखिल याचिकाओं पर मुख्य न्यायाधीश डॉ. डीवाई चंद्रचूड और न्यायमूर्ति पीकेएस बघेल की खंडपीठ ने सुनवाई की।

याचिका में सेवा नियमावली की धारा 15(2) की वैधानिकता को चुनौती देते हुए कहा गया कि चयन प्रक्रिया भेदभाव पूर्ण है तथा इससे समानता के संवैधानिक अधिकारों का हनन होता है।
याचिका में चयन प्रक्रिया लिखित परीक्षा के आधार पर करने की मांग की गई। जबकि मौजूदा नियम के अनुसार चयन प्रक्रिया क्वालिटी प्वाइंट के आधार पर की जाती है। इसमें हाईस्कूल, इंटरमीडिएट और स्नातक के अंकों के गुणांक के आधार पर मेरिट तैयार की जाती है।

याचीगण का कहना था कि यह प्रक्रिया दोषपूर्ण है क्योंकि विभिन्न बोर्डों सीबीएससी, आईसीएससी और यूपी बोर्ड के अलावा विभिन्न विश्वविद्यालयों द्वारा अंक देने के आधार भिन्न हैं।

खंडपीठ ने इसे सरकार का नीतिगत मामला मानते हुए याचिका में हस्तक्षेप से इंकार कर दिया।

  3. The Test[edit]
    The exam is based on National Curriculum Framework. All graduates, including B.A, B.Sc, B.Com etc. are eligible to take the test. All B. Ed. graduates need to pass this exam to work as a teacher. A candidate has to score over 60 per cent to clear the eligibility test.[4] The exam is divided into Paper 1 and Paper 2.

    The National Council for Teacher Education (NCTE) maintains the database.

  4. Central Teacher Eligibility Test[edit]
    In accordance with the provisions of sub-section (1) of Section 23 of the RTE Act, the National Council for Teacher Education (NCTE) had vide Notification dated 23 August 2010 and 29 July 2011 laid down the minimum qualifications for a person to be eligible for appointment as a teacher in classes I to VIII. It had been inter alia provided that one of the essential qualifications for a person to be eligible for appointment as a teacher in any of the schools referred to in clause (n) of section 2 of the RTE Act is that he/she should pass the Teacher Eligibility Test (TET) which will be conducted by the appropriate Government in accordance with the Guidelines framed by the NCTE. The examination is tough with qualification rates of 1% to 14% in the exams held so far.

    CTET 2014 exam was conducted on February 16, 2014 and scores were released in March 2014. Approximately 8.26 lac applicants wrote the test.

    The rationale for including the TET as a minimum qualification for a person to be eligible for appointment as a teacher is as under:[5]

    It would bring national standards and benchmark of teacher quality in the recruitment process;
    It would induce teacher education institutions and students from these institutions to further improve their performance standards;
    It would send a positive signal to all stakeholders that the Government lays special emphasis on teacher quality
    The Ministry of Human Resource Development, Govt. of India has entrusted the responsibility of conducting the Central Teacher Eligibility Test (CTET) to the Central Board of Secondary Education Delhi.

    TET weight age is 20% in DSC for selection of teachers. Some 4 Lakh students appeared for 2012 test.

    Rajasthan[edit]
    Rajasthan Board of Secondary Education (RBSE)conducted Teacher Eligibility Test known as RTET is an entrance examination for teachers in Rajasthan state.

    Teacher Eligibility Tests are conducted twice a year in the form of Level I and Level II.

    Level I contains 150 questions which is divided into five parts such as – I, II, III, IV, V.

    Similarly, Level II is divided into 4 parts out of which I, II, III are mandatory.

    Question papers for both the levels will have objective type questions containing 150 questions in total.

    Time duration given for candidates who appear for this exam will be 2 hours and 30 minutes.

