अनजान लेखक ने गांव में दी जाने वाली शिक्षा पर एक बेहतरीन व्यंग्य लेख लिखा है 

आज विद्यालय में बहुत चहल पहल है । सब कुछ साफ - सुथरा , एक दम सलीके से ।सुना है निरीक्षण को कोई साहब आने वाले हैं । पूरा विद्यालय चकाचक ।
नियत समय पर साहब विद्यालय पहुंचे । ठिगना कद , रौबदार चेहरा , और आँखें तो जैसे जीते जी पोस्टमार्टम कर दें ।
पूरे परिसर के निरीक्षण के बाद उनहोंने कक्षाओं का रुख किया ।
कक्षा पांच के एक विद्यार्थी को उठा कर पूछा , बताओ देश का प्रधान मंत्री कौन है ?
बच्चा बोला -जी राम लाल ।
साहब बोले -बेटा प्रधान मंत्री ?
बच्चा - रामलाल ।
अब साहब गुस्साए - अबे तुझे पांच में किसने पहुंचाया ? पता है मैं तेरा नाम काट सकता हूँ ।
बच्चा - कैसे काटोगे ? मेरा तो नाम ही नहीं लिखा है । मैं तो बाहर बकरी चरा रहा था । इस मास्टर ने कहा कक्षा में बैठ जा दस रूपये मिलेंगे । तू तो ये बता रूपये तू देगा या मास्टर ?
साहब भुनभुनाते हुवे मास्टर जी के पास गए , कडक आवाज में पूछा - क्या मजाक बना रखा है । फर्जी बच्चे बैठा रखे हैं । पता है मैं तुम्हे नौकरी से बर्खास्त कर सकता हूँ ।
 

गुरूजी - कर दे भाई । मैं कौन सा यहाँ का मास्टर हूँ । मास्टर तो मेरा पड़ोसी दुकानदार है । वो दुकान का सामान लेने शहर गया है । कह रहा था एक खूसट साहब आएगा , झेल लेना ।
 

अब तो साहब का गुस्सा सातवें आसमान पर । पैर पटकते हुए प्रधानाध्यापक के सामने जा पहुंचे । चिल्लाकर बोले , " क्या अंधेरगर्दी है , शरम नहीं आती । क्या इसी के लिए तुम्हारे स्कूल को सरकारी इमदाद मिलती है । 
पता है ,मैं तुम्हारे स्कूल की मान्यता समाप्त कर सकता हूँ ।
जवाब दो प्रिंसिपल साहब ।
 

प्रिंसिपल ने दराज से एक सौ की गड्डी निकाल कर मेज पर रखी और बोला - मैं कौन सा प्रिंसिपल हूँ । प्रिंसिपल तो मेरे चाचा हैं । प्रॉपर्टी डीलिंग भी करते हैं । आज एक सौदे का बयाना लेने शहर गए हैं । कह रहे थे , एक कमबख्त निरीक्षण को आएगा , उसके मुंह पे ये गड्डी मारना और दफा करना ।
 

साहब ने मुस्कराते हुए गड्डी जेब के हवाले की और बोले - आज बच गये तुम सब । अगर आज मामाजी को सड़क के ठेके के चक्कर में शहर ना जाना होता , और अपनी जगह वो मुझे ना भेजते तो तुम में से एक की भी नौकरी ना बचती

नई दिल्ली विशेष संवाददाता। शिक्षकों की नियुक्ति के लिए योग्य उम्मीदवारों की कमी से जूझ रहे 13 राज्यों को केंद्र सरकार ने कहा कि वे पूर्व में प्रदान की गई छूट के अनुरूप तय समय में शिक्षकों की भर्ती करें। वर्ना छूट की सीमा को आगे नहीं बढ़ाया जाएगा। मानव संसाधन विकास मंत्रालय का कहना है कि शिक्षा के अधिकार कानून के तहत योग्य शिक्षक नहीं मिलने पर केंद्र सरकार कानून की धारा 23 की उपधारा-2 के तहत राज्यों को छूट दे सकती है


