UPTET : 22 को जारी होगी TET की मेरिट लिस्ट

Lucknow: सभी districts में एक साथ शुरू की जाएगी counselling, अलग-अलग जिलों से अप्लाई करने वाले को हो सकती है दिक्कत

टीईटी आवेदन करने की डेट सोमवार को खत्म हो गई. टीईटी में भर्ती के लिए विकलांग कैंडीडेट्स को मिलाकर करीब 71 लाख लोगों ने अप्लाई किया है. बेसिक शिक्षा विभाग को अभी अंदाजा नहीं था कि प्रदेश भर की 72 हजार सीटों पर इतनी संख्या में आवेदन आएंगे. बेसिक शिक्षा विभाग के अनुसार, इसमें एक कैंडीडेट्स ने 50 जिलों में आवेदन किया है.
इस वजह से इतनी संख्या में आवेदन आएं हैं. बहरहाल, सोमवार को टीईटी के अप्लाई करने की लास्ट डेट से ठीक 15 दिन बाद यानी 22 जनवरी को मेरिट लिस्ट जारी की जाएगी. वहीं, 31 मार्च तक भर्ती प्रक्रिया पूरी हो जाएगी.


15 दिन में जारी होगी मेरिट लिस्ट
आवेदन की लास्ट डेट खत्म होने के बाद विभाग अब मेरिट लिस्ट तैयार करेगा. इसके हिसाब से ही कैंडीडेट्स की काउंसिलिंग रखी जाएगी. मगर सवाल यह है कि अगर एक साथ सभी जगहों पर काउंसिलिंग रखी गई तो कई जिलों में आवेदन करने वाला कैंडीडेट कैसे वहां पर पहुंच पाएगा. इसको लेकर अभी से कैंडीडेट्स के मन में आशंकाएं पैदा होने लगी हैं. बेसिक शिक्षा विभाग के अनुसार, आवेदन के 15 दिन के बाद मेरिट लिस्ट जारी कर दी जाएगी. सभी जिलों में एक साथ ही काउंसिलिंग शुरू की जाएगी. 


नाम दिलाएगा तैनाती
टीईटी कैंडीडेट्स की नियुक्ति जिलेवार की जाएगी. चयन समिति में प्रिसिंपल डायट, बीएसए, राजकीय कॉलेज का प्रिसिंपल और जिलाधिकारी की ओर से नामित एक विषय विशेषज्ञ शामिल होगा. इसके बाद जनपद स्तर पर ज्येष्ठता सूची तैयार की जाएगी. अगर कैंडीडेट की गुणवत्ता अंक समान है तो अधिक आयु वाले कैंडीडेट को वरीयता दी जाएगी.
बेसिक शिक्षा विभाग के अनुसार, अगर किसी कैंडीडेट की गुणवत्ता अंक और ऐज भी सेम निकली तो कैंडीडेट का चयन अल्फाबेटकली किया जाएगा. बेसिक शिक्षा विभाग के अनुसार, काउंसिलिंग की डेट वेबसाइट पर डिक्लेयर की जाएगी. नियुक्ति के बाद इनको 6 महीने की ट्रेनिंग दी जाएगी.


पुलिस वेरिफिकेशन होगा जरुरी
मूल दस्तावेजों के सत्यापन के बाद कैंडीडेट की फोटो आईडेंटीटी भी वेबसाइट से चेक की जाएगी. इसके अलावा कैंडीडेट को पुलिस वैरिफिकेशन भी देना जरूरी है. बेसिक शिक्षा विभाग के अनुसार, अगर सत्यापन के दौरान किसी कैंडीडेट के दस्तावेज फर्जी पाए जाएंगे तो उसके खिलाफ मुकदमा दर्ज कराया जाएगा.


