Notice on behalf of opposite party nos. 1 to 3 has been accepted by the learned Chief Standing Counsel whereas notice for opposite party no. 5 has been accepted by Mr. M.M. Asthana, Advocate. 

Issue notice to opposite party no. 4, returnable at an early date. 

Steps shall be filed within three days. 

Learned counsel for petitioners submits that petitioners are the students of final year B.T.C. Course. An advertisement for UP-TET was issued on 17.4.2013. As per the said advertisement, the last date for online registration and submission of form is 13.5.2013. 

Submission is that as per the guidelines issued for conducting TET by the NCTE vide letter dated 11th February, 2011, a person who is pursuing any of the Teacher Education Course (recognized by NCTE or the RCI, as the case may be) specified in the NCTE notification dated 23rd August, 2010 shall be eligible to appear in the TET Examinations. The Central Government Agencies such as Central Board of Secondary Education, Delhi in consonance with the aforesaid guidelines is permitting all such candidates who apart from having graduation degree with 50% marks and pursuing two years diploma course and are in final year to appear in the TET Examinations. 

It is also submitted that till last year the State Government had permitted the candidates pursuing Teacher Education Course such as B.Ed., B.T.C., etc. and are in final year to appear in UP-TET. 

However, since the Government Order dated 17.4.2013 does not include the candidates pursuing Teacher Education Course to appear in UP-TET Examinations, as such, the petitioners are not being permitted in the UP-TET and their forms are not being accepted to register them online. 

Prima facie, it appears that the TET Examinations are to be held as per the guidelines issued by the Governing Body such as NCTE which provides that all such candidates who are pursuing Teacher Education Course shall be eligible to appear in TET Examinations, as such, as an interim measure, it is hereby provided that the opposite parties shall permit the petitioners to appear provisionally in UP-TET, 2013 and for that purpose register their online application forms. The result of the same shall be subject to further orders of the Court. 

The opposite parties shall file counter affidavit within four weeks. In case counter affidavit is filed, petitioners may file rejoinder affidavit, if any, within two weeks thereafter.

लखनऊ : इलाहाबाद उच्च न्यायालय की लखनऊ पीठ ने उत्तर प्रदेश शिक्षक पात्रता परीक्षा (टीईटी) में बीएड व बीटीसी कर रहे करीब दो दर्जन अभ्यर्थियों को परीक्षा में आवेदन करने की अनुमति दे दी है। हालांकि, पीठ ने कहा है कि इनका परीक्षा परिणाम अदालत के अग्रिम आदेश के अधीन रहेगा। यह आदेश पीठ ने केवल 25 याचिका कर्ताओं के लिए दिया है।

यह आदेश न्यायमूर्ति रितुराज अवस्थी की पीठ ने विनोद कुमार सिंह व उमेश यादव सहित लगभग 25 याचिकाकर्ताओं द्वारा दायर याचिका पर दिए हैं। याचिकाकर्ताओं के वकील ए जेड सिद्दीकी व संजीव पांडेय का तर्क था कि राष्ट्रीय अध्यापक शिक्षा परिषद (एनसीटीई) के नियमों के तहत टीचर एजूकेशन कोर्स कर रहे अभ्यर्थी भी टीईटी में शामिल हो सकते हैं। बीएड व बीटीसी कर रहे छात्र इस श्रेणी में आते हैं तथा गत वर्ष तक इनको शामिल होने की अनुमति थी। सीबीएसई बोर्ड भी ऐसे छात्रों को टीईटी परीक्षा में बैठने की अनुमति देता है। याचिकाकर्ताओं की ओर से कहा गया कि राष्ट्रीय अध्यापक शिक्षा परिषद (एनसीटीई) के नियम के अनुसार उनको भी टीईटी परीक्षा में शामिल होने की अनुमति दी जाए। अदालत ने सुनवाई के बाद उनको परीक्षा में बैठने की अनुमति दे दी है लेकिन इन छात्रों का परीक्षा परिणाम पीठ के अग्रिम आदेश के अधीन रहेगा

