Present me ek priyate B.ED college me lecturer hu. Gurank merit ko lekar mujhe taklif thi ki KYA MAI B.ED KE LIYE AVAILABLE HU BUT GOVT. PRIMARY KE LIYE NHI? Lekin mere bahadur sathio, "mera salam aap sabke nam"

ReplyDeleteइस हमले में जो मारे गए या घायल हुए उन्हें तथा उनके परिवारों को मेरी सांत्वना | इस्लामिक आतंकवाद का यह एक और भयानक उदाहरण हमारे सामने आया है | इस्लाम के शुरुआत के दिनों से यह परंपरा रही है की दुसरें धर्मो के पवित्र स्थलों को खंडित किया जाए और वहां के लोगो को मौत के घाट उतर दिया जाये, भले ही वे लोग मुस्लिमो को परेशान न करते हो | महम्मद ने मदीना से मक्का पर हमला किया (जब की मक्का के मूर्तिपूजक लोग महम्मद पे हमला नहीं करते थे) और काबा (जो आज मुस्लिमो का पवित्र स्थल है) जा कर वहां पे स्थापित की हुई ३६० में से ३५९ मूर्तियाँ नष्ट कर दी और सिर्फ काला पत्थर (जिसको आज भी पूजा जाता है) बाकि रखा (सही मुस्लिम: ३:४३:६५८) | उसके अलावा अल-उज्जा, अल-लात और मनात नाम की तीन देवियों के मंदिरों को नष्ट करने का आदेश भी महम्मद ने दिया और आज उन मंदिरों का नामो निशान नहीं है | (हिशम इब्न अल-कलबी, २५-२६) जिन आतंकवादियों ने बोधगया पे यह हमला महम्मद का अनुकरण करते हुए किया है |

ReplyDeleteTET MERIT ONLY.Because all condidate appear in same exam of TET .BUT in other exam all candidate passed by different university and in different states where the checking criteria of copies are different.e.g in Kurukshetra University in practical exam above 75% are not allowed and in same way very few condidate get marks above 60% but in UP alot of student get marks above 70%.

ReplyDeleteMera sirf yahi kahana hai ki jab 4 FEB ko councelling chalu ho gayi thi to Judge sahab ne Tatkal prabhav se rok lagai thi iska matlab kuchh galat to jarur ho raha tha.
Aur TET ke samarthko ne ye kah kar rok lagai ki Bharti Tet se hi honi chahiye Kapil Yadav ki tarah nahi ki kathani kuchh karani kuchh. Rok lagai thi yah kah kar ki OLD ADD galat Adhikari ne nikala hai Aur chalbaji kar ke Bharti ka adhar badal diya. Iska maatlab Burai chahe jitani lambi ho achhai ke samne chhoti hoti hai.
TET MERIT ONLY.Because almost all condidate appear in same exam of UP TET .BUT in other exam all candidate passed by different university and in different states where the checking criteria of copies are different.e.g in Kurukshetra University in practical exam B.Ed above 75% are not allowed and in same way very few condidate get marks above 60% but in UP alot of student get marks above 70%. so counselling should be only on the basis of TET marks only always.

निरीह प्राणी को खा जाता था,
कल की बात है जंगल में हिरनों का झूंड पानी पीने
नदी की और जा रहा था, अचानक सामने शेर आ
गया ,
भागने की कोशिश हुई पर बहुत देर हो चुकी थी,
हिरनों की हालत खराब हो गयी, वह थर-थर कापने
लगे.
उन्होंने शेर से रोते हुए पूछा "अब तुम हमें
खा जाओगे ?"
शेर मुस्कुराया,बोला- “कैसी बात करते हो, मै
तो सिर्फ
बताने आया था की नदी की दूसरी तरफ बेहद
मखमली घांस उगी है, वहां खाओ, उछलो, कूदो,
नाचो"
और फिर शेर नमस्ते कर के करके चला गया।
सब हैरान की शेर को क्या हुआ ?
हिरनों में जो सबसे बुजुर्ग था, वह मुस्कुराया:

मैनें कभी स्टील के जादुई ग्लास
का भी दर्शन नहीँ किया,
...एकाध बार अनशन किया पर प्लास्टिक
के ग्लास में जूस पीकर।
मैं आम आदमी भी नहीं ...पर साधारण
आदमी हूँ.
... जो एक किलो टमाटर के जगह एक पाव
टमाटर अब खरीद पाता है....
....और हर नेता की तरह
प्रधानमंत्री बनने का ख्वाब
देखता जाता है।
पर मेरे पास ना बढ़ीया है धंधा ना जेब में
नोट.....
....क्या आप देंगे प्यार का चंदा और
मुझको वोट???
संता जब भी कपडे धोने लगता तो बारिश आ जाती थी,

एक दिन धूप निकली, संता ने भगवान
का शुक्रिया अदा किया और दुकान से सर्फ लेने गया.
जैसे ही दुकान पे पहुँचा, तभी अचानक जोर जोर से बादल गरजने
लगे.
संता फटाफट आसमान की तरफ मुह उठा कर बोला
“अरे सर जी, मैं तो बिस्कुट लेने आया हूँ“

-सेल्समेन बोला - माफ कीजिये .. मेडम , अगर
तीन मिनिट में
मेरा वेक्यूम क्लीनर इसे साफ़ नहीं करता है तो मै
इस
सारे जूठन को खुद चाट के साफ़ करूँगा .......

ReplyDeleteएक और फैसला आने की उम्मीद कि पूर्व संध्या में बैचैनी का वातावरण पैदा होना शुरू हो गया है, साथ ही हिंदुस्तान अखबार कि खबर से भी माहौल में गर्माहट पैदा हो गयी है,, कल... काफी कुछ फैसले के संकेत मिलने शुरु हो गए है,, या तो स्पष्ट फैसला आ ही जायेगा वरना फैसला सुरक्षित भी हो सकता है, क्योकि अब इस केस में बहस का कोई मुद्दा नहीं है, सिर्फ फैसला आना है, बहस का मुद्दा फैसला आने के बाद ना आये इसके लिए दुआ करे,, वैसे अबकी बारी जो भी हो रहा है उसके बाद कोई गुंजाइस नहीं रह जाती है,,, मतलब कल अगर फैसला आ जाता है तो प्रक्रिया तुरंत ही शुरू हो जायेगी,, ऐसी संभावना है,, फिर भी आप लोगो से कुछ विचार बाँटना चाहुंगा,,

रविवार है, मैंने सोचा था, कल
थोड़ा आराम से उठूंगी, लेकिन
तुम्हारी मां को रविवार
को ही आना है और वह भी सुबह 4
बजे। इतनी सुबह taxi कहां से ..... ?

पति : मेरी... नहीं तुम्हारी मां आ
रही है।
पत्नी : अरे वाह... मम्मी ......? .....
2 माह हो गये उनसे
मिले हुए। सुनो ना मेरे पास taxi
वाले का नंबर भी है उसे फोन कर
लेते हैं कल सुबह ठीक टाईम पर आ
जाएगा। चलो अच्छा है कल सण्डे है
बच्चों का स्कूल भी नहीं है वे
भी नानी को लेने स्टेशन
जा सकेंगे...!
Ab jabki sabhi tarah se taiyariya lagbhag puri ho hi gayi hai or collection se lekar lawers ki team tak sabhi binduo pr charcha bhi ho gayi hai to apni ekta ka ahshash apne virodhiyo ko kra diya jaye. or sath hi sath apne sabhi sathiyo ko dhanybad de diya jaye jo lagatar apne parishram se hume jeet ke prati ashwashth kiye hue hai.

Infrastructure Facilities in Schools
ReplyDeleteAs per the District Information System for Education(DISE) 2011-12 (provisional), some States do reflect a gap in school infrastructure as 94.3% government elementary schools have drinking water, 87.9% schools have toilets and 61.7% schools have ramps.7 States / UTs have Pupil Teacher Ratio (PTR) above the National average of 1:31 at primary level and 8 States / UTs are above the national level of 1:29 at upper primary stage.
The Sarva Shiksha Abhiyan (SSA) seeks to augment school infrastructure with the objective of meeting the Right of Children to Free and Compulsory Education (RTE) Act, 2009 requirements, for which so far 3.04 lakh school buildings, 17.92 lakh additional classrooms, 8.53 lakh toilets,2.29 lakh drinking water facilitiesand 5.01 lakh ramps have been sanctioned across the States/Union Territories.

योग्यता" का आशय क्या है-क्या अध्यापक
पात्रता परीक्षा उत्तीर्ण होना तदानुसार एक
योग्यता है और क्या एन.सी.टी.ई द्वारा इस पर
२३/०८/२०१० की अधिसूचना द्वारा इसे लागू
करना अधिनियम की धारा २३(१)के अनुरूप है?
ब. २३/०८/२०१० और २९/०७/२०११
की अधिसूचना का क्लाज ३(ए) ५०% अंको के साथ
स्नातक एवं बी.एड डिग्री धारक को कक्षा १-५
तक के अध्यापक के लिये नियुक्ति के लिये अर्ह
होने के पूर्व अध्यापक पात्रता परीक्षा न
उत्तीर्ण किये जाने की छूट देता है "ऐसे
व्यक्ति भी १ जनवरी २०१२ तक के लिये अध्यापक
नियुक्त होने के पात्र होगें बशर्ते वे परिषद
द्वारा मान्यता प्राप्त प्रारम्भिक शिक्षा में छ:
माह का विशेष प्रशिक्षण नियुक्ति के उपरांत
प्राप्त करते हैं " शब्दों का क्या महत्व है ?
स. प्रभाकर सिंह के मामले में खण्डपीठ द्वारा दे
गयी राय क्या कानूनी तौर पर सही है?
इसके बावजूद परिषद द्वारा प्रारम्भिक
ReplyDeleteशिक्षा के अध्यापक पद के अभ्यर्थियों के होने
न्यूनतम स्तर का प्रावधान करते हुये जारी उक्त
अधिसूचनाओं के बाध्यकारी प्रभाव का निर्धारण
करना भी एक मुद्दा है .
उक्त अधिसूचना के क्लाज ३(ए) के अन्तर्गत आने
वाले अभ्यर्थियों जिन्होनें अध्यापक
पात्रता परीक्षा से छूट का दावा किया था ,
की ओर से पेश हुये अधिवक्ता श्री राहुल अग्रवाल
नें खण्डपीठ के निर्णय का बचाव किया . उनके
अनुसार टेट न कोई न्यूनतम
योग्यता नही बल्कि मात्र एक परीक्षण है
जो कि क्लाज ३ के अन्तर्गत आने वाले व्यक्तियों के
लिये न्यूनतम या आवश्यक योग्यता नही है
क्योंकि क्लाज ३ में योग्यता के तौर पर इस
परीक्षण का कोई उल्लेख नही है .उनके अनुसार
एन.सी.टी.ई सिर्फ़ न्यूनतम योग्यता निर्धारित
कर सकती है टेट नही और एक कदम आगे बढाते हुये
एन.सी.टी.ई द्वारा योग्यता के तौर पर टेट के
निर्धारण करने के अधिकार को ही चुनौती दे
डाली .
एकल पीठ के समक्ष प्रस्तुत मामले रवि प्रकाश
बनाम उत्तर प्रदेश राज्य के मूल याचियों के ओर से
प्रस्तुत होते हुये श्री अशोक खरे ने दलील
दी कि २३ अगस्त २०१० के पूर्व प्रशिक्षण
पूरा कर लेने वाले और १९८१ नियमावली के
अन्तर्गत अर्ह हो जाने वाले अभ्यर्थियों के मामले में
टेट लागू नही होगी . उनका कहना था कि राज्य
सरकार पुरानी परम्परा का पालन करते हुये ,
नियम १४ के अन्तर्गत
बिना किसी औपचारिकता के या नियम १६ के
अन्तर्गत बिना कोई चयन प्रक्रिया शुरू किये ,
प्रशिक्षण पूर्ण होने पर अविलम्ब ऐसे
अभ्यर्थियों की नियुक्ति करने को बाध्य है . इसके
समर्थन में उन्होनें मूल मामले में एकल पीठ के समक्ष
रखे गये अपने तर्क दोहराये .
२३ अगस्त २०१० के पूर्व राज्य के बाहर से
ReplyDeleteप्रशिक्षण प्राप्त करने वाले अभ्यर्थियों की ओर से
प्रस्तुत हो कर अधिक्वक्ता अरविन्द श्रीवास्तव
ने भी उनको नियुक्ति देने की माँग की . उनके
अनुसार १३ अगस्त २०१० के पूर्व परिषद के नियम
२००१ लागू थे और चूँकि रिक्तियाँ २३ अगस्त
२०१० के पूर्व की हैं इन पर चयन पुरानी योग्यताओं
के अनुसार होना चाहिये .
राज्य की ओर से अतिरिक्त
महाधिक्वक्ता सी.बी.यादव ने उपस्थित हो कर
कहा कि परिषद द्वारा टेट अनिवार्य
कियी जाने पर राज्य नें इसे नियमावली १९८१ मे
समाहित कर लिया है और राज्य केन्द्र सरकार
द्वारा बनाये गये कानून से बध्ह हो कर परिषद
द्वारा निर्धारित शर्तों के अनुसार अध्यापक
पात्रता परीक्षा का आयोजन कर चुका है.
भारत सरकार की ओर से सहायक
महान्यावादी श्री आर.बी.सिंहल नें खण्डपीठ के
निर्णय के उस अंश , जिसमें यह क्लाज ३ के
अन्तर्गत आने वाले अभ्यर्थियों को टेट से छूट देता है
वो बदलने की प्रार्थना की .
परिषद की ओर से श्री आर.ए.अख्तर नें टेट को एक
योग्यता ठहराये जाने को पूर्णतय: परिषद
क्षेत्राधिकार में बताते हुये परिषद के
अधिकारों का व्यौरा रखा .
पूर्णपीठ द्वारा इन दावों और दलीलों की पडताल
करते हुये दिये गये निश्कर्षों के मुख्य अंश इस
प्रकार हैं-
अध्यापक पात्रता परीक्षा शैक्षिक
प्राधिकारी द्वारा शिक्षक के तौर पर
नियुक्ति के लिये आवश्यक शैक्षणिक योग्यता और
प्रशिक्षण योग्यता के अलावा एक अन्य शर्त है
जिसे एक अतिरिक्त योग्यता के तौर पर
नकारा नही जा सकता है .पूर्णपीठ ने टेट को नेट
की तरह का एक टेस्ट बताते हुये इसकी वैधता पर
खडे किये गये सवाल को दिल्ली विश्वविद्यालय
बनाम राज सिंह मामले में सुप्रीम कोर्ट द्वारा दिये
गये निर्णय के आलोक में पूर्णतय: नकार दिया.
पूर्णपीठ ने सर्वोच्च न्यायालय द्वारा "योग्यता" शब्द
की समीक्षा के उपराँत दिये गये निष्कर्ष
का हवाला देते हुये दोहराया कि अलग - अलग स्रोतों से
शिक्षा और प्रशिक्षण प्राप्त करने वाले
सभी अभ्यर्थियों की एकरूप जाँच (यूनीफ़ार्म
स्क्रूटनी) को आवश्यक बताया और कहा कि अलग-
अलग स्रोतों से विभिन्न शैक्षणिक और प्रशिक्षण
योग्यतायें प्राप्त करने वले अभ्यर्थियों के एकरूप
मूल्याँकन के लिये पात्रता परीक्षा का प्रावधान
किया गया है ताकि सर्वोत्तम गुणवत्ता वाले
व्यक्तियों का अध्यापक के तौर पर नियुक्त होने के
लिये चयन हो सके .वर्तमान मामले में एक
समानता आधारित चयन सुनिश्चित करने के लिये
पात्रता परीक्षा एक आवश्यक तत्व है. यही कारण
है कि परिषद नें पूरे देश में लागू किये जाने के लिये
राष्ट्रीय स्तर पर अध्यापक
पात्रता परीक्षा की पाठ्यचर्या का निर्धारण
किया है जो अध्यापन के लिये सर्वोत्तम उपलब्ध
अभ्यर्थियों को प्राप्त करने के लिये
ही नही बल्कि प्रारम्भिक स्तर पर
गुणवत्ता युक्त शिक्षा प्रदान करने वाले
अध्यापकों की नियुक्ति के लिये पूरे राष्ट्र मे एक
समान पद्धति सुनिश्चित करने के लिये है