तैयार कर रहे हैं प्रस्ताव
टीईटी में आवेदन करने वाले ज्यादातर कैंडीडेट्स ऐसे हैं जिन्होंने एक साथ कई जगहों पर अप्लाई किया है. सभी जिलों की काउंसिलिंग एक ही समय पर होनी है. सूत्रों की मानें तो बेसिक शिक्षा विभाग ऐसा विकल्प तैयार करने पर विचार बना रहा जिससे एक कैंडीडेट अन्य जिलों की काउंसिलिंग में भी शामिल हो सके.

समय सीमा में ही होगी भर्ती
डायरेक्टर की मानें तो डिस्ट्रिक्ट वाइज मेरिट वेबसाइट में अपलोड कर दी जाएगी. उन्होंने कहा कि मेरिट लिस्ट 22 जनवरी को डिक्लेयर होगी. हालांकि, उन्होंने कहा कि अंतिम तिथि बढऩे के बावजूद प्रॉसेस में कोई लेटलतीफी का असर नहीं पड़ेगा. डायरेक्टर वासुदेव यादव ने कहा कि सचिव को इससे अवगत करा दिया गया है कि काउंसलिंग की तिथि डिस्ट्रिक्ट वाइज ध्यान में रखकर डिक्लेयर की जाए, जिससे कैंडिडेट्स को प्रॉब्लम न हो. ऐसे में काउंसलिंग 29 जनवरी से शुरू कर दी जाएगी.

तीन शिफ्ट में काउंसिलिंग
उन्होंने बताया कि काउंसिलिंग शेड्यूल कैंडिडेट्स की संख्या को देखते हुए तय किया गया है. ऐसे में तीन शिफ्ट में काउंसिलिंग किए जाने पर विचार किया जा रहा है. डायरेक्टर की मानें तो काउंसिलिंग व सत्यापन एक महीने चलेगा. डायरेक्टर वासुदेव यादव का कहना है कि परिषद की ओर से सेलेक्शन प्रॉसेस की डेट लिमिट पहले ही तैयार कर ली गई है. ऐसे में उसी हिसाब से ऑफिसर्स को निर्देश दिए गए हैं. वासुदेव यादव ने बताया कि 31 मार्च तक भर्ती प्रकिया को पूरा किया जाना है