मंडावा . द्वितीय श्रेणी शिक्षक भर्ती परीक्षा 2011 के एक मामले में सुप्रीम कोर्ट ने हाईकोर्ट की खंडपीठ के आदेश पर रोक लगाते हुए अपीलार्थी के पक्ष में फैसला सुनाया है। 25 दिसंबर 2012 को घोषित परिणाम के तहत गणित और सामाजिक विज्ञान विषय के द्वितीय श्रेणी शिक्षकों की भर्ती करने की सशर्त छूट देते हुए भर्ती प्रक्रिया जारी रखने का आदेश दिया है। खंडपीठ ने आखिरी बार जारी परिणाम को रद्द करते हुए इससे पहले जारी परिणाम के तहत नियुक्ति देने का आदेश 22 अप्रैल 2013 को दिया था। सुप्रीम कोर्ट ने 10 मई 2013 को आरपीएससी और इस आदेश से प्रभावित अभ्यर्थी मीठवास ((झुंझुनूं)) निवासी राजेश पूनिया व 32 अन्य की याचिका का निस्तारण करते हुए न्यायाधीश एचएल गोखले एवं रंजन गोगई ने तीसरे संशोधित परिणाम के तहत नियुक्ति देने का आदेश दिया। अभ्यर्थी की ओर से अधिवक्ता विजय हंसारिया व अखिलेश पंाडे ने पैरवी की

बड़ौत (बागपत) : जनपद के छह निजी कालेजों को बीटीसी के दो वर्षीय कोर्स के संचालन की हरी झंडी मिल गई है। एससीईआरटी द्वारा कालेजों को मान्यता पत्र भेज दिए गए हैं। नए सीटों के आवंटन के बाद अब जनपद में कुल सीटों की संख्या 450 हो गई है।

बेसिक शिक्षा परिषद के विद्यालयों में शिक्षक बनने की बाट जोह रहे जिले के अभ्यर्थियों को बीटीसी के प्रशिक्षण के लिए दूसरे जनपदों को रुख नहीं करना पड़ेगा। अनुसचिव अशोक कुमार सिंह ने एससीईआरटी के निदेशक सर्वेद्र विक्रम सिंह ने जिले के छह नए कालेजों की मान्यता के संबंध में पत्र भेजकर सूचित किया है। यह सभी कालेज सत्र 2012-13 का प्रशिक्षण देने हेतु अर्ह होंगे। इससे पूर्व जनपद में डायट के अलावा निजी संस्थान बाबू कामता प्रसाद महाविद्यालय बड़ौत और मूर्ति देवी कालेज पिलाना में बीटीसी का प्रशिक्षण दिया जा रहा था। इनमें कुल 150 सीटें आवंटित थीं।

RTE is a scheme of Central Govt and State Govt, where as expenditure to implement RTE act is as 
Central Govt : State Govt = 65 :35

Many states failed to achieve deadline for Recruitment of Teachers as made by Central Govt of India  and therefore RTE deadline is increased.

Due to big shortage of Training institute for PRIMARY TEACHERS, NCTE made provision for recruitment of B. Ed candidates to become Primary Teacher but upto a certain time limit they can be recruited as PRT.