  6. Haryana Teacher Eligibility Test[edit]
    Haryana Teacher Eligibility Test (HTET) is conducted by Board of School Education Haryana (BSEH) for categories of school teachers i.e. Primary (PRT), Trained Graduate Teacher (TGT) and post Graduate Teacher (PGT) time to time. Till 2009, it was called as State Teacher Eligibility Test (STET) but after 2009 by implementation of RTE Act, 2009 and issuance of notification by the NCTE in the year 2011, this examination was renamed as HTET. This test conducts in following Three Categories:

    Level I : who intends to be a teacher for classes I to V (Primary Teacher)
    Level II : who intends to be a teacher for classes VI to VIII (TGT – Trained Graduate Teacher)
    Level III: who intends to be a PGT (Post Graduate Teacher)
    The rationale for including the HTET as a minimum qualification for a person to be eligible for appointment as a teacher is as follows:

    It would bring state standard & point of teacher quality in the recruitment process;
    Those candidates who has qualified HTET/STET can also appear again for improving his/her score.
    The Validity Period of HTET qualifying certificate is five years from the date of passing HTET.
    A candidate may appear in this test as many time for acquiring Certificate as there is no restriction on the number of attempts

  8. 86% flunk teacher eligibility test


    Future teachers of the country seem to be having a tough time leading by example. An overwhelming majority of them failed to crack the qualifying exam held by the CBSE. The first ever Central Teacher Eligibility Test (CTET) was held last month to be a benchmark for new teacher appointments for CBSE schools. The results, however, are dismal with 86% candidates failing the test across the country.

    About 7.1 lakh candidates appeared for the exam but only 97,919 managed to pass. The test is being conducted as per the directives of the ministry of human resources development. The CTET certificate is now mandatory for any new appointments to CBSE-affiliated schools. There are apprehensions that it may be made mandatory even for teachers already employed but there is no official confirmation of the same. Currently, private and unaided CBSE schools have the option of not following the CTET norm but no school in Nagpur wanted to exercise that option.

    An official document from the government regarding the CTET says the "implementation of the Right of Children to Free and Compulsory Education (RTE) Act, 2009 requires the recruitment of a large number of teachers across the country in a time bound manner. In spite of the enormity of the task, it is desirable to ensure that quality requirement for recruitment of teachers is not diluted at any cost. It is therefore necessary to ensure that persons recruited as teachers possess the essential aptitude and ability to meet the challenges of teaching at the primary and upper primary level."

    The CTET consisted of paper-I and paper-II. Paper-I is for candidates who want to teach from Std I to Std V, while paper-II is for those candidates who wish to teach from Std VI-Std VIII. There were many candidates who appeared for both. Both papers consisted of 150 multiple choice questions (MCQ) and each were conducted offline. The qualifying marks for the CTET was 60% and there was no negative marking.

    Candidates claimed shortage of time and high qualifying marks were responsible for poor results. Veena Kumar (name changed), a teacher from a CBSE school in the city, said, "There were 150 questions and we were given only 90 minutes for it. Even though it was in the MCQ format, some questions were really confusing. In the English language paper, they had given an entire prose regarding which questions were asked. Now just to read that prose carefully took about ten minutes. Then add the time taken for answering the questions. It was very unreasonable of them to prepare such a format."

    From Nagpur, approximately 2,000 candidates appeared for both the papers but there is no official data on how many of these were already employed as teachers or how many of them cleared the exam. Principal of a top private school said, "These tests are not mandatory for current teachers hence from my school nobody appeared. It is shocking to know that the results were so low, especially now that we cannot employ teachers unless they qualify that exam."

    Though CBSE refused to comment on claims made by candidates, a high ranking official told TOI, "the tests have been formatted keeping in mind the educational standards required of schools across the world. We need to keep our bar high so that students are guaranteed quality educators. I am sure no one in the country would like a teacher with just 40% marks teaching their kids."

    The CTET will be conducted annually and the score will be valid for seven years

  9. At least there should be one minute for every question in ctet exams,because some questions are like to be more reading and the time was quite less.and make sure that the invigilator must have sense,they just wastage our time to talk with their collegue,and somewhere we got disturbed.

