Karnataka TET / KARTET : Classes have begun, but where are the teachers ?

Karnataka TET / KARTET :

Classes have begun, but where are the teachers ?

Over a month after the academic year commenced, the State government is waking up to the shortage of teachers; it has decided to recruit 12,368 guest teachers in government primary and high schools as well as pre-university colleges on an ad hoc basis.

However, the move has been criticised by officials who say that the process should have been carried out at the beginning of the academic year. The guest teachers will be appointed only for a few months, as the process of appointment of permanent teachers would be completed in two months.

The shortage has forced combining of different classes in several schools. In some places, students, who are class monitors, are busy managing the class.

Sources in the department said once the permanent teachers are recruited, the guest teachers will be relieved from their duties. However, the catch here is that there is likely to be a shortage of primary school teachers even after recruitment of permanent staff as the number who have qualified for recruitment are too few.

Sources pointed out that it is unlikely that the posts of all teachers would be filled for primary posts as only 3,503 teachers have cleared the Teacher Eligibility Test (Paper 1) that is mandatory for appointment from classes one to five. In Paper 2, which is mandatory for classes six to eight, 22,215 teachers have cleared the test.

After clearing this exam, aspirants will have to pass the Common Entrance Test, the results of which are expected next week.

Another TET

In order to help more candidates clear the examination, the Department of Public Instruction has decided to conduct another Teacher Eligibility Test (TET) for primary school teacher aspirants on September 27. The move has been widely criticised by aspirants who cleared the TET held in June 2014.

“When they have not recruited even those who had cleared TET last year, what is the purpose of holding another one?” a candidate who cleared the exam said.

KARTET : Wanted: English teachers

KARTET : Wanted: English teachers

Karnataka TET, KTET,

**********
Only 1,939 candidates of the 23,900, who appeared for the Karnataka Teacher Eligibility Test (KarTET) in English medium, cleared the test held in June this year.
****************

The demand for an English-medium education is on the rise, with good English language skills being considered a crucial asset in the job market today. However, the number of teachers trained and qualified to teach English and in English-medium is not keeping pace with the demand.

Private schools have been frantically looking for such teachers and the situation is now all set to get worse. Only 1,939 candidates of the 23,900, who appeared for the Karnataka Teacher Eligibility Test (KarTET) in English medium, cleared the test held in June this year.

This is significant because all schools — government, private or aided — can henceforth recruit only teachers who have cleared this eligibility test. This is part of a nationwide effort to set national standards and benchmark teacher quality in recruitment. The number of those who took the exam in English medium was far lower than those who took it in Kannada: 23,900 against 3.44 lakh candidates. Only 5.93 per cent of the applicants cleared the test.

The Kannada-medium scene is not particularly rosy either. Only 22,899 of over 3.86 lakh candidates who appeared for the examination qualified.

As 9,511 government teacher posts are likely to be filled this year, private school managements fear they will not have enough teachers to teach English. D. Shashi Kumar, organising secretary of the Karnataka State Private Schools Managements’ Federation, said managements would be “forced to violate the State government policy” and recruit teachers who have not cleared KarTET.

“We would rather have teachers who can speak English but have not cleared KarTET, than the other way round,” argued Mr. Kumar. With the high attrition rate among private school teachers, school managements cannot skip recruitments even for a year.

In this scenario, it remains to be seen whether the quality test for teachers will indeed serve its purpose. Educationists have long been arguing that the syllabus of B.Ed. and D.Ed. courses need to be revamped keeping in tune with the present requirements. The results of the KarTET further underlines the need for an urgent revamp, they say.

President of the Karnataka State Primary School Teachers’ Association, Basavaraj Gurikar, however, said the association had constantly opposed the KarTET exam. “Clearing an exam does not mean that the teacher will be able to teach effectively,” he said. He felt there was a serious need for the government to restrict the mushrooming of B.Ed. and D.Ed. colleges in the State

Karnataka TET / KARTET : Only 5.93 per cent clear Teacher Eligibility Test in the State

Karnataka TET / KARTET : Only 5.93 per cent clear Teacher Eligibility Test in the State

Karnataka TET, KTET,

The results of the first ever Karnataka Teacher Eligibility Test (KarTET) for primary school teacher aspirants were announced on August 20

The results of the first ever Karnataka Teacher Eligibility Test (KarTET) for primary school teacher aspirants were announced on Wednesday. It was nothing short of shocking as a mere 5.93 per cent of aspiring teachers qualified in the exam.

Only 22,899 out of over 3.86 lakh candidates, who appeared for the examination, are eligible to be employed in government, aided and private schools.

The test was conducted in June with the aim of ushering in “national standards and benchmark teacher quality in recruitment”, in accordance with the Right of Children to Free and Compulsory Education Act and a National Council for Teacher Education notification.

The test was mired in controversy as it was postponed several times. In addition, the question paper was leaked on the eve of the exam. Central Crime Branch officers had arrested a retired teacher, along with 10 others, in this connection.

The break up for paper 1 (to teach classes I to V) and paper 2 (to teach classes VI to VIII) is even more shocking (see infograph).