लखनऊ (ब्यूरो)। प्रदेश के चार जिलों कासगंज (एटा), संभल, गाजियाबाद और शामली में जिला शिक्षा एवं प्रशिक्षण संस्थान (डायट) खोलने की तैयारी है। इसके अलावा पुराने डायटों में प्रशिक्षण क्षमता बढ़ाने के लिए बीटीसी की सीटें भी बढ़ाई जाएंगी। इस संबंध में राज्य शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद (एससीईआरटी) प्रस्ताव तैयार कर रहा है। इसे शीघ्र ही शासन से मंजूरी लेने के बाद राष्ट्रीय अध्यापक शिक्षा परिषद को भेजा जाएगा। प्रदेश में मौजूदा समय इन चारों जिलों को छोड़कर अन्य सभी जिलों में डायट हैं और शिक्षकों को प्रशिक्षण दिया जा रहा है।
शिक्षा का अधिकार अधिनियम लागू होने के बाद शिक्षकों का प्रशिक्षण अनिवार्य कर दिया गया है। इसके अलावा मृतक आश्रित कोटे या फिर बिना ट्रेंड जो भी शिक्षक रखे गए हैं, उन्हें प्रशिक्षण दिया जाना है। प्रदेश के चार जिलों को छोड़कर अन्य जिलों में डायट हैं। डायटों में बीटीसी का प्रशिक्षण भी दिया जाता है। प्रदेश में मौजूदा समय पौने तीन लाख शिक्षकों की कमी है। बीएड डिग्रीधारकों को 31 मार्च 2014 तक ही प्राइमरी स्कूलों में शिक्षक रखा जा सकता है। इसलिए राज्य सरकार चाहती है कि डायटों में बीटीसी की सीटें बढ़ा दी जाएं, ताकि बीटीसी प्रशिक्षितों की कमी न रहे।
इसके आधार पर ही एससीईआरटी प्रस्ताव तैयार कर रहा है। चार जिलों के अलावा जिन जिलों में सीटें कम हैं वहां सीटें बढ़ाई जाएंगी। जेपीनगर, फर्रुखाबाद, चंदौली, संतकबीर नगर, अंबेडकरनगर, बलरामपुर, श्रावस्ती और हमीरपुर में डायट की स्थापना तो है, लेकिन सीटें मात्र 100-100 हैं। इसलिए इन जिलों में नए सिरे से 200-200 सीटें स्वीकृत कराने की तैयारी है।

छह हजार पदों के लिए एक साथ होगी परीक्षा

लखनऊ। लेखपाल के छह हजार पदों के लिए पूरे प्रदेश में भर्ती परीक्षा एक ही और एक ही समय आयोजित की जाएगी। शासन ने लेखपाल भर्ती की गाइडलाइन को मंजूरी दे दी है। परीक्षा का आयोजन राजस्व परिषद केंद्रीयकृत व्यवस्था के तहत करेगा। हालांकि लेखपाल कैडर जिला स्तरीय होने की वजह से चयन की कार्यवाही जिलाधिकारियों की अध्यक्षता में जिला स्तर पर ही होगी। शासन ने राजस्व परिषद को भर्ती कैलेंडर तैयार कर कार्यवाही शुरू करने को कह दिया है। भर्ती प्रक्रिया अगले महीने से शुरू होने की उम्मीद है।

लेखपाल के खाली पड़े पदों पर भर्ती प्रक्रिया को मुख्य सचिव की अध्यक्षता में हुई एक उच्चस्तरीय बैठक में मंजूरी दी गई। इस भर्ती प्रक्रिया में वर्ष 2014-15 में सेवानिवृत्ति व पदोन्नति से खाली होने वाले पदों पर भी भर्ती को मंजूरी दी गई है। इसके लिए प्रतीक्षा सूची बनेगी जो एक वर्ष तक वैध रहेगी। एससी, एसटी अभ्यर्थियों के लिए परीक्षा शुल्क 150 रुपये होगा जबकि जनरल व अन्य अभ्यर्थियों को 300 रुपये परीक्षा शुल्क देना होगा। आवेदन के लिए अधिकतम आयु सीमा 40 वर्ष निर्धारित की गई है।