लखनऊ (एसएनबी)। सूबे के परिषदीय स्कूलों में तदर्थ शिक्षकों के रिक्त 72824 पदों के लिए सोमवार तक करीब 72 लाख से ज्यादा आवेदन पत्र भेजे गये। अब ऑन लाइन फार्म की स्क्रीनिंग की जाएगी। इस बार फार्म में गलतियों की भरमार है। लाखों की संख्या में फार्म रद होने की आशंका है। सोमवार आधी रात के बाद टीईटी उत्तीर्ण बीएड अभ्यर्थियों के लिए आवेदन पत्र भेजने का मौका खत्म हो गया। अब साइट कोई अर्जी स्वीकार नहीं करेगी। आवेदन पत्र जमा करने के लिए पहले 31 दिसम्बर तक मौका दिया गया था, बाद में सरकार ने सात दिनों के लिसमय और बढ़ा दिया। सोमवार आधी रात को यह अवधि भी पूरी हो गयी। टीईटी के जरिये बेसिक शिक्षा परिषद ने भले ही बड़ी कमाई की हो, लेकिन प्रमुख सचिव बेसिक शिक्षा इसको ठीक नहीं मानते। प्रमुख सचिव सुनील कुमार ने कहा कि जब अर्ह अभ्यर्थियों की संख्या ही ढाई लाख है तो फिर आवेदकों की यह भारी संख्या आखिर कहां से आ गयी। सूत्रों का कहना है कि आवेदकों की यह भारी भीड़ परिषद की मुसीबत बढ़ा सकती है। पिछले वर्ष इतने ही पदों के लिए साढ़े सात लाख आवेदन आये थे और परिषद के पास अभ्यर्थियों का करीब 37 करोड़ रुपये आवेदन शुल्क का अभी बकाया है। इसको लौटाने पर सहमति बनी थी, लेकिन इस बार तो आवेदन के सारे रिकार्ड टूट गये। सूत्रों का कहना है कि 72 लाख से ज्यादा आवेदन आये हैं, आरक्षित वर्ग को छोड़ ओबीसी व सामान्य के लिए फीस 500 रुपये प्रति आवेदन रखी गयी थी। चयन एक ही आवेदन पत्र पर होगा, ऐसे में अन्य जिलों की धनराशि नहीं लौटायी जाएगी। तदर्थ शिक्षक पद के लिए आवेदन करने वाले एक अभ्यर्थी ने बताया कि जब सभी कुछ मेरिट से होना है तो वह आवेदन के लिए कुछ हजार रुपये लगाने में गुरेज नहीं करेगा, ताकि कोई मौका हाथ से न जाने पाये। यही होड़ परिषद के कमाई का जरिया बन गयी है। यूपी में किसी भी एक परीक्षा के लिए पदों के सापेक्ष शायद पहली बार इतने आवेदन आये होंगे। 72800 पदों के लिए आवेदन अब बेसिक शिक्षा परिषद के लिए मुसीबत बन सकते है। सूत्रों का कहना है कि नौकरी पक्की करने के लिए अभ्यर्थियों ने परिषद के खजाने को भर दिया है। बेसिक शिक्षा विभाग के प्रमुख सचिव सुनील कुमार ने कहा कि अब आवेदन पत्रों को जमा करने की तिथि नहीं बढ़ायी जाएगी। उनकी स्क्रीनिंग करायी जाएगी। सभी कुछ बेसिक शिक्षा परिषद में किया जाएगा। इसके बाद जिला स्तर की मेरिट से सभी आवेदकों को मेरिट दी जाएगी। इसी में आरक्षण का लाभ देकर मेरिट दी जाएगी। उन्होंने कहा कि बेसिक शिक्षा विभाग की नियमावली में जेण्डर के आधार पर आरक्षण देने की व्यवस्था न पहले थी न अब है। बीटीसी की ट्रेनिंग के लिए अभी महिलाओं के लिए पचास फीसद सीटें आरक्षित रहती हैं। चूकि पहले शिक्षकों की भर्ती बीटीसी के आधार पर होती थी तो महिलाओं को नौकरी में पचास फीसद कब्जा रहता था। हो सकता है कि इसमें इस बार भी इजाफा हो जाए, कम हो जाए, लेकिन नौकरी में जेण्डर के आधार पर आरक्षण कभी नहीं मिला है। इस बार भी नहीं दिया जा रहा है।

