RANCHI: Members of Jharkhand Chhatra Sangh (JSC) on Monday organized a silent procession from Ranchi University to Raj Bhavan and submitted a letter to the governor demanding changes in the rules of Teachers' Eligibility Test (TET) and lack of teachers in the university for regional, tribal and Urdu languages.

JSC chairperson S Ali said: "New TET regulations are not in favour of candidates from Jharkhand. According to the rules, just clearing TET will not make one eligible to get recruited as a teacher and their educational merit will also be looked into during recruitment. This way, candidates from other states will have more chance of getting recruited as their marks scored in matriculation, intermediate and graduation will be higher than the locals because students of Jharkhand have never had very good educational background. We want educational merit removed as a criterion for recruitment of teachers."

JSC's other demands includes removal of SC/ST reservation for the 4,401 posts of Urdu teachers in the state. "Earlier, three examinations were held for recruitment of Urdu teachers in 2008, 20010 and 2011, but not a single application came in from the reserved category. This time, we are demanding that instead of SC/ST, reservation should be given to women and OBC," said Ali.

Making Urdu as a medium of writing examination in Jharkhand Public Service Commission Examination was also among one of the demands. Colleges of Ranchi University lack teachers for regional, tribal and Urdu language. Ali said: "Due to shortage of teachers in almost every college for these subjects, students are facing a lot of problems. We are demanding immediate recruitment of teachers of these subjects."

He added: "Many minority colleges and high schools do not offer courses in Urdu, tribal and regional languages. We want the courses started in all schools and colleges so that people can pursue studies in their mothertongue."

KOLKATA: Four days after the Calcutta high court ordered an interim stay on the recruitment process for 44,000 primary teachers initiated by the state government in October this year, the West Bengal Primary Education Board on Monday moved a division bench of the high court against it. The hearing is likely to be held on Wednesday.

To avoid jeopardizing the careers of 5,450,000 aspirants who are gearing to appear in the primary teachers' recruitment test, the state government has said that it will accept any directive from the high court.

"We have already mentioned that 20 additional marks will be awarded to the trained candidates who will qualify in the Teachers' Eligibility Test (TET) and are eligible to appear for interview. This will give them an edge over the untrained candidates However, if the court so desires, we will submit an affidavit and mention the same as we have specified in the rules already," said education minister Bratya Basu.

President of West Bengal Primary Education Board, Manik Bhattacharyya, said, "If the court gives an order to make other provisions for the trained candidates in addition to the existing 20 marks bonus, we shall also accept the verdict."

The education minister mentioned in no uncertain terms that the primary objective of the government is to hold the primary teachers' recruitment examination. "We need teachers and thus we are hopeful to hold the test for recruitment," Basu said. However, TET will be compulsory for both trained and untrained candidates.

"We have to obey the National Council for Teacher Education (NCTE) guidelines as well as the central government's order which clearly states that both trained and untrained teachers will have to appear in TET. Giving additional privilege to the trained teachers is then the discretion of the state government," Bhattacharyya said.

He added, "Before distributing the forms, we clearly sought opinion on our website after we decided to make TET compulsory. But no one raised any objection. However, a few trained candidates made applications to get an exemption from TET altogether which is impossible since NCTE has made it compulsory for the aspiring teachers."

Basu pointed out that in 2009 when the primary teachers' recruitment test was held by the earlier government no additional marks were awarded. Basu and Bhattacharyya, however, reiterated that only one TET will be held for both trained and untrained students according to NCTE rules.

On Monday, the education minister also alleged that a few schools were organizing admission tests, going against the Right of Children to Free and Compulsory Education Act (2009). "Some are also forcing parents to buy books from the old syllabus instead of handing them new books. REPA will be operational from January. If any complaint is lodged, we shall immediately take action against the school authorities responsible. In extreme cases, we may consider to derecognize the school or inflict penal measures, including imposition of monetary fines," Basu added.