    - Move will make lakhs eligible for test

    Guwahati, Aug. 30: The Centre has accepted Dispur’s proposal to relax the minimum qualifications for schoolteachers — a move that will allow lakhs of aspirants to take the teachers’ eligibility test on December 4.

    The Centre had made it mandatory in August 2010 for all teachers wishing to apply for posts in Classes I to VIII to complete a two-year diploma course in elementary education. Likewise, a one-year bachelor in education was made mandatory for appointment to teach Classes VI to VIII.

    Assam education minister Himanta Biswa Sarma announced the relaxation of norms today while declaring the schedule of eligibility test examination — forms for which will be distributed from September 23.

    The Centre had issued a gazette notification on August 26 specifically for Assam, announcing the change.

    “However, those appointed as teachers after clearing the eligibility test will have to acquire the qualifications within two years. On our part, we will also initiate steps to churn out more aspirants with the required qualifications before the expiry of the 2015 deadline,” Sarma said.

    Though Dispur plans to appoint 35,000 teachers by March, it had informed the Centre that it would require candidates for at least 80,000 posts.

    To ensure that the eligibility test is free and fair, Sarma said the department would deploy eight academicians of unquestionable credentials from December 4 to December 23 at the evaluation centre.

    “The eligibility test will be fully computerised and the results will be valid for seven years,” he said.

    Those appearing for the eligibility test will, however, need to have 50 per cent marks in the higher secondary examination for appointment to the lower primary level in any stream and a similar percentage in graduation for Middle English schools.

    For reserved category aspirants, the cut-off marks will be five per cent lower.

    One has to score over 60 per cent to clear the eligibility test.

    Sarma said the government also plans to convert single-teacher school to at least two-teacher school within 45 days as part of its rationalisation drive.

    “We have more than 7,500 single-teacher schools. This goes against the provision of the Right of Children to Free and Compulsory Education Act, 2009 which stipulates that the state government has to maintain the pupil-teacher ratio in each school at 1:30 for lower primary and 1:35 for upper primary. We have now changed the system of transfer and postings to convert these schools into two-teacher ones,” Sarma said.

    An office memorandum issued by A.B. Md Eunus, commissioner and secretary, elementary education, on August 25, stated that deputy commissioners/principal secretaries of autonomous councils would now have the power to transfer teachers from one school to another.

    There will now be a four-member district-level committee headed by deputy commissioners/principal secretaries responsible for maintaining the pupil-teacher ratio.

    AJMER: The Rajasthan Board of Secondary Education on Sunday declared the results of Rajasthan Teachers' Eligibility Test (TET). The tests were for teaching at two levels.

    The result for first level pass overall was 52.24% and in level second it declined to 46.33%. The examination was held for the first time in the state to fix the eligibility criteria of teachers as stated by the norms of AICTE. CBSE, who helped to organise the examination, had already declared their result last month which remained only 8.5%.

    Releasing the results, Subhash Garg, chairman of the board, said that in Level I — the teachers aspiring for certificates to teach Classes I to V. For this 592,428 candidates registered and of which 571,483 appeared and 398,531 were declared passed.
    In Level II examination, conducted to select candidates to teach Classes VI to VIII, 525, 222 candidates registered for the examination in which 508,541 appeared and only 235,845 candidates were declared qualified.

    Garg said that the Board team made all their efforts to bring out the results within a month and considering the large numbers of candidates throughout the state, the team worked hard to organize the examination.

    The qualified candidates are now eligible to teach the classes in schools.
    Garg said that students who appeared in the examination can find their result on the website of RTET and can download their performance. The board will issue certificate of qualification to the successful candidates.

Though CTET is an eligibility criteria, it adds value to the candidates’ profile. Like CTET, each state government has their own teacher eligibility test (TET).

  15. Relaxation up to 5% in the qualifying marks in the minimum Educational Qualification for eligibility shall be allowed to the candidates belonging to reserved categories, such as SC/ST/OBC/Differently abled.