नैनीताल : हाई कोर्ट ने शिक्षा मित्रों की याचिका पर महत्वपूर्ण फैसला सुनाते हुए बीटीसी धारक शिक्षकों को सहायक अध्यापक भर्ती में शिक्षक पात्रता परीक्षा से छूट देने संबंधी शासनादेश को संविधान के खिलाफ करार दिया है। कोर्ट के आदेश के बाद सहायक अध्यापक भर्ती में सभी अभ्यर्थियों को टीईटी पास करना जरूरी हो गया है। यदि बीटीसी धारक टीईटी में पास नहीं हुए तो उन्हें नौकरी से हाथ धोना पड़ेगा।  सरकार ने पिछले साल 14 जून और इस साल 29 अगस्त को अलग-अलग शासनादेश जारी कर बीटीसी धारक अभ्यर्थियों को टीईटी परीक्षा में शिथिलता प्रदान की थी। बीटीसी धारक शिक्षा मित्र भुवन जोशी व अन्य ने हाई कोर्ट में याचिका दाखिल कर कहा था कि वह बीटीसी धारक शिक्षा मित्र के पद पर कार्यरत हैं। इसलिए उन्हें भी नियमित बीटीसी धारकों की तर्ज पर शिक्षक पात्रता परीक्षा से छूट प्रदान की जाए। याचिकाओं में यह भी कहा गया था कि उन्हें पढ़ाने का विशेष अनुभव हासिल है। मामले की सुनवाई के दौरान कोर्ट ने माना कि केंद्र सरकार ने शिक्षा का अधिकार अधिनियम के अंतर्गत उत्कृष्ट शिक्षक तैयार करने के लिए टीईटी परीक्षा अनिवार्य की है। केंद्र की संस्था एनसीटीई ने अधिसूचना जारी कर स्पष्ट कर दिया था कि राज्य सरकारें बिना संस्था की अनुमति के इस मामले में कोई शासनादेश जारी नहीं कर सकती हैं। कोर्ट ने शिक्षा मित्रों को टीईटी में छूट प्रदान करने से इन्कार करते हुए बीटीसी धारकों के लिए भी टीईटी पास करना अनिवार्य कर दिया।  कोर्ट ने सरकार से तीन माह के भीतर बगैर टीईटी पास नियुक्त बीटीसी धारकों के लिए टीईटी परीक्षा की आयोजित करने के आदेश पारित किए। यदि वह सफल हुए तो नियुक्ति दी जाएगी, अन्यथा उन्हें नौकरी से हाथ धोना पड़ेगा। मामले की सुनवाई न्यायाधीश न्यायमूर्ति सुधांशु धुलिया की एकल पीठ में हुई।

Petitioners have approached this Court for issuing writ in the nature of certiorari quashing the Paragraph No. 10 (2) of the Government Order dated 05.12.2012 which treats all the post of Prasikshu Shikshak into one category (Annexure No. 6 to the writ petition). 
Petitioners submit that while proceeding to make selection on the post of Prasikshu Shikshak classification ought to have been made by dividing Prasikshu Shikshak in two categories i.e. in the category of Arts and in the category of Science to the extent of 50% each. Petitioners have submitted division of posts in Arts and Science category are relevant and there has been classification in the said direction and in view of this by treating all the posts as one, without any division of the posts into Arts and Science category the advertisement in question is bad.
In pith and substance petitioners are questioning the validity of the policy decision, which has been so taken by the State Government under Government Order dated 5th December, 2012 wherein the State Government in its wisdom has not chosen to classify and divide the posts in Arts and Science category and to the contrary has proceeded to invite applications from all those candidates, who have passed the B.Ed. examination and has further passed the TET examination.�
Once the State Government in its wisdom has chosen not to make any classification based on Arts category and Science category and has proceeded to make selection appointment on the post of Prasikshu Shikshak by treating them into once category, then this Court cannot come to rescue or reprieve of the petitioners, once same is in the realm of policy decision. 
Consequently, writ petition is dismissed.

Petitioner is further seeking a writ in the nature of mandamus for commanding the opposite parties to permit the petitioner to provisionally appear in the counseling after his form is accepted and considered and training may only be imparted to him once he clear the TET exam, which is scheduled to be held in January, 2013. 
After arguing at some length, learned counsel for the petitioner submitted that petitioner has already approached the Secretary, Basic Education, Government of U.P., Lucknow by means of representation dated 15.12.2012 (Annexure no. 5 to the writ petition) and confines his prayer that direction may be issued to the Secretary, Basic Education, U.P. to consider and decide the representation of the petitioner within time frame fixed by this Court.
Learned counsel for the opposite parties have no objection to the prayer of learned counsel for the petitioner.
Taking into consideration the innocuous prayer of learned counsel for the petitioner, without entering into the merits of the case, the present writ petition is disposed of with a direction to Secretary, Basic Education, Government of U.P., Lucknow to consider and decide the representation dated 15.12.2012 of the petitioner (Annexure no. 5 to the writ petition) in accordance with law within a period of one month from the date of receipt of a certified copy of this order.
With the aforesaid observations and directions, the writ petition is disposed of.

