ODISHA TEACHER ELIGIBILITY TEST (OTET), 2013
Teacher Eligibility Test has been made mandatory for appointment of Teachers in Primary & Upper Primary
Schools. The Government in the Department of School & Mass Education have decided to conduct THE ODISHA
TEACHER ELIGIBILITY TEST w. e.f . the year 2012. The date and time table of OTET-2013 shall be notified by the
Board.
ELIGIBILITY
I. Persons having the following minimum qualification shall be eligible for taking OTET-2013 as stipulated in
Resolution No. 14302/SME/Dt. 04/06/2012 and Letter No. 7957/SME/Dt.26/03/2013.
Category-A (Paper-I)
Higher Secondary (+2 or its equivalent) with at least 50% marks and 2-year Diploma in Elementary
Education (CT/ 2 year Diploma in Education (Special Education) approved by RCI. (Rehabilitation Council
of India).
OR
Graduation with 2-year Diploma in Elementary Education (CT) / 2-year Diploma in Special Education
approved by RCI.
Category –B (Paper-II)
Graduation with at least 50% marks (aggregate) with 1 year Bachelor in Education (B Ed)/ 1 year B. Ed.
(Special Education) approved by RCI.
OR
Higher Secondary (+2 or its equivalent) with at least 50% marks and 4-year B.A.Ed./ B..Sc. Ed (integrated
Course)
Provided that relaxation of 5% in minimum qualifying marks in +2 or graduation level, as the case may be,
shall be allowed to the candidates belonging to SC/ST/OBC/SEBC category.
Provided further that candidates having minimum marks in +2 or graduation level, as the case may be,
prescribed at the time of admission in Teacher Education Courses shall also be eligible to take the
OTET, 2013.
II. Persons who are pursuing (final year) any of the teacher education courses (recognized by NCTE or by the
RCI, as the case may be) specified above in both the categories.
III. Persons engaged as Siksha Sahayaks as per the advertisement issued during the December, 2011 and
failed/ not appeared in the OTET Examination conducted in the month of December,2012.( Such candidates
shall furnish the attested copy of the result f the OTET / copy of the engagement order as S.S. at the time of
filling up forms)  IV. Considering the non-availability of trained candidates, untrained candidates belonging to SC, ST & PH
categories in all streams shall be eligible to take the OTET-2013 ( Relaxation of 5% in minimum qualifying
marks in+2/Graduation level as specified in Para (i) shall be allowed).
V. Candidates eligible to apply under category-B of the State Guide-lines (Resolution No. 14302/SME/Dt.
04/06/2012) shall not be eligible to apply under category-A.
RULES FOR OTET EXAMINATIONS, 2013
1. The OTET shall be conducted in two papers.
2. Candidates satisfying the qualification mentioned at category-A or pursuing final year of two year Diploma
Training Course recognized By NCTE or RCI can take OTET only in Paper-I.
3. Candidates satisfying the qualification mentioned at category-B or pursuing final year of two year Diploma
Training Course recognized By NCTE or RCI can take OTET only in Paper-II.
(Candidates eligible to apply under category-B of the State Guide-lines (Resolution No. 14302/SME/
Dt. 04/06/2012) shall not be eligible to apply under category-A.)
4. The duration of the test in each paper shall be one hour and thirty minutes.
5. All questions (MCQs) will be multiple choice carrying one mark with four alternatives out of which the
candidates has to choose the correct answer.
6. The question papers in non language subjects shall be in Odia and English.
7. Following languages shall be offered in Language-I. (In both Papers)
Odia, Hindi, Telugu, Urdu & Bengali. The candidates have to choose any one of these four languages.
8. Language-II shall be English for all candidates. (In both Papers)
9. There shall be no negative marking.
10. The candidates shall give the answers on OMR Sheet.
11. The validity period of OTET qualifying certificate / Mark sheet shall be for a period of 07 years from the date of
OTET examination.
12. There shall be no restriction on the no. of attempts a person can take for acquiring OTET certificate. A person
who has qualified OTET may also appear again for improving his / her score.
13. The minimum pass mark in each paper is 60%. A person securing 60% or more in a paper shall be considered
OTET pass. In case of SC, ST, OBC, SEBC & PH candidates the minimum pass mark shall be 50%.
(The Results shall be processed on the basis of the information furnished by the candidates in their
OMR Application Forms and no complaints shall be entertained after submission of the application
forms.)
14. The weight age of OTET score in the recruitment process shall be decided by the Govt. from time to time.
15. Certificates shall be issued to successful candidates and their eligibility mentioned at Para-(i) to (v) above
shall be verified by the recruiting agency/appropriate authority. Qualifying the OTET would not confer a right
for recruitment/ employment as it is only one of the criteria of eligibility for appointment.

REGISTRATION, SUBMISSION OF APPLICATION FORMS & DOCUMENTS AND ISSUE OF
ACKNOWLDGEMENT CARDS.
1. The candidates intending to take the test (OTET-2013) are required to report at the designated Nodal centers
Notified by the Board( list  annexed)  to collect, fill up and submit the application Forms and obtain the
acknowledgement card duly signed by the Nodal Officer-in- Charge.
2. The candidates are required to report at the Nodal center of their choice with the following documents to
collect, fill up and submit the application forms.
∑ Original and self attested photocopies of the required certificates in respect of their academic and
training qualifications as specified in Para (i)
∑ Original and self attested photocopies of the certificate in respect of SC/ST/OBC/SEBC to claim the
relaxation as specified in Para (i)
∑ Physically Handicraft countersigned by the CDMO (for candidates having 40% or more disability.
∑ Studentship certificate (for candidates pursuing training courses.)
∑ Two recent B& W/ color pass port size photographs.
∑ Self attested copy of the order showing the proof of engagement as Siksha Sahayak(S.S.) as per the
advertisement issued in December,2011 by the State Govt.
∑ Self attested down loaded photocopy of the result of the OTET-2012.
3. The candidates are required to pay cash of Rs. 350/- per each paper at the respective Nodal Centre to collect
the OMR application form, Instruction Sheet, Acknowledgement Car and the cash receipt from the Officer-inCharge
4. .The candidates are required to submit the  Cash Receipt in Original  along with the OMR Application Form
and the required documents at the Nodal Centre to obtain the acknowledgement Cards.
5. The Nodal Officer-in- Charge or the designated officer appointed by the Nodal Officer shall verify the
documents submitted by the candidates before issuing the acknowledgement card. The candidates should
ensure that the Application Number is correctly written in the specified space of the Acknowledgement Card. Further, the candidate must write his /her name in capital letters in the acknowledgement card kept it for future
reference.
6. The candidates are required to exercise their option for examination centers to be set up preferably at the
district headquarters.( please see the code numbers and the districts mentioned in the instruction sheet).This
is very Important.
7. The candidates shall be required to collect their admit cards from their respective examination centers as
notified by the Board in leading news papers and board’s website
8. The examination in Paper – I &II shall be conducted for one hour and 30 minutes each in two sittings. The
detail time table shall be notified by the Board
9. Candidates are not allowed to leave the examination hall till the answer sheets are collected from all
candidates in the hall. Violation of examination rules/ adaption of unfair means shall be liable for punishment
as The Odisha Conduct of Examination Act., 1988.
10. Except the admit card they are not allowed to carry any other document, calculator and other electronic
gadgets into the examination hall.