The Punjab and Haryana high court on Saturday restrained the Punjab education department from finalising the recruitment of 5,078 rural associate teachers advertised through a public notice on September 9.
The directions came from the bench headed by justice Tejinder Singh Dhindsa on a petition filed by Parminder Pal and three other unemployed B Ed qualified people.
Appearing for the petitioners, advocate HC Arora submitted that as per the circular issued by the National Council for Teachers Education dated February 11, 2011, a person for appointment as a teacher in any school must pass the Teachers Eligibility Test (TET) conducted by some agency appointed by the state government. Such TET has to be conducted at least once every year He submitted that after the TET condition came into force, the Punjab government conducted TET only once on July 3, 2011, but the petitioners could not qualify the test. However, the Punjab education department notified 5,078 posts of rural associate teachers in September this year for which passing TET is a must.

Arora sought directions to the Punjab government to conduct TET before filling up rural associate teachers’ posts since a large number of people, like petitioners, who either could not qualify the July 2011 TET or who passed B Ed examination in 2012, might get a chance to apply for the posts.

The court granted two weeks’ time to the state government to file its reply. The case will come up for hearing on December 7.

कानपुर। शिक्षक भर्ती प्रक्रिया में एक ही मेरिट लिस्ट जारी होने की घोषणा ने अभ्यर्थियों को चिंता में डाल दिया है। शिक्षा विभाग के अधिकारियों का भी अनुमान है कि एक मेरिट लिस्ट होने से साइंस संकाय के अभ्यर्थियों का दबदबा बनेगा जबकि आर्ट्स के अभ्यर्थियों को लो रैंक पर आना पड़ सकता है।
प्राथमिक शिक्षक भर्ती प्रक्रिया में पहली बार साइंस, आर्ट्स, महिला और पुरुष की एक ही मेरिट सूची बनाए जाने का आदेश आया है। इस निर्णय से अभ्यर्थियों में खलबली मच गई है। ‘अमर उजाला’ कार्यालय में सोमवार को दिनभर अभ्यर्थियों की कॉल आती रहीं। साकेत नगर निवासी रानी ने कॉल करके बताया कि साइंस में तो प्रेक्टिकल और स्कोरिंग सब्जेक्ट होते हैं। ऐसे में अच्छे नंबर होने पर उनकी मेरिट हाई जाएगी। वहीं, उन्नाव के अजय ने कहा कि महिला और पुरुष की एक सूची बनने से भी मेरिट में फर्क पड़ेगा। हर बार लड़कियों के अच्छे अंक रहते हैं और कही इसमें भी वे बाजी न मार जाएं। रावतपुर के राहुल ने कहा कि इस निर्णय से कई मेधावी इस बार टीचर बनने से वंचित रह जाएंगे। फैजाबाद के अमरेंद्र ने कहा कि हर वर्ग में मेधावी स्टूडेंट होते होता है। साइंस और आर्ट्स की कोई तुलना नहीं है।
फिर दोनों की मेरिट सूची एक करने का क्या मतलब। आवास विकास निवासी रामजी, महोबा के दिनेश, कारवालो नगर की प्रीति, बर्रा की कीर्ति, बिधनू के पुष्पेंद्र ने भी एक मेरिट लिस्ट पर चिंता जताई। वहीं, उप बेसिक शिक्षा अधिकारी डा. राम स्वरूप विश्वकर्मा ने कहा कि फिलहाल तो साइंस संकाय का ही मेरिट लिस्ट में दबदबे का अनुमान है। क्योंकि इसमें प्रेक्टिकल और स्कोरिंग सब्जेक्ट होते हैं। बाकी तो लिस्ट आने के बाद ही क्लियर होगा

कानपुर । वर्ष 2011-12 में बीएड में एडमिशन लेकर शिक्षक पात्रता परीक्षा (टीईटी) देेने वाले अभ्यर्थी शिक्षक भर्ती में आवेदन कर सकते हैं। यह बात बेसिक शिक्षा सचिव आईपी शर्मा ने ‘अमर उजाला’ को आ रहीं सैकड़ों ‘पब्लिक कॉल’ के जवाब में कही। उन्होंने कहा कि टीईटी और बीएड पास करने वाले अभ्यर्थी शिक्षक भर्ती प्रक्रिया के लिए योग्य हैं। वहीं, सिविल लाइंस निवासी राधा ने से ‘अमर उजाला’ कार्यालय में फोन करके पूछा कि उन्होंने इग्नू से बीएड किया है। क्या वह शिक्षक भर्ती के लिए आवेदन कर सकती हैं, इसके जवाब में आईपी शर्मा ने कहा कि वैसे रेगुलर बीएड मान्य है लेकिन फिर भी वेबसाइट में जाकर शासनादेश देख लें। यही बात उन्होंने निवास और आय प्रमाण पत्र के बारे में भी कही। महोबा से जितेंद्र सिंह ने पूछा कि गलती से आपराधिक रिकार्ड पर यस क्लिक हो गया और फार्म सबमिट हो गया है। इस पर उन्होंने कहा कि यह फार्म कैंसल हो जाएगा, अब दोबारा फार्म भरना होगा। अगर काउंसिलिंग के समय इसे बारे में पूछा जाए तो अपनी समस्या बता दें। वहीं, फजलगंज से आए महेंद्र ने पूछा कि बीएड में 672 नंबर थे लेकिन फार्म पर 72 लिख दिया है। इस पर आईपी शर्मा ने कहा कि नया आवेदन करें, मान्य होगा

GUWAHATI: The Gauhati high court in an order upheld the state education department's decision of making 50 per cent marks in graduation compulsory for candidates to appear in the Teacher Eligibility Test (TET) for recruitment at the high school level.

Though the high court earlier in an interim order allowed eligible candidates even with less than 50 per cent marks in their graduation to apply for the TET examination following a prayer by the All Assam B.Ed Trained Unemployed Association, the high court in its final order upheld the state education ministry's decision.

The high court order came after the state's secondary education department said the new criteria for the high school teachers is a process to find better qualified teachers and was done according to an amendment in the Assam Secondary Education (provincialised services amendment) Rules.

The proposed TET exam for the high school teachers is slated to be held tentatively on the last week of February, 2013.

Earlier in the petition, the association had expressed its displeasure over the state education ministry's decision and demanded its withdrawal. Members of the association said in the B.Ed course, one is given training on all aspects of teaching.

"One is not only taught about teaching methodologies and child pedagogy, but is also given administrative skills. The B.Ed degree itself suggests that a person is fully qualified to teach in the high school level. Making TET compulsory will only lower the importance of the course," said the association president Ashiruddin Talukdar.

The association demanded that B.Ed qualified candidates should be exempted from writing TET, remove the basic 50 per cent criteria for appearing in TET and to raise the age limit from 38 years to 50 years for high school.

"Competitive examinations like IAS do not keep such criteria. Students securing less than 50 per cent in their graduation have qualified such competitive examinations," said a member of the association.

The association had sent memorandums to chief minister Tarun Gogoi and the state's education minister Himanta Biswa Sarma.

•आर्ट्स और साइंस की भी एक ही मेरिट लिस्ट होगी तैयार

लखनऊ। प्रदेश में बेसिक शिक्षकों के 72 हजार, 825 पदों के लिए शुरू हुई भर्ती प्रक्रिया में इस बार एक ही मेरिट बनेगी। बेसिक शिक्षा विभाग ने जेंडर और विषय के आधार पर अलग-अलग मेरिट न बनाने का फैसला किया है। आरक्षण के अलावा अन्य आधारों पर तैयार की जाने वाली अलग मेरिट की व्यवस्था भी समाप्त कर दी गई है। यही कारण है कि भर्ती के लिए चल रहे ऑनलाइन आवेदन में इसके लिए अलग-अलग कॉलम नहीं बनाए गए हैं।
शिक्षक भर्ती के लिए ऑनलाइन आवेदन 31 दिसंबर तक लिए जाएंगे। आवेदन में कुल 18 बिंदु हैं, जिन पर अभ्यर्थियों को जानकारी देनी है। इसमें महिला एवं पुरुष अभ्यर्थी के लिए अलग-अलग कॉलम नहीं बनाए गए हैं। इसी तरह से आर्ट्स एवं साइंस के लिए भी अलग-अलग कॉलम नहीं हैं। इसे लेकर अभ्यर्थियों में भ्रम की स्थिति बनी हुई है क्योंकि पिछले वर्षों तक आवेदन में इसके लिए व्यवस्था दी जाती थी और मेरिट भी अलग-अलग तैयार होती थी। इस ऊहापोह को बेसिक शिक्षा विभाग ने खत्म किया है। अधिकारियों का कहना है कि जो पद निकाले गए हैं, उनमें भी सीटों का वर्गीकरण विषय और जेंडर के आधार पर नहीं किया गया है। केवल आरक्षण के आधार पर सीटें विभाजित की गई हैं, इसलिए आवेदन में अलग कॉलम नहीं बनाए गए हैं

