Cabinet nod for teachers' package TET Exam - Kerala


Kerala Cabinet has revised the teachers’ package for aided schools that promises payment of salaries to teachers who are going without salaries for want of approval of their posts.
The appointment of as many as 3389 teachers by managements would be approved and they would get salaries with effect from June 1, 2011. Appointments made during 2010-2011 to sanctioned posts against resignations, promotions, death and retirements would also be approved from the date of appointment.
Chief Minister Oommen Chandy told the media after the Cabinet meeting on Wednesday night that the teachers’ bank proposed under the package would now have 8076 teachers. They would consist of the 3389 teachers getting approval now, 2987 protected teachers and 1700 protected teachers who had obtained appointments to permanent posts on expiry of their period of protection but had lost their jobs because of fall in division.
Mr. Chandy said that when the revised teacher-student ratio comes into effect, teachers would be absorbed from the bank at the revenue district level. When vacancies arise, first preference would be for teachers who had worked in the respective schools. Then, one teacher would be required to be appointed from the teachers' bank. After that, the vacancies could be filled on the basis of seniority list. The list should be prepared in one month and finalised after considering objections.
Permission needed
Mr. Chandy said that managements would be permitted to make new appointments only with permission of the government. The Teachers Eligibility Test would be mandatory. For creation of posts under the new teacher-student ratio, use of unique identification number for students would also be made mandatory. Strong action would be taken against schools that overstate the student strength.
Managers could fill short-term vacancies from the teachers' bank. If candidates from the bank were not available, sanction for appointments from outside would be granted in 48 hours. The practice of creating claims through appointments to leave vacancies would not be permitted.
He said that all teachers in the seniority lists would get salaries from the date of finalisation of the lists.
This meant that those who had worked at least for a day in approved posts would be eligible to get salaries. Teachers who are not working currently would be sent for training.
Waste-free campaign
The Chief Minister said the plan to free Kerala of waste would be launched at the State level at a function to be held at Kottayam on October 2. Cleaning activities would be held on that day in Kottayam and other 13 districts

State cabinet approves teachers’ package - KERALA

Those wishing to take up teaching assignments in schools in the state will have to qualify in a Teacher Eligibility Test (TET).
This was decided by the state cabinet on Wednesday while approving the teachers’ package with certain amendments.
The TET will be held on the lines of SET for college teachers and SET for higher secondary school teachers.
The TET is being implemented as part of the provisions of Right to Education Act.
The Chief Minister Mr Oommen Chandy told media persons after the state cabinet meeting that the government would soon set up a teachers’ bank comprising 8,076 teachers.
Teacher’s banks would also be set up at the district and revenue district level he said adding that the state government would also create seniority list of teachers in the bank.
The Chief Minister said that strict action would be initiated against schools which try to exaggerate the number of students in their institution.
Mr Chandy said that the services of 3,389 teachers who are currently working without pay, would be recognised with retrospective effect from June 1, 2011.
All the vacancies for 2011 would also be approved, he added
