रांची : सीबीएसई ने तीसरी शिक्षक पात्रता परीक्षा 'सीटेट' की प्रक्रिया शुरू कर दी है। यह परीक्षा 18 नवंबर को दो पालियों में होगी। कक्षा एक से पांच तक का शिक्षक बनने के लिए पहली पाली तथा छह से आठ तक का शिक्षक बनने के लिए दूसरी पाली की परीक्षा में शामिल होना होगा। जो अभ्यर्थी कक्षा एक से आठ तक के लिए शिक्षक बनना चाहते हों, वे दोनों पालियों की परीक्षा में शामिल हो सकते हैं। इस परीक्षा में शामिल होने के लिए पहली बार एक अगस्त से 31 अगस्त तक सीबीएसई या सीटेट की वेबसाइट पर आनलाइन फार्म भरे जाएंगे। सीबीएसई अबतक ऐसी दो परीक्षाएं आयोजित कर परिणाम जारी कर चुका है।

उल्लेखनीय है कि निश्शुल्क एवं अनिवार्य शिक्षा अधिनियम-2009 के तहत केंद्र सरकार ने शिक्षकों की नियुक्ति के लिए शिक्षक पात्रता परीक्षा उत्तीर्ण होना अनिवार्य कर दिया है। बाकायदा एनसीटीई ने इस पात्रता परीक्षा में शामिल होने के लिए रेगुलेशन जारी किया है, जिसमें कक्षा एक से पांच तथा छह से आठ तक के शिक्षक के लिए अलग-अलग अर्हता तय की गई है। केंद्रीय मानव संसाधन मंत्रालय ने अखिल भारतीय स्तर पर शिक्षक पात्रता परीक्षा आयोजित करने की जिम्मेदारी सीबीएसई को दी है। वहीं, राज्य स्तर पर सरकारी स्कूलों में नियुक्ति के लिए शिक्षक पात्रता परीक्षा (टेट) आयोजित करने का प्रावधान है। झारखंड में अभी तक एक भी 'टेट' परीक्षा का आयोजन सफलतापूर्वक नहीं हो सका है।

- सभी निजी स्कूल
- केंद्रीय विद्यालय
-नवोदय विद्यालय


- राज्य सरकार चाहे तो 'टेट' आयोजित नहीं होने पर 'सीटेट' उत्तीर्ण अभ्यर्थियों की कर सकती है शिक्षक पद पर नियुक्ति।

Qualifying marks  
9 A person who scores 60% or more in the TET exam will be considered as TET pass. School managements (Government, local bodies, government aided and unaided)   
(a) may consider giving concessions to persons belonging to SC/ST, OBC, differently abled persons, etc., in accordance with their extant reservation policy; 



(b) should give weightage to the TET scores in the recruitment process; however, qualifying the TET would not confer a right on any person for recruitment/employment as it is only one of the eligibility criteria for appointment. 



11 The appropriate Government should conduct a TET at least once every year. The  Validity Period of TET qualifying certificate for appointment will be decided by the appropriate Government subject to a maximum of seven years for all categories. But there will be no restriction on the number of attempts a person can take for acquiring a TET Certificate. A person who has qualified TET may also appear again for improving his/her score. चंडीगढ़। शिक्षा विभाग ने सर्व शिक्षा अभियान (एसएसए) के तहत चल रही 653 जेबीटी शिक्षकों की भरती प्रक्रिया को बीच में ही रद कर दिया है। बुधवार को एसएसए की गवर्निंग बाडी की मीटिंग में यह फैसला हुआ है। अमर उजाला ने ही शिक्षकों की भरती प्रक्रिया रद किए जाने की खबर को सबसे पहले प्रकाशित किया था। भर्ती में नियमों के विपरित सीटीईटी के अलावा स्टेट पास वालों को भी योग्य माना गया था।

मार्च में विभाग की ओर से जीबीटी पदों के लिए निकाले विज्ञापन में पंजाब और हरियाणा राज्य के स्टेट एलिजिबिलटी टेस्ट (स्टेट) पास युवाओं को भी आवेदन की छूट दे दी थी, जबकि एनसीईटी नियमों के तहत यूटी में सिर्फ सीटीईटी को योग्य माना गया है। इस फैसले पर 50 लोगों ने हाईकोर्ट में केस दायर कर दिया था। शिक्षा विभाग को आखिर में अपना फैसला वापिस लेना पड़ा। विभागीय सूत्रों के अनुसार अब एसएसए भरती में एनसीटीई नियमों को ही माना जाएगा।

अगस्त में 877 पदों की भरती
शिक्षा विभाग ने एसएसए के तहत अगस्त के पहले सप्ताह में 877 नए शिक्षकों की भरती की तैयारी शुरू कर दी है। इन पदों के लिए सीटीईटी पास होना अनिवार्य होगा। जानकारी अनुसार जेबीटी के 653 के अलावा टीजीटी के 224 पद भी भरे जाएंगे। टीजीटी पदों का विज्ञापन दो-चार दिन के अंतराल में निकाला जाएगा।

एसएसए शिक्षकों की भरती के लिए अगस्त के पहले सप्ताह में विज्ञापन जारी होगा। एनसीटीई नियमों को ही लागू किया जाएगा।

UPTET : एडेड स्कूलों की भर्ती नियमावली में होगा बदलाव , मनमाने तरीके से होने वाली भर्ती पर लगेगी रोक

लखनऊ। राज्य सरकार अब बेसिक शिक्षा परिषद से सहायता प्राप्त (एडेड) स्कूलों की भर्ती नियमावली में बदलाव करने जा रही है। नियमावली में शिक्षकों और लिपिकों की भर्ती प्रक्रिया के नियम बदले जा रहे हैं। इसके मुताबिक मृतक आश्रित कोटे पर सीधे शिक्षक नहीं रखे जा सकेंगे। शिक्षकों की भर्ती के लिए बीएड अथवा बीटीसी के साथ शिक्षक पात्रता परीक्षा (टीईटी) पास करना अनिवार्य होगा।

लिपिकों की भर्ती के लिए इंटर के साथ कंप्यूटर का प्रमाण पत्र होना अनिवार्य होगा। भर्ती से पहले छात्र संख्या के साथ बेसिक शिक्षा अधिकारी के कार्यालय में प्रस्ताव भेजना होगा। बीएसए इसकी जांच कराने के बाद भर्ती प्रक्रिया के लिए मंजूरी प्रदान करेंगे। इसके लिए बेसिक स्कूल (जूनियर हाईस्कूल) अध्यापकों की भर्ती एवं सेवा की शर्तों नियमावली 1978 में संशोधन कर इसका प्रावधान किया जा रहा है। इसे शीघ्र ही कैबिनेट से मंजूरी दिलाने की तैयारी है।


बेसिक शिक्षा परिषद निजी क्षेत्र में चलने वाले 10 साल से अधिक पुराने जूनियर हाई स्कूलों को सहायता प्रदान करता है। यूपी में मौजूदा समय करीब 3700 ऐसे स्कूल हैं। इन स्कूलों में रखे जाने वाले शिक्षकों और कर्मचारियों को सरकारी स्कूलों के समान वेतनमान दिया जाता है। रिटायरमेंट के बाद इन्हें भी सभी सरकारी सुविधाएं प्रदान की जाती हैं। इसके चलते इन स्कूलों में शिक्षकों और कर्मियों की भर्ती को लेकर मारामारी रहती है। स्कूल प्रबंधन बीएसए से साठगांठ कर शिक्षकों की भर्ती कर लेता है। इन भर्तियों की जानकारी कम लोगों को ही हो पाती है। राज्य सरकार ने उच्च प्राथमिक स्कूलों के लिए टीईटी पास करने वालों को एडेड स्कूलों के लिए पात्र माना है। इसीलिए नियमावली में बदलाव किया जा रहा है।
सूत्रों का कहना है कि नियमावली में संशोधन होने के बाद एडेड स्कूल मनमाने तरीके से शिक्षकों और कर्मियों की भर्ती नहीं कर पाएंगे। इसके लिए कम से कम दो अखबारों में रिक्तियों से संबंधित विज्ञापन प्रकाशित कराना होगा।
पर्याप्त संख्या में आवेदन न आने पर इसके लिए दोबारा विज्ञापन निकलवाना होगा। स्कूल प्रबंधन को इसकी जानकारी बीएसए ऑफिस में देनी होगी। इसके अलावा पूर्व में जिन स्कूलों के लिए रिक्तियां निकाली गई हैं और अभी तक उनकी भर्तियां नहीं हो पाई हैं, वे शासन से दिशा-निर्देश प्राप्त कर भर्तियां कर सकते हैं। संशोधित नियमावली जारी होने के बाद नए नियमों के तहत भर्तियां करनी होंगी।