इलाहाबाद। प्राथमिक विद्यालयों में 72 हजार से अधिक शिक्षकों की भर्ती की घोषणा के बाद जूनियर शिक्षक पात्रता परीक्षा (टीईटी) पास दो लाख से अधिक अभ्यर्थी अपने को ठगा मान रहे हैं। सरकार की ओर से अभी तक जूनियर हाईस्कूल स्कूलों पर भर्ती के लिए कोई नीति नहीं तय की गई है। जूनियर स्तर पर शिक्षकों की भर्ती नहीं होने से अकेले इलाहाबाद में ही दो हजार से अधिक पद रिक्त हैं। 
सरकार ने प्राथमिक स्कूलों में 72,825 सहायक अध्यापकों की भर्ती के लिए विज्ञापन तो निकाल दिया गया है लेकिन प्रदेश सरकार की ओर से जूनियर स्तर की शिक्षक पात्रता परीक्षा पास करने वाले बीएड डिग्रीधारियों की कोई सुध नहीं ले रहा है। इनकी नियुक्तियों को लेकर अधिकारी भी कुछ बोलने से कतरा रहे हैं। ऐसे में जूनियर स्तर की परीक्षा पास करने वाले अभ्यर्थियों को लेकर साल भर बाद भी सरकार कोई निर्णय नहीं ले सकी है। यूपी बोर्ड की ओर से नवंबर 2011 में आयोजित शिक्षक पात्रता परीक्षा में 270806 और 209789 अभ्यर्थी क्रमश: प्राथमिक और जूनियर स्तर की परीक्षा में उत्तीर्ण हुए थे। सरकार की ओर से प्राथमिक स्तर के स्कूलों में शिक्षकों की भर्ती तो निकाल दी गई है, लेकिन जूनियर स्तर की परीक्षा पास करने वालों की कोई सुध नहीं ली जा रही है। प्रदेश सरकार की ओर से जूनियर स्तर पर भर्ती को लेकर कोई निर्णय नहीं होने से शिक्षकों की कमी का खामियाजा बच्चे भुगत रहे हैं। शिक्षकों की भर्ती नहीं होने से गणित और विज्ञान जैसे महत्वपूर्ण विषयों में बच्चों की नींव मजबूत नहीं हो पा रही है। जिले में ही उच्च प्राथमिक विद्यालयों में शिक्षकों के लगभग दो हजार से अधिक पद खाली हैं। इसमें अधिकांश पद गणित और विज्ञान शिक्षक के हैं

CHENNAI: The Madras high court has issued notice to the state government on a public interest petition seeking relaxation of 5% marks for SC/ST and physically disabled candidates in the Tamil Nadu Teachers Eligibility Test for selection of BT assistant and secondary grade teachers in the state.

The first bench comprising Chief Justice M Y Eqbal and Justice T S Sivagnanam, issued the notice and said the selection of candidates to these posts would be subject to the outcome of the PIL, after advocate M Palanimuthu submitted that the authorities had not released category-wise figures of successful candidates.

Citing an April 1, 2011 communication from the National Council for Teacher Education (NCTE), Palanimuthu said the NCTE recommended relaxation of 5% marks for SC/ST and disabled candidates. Though Andhra Pradesh and Rajasthan relaxed 10% and 5% respectively, Tamil Nadu government did not extend any such facility, he said. If such a provision was made, several SC/ST, disabled candidates would benefit, he said

COURT’S ORDERS ON TEACHERS: The Nainital High Court has held that the appointment of primary teachers who have not cleared the teacher’s eligibility test (TET) will be considered in violation of Section 14 of the Constitution. “The court’s order is all set to affect those 1,500 primary teachers who were appointed by the government without they having cleared the TET and despite the availability of TET passed teachers in the state,” said Amit Kashyap, a leader of the TET passed organisation of teachers. The court had held that the teachers appointed without passing the TET would be given one chance to clear it. However, if they failed, their appointment would be considered illegal.