इस तरह चलेगी चयन प्रक्रिया

ऐसे होगी व्यवस्था

पिछली भर्ती प्रक्रिया निरस्त वापस होंगे आवेदन शुल्क

•राजस्व विभाग तैयार करेगा भर्ती कैलेंडर,

•सुप्रीम कोर्ट में राज्य सरकार ने हाईकोर्ट के आदेश को दी है चुनौती

नई दिल्ली।  सुप्रीम कोर्ट ने उत्तर प्रदेश के अनुदानित डिग्री कॉलेजों में तदर्थ (एडहॉक) स्तर पर रखे गए अध्यापकों को स्थायी के समान वेतन दिए जाने के हाईकोर्ट के आदेश को चुनौती देने वाली याचिका पर नोटिस जारी किया है। सर्वोच्च अदालत ने हाईकोर्ट के आदेश के खिलाफ राज्य सरकार की ओर से दायर याचिका पर सभी प्रतिपक्षों से चार सप्ताह में जवाब तलब किया है।
जस्टिस एचएच गोखले की अध्यक्षता वाली पीठ के समक्ष राज्य सरकार की ओर से पेश हुए अधिवक्ता ने कहा कि हाईकोर्ट का आदेश उचित नहीं है क्योंकि राज्य में अध्यापकों को तदर्थ स्तर पर रखने की योजना को खत्म किया जा चुका है। उन्होंने पीठ को बताया कि राज्य के अनुदानित डिग्री कॉलेजों में रखे गए तदर्थ अध्यापकों को पहले सौ रुपये प्रति घंटा या अधिकतम पांच हजार रुपये मानदेय ही दिया जाता था। राज्य सरकार ने 11 सितंबर, 2006 में मानदेय बढ़ाकर 8000 रुपये कर दिया था। यह बढ़ोत्तरी हाईकोर्ट के आदेश के मुताबिक की गई थी। याद रहे कि राज्य के अनुदानित डिग्री कॉलेजों में एड-हॉक पर हजार से अधिक अध्यापकों की नियुक्ति की गई थी। राज्य सरकार ने कहा कि 2008 में इस मसले पर फिर से एक जनहित याचिका हाईकोर्ट में दायर की गई। 6 जनवरी, 2009 को हाईकोर्ट ने तदर्थ अध्यापकों का मानदेय आठ हजार और भत्ते कर दिया गया। मगर अध्यापकों ने फिर से हाईकोर्ट का दरवाजा खटखटाया।

हाईकोर्ट ने सुप्रीम कोर्ट के एक फैसले का हवाला देते हुए स्थायी अध्यापकों के समान वेतन तदर्थ शिक्षकों को देने का आदेश राज्य सरकार को जारी कर दिया। जबकि राज्य सरकार ने 29 मार्च, 2011 शासनादेश जारी कर तदर्थ स्तर पर अध्यापकों के रखे जाने की व्यवस्था खत्म कर दी थी। पीठ ने अधिवक्ता के तर्क से सहमति जताते हुए प्रतिपक्षों को नोटिस जारी कर दिया। गौरतलब है कि हाईकोर्ट ने 22 दिसंबर, 2012 के गौरव मिश्रा के मामले में समान वेतन देने का आदेश दिया, जिसके खिलाफ उत्तर प्रदेश सरकार ने सुप्रीम कोर्ट का दरवाजा खटखटाया है।

जमुई : नगर परिषद माध्यमिक शिक्षक नियोजन 2012 के तहत मेधा सूची के आधार पर 17 मई को काउंसलिंग की तिथि निर्धारित की गई है। काउंसलिंग के लिए पांच गुणा अभ्यर्थियों को बुलाया गया है। नगर परिषद द्वारा काउंसलिंग को लेकर सभी सात विषयों के कट ऑफ मा‌र्क्स का प्रकाशन दस मई को कर दिया गया है। जिसके आधार पर नगर परिषद के कुल 25 पदों के लिए अभ्यर्थी अपना काउंसलिंग करा सकेंगे। नगर परिषद पदाधिकारी द्वारा जारी पत्र में यह साफ कहा गया है कि 17 मई को काउंसलिंग के साथ-साथ सहमति पत्र लेने की प्रक्रिया पूरी की जाएगी। काउंसलिंग में वही अभ्यर्थी भाग ले सकेंगे जिसका बीएड सत्र 2010-11 या उसके पूर्व का है। सुबह दस बजे से शाम पांच बजे तक काउंसलिंग व सहमति पत्र नगर परिषद कार्यालय में लिया जाएगा। जारी कट ऑफ मा‌र्क्स में उर्दू विषय के चार सीट के लिए सामान्य वर्ग के 69.98 तथा अत्यंत पिछड़ा वर्ग, पिछड़ा वर्ग तथा अनुसूचित जाति के सभी अभ्यर्थियों को काउंसलिंग के लिए बुलाया गया है। उपलब्ध पद की कुल संख्या के आधार पर अंतिम सूची मेधा सूची में सभी विषयों के 1044 अभ्यर्थी शामिल हैं। जिसमें सबसे अधिक सामाजिक विज्ञान के तीन पद के लिए 571 अभ्यर्थियों के नाम शामिल हैं

Union Public Service Commission had advertised 253 posts of Assistant Provident Fund
Commissioner in Employees Provident Fund Organization vide SPL. Advertisement No.
51/2012, Item No. 03 dated 14.04.2012 (Vacancy No. 12045103714).  The Commission
conducted Recruitment Test on 23.09.2012. On the basis of the Recruitment Test, the
Commission have shortlisted the following Roll Nos. for interview ‘‘Provisionally”.