Decision taken to appoint 'Shiksha Mitra' as assistant teachers at government primary schools after imparting them 2 year's training through distance learning programmes  At the cabinet meeting chaired by the Uttar Pradesh Chief Minister Mr. Akhilesh Yadav, it was decided that the untrained 'shiksha mitra' would be trained through distance learning programmes for two years and then appointed as assistant teachers in government primary schools run by the 

Basic Shiksha Parishad. According to the cabinet decision,  as per the directives issued by the state government dated July 11, 2011 for training of the 'shiksha mitra', 1,24,000 graduate 'shiksha mitra' are proposed to be trained in two batches, the first batch of 62,000 'shiksha mitra' in July 2011 and second batch of 62,000 in July 2013. 

The cabinet also approved the proposal to train the second batch in July 2012. In the same way 62,000 trained candidates would be posted in July 2013, 62,000 in July 2014 and 48,000 in July 2015. This includes the intermediate qualified 'shiksha mitra' also. The moment they achieve 

graduate qualification, the state government would also consider their appointment as teachers. Sanction would be taken from the National Teachers Education Council about the intermediate qualified 'shiksha mitra'. 

During the training they would be identified by the first posting date of the Shiksha Mitra. Thereby meaning that the ones who have been posted in Gram Panchayats first will be kept above in the seniority list. If many 'shiksha mitra' had same date of appointment then the  one having higher educational qualifications would be considered senior. If the appointment 

date and the educational qualifications are also the same, the date of birth would be considered for seniority of 'shiksha mitra; and the older person would be considered senior. In this process the reservation would be duly implemented.

Cabinet decides to make the Teachers Eligibility Test 2011  a qualifying examination 

Present Basic Education (Teachers) Services Rules  to be amended and past system to be restored At a cabinet meeting chaired by the Chief Minister Mr. Akhilesh Yadav 
at the Lal Bahadur Shastri Bhawan here today, a decision to make the Teachers Eligibility Test -2011 a qualifying exam was taken. It is pertinent to mention here that the union government conceptualized the TET as a qualifying examination. It was henceforth decided that it was in the basic spirit legally to make it a qualifying exam. 
Following this order, the state government will not have to immediately hold the TET and selecting candidates qualifying the TET 2011 as teachers would be made possible. The candidates who have passed the TET 2011 for junior high school level will not be eligible for the posts of teachers under the Basic Shiksha Parishad but will instead be only eligible 
for vacant positions in government aided or private schools. 
It is to be mentioned here that the committee formed  by the state government under the chairmanship of the chief secretary had recommended to make the TET 2011 a qualifying exam.  After the recommendations of this committee being accepted by the state cabinet, the 
basis of selection of teachers would be, as in the past, educational qualifications of the candidates and the marks he has scored at different levels. 
Because of this, effect of irregularities on the selection process of the TET 2011 would be zero. After the decision of the cabinet the existing Basic Education (Teachers) Service Rules would be amended and  the previous system would be restored. The press release issued for appointment recently will be cancelled and, a fresh recruitment advertisement based on the 
amended rules would be issued at district level and the process of appointment would be started.