While general candidates are expected to score a minimum of 60 per cent to obtain KarTET certificate, reserved category candidates have to obtain a minimum of 55 per cent. The Department of Public Instruction will issue certificates that will be valid for seven years.

Speaking about the performance of the candidates, Commissioner for Public Instruction Mohammad Mohsin said that performance of Karnataka is better than other States. “Scores of B.Ed colleges are mushrooming in the State but not all are of good quality. This is reflected in the results,” he said. He also said that less number of people qualifying for the exams could be attributed to the lack of awareness of how to prepare for the exam.

BANGALORE: Ruling out the possibility of a re-examination of the Karnataka Teachers Eligibility Test (KARTET) following reports of leakage of question papers on Sunday, Primary Education Minister Kimmane Rathnakar said the government received no complaints over the issue.

Replying to BJP member A Narayanaswamy in the Council during zero hour on Monday, the minister informed the House that the alleged leakage of KARTET question paper was only reported in the media. He said 3,73,000 candidates had appeared for the exam.

Stating that the state police arrested 13 people allegedly involved in the paper leakage, he said according to the initial report, no one from the department was involved in the incident.

Maintaining that the matter is under investigation, Rathnakar said: “Thanks to strict vigilance maintained by the department officials, no incidents of paper leakage was reported during the SSLC and PU examinations for 2013-14.”

Earlier, raising the issue, BJP member A Narayanaswamy charged that the incident of paper leakage occurred with the knowledge of the department officials.

Claiming that a bundle of question paper deposited safely in a government treasury was missing and papers were circulated for a price, the BJP member sought to know from the government if it has any plans to order a re-examination.

Reacting to another issue, the minister informed BJP member Ganesh Karnik that the distribution of PUC textbooks would be completed in a week’s time. Claiming that the delay in distribution of books was caused as the issue of awarding tender to print textbooks to a private party had gone to High Court, he said: “Steps will be taken to avoid such troubles in the future.”

The BJP member, raising the issue, had claimed that the PUC students across the state are in trouble due to the delay in the distribution of textbooks before the commencement of classes..

Bangalore : Minister of State for Primary and Secondary Education Kimmane Ratnakar told the Legislative Council on Monday that an internal inquiry had been ordered into the Teachers’ Eligibility Test paper leak incident.

Responding to BJP’s Y A Narayanaswamy, Ratnakar said that prima facie it appeared that there was no involvement of the Education department officials in the paper leak. He categorically stated that the paper leak does not warrant a re-examination for 3.77 lakh aspirants, for now.

“We do not want to subject the aspirants to any hardships as of now. Our opinion is that the paper leak may not have impacted the entire examination. We will probe and later take a decision,” he said.

First Karnataka Teachers' Eligibility Test in May or June

First Karnataka Teachers' Eligibility Test in May or June

टीईटी / TET Teacher Eligibility Test Updates / Teacher Recruitment News

Aspiring primary school teachers will have to make themselves eligible for government teaching jobs by writing the Teachers Eligibility Test (TET), which will be conducted for the first time in the State in the last week of May or first week of June.

The Common Admission Cell (CAC) of the Department of Public Instruction has been asked to conduct the first ever KARTET, as it will be called, tentatively on May 25. At present, to teach Classes 1-8, a basic qualification of pre-university (or degree) and Diploma in Education (or Bachelor of Education) serves as eligibility to take part in recruitment.

The decision to conduct the test comes amidst mounting pressure by the National Council for Teacher Education (NCTE), which made TET qualification compulsory for teachers before recruitment as primary teachers (Classes 1-8) way back in August 2010 in line with the implementation of the Right to Education Act.

“More than 20 states are conducting their own TETs. In all future recruitment, it will become mandatory for teachers to first write the TET and secure more than 60 per cent marks (55 per cent for reservation categories) in order to become eligible to apply for teaching jobs. A notification will be issued on April 18,” an official from CAC told Express.

“We have to do it now as the Government of India wants it done not only for government recruitment, but also for hiring of teachers in unaided schools,” said Commissioner for Public Instruction Mohammed Mohsin. NCTE says TET should become a minimum qualification as “it would bring national standards and benchmark of teacher quality in the recruitment process.”

While in-service teachers will not be required to clear the TET, it will apply for more than 2.17 lakh persons who applied for primary teachers recruitment that was notified in 2012-13 and stalled due to the implementation of the Hyderabad-Karnataka quota.

“These applicants will be informed to take the TET. Only those who score 60 per cent or more can take part in the subsequent recruitment process. Those who fail to clear it will have their application fees refunded,” the official said.

Officials expect around 3 lakh candidates to take the first TET as all DEd and BEd holders will have to take it. The TET scores will be valid for seven years and candidates can take the test any number times.

The test will be held in Kannada and English for a duration of two-and-a-half hours once every year. It consists of Paper-1 for those wanting to teach Classes 1-5 and Paper-2 for Classes 6-8. There are five papers carrying 30 marks each with 150 multiple-choice questions-two languages, mathematics, science and social sciences