All the successful candidates are directed to send the print out of their Online
Recruitment Application along with the requisite documents/ certificates for the claims which
they have made in their Online Recruitment Application, so as to reach the Commission latest by
22.5.2013. The requisite Documents/ Certificates along with the Printout of the Online
Recruitment Application (ORA) should be sent to Section Officer (SPC-II), Union Public

 शिक्षण संस्थान कल्याणकारी मंच ने प्रदेश सरकार की निंदा की है। शुक्रवार को मंच की बैठक में महामंत्री संतोष कुमार ने कहा कि प्रदेश में 72,825 पदों पर शिक्षकों की भर्ती प्रक्रिया में दोबारा आवेदन लेने के बावजूद सरकार की नीतियां स्पष्ट नहीं हैं। सरकार ने न्यायालय में एक बार भी अविलंब भर्ती करने के लिए जल्द निर्णय देने की अपील नहीं की है। प्रदेश में शिक्षकों की कमी है, वहीं टीईटी उत्तीर्ण बीएड बेरोजगार धारकों की समस्याएं भी बढ़ती जा रही हैं। जब टीईटी परीक्षा 2011 में उत्तीर्ण अभ्यर्थियों को समायोजित नहीं किया जा रहा है तो टीईटी परीक्षा 2013 क्यों कराई जा रही है? महामंत्री ने सरकार पर बेरोजगारों से पैसा वसूलने कर अपना बजट बढ़ाने का आरोप लगाया

लखनऊ। सूबे में बेसिक शिक्षा परिषद से सहायता प्राप्त उच्च प्राथमिक विद्यालयों में जल्द शिक्षकों की भर्ती होगी। इस वक्त सूबे में कुल 3,100 सहायता प्राप्त परिषदीय विद्यालय हैं। शासन ने बेसिक शिक्षा निदेशालय से इन विद्यालयों में रिक्त पदों का ब्यौरा मांगा है। इन पदों के लिए टीईटी पास बीएड व बीटीसी वाले पात्र होंगे।

गौरतलब है कि सहायता प्राप्त परिषदीय विद्यालयों में सहायक अध्यापक पद पर भर्ती होती है। इन्हें सरकारी स्कूलों के समान वेतनमान व अन्य सुविधाएं दी जाती हैं। सूबे में सत्ता बदलने के साथ ही सभी भर्तियों पर रोक लगा दी गई थी।

इस आदेश के तहत परिषदीय विद्यालयों में भी भर्ती प्रक्रिया रोक दी गई। स्कूल प्रबंधन ने रिक्त पदों पर भर्ती की अनुमति देने के लिए बेसिक शिक्षा निदेशालय और शासन से अनुरोध किया था। इसके आधार पर भर्ती प्रक्रिया का प्रस्ताव तैयार करते हुए बेसिक शिक्षा मंत्री राम गोविंद चौधरी को भेजा गया। उन्होंने इस पर विभागीय अधिकारियों से पूछा है कि सहायता प्राप्त स्कूलों में कुल कितने रिक्त पद हैं। शासन ने इसके आधार पर निदेशालय से स्कूलों में स्वीकृत और रिक्त पदों का ब्यौरा मांगा है। इसके बाद संशोधित प्रस्ताव बेसिक शिक्षा मंत्री को भेजा जाएगा

Annual confidential reports may not be enough for state services officers to get into elite IAS and IPS; Govt proposes written exam for them

Impressive annual confidential reports (ACRs) of the state civilpolice services officers will not be enough for them to get inducted into the elite All India Services like IAS, IPS and Indian Forest Service.