    * Diploma/Degree Course in Teacher Education: For the purposes of this Notification, a diploma/degree course in teacher education recognized by the National Council for Teacher Education (NCTE) only shall be considered. However, in case of Diploma in Education (Special Education) and B.ED (Special Education), a course recognized by the Rehabilitation Council of India (RCI) only shall be considered.

    Training to be undergone: A person with D.Ed (Special Education) qualification shall undergo, after appointment an NCTE recognized 6-month Special Programme in Elementary Education.

    The minimum qualifications referred above apply to teachers of Languages, Social Studies/Social Science, Mathematics, Science etc. In respect of teachers for Physical Education, the minimum qualification norms for Physical Education teachers referred to in NCTE Regulation, dated 3rd November, 2001 (as amended from time to time) shall be applicable. For teachers of Art Education, Craft Education, Home Science, Work Education, etc. the existing eligibility norms prescribed by the State Governments and other school managements shall be applicable till such time the NCTE lays down the minimum qualifications in respect of such teachers.

    Candidates who are appearing in the final year of Bachelor Degree in Education or Diploma in Elementary Education etc. are provisionally admitted and their CTET Certificate shall be valid only on passing the aforesaid Examinations.

    The candidate not having any of the above qualification shall not be eligible for appearing in Central Teacher Eligibility Test.

    KOLHAPUR: The Kolhapur zilla parishad's primary education department has received total 11,284 applications for the Teachers' Eligibility Test (TET) scheduled on December 14, compared to nearly 21,000 applications last year.

    Smita Gaud, primary education officer, told TOI, "The department is not sure why the number of applicants is almost 50% lower than last year's in the district. The poor success rate in the examination last year might be the reason. Across the state also the response is lower response this year - just about five lakh applications."

    Last year, over six lakh candidates from the state had registered for the exam, which yielded just 5% overall result.

    The examination is organized in two categories - for those who aspire teaching jobs in class 1 to 5 and for class 6 to 8.

    An option to appear for both the examinations also is available.

    Under the Right To Education Act, the state government, has made TET compulsory for all schools in the state, irrespective of their funding status, for recruitment of new teachers.

    The TET certificate remains valid for seven years. The Maharashtra State Council of Examination has made it clear that passing the TET does not guarantee employment rights in any institute.

    Fewer applications for corrections

    The education department has received very few requests for corrections in the TET application forms from the district. Candidates with any kind of corrections in their applications, such as spelling mistakes, correction in the caste, gender, or in the photo, have been given time till November 10 to make the corrections. The candidates have to submit the corrected forms in person at the district collection centre. According to an official, hardly 50 students have applied for corrections till Friday.

  18. Central Teacher Eligibility Test is conducted by Central Board for Secondary Education. to teach classes I-VIII applicants are required to take up CTET entrance test.

    Central Government schools (KVS,NVS, Tibetan schools etc.), schools under administrative control of UT of Chandigarh, Andaman and Nicobar Islands, Daman and Diu, Dadar and Nagar Haveli, and NCT of Delhi.

    Eligibility Criteria

    For becoming teacher of Classes I-V (Primary Classes), applicants must have passed Senior Secondary (or its equivalent) with at least 50% marks and passed or appearing in 2-year diploma in Elementary Education

    For becoming teacher of Classes VI-VIII (Elementary Stage) applicants must be a graduate and passed or appearing in 2-year diploma in Elementary Education.

    Exam Pattern
    CTET is a objective type paper having multiple choice questions (MCQs).

  22. VALIDITY PERIOD OF CTET CERTIFICATE:

    The Validity Period of CTET qualifying certificate for appointment will be seven years from the date of declaration of its result for all categories.
    There is no restriction on the number of attempts a person can take for acquiring a CTET Certificate. A person who has qualified CTET may also appear again for improving his/her score.
    A candidate can get a duplicate copy of Marks Statement or Eligibility Certificate by paying the following fees by way of Demand Draft in favour of “Secretary, Central Board of Secondary Education” drawn on any nationalized bank and payable at Delhi:
