UP State Engineering Selection : इंजीनियरिंग की डिग्री से ही न मिलेगी सरकारी नौकरी

रमण शुक्ला, लखनऊ : सूबे के निर्माण महकमों में अब इंजीनियर बनना आसान नहीं होगा। सरकार ने सहायक अभियंता (एई) की भर्ती प्रक्रिया बदल दी है।
बैचलर ऑफ टेक्नोलॉजी (बीटेक) पास युवाओं को अब लोक निर्माण विभाग (पीडब्लयूडी) सिंचाई विभाग, लघु सिंचाई, ग्रामीण अभियंत्रण सेवा विभाग (आरइएस) और ऊर्जा महकमे में एई बनने के लिए संयुक्त चयन लिखित परीक्षा पास करना होगा। सरकार ने अब सभी निर्माण महकमों के लिए एक साथ लिखित परीक्षा और साक्षात्कार आयोजित कराने का निर्णय किया है। इसी तरह की तैयारी उत्तर प्रदेश राज्य सेतु निर्माण निगम और उत्तर प्रदेश राजकीय निर्माण निगम (यूपीआरएनएन) के लिए भी है।
दरअसल, अब तक निर्माण महकमों से लेकर निगमों में एई का चयन सीधे साक्षात्कार के आधार पर किया जाता था। ऐसे में कई बार होता यह था कि अभ्यर्थी ज्यादा अंक के आधार पर साक्षात्कार में तो चयनित हो जाते थे लेकिन इंजीनियरिंग विद्या से संबंधित समुचित तकनीकी एवं व्यवहारिक ज्ञान नहीं होने के कारण तमाम विभागीय प्रशिक्षण के बाद भी काम में फिसड्डी साबित होते थे। निर्माण महकमों के पड़ताल में सामने आया है कि काम में फिसड्डी साबित होने वाले इंजीनियरों में ज्यादातर इंजीनियर निजी इंजीनियरिंग कॉलेज के डिग्रीधारी है। ऐसे में सरकार ने योग्य इंजीनियरों की तलाश के लिए एई की पूरी चयन प्रक्रिया बदल दी है।
गौर करने की बात यह है कि उत्तर प्रदेश इंजीनियर्स एसोसिएशन व निर्माण महकमों के आलाधिकारियों ने ही सरकार से एई के चयन में साक्षात्कार से पहले लिखित परीक्षा कराने की सिफारिश की थी। एसोसिएशन के अध्यक्ष एए फारूकी ने तो भर्ती प्रक्रिया में बदलाव करने की मांग को लेकर मुख्य सचिव से लेकर नियुक्ति एवं कार्मिक विभाग को कई पत्र भी लिखे। उल्लेखनीय है कि निर्माण महकमों में हजारों की संख्या में एई के पद खाली हैं। ऐसे में सरकार ने पूरी भर्ती प्रक्रिया को बदलते हुए पहली बार एक मुश्त एई की लिखित भर्ती परीक्षा आयोजित कराने जा रही है। लिखित परीक्षा पास करने वाले अभ्यर्थियों को मेरिट के आधार पर साक्षात्कार के लिए बुलाया जाएगा।

सभी संवर्ग की होगी परीक्षा
सरकार ने सभी इंजीनियरिंग संवर्ग यानी सिविल, मैकेनिकल, इलेक्ट्रिकल के अलावा कंप्यूटर इंजीनियर के लिए एक साथ परीक्षा आयोजित कराने का निर्णय किया है।

चयन का बदला मानदंड
सरकार अब तक अलग-अलग महकमों के लिए समय-समय पर साक्षात्कार लोक सेवा आयोग के माध्यम से करती थी। यह पहला मौका है जब संयुक्त परीक्षा आयोजित कराने का निर्णय किया गया है।

पीडब्लयूडी के प्रमुख सचिव रजनीश दुबे का कहना है कि केवल साक्षात्कार से योग्य इंजीनियरों के चयन में कई समस्याएं आड़े आ रही थी। ऐसे में इंजीनियरों की तकनीकी, सैद्धांतिक और व्यवहारिक कार्यकुशलता को परखने के लिए चयन प्रक्रिया में बदलाव किया गया है।
