The petitioner has preferred this writ petition for a direction upon the respondents to permit her to appear in the counseling of Prashikchu Shikshak in Primary Schools, which has commenced from 22nd September, 2014.
The grievance of the petitioner is that she had applied for the appointment as Assistant Teacher in Senior Basic Schools. She submitted her original educational testimonials and her counseling has been completed but the select list is yet to be declared. In the meantime petitioner wants to apply for appointment as Trainee Teacher in the Primary Schools but Basic Shiksha Adhikari is not returning her educational testimonials on the ground that in the advertisement condition no.9 was that the educational testimonials will not be returned until final selection is over. For the said reasons, petitioner is unable to participate in the ensuing counseling which commenced from 22nd September, 2014.
It is contended by the learned counsel for the petitioner that if the petitioner is not allowed to participate in the counseling, she would suffer irreparable loss to her career.
In view of the fact that the counseling has commenced from 22nd September, 2014, in my view to meet the end of justice a direction is necessary to be issued to the concerned Basic Education Officer (respondent no. 2) to allow the petitioner to participate in the counseling for trainee teachers on production of her educational testimonials duly attested. Her selection shall abide the result of the writ petition.
Learned Standing Counsel seeks six weeks time to file counter affidavit. Rejoinder, if any, within a week thereafter.
List this case in the week commencing 17th November, 2014.

ReplyDelete10 गुना अभ्यर्थियों को बुलाये जाने पर अफरा-तफरी मचना स्वाभाविक है ,,, इन हालात में अभ्यर्थियों का रुझान कब किन जिलों की ओर हो जाए कोई नहीं जानता ,,, जीवन -मरण से जुड़े इस मामले में किसी को सलाह देना ना तो उचित है और ना ही संभव ,,,,

इन सभी प्रपत्रों की छायाप्रतियों के क्रमानुसार दो सेट जिनको कि एक मजबूत फाइल कवर के अन्दर टैग द्वारा बाँधकर तैयार कर लें। तथा फाइल कवर के ऊपर निम्न का उल्लेख करना ना भूलें:-

●पुरुष/विज्ञानं/सामान्य
●अभ्यर्थी का नाम
●पिता का नाम
●टेट२०११ का रोल नंबर और मार्क्स।
यह ब्योरा फाइल कवर के ऊपर मार्कर अथवा मोटे स्केच पेन से लिखना है।
कुछ अनिवार्य तथ्य-
●प्रोविजनल डिग्री मात्र छ: माह के लिए वैध है, अत: डिग्री न हो तो इसे जरुर बनवा लेँ ।
●निवास एवं जाति का अँकन कम्प्यूटर मेँ होना चाहिए अन्यथा अवैध माना जाएगा ।
नोट :- काउंसलिंग के समय सभी मूल प्रपत्र दोनों सेट के साथ तैयार रखें। तथा यदि किसी मूल दस्तावेज में कोई कमी है तो उसका शपथ पत्र साथ ले जावें।

नहीं मिला। अगले दिन स्टूडेंट ने फिर से पूछा कि सर नेटुरे
का मतलब क्या होता है? उस दिन भी उन्होंने बात टाल
दी। अब तो वह रोज़ पूछने लगा। प्रोफेसर साहब उससे
इतना घबराने लगे कि उस लड़के को देखते ही रास्ता बदल
देते, किन्तु वह रोज़ आकर उनको टेँशन देकर चला जाता।
अंत में झुँझला कर उन्होने उस लड़के से कहा कि मुझे नेटुरे
की स्पेलिंग बताओ। लड़के ने। कहा NATURE। अब
तो प्रोफसर साहब का ख़ून खौल गया। उन्होंने उस लड़के
से कहा कि मुझे बेवकूफ बनाते हो, नेचर को नेटुरे कह कह
कर तुमने मेरा जीना मुश्किल कर दिया था। मैं तुम्हें
कालेज से निकलवा दूँगा। लड़के ने झट से प्रोफेसर साहब
के पैर पकड़ लिये और रोते रोते कहा कि सर ऐसा अनथॅ
मत कीजिएगा नहीं तो मेरा " फुटुरे " ख़राब हो जाएगा।

मेरी समझ में एक ये बात नहीं आती कि जनरल कास्ट वालो के साथ इतना अन्याय क्यों होता है क्या जनरल होना कोई गुनाह है। अरे जब ओ0बी0सी0 में ओ0बी0सी0 आते है, एस0सी0 में एस0सी0 आते हैं और अन्य में अन्य, तो जनरल में जनरल वाले क्यों नहीं। जनरल में सब क्यों आते हैं। जो कम से कम हमारा है उसे तो हमारा रहने दो। जनरल की शीट जनरल वालों की ही रहने दो। मतलब अन्य कास्टो वाले जनरल में भी आते हैं और अपनी केटेगरी तो है ही। हर जगह यही होता है हमारी मेरिट सबसे हाई जायेगी। कॉलिज हो या नौकरी हो, सबसे ज्यादा फीस हमारी होगी। जैसे सबसे ज्यादा अमीर, सबसे ज्यादा पढे लिखे हम ही हैं इस धरती पर, जैसे कि जनरल कास्ट वालों को भगवान कुछ स्पेशल तरीके से बनाता हो। हमें 70 प्रतिशत लाने पर भी एडमिशन नहीं मिलता और कुछ 50 प्रतिशत लाने पर भी अच्छे कॉलिज में एडमिशन पा जाते हैं। सब जगह आरक्षण दो मगर पढाई में नहीं, दो मगर सबके लिये कुछ नियम होने चाहिए, चाहे वो किसी भी केटेगरी का क्यों ना हो। क्योंकि हर केटैगरी में हर तरह का इंसान है!!!!
कम मेरिट वालों के लिए तीसरी काउंसलिंग सुनहरा मौका लेकर आने वाली है । इस पैनिक पर न जाय जो दूसरी काउंसलिंग में फैला दिया गया है इस पैनिक के कारन जाने कितने हाई मेरिट वाले कैंडिडेट जो कि अपने गृह जनपद के प्रबल दावेदार थे अपने पैरों पर कुल्हारी मार ली जिसके परिणाम स्वरूप बहुत से कम मेरिट रखने वाले कैंडिडेट जिन्हें दुसरे जनपदों में जाना पड़ता वो गृह जनपद पा जायेंगे अगली काउंसलिंग में।

आज तक हमने आपका हमेशा हौसला बढ़ाने की कोशिश की आपको धैर्य बनाये रखने की अपील की क्योंकि हमें उम्मीद थी की अकादमिक से नहीं तो कम से कम टीईटी मेरिट से तो मेरिट लो आ जाएगी लेकिन छमा चाहता हूँ इस आरक्षण(reshuffling) के भूत को भूल गया था यह तो अब आँखें खुली जब बाहर देखने को ही कुछ नहीं दिख रहा है फिर भी इस दूसरी कौंसिलिंग को हो जाने दीजिये देखते हैं कितनी सीटें भर्ती हैं शायद कुछ आशाएं बची हों जो अभी दिखाई नहीं दे रही हैं.वैसे लग यही रहा है की अब यह आरक्षण और किसी का नहीं तो हम जैसे जनरल मेल आर्ट की संभावनाओं को जरूर साफ़ कर देगा.

ReplyDeleteना तो टेट मेरिट नीचे लाने का मेरे पास कोई तरीका है और ना ही आरंक्षण(rsflng) समाप्त करना किसी के लिए भी संभव है ,,, हाँ कुछ अन्य संभानाएं हैं जिनके सम्बन्ध में तस्वीर आने वाले महीने में साफ़ होंगी ,,,, उन संभावनाओं का अभी जिक्र करना इसलिए मुनासिब नहीं क्योंकि आज के हालात में वो कपोल कल्पनाएँ ही लगेंगी .....
किसकी जॉब लगेगी और किसकी नहीं ये नवम्बर में डिसाइड होगा लेकिन कायरों और फाइटर्स के बीच का अंतर पहले ही डिसाइड हो चुका है ....

कोर्ट के जो ये दोनो भर्तियों मे काउसिंलिंग करवाने आर्डर आ रहे है , वो फिलहाल तो रद्दी के कागज ही सिद्ध हो रहे हे ।
ReplyDeleteअगर ऐसा कोई भी व्यक्ति कोर्ट आर्डर लेकर डायट पर काउसिंलिंग करवाने पहुच जाता है तो उसको वहा से खाली हाथ ही आना पडेगा । बिना सचिव के लिखित आदेश के डायट वाले काउसिंलिंग नही करवायेगे ।
क्योकि कोर्ट का ये आर्डर विभाग के लिए है न कि किसी डायट प्राचार्य के लिए ।
फिलहाल तो ये कागज चूरन चाटने के काम ही आ सकता है ।
और कल से साइस का समर भी शुरू हो रहा है ।