Since controversy involved in both the writ petitions are similar, therefore, the same� are being considered together.�
Heard Shri S.K. Kalia, learned Senior Advocate for the petitioners and learned Standing Counsel.
The submission of Shri S.K. Kalia, learned counsel for the petitioners is that the Rules of Uttar Pradesh Basic Education (Teachers) Service (Sixteenth Amendment) Rules, 2012 (in short 'Rules, 2012') were amended vide notification dated 04th December, 2012 and eligibility for Trainee Teachers has been provided as Bachelors Degree from a University established by law in India or a Degree recognized by the Government equivalent thereto together with B.Ed./B.Ed. (Special Education)/D.Ed. (Special Education) qualification and passed the teacher eligibility test conducted by the Government or by the Government of India.� However, in case of B.Ed. (Special Education) and D.Ed. (Special Education), a course recognized by the Rehabilitation Council of India (RCI) only shall be considered. 
Further submission of learned counsel for the petitioners is that petitioners possess the qualification as prescribed under the Rules, 2012, but the Government Order issued on 05.12.2012 and the advertisement which was issued in pursuance thereof for holding the Teachers Eligibility Test for appointment of Trainee Teachers, do not contain the said qualifications.� In this background, the submission of learned counsel for the petitioner is that Government Order dated 05.12.2012 is contrary to the existing Rules, which has been amended vide notification dated 04.12.2012.� It is also submitted by Shri Kalia that as per notification dated 23.08.2010 of the National Council for Teacher Education, the teachers of class 1 to 5� possessing B.Ed. qualification, or a teacher possessing B.Ed. (Special Education) or D.Ed (Special Education) qualification shall under go an NCTE recognized six months special programme on elementary education.� Therefore, said persons will not be required to have TET qualifications. 
Learned counsel for the petitioner further submitted that since the petitioners are working since 2006, therefore, they are required to complete six months special course.� This submission of learned counsel for the petitioner requires consideration.
Learned Standing Counsel prays for and is granted two weeks' time to seek instruction/file counter affidavit.� Rejoinder affidavit, if any, be filed within a week thereafter.
List immediately thereafter.
In the meantime, it is provided that Secretary, Basic Education, U.P. will examine the issue as to whether the Government Order dated 05.12.2012 and the advertisement issued in pursuance thereof, has been issued strictly in accordance with the amended Rules vide notification dated 04.12.2012 or not, before the last date of submission of the application forms.

The Madras High Court on Thursday said that appointment of BT Assistant Teachers and Secondary Grade Teachers subsequent to the Teachers Eligibility Test held in October this year would be subject to the result of a writ petition pending before it.

Palanimuthu, an advocate, and headquarters secretary of the Viduthalai Chiruthaigal Katchi. The Bench posted the matter for further hearing after two weeks.

Mr. Palanimuthu said a supplementary Teachers Eligibility Test was conducted in Tamil Nadu on October 14. A total of 3,73,696 candidates wrote the examination and 8,808 were successful. When releasing the results, the Teachers Recruitment Board failed to publish the community-wise and subject-wise passed candidates. This, the petitioner said, had been done with an “ulterior motive.” The board had hidden the facts to SC, ST, Backward Classes and the physically challenged.

The NCTE had issued a communication of April 1 last year for relaxing 5 per cent to SC/ST and the physically challenged candidates for qualifying eligible marks. In the notification itself, the board had not mentioned about the relaxation of the qualifying marks for eligibility as had been done by some other States.

The petitioner prayed the court to conduct the selection of BT Assistant Teachers and Secondary Grade Teachers according to the NCTE guidelines.

TNTET - B.T. assistant vacancies filled up

Online counselling for the post of B.T. assistant for TNTET (Tamil Nadu Teacher Eligibility Test) candidates for appointment within the district took place on Sunday at Syed Murtuza Government Higher Secondary School under the supervision of Chief Educational Officer K. Selvakumar.