पूर्णपीठ के अनुसार ११ फ़रवरी २०११ को परिषद
ReplyDeleteद्वारा जारी टेट दिशा-निर्देश ,जिसे पर
खण्डपीठ नें पूरी तरह अनदेखा किया , टेट
की महत्ता पर अवश्यकता को रेखांकित करते हुये
न केवल स्पष्ट करती है कि कक्षा १ से ८ तक
अध्यापक के तौर पर नियुक्त होने वाले
किसी भी व्यक्ति के लिये जिसमें अधिसूचना के
क्लाज ३ में उल्लिखित व्यक्ति भी शामिल हैं ,
टेट अनिवार्य है बल्कि अध्यापक प्रशिक्षण
संस्थानों को उनका प्रदर्शन व स्तर सुधारने के साथ -
साथ गुणवत्ता परक शिक्षा पर विशेष बल दिया है.
ऐसी स्थित में जब प्रदेश न केवल
संख्या बल्कि प्राईमरी स्तर पर योग्य और
प्रशिक्षित अध्यापकों की भारी कमी से जूझ
रहा है ,सामाजिक वातावरण की पृष्ठभूमि में बाल
विकास एवं अध्यापन विद्या पर विशेष ध्यान
देना जरूरी है .हमारा न्यायालय प्रारम्भिक
शिक्षा की इस शाखा के सामने शिक्षा मित्र
और प्रेरक जैसे शिक्षकों के ज़रिये निर्देशन
( अध्यापन) के कामचलाऊ तरीकों के प्रचलन में आने से
उत्त्पन्न बाधाओं से पूर्णतय: अवगत है इस पृष्ठभूमि में
योग्य शिक्षकों की महत्ता पर जोर
देना ज्यादा महत्तवपूर्ण हो जाता है .यह
कहना अनुचित न होगा कि हमारे प्राँत में राज्य
या परिषद द्वारा संचालित प्राथमिक विद्यालयों में
प्रवेश लेने वाले छात्रों की संख्या में चिन्ताजनक
गिरावट किस वजह से है कि प्राईमरी स्कूल के
अध्यापक का अब कोई स्तर नही रह
गया है .अविभावकों की अरुचि व
असहयोगी रवैया मुख्यत: ऐसे विद्यालयों में
बच्चों की अप्रभावी तरीके से हो रही देख-रेख
ही है .
२३अगस्त२०१० की अधिसूचना, भारत सरकार

के दिशा निर्देश, परिषद द्वारा ११
फ़रवरी २०११ को जारी टेट दिशा निर्देश ,
उत्तर प्रदेश राज्य में बी.एड
डिग्री धारकों को अनुमति संबन्धी परिषद
की १०/०९/२०१२ की अधिसूचना, अध्यापक के
लिये आवश्यक योग्यतायें और अध्यापक
पात्रता परीक्षा के ढाचें, रूप - रेखा तथा विषय
वस्तु के आधार पर इस बात में कोई संशय नही रह
जाता कि कक्षा १ से ८ तक के अध्यापक के रूप में
नियुक्ति के लिये सभी को टेट उत्तीर्ण
होना आवश्यक है .
कानून का मकसद साफ़ है कि कोई भी व्यक्ति इन
आर्हताओं के बिना शिक्षक नही बन सकता .हम
यहाँ स्पष्ट करना चाहते हैं कि इन अधिसूचनाओं और
दिशा निर्देशों का बाध्यकारी प्रभाव ऐसा है
कि वेटेज , जो ११ फ़रवरी २०११
की दिशा निर्देशों के अनुसार परिलक्षित है ,
की अनदेखी नही की जा सकती है
किसी अभ्यर्थी के लिये अध्यापक
पात्रता परीक्षा उत्तीर्ण होने के लिये आवश्यक
न्यूनतम प्राप्तांक ६०% है .शारीरिक
विकलाँगो सहित आरक्षित श्रेणी के अभ्यर्थियों के
लिये ५ % की छूट दे गयी है जिसे
छोडा नही जा सकता है . इसके अलावा राज्य सरकार
को इस तथ्य पर ध्यान देना होगा कि चयन
प्रक्रिया में वेटेज भी दिया जाना है. यह राज्य
सरकार पर है कि वह इन
दिशा निर्देशों को उपयुक्त तरीके से अपनाये और
हम इसमे कुछ आगे इस स्तर पर आगे कुछ और
नही जोडना चाहते क्योंकि यह पीठ शिक्षक के रूप
में नियुक्त होनें के इक्षुक अभ्यर्थियों द्वारा टेचा ट
उत्तीर्ण होने की योग्यता की अनिवार्यता पर
विचार करने के लिये बैठी है. ( अतिमहत्त्वपूर्ण
पेज नं० ४३ ) यहाँ पीठ नें टेट के दोहरे उपयोग
की अनिवार्यता स्पष्ट की गयी है (१)
आर्हता परीक्षा के रूप केवल उपयुक्त
अभ्यर्थियों को चयन का अवसर देना (२) चयन
प्रक्रिया में टेट स्कोर को वेटेज देना "ऐज़ वेल"
का आशय न समझने वाले पहले किसी योग्य व्यक्ति से
इसे समझ लें .
श्री अशोक खरे द्वारा अपनी बहस
को नोटिफ़िकेशन के प्रभावी होने की तिथि के
अनिश्चय के संबन्ध में विस्तार दिये जाने से पीठ
प्रभावित नही है क्योंकि राज्य को त्वरित प्रभाव
से स्वीकृत करने के अतिरिक्त कोई विकल्प
उपलब्ध नही है . श्री खरे ने कुछ और मुद्दों पर
अपनी दलीलें रखी जिनके संदर्भित मामले के
दायरे से बाहर होने के कारण उनका उत्तर देना हम
आवश्यक नही समझते हैं .
इस मामले में पीठ ने स्पष्ट
ReplyDeleteकिया कि २३/०८/२०१० के बाद भी जिन
लोगों को बिना टेट उत्तीर्ण हुये शिक्षक के तौर
पर नियुक्ति दी गयी थी ,
उनकी नियुक्ति को कोई
चुनौती नही दी गयी है और राज्य भी न्यायालय से
इसे एक समाप्त हो चुके अध्याय के रूप मे देखने
का अनुरोध करता है . इसलिये हम इन
नियुक्तियों की मेरिट पर चर्चा नही कर रहे हैं .
पीठ ने इस मुद्दे पर आगे कुछ कहने से इन्कार कर
इस मुद्दे को उचित मामलों में बहस और निर्णयों के
लिये खुला छोड दिया है.
पीठ के निर्णय हेतु प्रस्तुत प्रश्नों के उत्तर इस
प्रकार हैं -
१- २३ अगस्त २०१० की अधिसूचना के अनुसार
कक्षा १ से ५ के अध्यापक के तौर पर
नियुक्ति चाहने वालों के लिये अध्यापक
पात्रता परीक्षा उत्तीर्ण होना एक अनिवार्य
योग्यता है. यह नोटिफ़िकेशन अधिनियम २००९ के
अनुसार पूर्णतय: एन.सी.टी.ई के प्राधिकार में है .
२- २३ अगस्त २०१० की अधिसूचना का क्लाज ३
(ए) अधिसूचना का एक अविभाज्य अंश है जिसे इस
क्लाज में वर्णित लोगों को अध्यापक
पात्रता परीक्षा से मुक्ति दिये जाने के लिये
अलग से नही पढा जा सकता है .
३- प्रभाकर सिंह के मामले में डिवीजन बेंच के
निर्णय के उस अंश को, जिसमें २३ अगस्त २०१०
की अधिसूचना के क्लाज ५ के अन्तर्गत चयन
प्रक्रिया की शुरूआत की व्याख्या की गयी है ,
उचित ठहराते हैं परन्तु उस अंश को जिसमें क्लाज ३
(ए) में उल्लिखित व्यक्तियों को अध्यापक
पात्रता परीक्षा से छूट दी गयी है , गलत ठहराते
हुये रद्द करते हैं और निर्णय देते हैं कि अध्यापक
पात्रता परीक्षा क्लाज १ और क्लाज ३ (ए) में
उल्लिखित सभी व्यक्तियों के लिये आवश्यक है.
निर्णय को संबन्धित पीठों के समक्ष समुचित आदेशों के
लिये रखा जाये.
एकेडमिक आधार पर आने वाली किसी भी भर्ती के
लिये समस्या खडी करने का काम तो इस निर्णय नें
कर ही दिया है .
(फ़ान्ट अनुवाद के दौरान हुई वर्तनी त्रुटि के
लिये मै क्षमा प्रार्थी हूँ -