तक रुक गयी...यहाँ उनका अकेले
रुकना खतरना क हो सकता था..टेट
मोर्चा उनको इस अप्रिय स्थिति से बचाने
के लिए आगे आया तथा तत्काल बाइक
की व्यवस्था करके कसया बस स्टैन्ड
छोडवा दिया गया है जहाँ से वह गोरखपुर
पहुँच सके और सुरक्षित अपने गतंव्य तक
पहुँच सके... —
अच्छे अच्छो का सरदर्द बन रहा है ये काउंसलिंग ..
ReplyDeleteधड़ाधड़ जिस तरह से सीट फुल हो रहे है उसके अनुसार आपको भी ज्ञान हो गया होगा की ये काउंसलिंग तीसरे राउंड तक जाकर अपना दम तोड़ देगी ..
अनुमान के मुताबिक तीसरे मेरिट में काउंसलिंग करनेवाले में भरी गिरावट आ सकती है ,,
तीसरा मेरिट लिस्ट कुछ इस तरह रहने की सम्भावना है ..

सभी आरक्षित वर्ग के कण्डीडेट्स एक बात का विशेष ध्यान रखें कि यदि उनके टेट मार्क्स. किसी भी जनपद के अनारक्षित वर्ग के न्यूनतम कट-आफ के बराबर या उससे अधिक हैं तो ऐसे obc/SC/St candidates सामान्य वर्ग की काउंसिलिंग वाले दिन अपनी काउंसिलिंग किसी भी हालत में करवा लें अन्यथा वे दिक्कत में पड जाएंगे ।
ReplyDeleteऐसे obc/SC/St candidatesजिस जिले में काउंसिलिंग करवाना चाह रहे हैं वहा के PDF data में अपना रिकार्ड जरूर जांच ले। पी०डी०एफ० फाइल में स्पष्ट लिखा है कि उनकी counseling. किस वर्ग में होगी।
ऐसे आरक्षित कण्डीडेट डरें नहीं, उन्हें आरक्षण का लाभ फिर भी मिलेगा ।

ReplyDeleteबहुत ही दुःख के साथ कहना पड़ रहा है हमारी तरह के लो मेरिट भाइयों की टीईटी मेरिट से भी भर्ती होने की आशाएं आरक्षण रुपी भस्मासुर की वजह से धूमिल होती चली जा रही हैं.अब कोई चमत्कार ही लो मेरिट जनरल मेल आर्ट का भला कर सकता है नहीं तो दोस्तों जनरल फीमेल कला वर्ग में उमड़ी भीड़ हम सबका मनोबल तोड़ने के लिए पर्याप्त लग रही है.

Ke alawa har jagah seat ya to 50% ya 50% se kam bhar rahi hai..i think 2nd counseling bad sbi cotegary milakar 30 se 32 hajar seat full ho skta hai..

Ikai har diet par maujud hai ,iske alawa agar aapko koi v samsya aaye to aap tet morcha ke sadasy ko awagat kre..apka har sambhav madad kiya jayega..kal se navaratri aarambh ho rha hai ap log durga ma ki sachche man se 9 din seva kre..aapki manokamna avasy purn hogi..

दूसरीः अरे बेडागर्क, वो ऑफिस से आऐ, फटाफट खाना खाया और सो गये बस।
तुम सुनाओ, तुम्हारी कैसी रही।
पहलीः अरे ऑसम, सो रोमाँटिक, वो ऑफिस से आऐ, फिर हम एक बढिया रेस्टोरेँट
मे डिनर पर गये, फिर एक लाँग रोमाँटिक वॉक, घर पर आकर फिर इन्हौने चारो तरफ कैँडल
लगा दी। क्या बताऊ कितना मदहोश माहौल बन गया।

पहलाः अरे अपनी तो लग गई यार, घर
पहुँचा तो देखा कि बिजली वाले कनैक्शन काट गये क्युकि मै घर
की टैँशन मे बिल पे करना भूल गया, बीवी ने इसलिऐ
खाना नही बनाया तो बाहर खाने जाना पडा, वहा वो कमबख्त रेस्टोरेँट
इतना महँगा निकला की जेब खाली हो गई और ऑटो तक के पैसे
ना बचे तो पैदल परेड करनी पडी घर तक। घर पर
बिजली नही तो सारी रात
मोमबत्ती जलाकर बिना पंखे के रहे यार, मच्छर खा गये, कुल मिलाकर
ऐसी सत्यानाशी शाम ना देखी कभी।