Of the 322 candidates who had cleared the examination in the district, 222 were appointed within the district. The rest would take part in the second day of online counselling on Monday for appointment in other district, the CEO said. Online counselling for appointment of TNTET passed candidates for secondary teacher posts would be conducted on Tuesday. Teachers’ Recruitment Board is conducting appointments on the basis of weightage and seniority.

For BT assistants, 
weightage is based on scores in higher secondary (10), degree (15), B.Ed. (15), and TNTET (60). 

Weightage for secondary teachers is awarded on the basis of scores in higher secondary (15), D.T.Ed. (25), and TNTET (60).

Certificate verification was conducted for TNTET passed candidates last month at E.R. Higher Secondary School for four days.

TNTET : Petition seeks relaxation for SC/STs in TET minimum marks

A writ petition has been filed in the Madras High Court Bench here seeking relaxation, for Scheduled Caste and Scheduled Tribe candidates, in the minimum mark of 60 per cent fixed by Teachers Recruitment Board for clearing the Teachers Eligibility Test (TET).

R. Anusuya (23) of Tirunelveli, a Dalit candidate, who had scored only 76 marks as against the minimum required marks of 90 out of 150, had filed the petition. She claimed that failure to provide relaxation was against the Constitutional safeguards provided for the SCs and STs.

When the case came up for hearing before Justice V. Ramasubramanian on Thursday, he ordered notice of motion (notice issued before admitting a case) to the School Education Department as well as Teachers Recruitment Board returnable by four weeks.

Earlier, petitioner’s counsel G. Thalaimutharasu contended that TET was made mandatory for all those who want to serve as teachers on the basis of recommendations made by National Council for Teacher Education (NCTE) after the enactment of the Right of Children to Free and Compulsory Education Act 2009.

The instructions issued by the NCTE categorically state that though a candidate must secure a minimum of 60 per cent to be eligible to clear TET, the State Governments might consider providing concessions to candidates belonging to SC, ST, Other Backward Classes and the physically challenged.

In accordance with the instructions, relaxation of five per cent of marks was provided for SC/ST candidates in Assam, 10 per cent in Odisha, 20 per cent in Andhra Pradesh and five per cent in Delhi. Such relaxations were provided even for the NET and SLET examinations conducted for college lecturers.

Though Tamil Nadu was one of the most progressive States that had always been in the forefront in terms of ensuring social equality, it was surprising that it had failed to provide relaxation of marks in TET for people belonging to socially backward communities, he added.

The counsel also claimed that there were several mistakes in the question paper prepared for the TET conducted on October 14. He said that a key (list of answers) downloaded by his client from the Internet did not contain any answer for at least two of the 150 questions.

PATNA: The Patna high court on Wednesday ordered that there would be no appointment of untrained teachers even if they have passed the teachers eligibility test (TET) for the posts of secondary and higher secondary teachers in government schools. The court also directed the state government to return the TET fee collected from the untrained teachers appeared at the test. 

A single bench presided by Justice Samarendra Pratap Singh passed this order while hearing a writ petition of trained teachers, Prabhat Kumar and others, who challenged the decision of the state government to appoint the untrained teachers, who have passed the test, as secondary and higher secondary teachers. 

The petitioner challenged this on the ground that the National Council of Teachers Education (NCTE) had not yet given clearance to the state government for the appointment of any teacher without having the BEd degree.

पिछले सालों की तुलना में इस वर्ष सीटीईटी का रिसल्ट बेहद कम रहा  है , और  अब तक की समस्त राज्यों की टीईटी परीक्षाओं के परिणाम में सर्वाधिक कम रहा है |

सबसे बेहतर टीईटी परीक्षाओं के परिणाम में उत्तर प्रदेश प्रमुख रहा है जहाँ लगभग 45 प्रतिशत अभ्यर्थी (लगभग 3 लाख अभ्यर्थी ) उत्तीर्ण हुए हैं 

शिक्षक प्रशिक्षण संस्थानों से पास हो रहे शिक्षकों की गुणवत्ता के स्तर का पता इस बात से लगाया जा सकता है कि एक प्रतिशत से भी कम उम्मीदवार पिछले साल हुई केंद्रीय शिक्षक योग्यता परीक्षा (सीटीईटी) पास कर पाए हैं। 

मानव संसाधन मंत्रालय ने शिक्षा के अधिकार कानून को लागू करने के बाद वर्ष 2011 में सीटीईटी परीक्षा की शुरूआत की थी ताकि स्कूलों में शिक्षा की गुणवत्ता को सुधारा जा सके। सूत्रों ने बताया कि पिछले साल नवंबर महीने में आयोजित परीक्षा के परिणाम, इससे पहले हुई परीक्षा से ज्यादा खराब रहे। इससे पिछली परीक्षा में करीब सात प्रतिशत छात्र इस परीक्षा में सफल हुए थे। उल्लेखनीय है कि नवंबर में सीबीएसई द्वारा आयोजित परीक्षा का परिणाम 27 दिसंबर, 2012 को घोषित किया गया था। 

यह परीक्षा करीब सात लाख 95 हजार उम्मीदवारों ने दी थी लेकिन इसमें से एक प्रतिशत से भी कम उम्मीदवार सफल हुए हैं। सूत्रों ने बताया कि परीक्षार्थियों में अंग्रेजी, गणित और पर्यावरण विज्ञान की जानकारी की कमी निकलकर सामने आई है। (एजेंसी)

99.55% fail in CTET exam

New Delhi: In a shocking revelation, 99.55% of candidates of all the candidates, who had appreaed for CTET, 2012, have not scored enough marks to be eligible to become a teacher.  And those who cleared the exams have not scored high marks. They have just managed to score the passing marks. 

The Central Teacher Eligibility Test (CTET) was introduced in 2011 by the human resource development ministry to improve the quality of teaching in schools after the enactment of the Right to Education Act. The exam was conducted by Central Board of Secondary Education (CBSE).

For this exam 9.40 lakh candidates had registered for the test. The exam took place in November 2012. A total 7.96 lakh appeared for the test. They appeared for two papers. First paper was mandatory in which only 0.91% passed the exam. In the second paper it worsened and only 0.45% cleared it. Their knowledge in English, mathematics and environmental science was not up to the mark.

As per the results announced on December 27, 2012, a total 7.95 lakh appeared for the exam. They were the aspirants to pass the exam to teach class VI to VIII students. But less than 4,800 got pass percentage.

The situation is of concern as the pass percentage has been going down every year. In the first CTET, pass percentage was around 9%. It went down to around 7% in the subsequent test, held on January 2012.

जोधपुर.राजस्थान हाईकोर्ट ने एक महत्वपूर्ण आदेश जारी करते हुए राज्य सरकार द्वारा जिला परिषद स्तर पर की गई शिक्षक ग्रेड तृतीय लेवल प्रथम व द्वितीय भर्ती व नियुक्तियों को निर्णयाधीन रखा है। 

कोर्ट ने अंतिम वरीयता सूची में आरटेट प्राप्तांकों का 20 फीसदी जोड़ने को अवैध बताया है। आदेश न्यायाधीश गोपाल कृष्ण व्यास ने राजमल खटीक की याचिका की सुनवाई पर दिया।वहीं, अतिरिक्त महाधिवक्ता जीआर पूनिया की ओर से पेश हुए वकील महेंद्र चौधरी को 7 जनवरी तक जवाब देने का नोटिस कोर्ट ने दिया है। 