लेकिन यह छूट सिर्फ एक बार दी जा सकती है। हाल में एक प्रेस कांफ्रेस में मानव संसाधन विकास मंत्री पल्लम राजू ने भी बताया कि अब तक 13 राज्य इस किस्म की छूट ले चुके हैं। 2011 एवं 2012 के दौरान ऐसी छूट दी गई थी। आखिरी बार 17 अक्टूबर 2012 में उत्तराखंड एवं हिमाचल प्रदेश को इस प्रकार की छूट दी गई थी। उसके बाद किसी राज्य ने इस किस्म की छूट के लिए आवेदन नहीं किया था।
मंत्रालय के अनुसार राज्यों ने अपनी-अपनी जरूरतों के हिसाब से अलग-अलग छूट मांगी थी जो उन्हें 31 मार्च 2014 और कुछ राज्यों को 31 मार्च 2015 के लिए प्रदान की गई है। इसके बाद छूट खत्म हो जाएगी। बिहार, पश्चिम बंगाल, उड़ीसा, छत्तीसगढ़, मध्य प्रदेश, असोम, मणिपुर, नगालैंड, मेघालय और त्रिपुरा की समस्या एक जैसी थी। इन राज्यों में डिग्रीधारी शिक्षकों की कमी थी। इसलिए इन राज्यों को पांचवीं कक्षा तक के लिए 12वीं पास और 6-8वीं कक्षा के लिए ग्रेजुएट उम्मीदवारों को बिना पेशेवर कोर्स के शिक्षक नियुक्त करने की इजाजत दी गई
लेकिन ऐसे शिक्षकों को दो साल के भीतर पत्राचार के जरिये आवश्यक पेशेवर योग्यता हासिल करनी होगी।
यूपी की स्थितिः यहां प्राइमरी प्रशिक्षित शिक्षकों-डीएड की कमी है, जबकि बीएड डिग्रीधारी बड़े पैमाने पर हैं। लेकिन एनसीटीई के नियमों के अनुसार बीएड डिग्रीधारियों को प्राइमरी टीचर नियुक्त नहीं किया जा सकता। इसलिए यूपी ने विशेष रूप से उन्हें प्राइमरी शिक्षक नियुक्त करने की अनुमति मांगी थी जो अक्टूबर में उसे प्रदान कर दी गई। अन्य राज्य उत्तराखंड के लिए भी करीब-करीब यही स्थिति थी।
जबकि हिमाचल प्रदेश में बीएड की कमी है। उसने छह से आठवीं कक्षाओं के लिए हिन्दी एवं संस्कृत के गैर बीएड शिक्षक नियुक्त करने की अनुमति मांगी थी जो उसे प्रदान कर दी गई। क्या कहता है मंत्रालयमानव संसाधन विकास मंत्रालय ने कहा कि 12वीं योजना में शिक्षकों के प्रशिक्षण कार्यक्रम के विस्तार के लिए 6300 करोड़ रुपये मंजूर किए गए हैं। इससे डिस्ट्रिक इंस्टीट्यूट ऑफ टीचर एजुकेशन एंड ट्रेनिग (डाइट), कालेज ऑफ टीचर एजुकेशन (सीटीई), इंस्टीट्यूट ऑफ एडवांस स्टडीज (आईएएसई) तथा ब्लाक इंस्टीट्यूट ऑफ टीचर एजुकेशन (बीआईटीई) की स्थापना की जाएगी।
साथ ही उपरोक्त श्रेणियों में खुले मौजूदा संस्थानों को भी अपग्रेड किया जाएगा। ताकि बेहतर शिक्षक तैयार किए जा सकें। स्कूलों में करीब पांच लाख अनट्रेंड टीचर हैं और लाखों शिक्षकों की भर्ती होनी है

नई दिल्ली। केंद्र सरकार ने प्राइमरी स्कूलों में खाली पडे शिक्षकों के पदों पर भर्ती के लिए अब 13 राज्यों को विशेष छूट प्रदान की है। इन राज्यों में बीटीसी अथवा बीएड का कोर्स कर चुके बेरोजगारों के अलावा सामान्य स्नातक भी टीईटी (शिक्षक योग्यता परीक्षा) पास कर शिक्षक बन सकेंगे

अभी तक केवल प्रशिक्षित उम्मीदवारो को ही टीईटी परीक्षा में शामिल होने की छूट थी। उल्लेखनीय है सर्वशिक्षा अभियान के तहत देश में लगभग बीस लाख शिक्षकों के नए पद सृजित हुए थे। इनमें से 12 लाख से अधिक पदों पर भर्ती हो चुकी है, लेकिन सात लाख पद अभी भी रिक्त हैं, जबकि पहली अप्रैल से पूरे देश में आरटीई एक्ट प्रभावी हो जाएगा

मानव संसाधन मंत्री पल्लम राजू ने बताया इस समस्या को दूर करने के लिए 13 राज्यों में अप्रशिक्षित सामान्य ग्रेजुएट को भी टीईटी परीक्षा में शामिल होने तथा परीक्षा पास करने पर सीधे शिक्षक नियुक्त करने की छूट दे दी गई है। छूट पाने वाले इन राज्यों में ही सर्वाधिक छह लाख शिक्षकों के पद रिक्त हैं। इनमें सर्वाधिक बिहार में 2,05,378 तथा उत्तर प्रदेश में 1,59,087 शिक्षकों के पद रिक्त हैं। इनके अलावा जिन राज्यों में स्नातकों को सीधे शिक्षक पद पर भर्ती की छूट दी गई है उनमें हिमाचल प्रदेश में 2203, उत्तराखंड में 9270, पश्चिम बंगाल में 61,623 तथा मध्य प्रदेश 79,110 पद रिक्त हैं।

शिक्षकों की पात्रता में छूट पाने वाले अन्य राज्यों में झारखंड तथा पूर्वोत्तर के कुछ राज्य शामिल हैं। नौकरी मिलने के बाद इन प्रशिक्षित शिक्षकों को दूरस्थ शिक्षा के माध्यम से प्रशिक्षण प्रदान किया जाएगा। प्रशिक्षण देने के लिए मानव संसाधन मंत्रालय ने देश में 19 स्थानों पर कॉलेज ऑफ टीचर्स एजूकेशन (सीटीई) की स्थापना भी करने का फैसला लिया है। यहां पर सबसे पहले नई भर्ती वाले शिक्षकों को ही प्रशिक्षण दिया जाएगा

नई दिल्ली| केंद्र सरकार ने गुरुवार को सर्वशिक्षा अभियान के लिए शिक्षकों की भर्ती के लिए अहर्ता में न्यूनतम शैक्षणिक योग्यता में छूट की मांग करने वाले 13 राज्यों का आग्रह स्वीकार कर लिया।

जिन राज्यों ने इस आशय की मंजूरी मांगी थी उनमें असम, मणिपुर, मेघालय, नागालैंड, त्रिपुरा, बिहार, छत्तीसगढ़, हिमाचल प्रदेश, मध्य प्रदेश, ओडिशा, उत्तराखंड, उत्तर प्रदेश और पश्चिम बंगाल शामिल हैं।

न्यूनतम योग्यताओं में रियायत का अनुरोध इसलिए किया गया है, क्योंकि बच्चों को नि:शुल्क और अनिवार्य शिक्षा अधिनियम-2009 तहत शिक्षकों की नियुक्ति के लिए राष्ट्रीय अध्यापक शिक्षा परिषद द्वारा निर्धारित न्यूनतम योग्यता के शिक्षक उपलब्ध नहीं हैं

इस समस्या के समाधान के लिए सरकार ने 12वीं योजना के दौरान देश में अध्यापक शिक्षा को बढिया बनाने के लिए 6,300 करोड़ रुपये से अधिक राशि की परियोजना को मंजूरी दी है।

संशोधित योजना के मुख्य अवयव हैं शिक्षा और प्रशिक्षण संबंधी नए जिला संस्थानों (डीआईईटी), अध्यापक शिक्षा कॉलेजों (सीटीई) और शिक्षा के क्षेत्र में उन्नत अध्ययन की संस्थाओं (आईएएसई) के गठन के साथ-साथ मौजूदा डीआईईटी, सीटीई और आईएएसई को मजबूत करना शामिल हैं।

इस योजना के तहत अनुसूचित जाति, अनुसूचित जनजाति, अल्पसंख्यक बहुल 196 जिलों में खंड स्तर पर अध्यापक शिक्षा संस्थाओं (बीआईटीई) की स्थापना भी शामिल हैं।

इसके अलावा, राष्ट्रीय अध्यापक शिक्षा परिषद ने उपरोक्त राज्य सरकारों को सेवारत 5 लाख से अधिक अप्रशिक्षित शिक्षकों को दूरस्थ शिक्षा के जरिए प्रशिक्षण की भी अनुमति दी