They will now have to appear in a competitive written examination which is to be conducted annually by the Union Public Service Commission (UPSC).

After deciding the change in the scheme of the selection process for appointment by promotion selection to various cadres of All India Service, the Centre on Tuesday wrote to all states asking them to give their opinion on the proposed changes on or before May 31.

Ministry of personnel, however, appears determined to allow the UPSC to conduct the competition examination for this purpose from this year onward as its 'note' to chief secretaries of states says that if the states fail to give their comments, ""it will be presumed that they don't have any comment to offer in this regard and further necessary action will be taken accordingly"".

The proposed competitive examination will be open for those state civilpolice services officers who complete minimum eight years in their respective services.

The examination will test the aptitude test, general awareness and stateservice specific knowledge of officers before preparing a merit list for their promotion and induction into elite central services.

The examination, carrying 1000 marks, will have weight-age of 25% in terms of their service records.

At present, induction of state civilpolice service officers into the IASIPSIFoS is made on the basis of review of their ACRs by the departmental promotion committee.

"Government may in future also go for the same method of promotions within the central services," said an official

Many efficient employees who don't have skills in flattery/corruption and  efficient well enough lagging in SYSTEM.

And after some time they are filled with DISAPPOINTMENT and their skills going to become becoming down.

It can keep TALENT in the SYSTEM.

But their is One Big Problem - CORRUPTION,
Which also needs to tackle by the Government.

Because even a person is talented enough but if he is CORRUPT and have no Ethics then S/HE is Useless to  SYSTEM.

इलाहाबाद। शिक्षक पात्रता परीक्षा का एक और मामला हाईकोर्ट पहुंच गया है। इस बार चुनौती टीईटी-13 के शासनादेश को दी गई है। प्रशिक्षु अभ्यर्थियों को जो अंतिम परीक्षा में शामिल हो चुके हैं मगर परिणाम घोषित नहीं हुआ है, टीईटी-13 में शामिल होने की अनुमति नहीं दी गई है। इसके खिलाफ अभ्यर्थियों ने हाईकोर्ट में याचिका दाखिल की है। याचिका पर सुनवाई करते हुए न्यायमूर्ति एपी साही ने प्रदेश सरकार से प्रकरण पर जानकारी मांगी है।

सुशील कुमार सिंह और अन्य की ओर से दाखिल याचिका में 17 अप्रैल 2013 को जारी शासनादेश को चुनौती दी गई है। शासनादेश के अनुसार टीईटी-13 में ऐसे अभ्यर्थी जिन्होंने अंतिम वर्ष की परीक्षा दे दी है मगर परिणाम घोषित नहीं किया गया है, शामिल नहीं हो सकेंगे। याचियों का कहना है कि सीटीईटी और यूजीसी भी पात्रता परीक्षाएं ही हैं परंतु इसमें अंतिम वर्ष की परीक्षा में शामिल होने वाले अभ्यर्थियों को परीक्षा में बैठने की अनुमति होती है, जबकि प्रदेश सरकार ने टीईटी-13 में शामिल होने की अनुमति नहीं दी है। पंजीकरण फार्म भरने की अंतिम तिथि 13 मई है। इसे लेकर अभ्यर्थी परेशान हैं। याचिका पर कोर्ट ने प्रदेश सरकार से जानकारी मांगी है।

संविदा अनुदेशक भर्ती को नहीं मिल रहे अभ्यर्थी

इलाहाबाद। परिषदीय विद्यालयों में अनुदेशकों की भर्ती के लिए बुधवार को हुई दूसरी काउंसिलिंग में पहुंचे आवेदकों की संख्या भी कम रही। काउंसिलिंग के लिए 379 आवेदकों को एसएसए दफ्तर बुलाया गया था। इसमें से महज 165 आवेदकों ने ही उपस्थिति दर्ज कराई। इसके पहले 30 अप्रैल को हुई काउंसिलिंग में भी एक हजार से अधिक आवेदकों को बुलाया गया था लेकिन 771 ही पहुंचे थे। बुधवार को दूसरी बार काउंसिलिंग हुई इसमें भी आधे आवेदक ही पहुंचे