याचिकाकर्ता के वकील वी आर चौधरी के मुताबिक एनसीटीई ने शिक्षक ग्रेड तृतीय लेवल प्रथम व द्वितीय की भर्ती में शामिल होने के लिए शिक्षक पात्रता परीक्षा का प्रावधान किया है।लेकिन इसमें यह प्रावधान नहीं है कि भर्ती परीक्षा के परिणाम में आरटेट में प्राप्तांकों का 20 फीसदी जोड़ा जाए। बावजूद इसके सरकार ने इस भर्ती में ऐसा किया जो अवैध है। हाई कोर्ट ने भी इसी आधार पर भर्ती को अवैध माना है।

Frequency of conduct of TET and validity period of TET certificate :-
11 The appropriate Government should conduct a TET at least once every year. The Validity Period of TET qualifying certificate for appointment will be decided by the appropriate Government subject to a maximum of seven years for all categories. But there will be no restriction on the number of attempts a person can take for acquiring a TET Certificate. A person who has qualified TET may also appear again for improving his/her score.

From name of exam it appears it is  eligibility test therefore I felt NCTE should clear about this so that candidates who are going to appear to improve their marks will not confuse.
Is it - Selection cum eligibility test OR simple eligibility test and candidates need not appear again in exam to improve their marks.

जागरण ब्यूरो, लखनऊ : बेसिक शिक्षा परिषद द्वारा संचालित स्कूलों में अध्यापकों के 72,825 रिक्त पदों पर प्रशिक्षु शिक्षकों की भर्ती के लिए ऑनलाइन आवेदन करने की अंतिम तारीख को शासन ने बढ़ाकर सात जनवरी कर दिया है। ऑनलाइन आवेदन करने के लिए अभ्यर्थी पांच जनवरी तक ई-चालान जमा कर सकेंगे। ऑनलाइन आवेदन की तारीख को सात दिन बढ़ाये जाने से सफल अभ्यर्थियों की मेरिट सूची अब 15 के बजाय 22 जनवरी को प्रकाशित की जाएगी। वहीं सफल अभ्यर्थियों की काउन्सिलिंग अब 28 जनवरी से शुरू होगी।

शासन ने इस संबंध में सचिव बेसिक शिक्षा परिषद और ऑनलाइन आवेदन के लिए सॉफ्टवेयर संचालित करने वाले नेशनल इन्फॉर्मेटिक्स सेंटर (एनआइसी) को संशोधित विज्ञप्ति जारी कर दी है। सर्वर मंद पड़ जाने के कारण जहां अभ्यर्थियों को ऑनलाइन आवेदन करने में दिक्कत हो रही थी। वहीं उन्हें बैंक से चालान बनवाने में भी समस्या हो रही थी। अभ्यर्थियों की दिक्कतों को देखते हुए बेसिक शिक्षा मंत्री राम गोविंद चौधरी ने ई-चालान जमा करने और ऑनलाइन आवेदन करने की अंतिम तारीख को बढ़ाने का निर्देश दिया था। मंत्री के निर्देश पर विभाग ने ऑनलाइन आवेदन और ई-चालान जमा करने की अंतिम तारीखें बढ़ा दी हैं। पांच दिसंबर को जारी शासनादेश में ऑनलाइन आवेदन के लिए अंतिम समयसीमा 31 दिसंबर की रात 12 बजे तक निर्धारित की गई थी।

प्रशिक्षु शिक्षक भर्ती के लिए ई-चालान जमा करने की पूर्व निर्धारित समयसीमा बीतने तक 63.5 लाख ई-चालान जमा हो चुके थे। वहीं 31 दिसंबर को शाम चार बजे तक 59 लाख ऑनलाइन आवेदन जमा किये जा सके थे। जमा किये गए ई-चालानों की संख्या के सापेक्ष 4.5 लाख ऑनलाइन आवेदन और किये जाने बाकी थे। उधर सर्वर पर अचानक लोड बढ़ने से ऑनलाइन आवेदन करने में अभ्यर्थियों को दिक्कत हो रही थी। अभ्यर्थियों की दिक्कतों के मद्देनजर शासन को यह फैसला करना पड़ा।
